Category: Leadership and Support Services
Meeting Date: 4/2/2025
Recommendation: Receive staff presentations on the Proposed FY 2025-26 Operating Budget and FY 2026-30 Capital Improvement Program, and (2) Provide feedback to staff.

BACKGROUND:

The City of Milpitas conducts an annual review of its operating and capital improvement program budgets to ensure alignment with City Council priorities, fiscal policies, and community needs, and appropriates the forthcoming fiscal year of the proposed operating budget and the first fiscal year of the five-year capital improvement program. The proposed FY 2025-26 Operating Budget builds on the Preliminary FY 2026-35 Ten-Year General Fund Financial Forecast presented at the Budget Study Session held on February 18, 2025.

The FY 2026-30 Capital Improvement Program (CIP) was presented to the City Council during the CIP Study Session on February 11, 2025.

During both February study sessions, City Councilmembers expressed interest in holding additional study sessions for both the Operating Budget and the CIP to allow more time for review and consideration of proposed projects and funding strategies. These staff presentations aim to provide further opportunities for additional City Council feedback and refinement of both budgets.

ANALYSIS:

FY 2025-26 Proposed Operating Budget
The FY 2025-26 Proposed Operating Budget is being developed to align with the Council’s direction to address identified priorities and service levels. Feedback from previous study sessions, including the Preliminary General Fund Financial Forecast, is incorporated into the proposed budget. The proposed budget emphasizes maintaining fiscal discipline, enhancing revenue streams, and prioritizing essential services.

FY 2026-30 Capital Improvement Program (CIP)
The proposed 5-year CIP budget of $245.04 million includes $38.7 million recommended for funding in FY 2025-26. Major projects include the construction of the S. Milpitas Boulevard Road Extension, utilities and road improvements along Technology Drive, the City’s capital contribution to the San José-Santa Clara Regional Wastewater Facility, and various maintenance and rehabilitation projects. Specific feedback from the CIP Study Session on February 11, 2025, indicated City Council interest in potential private partnerships for infrastructure projects, solar streetlight pilot programs, and pickleball facility improvements. City Council referrals and requested projects will be reviewed as part of this presentation.
