whether a one-year evaluation of the program could be conducted. Staff indicated outreach would focus on high-need areas while maintaining a first-come, first-served model, and confirmed the program's effectiveness could be tracked. The City Attorney advised that agreements could address maintenance, data retention, and privacy, but mandatory long-term consent to share footage may raise legal concerns, as participation is typically voluntary.
Mayor Montano discussed the importance of prioritizing camera placement in high-traffic or strategic locations and raised concerns about the lack of a requirement for residents to share footage despite the use of public funds.
Acting City Manager Hernandez requested clarification regarding distribution logistics and staff confirmed that multiple community events would be held over time.
Mayor Montano expressed support for Option 2 as the most efficient approach. Councilmember Chua, Vice Mayor Barbadillo, and Councilmember Lam each indicated support for Option 2.
