The City Council of the City of Milpitas convened in a Regular Meeting of the Militas City Council June 2, 2026, in the City Council Chamber, 455 E. Calaveras Blvd, Milpitas, CA, and via teleconference/Zoom webinar.
CALL MEETING TO ORDER by Mayor and ROLL CALL by City Clerk Mayor Montano called the Regular City Council meeting to order at 7:58 PM. Roll Call was taken by City Clerk Guzzetta.
PRESENT: Mayor Montano, Vice Mayor Barbadillo, Councilmember Chua, Councilmember Lam (7:59 PM), Councilmember Lien
ABSENT: None
PLEDGE OF ALLEGIANCE
Vice Mayor Barbadillo led the Pledge of Allegiance.
Councilmember Lam joined the meeting at 7:59 PM

Waive the Second Reading and Adopt Ordinance No. 38.861 Adding a New Section to Title XIII, Chapter B.20 of the Milpitas Municipal Code to Create a Transit-Oriented Development Overlay June 2, 2026 Militas City Council Minutes Page 1
Zoning District to Implement Senate Bill 79 Development Standards (Staff Contact: Jay Lee, Planning Department, 408-586-3077)
Determined that the ordinance is statutorily exempt from the California Environmental Quality Act (CEQA) under Government Code Section 65912. 160(c)(2) and Title 14, Section 15183 of the California Code of Regulations and adopted the findings therefore in the agenda report and waived the second reading and adopted Ordinance No. 38.861 approving Zoning Text and Map Amendment no. ZA26- 0002 adding a new section to Title XIlI, Chapter B.20 of the Militas Municipal Code to create a Transit-Oriented Development Overlay (TOD) zoning district and regulations implementing Senate Bill 79 development standards.
2. Conduct a Public Hearing to Adopt the 2026-2027 Annual Action Plan and Approve the Community Development Block Grant Allocations for 2026-2027 (Staff Contact: Matt Cano, Assistant City Manager, 408-586-3222)
Continued to the June 16, 2026 City Council Meeting.
PUBLIC HEARINGS
Adopt a Resolution to Confirm the 2026 Weed Abatement Assessment Report (Staff Contact:
Arthur Belton, Deputy Fire Chief / Fire Marshal, 408-586-3384) City Manager Hopkins introduced the item. Deputy Fire Chief / Fire Marshal Belton presented the report.
Mayor Montano opened the public hearing. There being no public speakers, she closed the public hearing
After discussion, motion: to adopt Resolution No. 9519 confirming the 2026 Weed Abatement Assessment Report and Assessment List to be entered into the tax assessment rolls..

ANNOUNCEMENTS AND FUTURE AGENDA ITEMS
City Manager Willie Hopkins made brief introductory remarks.
Councilmembers Chua and Lam, and Mayor Montano, offered thanks to outgoing Assistant City Manager Matt Cano, noting his dedication, responsiveness, and service to the City over the past three and a half years.
Mr. Cano thanked the Council and expressed confidence in the City's direction under the new City Manager.
ADJOURNMENT
Mayor Montano adjourned the meeting at 8:07 PM.
