CITY MANAGER REPORT

City Manager Wilberg thanked the Council for having the meeting in Zoom format this evening.

CITY ATTORNEY REPORT

City Council Minutes 5 January 11, 2022 City Attorney Bill Curly we are happy to report we have six maps submitted for consideration for districting. In August we laid out a process and timeline that is consistent with the new law the Fair Map Law. He stated that Map A was prepared by the demographer, on census data only, carefully we made sure they did not know where Council Members lives. They did not do it to find a way to preserve an incumbent or to allocate districts in a certain way. It is pure statistics and science. He stated that if people choose not to believe it there is nothing we can do. He really hopes this myth dies out because it is completely wrong and misleading and not fair to taint the community. We will be bringing forward the maps stated in the timeline. Attorney Curley stressed that nobody was shorted on time or opportunity, and if one felt that way it was due to not pursuing all opportunities available to them. Stated that the Council will be to analyze and review in a public process very transparent. Last ly, he announ ced that the Cit y received a courtesy copy o f a lawsuit late in the day. After a very quick review of it, there are some substantial problems with the allegations and it will play out in the normal course. He stressed that the governance of Mission Viejo is not at risk.

He clarified per Mayor Bucknum, that the demographer map does not have each Council Member in their own district, in fact there is one unallocated district and two Council Members in the same district.
