MISSION VIEJO MINUTES
Special City Council Meeting
April 12, 2024
A Special Meeting of the City Council, the Community Development Financing Authority, the Successor Agency of the Community Development Agency, the Housing Authority, and the Library Board of Trustees of the City of Mission Viejo, California, was called to order by Mayor Kelley at 3:02 p.m., on April 12, 2024, at 200 Civic Center, Mission Viejo, California.
A complete copy of the agenda for the meeting containing all items as shown he rein was posted by 4:00 p.m. on April 10, 2024, on the outdoor bulletin board at City Hall. Copies were also posted at Montanoso Recreation and Fitness Center, 25800 Montanoso Drive , and Norman P. Murray Community and Senior Center, 24932 Veterans Way.
*All Board and Agency memberships are reflected in the title "Council Member."

CLOSED SESSION
Larry Gilbert, M.V.: Questioned the adjournment at the April 9 meeting to April 23, but that 24 hours later a meeting was called at 3:00 pm. He asked why this was not at normal meeting hours.
Voiced concerns with three Council Members termed out in 2026 will bring added debt to the new Council. He also questioned why the City didn’t conduct a national search for the City Manager position.
Cathy Schlicht, M.V.: Criticized the City Manager that he was well aware of these Special Meetings last Tuesday. Criticized the Council is afraid to go outside because a new City Manager might bring transparency that will not happen here. She stated that the city has a corrupted government.
City Attorney Curley explained that the Closed Session is for consideration for public employment of the City Manager Position. This is a properly noticed Special Meeting which requires 24 notice that was followed.

RECESS TO CLOSED SESSION AND RECONVENE
At the hour of 3:09 pm Mayor Kelley recessed the meeting to Closed Session. The City Council reconvened at 4:59 pm with all five Council Members present.
REPORT OF CLOSED SESSION
Mayor Kelley announced that City Manager Wilberg and City Attorney Curley may commence negotiation of an employment contract. The City Council unanimously selection Elaine Lister for City Manager.
At the hour of 5:00 p.m., Mayor Kelley adjourned the meeting.
