Roll Call – Present: Councilmembers Escutia-Braaton, Kenoyer (arrived at 12:35 p.m.), Madrigal, Ricci, Wright, Zoslocki (arrived at 10:53 a.m.), Mayor Zwahlen Pledge of Allegiance to the Flag
PUBLIC COMMENT PERIOD
Emerson Drake spoke regarding having special meetings and workshops being recorded for public view. He also spoke regarding having an actual flag versus a flag on the screen for the pledge of allegiance. Regarding the City Auditor he expressed his feelings it should be an individual not contracted out, and the Auditor should be able to pick their own staff. He also supported a vote of five or supermajority to terminate the Auditor. He also spoke against hiring a polling firm. Ann Marie Hogan clarified the City Auditor should have the authority to hire their own staff but through Human Resources Department to protect the City. She also noted the Auditor can contract out, and ALGA is happy to give out advice. She also pointed out the Charter doesn't clarify whether Auditor is contracted out verses on staff. She also recommends five or super majority protection and clarified an elected auditor would have to live in the City. She expressed hope the City can mend fences with the community going forward.
