CITY OF MODESTO

COMMITTEE AGENDA REPORT
DATE OF MEETING:

September 15, 2022
August 23, 2022
TO: Appointments Committee
Rosa Escutia-Braaton, Chair
David Wright, Vice-Chair
Chris Ricci, Member
THROUGH: Joseph P. Lopez, City Manager
FROM: Christina Alger, Director of Human Resources
SUBJECT: Commission Appointments – Equity Commission
CONTACT: Christina Alger, Director of Human Resources, [email protected], 209-571-5126 DESCRIPTION:

Consider recommending appointments to fill five City of Modesto vacancies on the Equity Commission for four-year terms and forwarding to Council for approval. (Funding Source: Not Applicable)
STRATEGIC PLAN ELEMENT:

The recommended action supports the City of Modesto’s 2020-2025 Strategic Plan Initiative: Service and Delivery Goal I: Promote trust and engagement between the community and the City; and Goal J:

Build a high-performance organization.
.

BACKGROUND:

The newly formed Equity Commission was adopted by Council on January 25, 2022 by Resolution No. 2022-054. This action renamed and repurposed the Equal Opportunity/Disability Commission to the Equity Commission. The original commission was charged with advising on matters related to equal employment opportunity. This Commission had become dormant for approximately the last five years.

City staff created a Diversity, Equity, and Inclusion (DEI) program which also was adopted on January 25, 2022 by Resolution No. 2022-051. This comprehensive program addresses needed focus and training of staff City-wide for both internal relations and service to our community. Under the program are multiple Plans that address various aspects of DEI to include the Equal Employment Opportunity Plan, Language Access Plan, Americans with Disabilities (ADA) Plan, and the supporting Equity Commission.

Commission Appointments – Equity Commission

Page 2 of 2 ends

The new Equity Commission’s purpose is to advise on matters related to all facets of the DEI program and subsequent plans and initiatives. The former Equal Opportunity/Disability Commission jointly met with the Human Relations Commission. This practice will continue with the Equity Commission.

On June 30, 2022 nine applications were taken to the Appointments Committee. Six applications were recommended to move forward to Council. On August 9, 2022, Council approved six appointments by Resolution 2022-332 for a term expiration of August 1, 2026 leaving five vacant seats.

DISCUSSION:

With the approval by Council of six appointments to the newly formed Equity Commission, we currently have five vacant seats to fill. City staff did extensive outreach to solicit applications from interested citizens. City staff emailed seven local community groups to share information on the Equity Commission, the DEI program and asked them to share with their members. We also began advertising these remaining seats on various social media platforms to gain applications: Facebook 7/15/22, 7/19/22, 7/26/22, Twitter 7/14/22, 7/19/22, 7/26/22, LinkedIn 7/14/22, 7/26/22, Nextdoor 7/14/22, and Instagram Story 7/14/22. A total of sixteen applications have been received to date.

Staff recommends considering applications received to fill the remaining five seats. However, the opportunity to apply for the Commission will remain available until all seats are filled.

FISCAL IMPACT:

There is no fiscal impact associated with this action.

The recommended action supports the City of Modesto’s 2020-2025 Strategic Plan Initiative: Great Quality of Life: Increase pride in Modesto’s neighborhoods and business districts through beautification efforts and by investing in community assets and amenities.

BACKGROUND:

In December 2019, by Resolution 2019-555, the City Council approved the Blight Abatement Strategy that included a series of recommendations to promote public and private partnerships with a focus on increasing volunteerism and improving blight abatement programs. The BAAC shall act in an advisory capacity to the City Council and the City Manager in all matters pertaining to blight abatement and beautification efforts. Furthermore, this committee will champion the initiation and coordination of volunteer groups and donations to support the effort.

In October 2020, by Resolution 2020-428, the City Council approved the original formation of the Blight Abatement Advisory Committee, with the following composition:
