COUNCIL COMMENTS & REPORTS
Vice Mayor Wright stated that he had the privilege to meet with Roman Bridges who turned 105 this year. Mr. Bridges was born on August 14, 1917, and he asked him what he contributed his long life to and his comment was treating everyone the same way he wanted to be treated. Vice Mayor Wright wanted to wish him a happy birthday again.

Council Member Ricci commented that he agrees with the Cruising Council. It’s time to discuss lifting the ban on cruising. The ban was put into effect 10 years ago and the world was a very different place back then. He is looking forward to finding a way that they can discuss solutions to this and respect the safety, culture and diversity of the community. He also reported that he feels like the responsibility of council members is to try and make Modesto better every day. He mentioned what other jurisdictions have done and it’s called garage sale day. The City chooses the day and generates a map and everyone sets up garage sales. He thinks in times like this with inflation, it’s important to bring the community together. He is hopeful he can get some staff direction on the best place to explore this concept.

Council Member Kenoyer commented about her name being on a flyer saying they’re against the new commission on diversity and inclusion. She wants people to know that she had nothing to do with that and neither did the Council. It did not come from the Council. The Council voted for the formation of the commission.

Council Member Escutia-Braaton thanked everyone who took time away from their families to come and speak publicly and express their opinion. All their sentiments were heartfelt and heard by the Council. She also wanted to wish all Modesto residents who are Jewish a Happy New Year, as today is the second day of Rasha Hanna. This past Friday, she and the Mayor visited the largest tomato factory in the world, and it’s in Modesto. It employs 1,600 seasonal employees, 300 year-round employees and the factory is Stanislaus Food Products.

This company has resided in Modesto for 80 years and it’s on H Street. Lastly, on September 15, she attended the grand ribbon cutting of Modesto State Route 132 (SR 132). It was a momentous event that celebrated the completion of phase 1 of a project that has been in the making for 60 years. It elevated the safety standard of a roadway that some use to refer to as blood alley. This new route improves the regions ability to move locally grown and produced goods between markets and it leveraged the City’s Measure L dollars to receive tens of millions in State and Federal funding. Thus, it kept the promise to voters in 2016, to be good stewards of public funding. This collaborative effort could not have been completed just by one entity. SR 132 will be open to the public soon.

Council Member Madrigal reported that he also participated in SR 132 ribbon cutting and delivered some remarks in English in Spanish at the ribbon cutting. Council Member EscutiaBraaton did a good job at summarizing a lot of the key points. He wanted to note, in addition to all things that this SR 132 accomplished it also was another demonstration of how our local governments invest in career technical education that is providing more pathways to building and construction trade jobs that are also very much needed. These jobs pay well and allow people in this area an opportunity to live and work here. A wonderful and momentous occasion. He also thanked the neighborhoods, such as the Woodland West neighborhood because this project cut through their neighborhood and it is having an impact on their neighborhood and quality of life. He commented that he tried to do what he could to get the sound wall they were asking for. He knows they’re not going to give up advocating for it. His hope is that it can try to get it implemented in phase 2. He also reported on a couple of other events he attended. In particular, the annual SMBU Mexican Independence Day Celebration at the El Rematito Flea Market and attended a Mexican Independence Day Celebration at a local small business in West Modesto – Guayabitos.

Mayor Zwahlen reported that she and Vice Mayor Wright attended the Modesto Police Department promotion and welcoming ceremony. It’s delightful to see the expressions and pride of the family members. It was great to be there. Last Sunday, she had the very unique invitation to have dinner with the President of Portugal. His name is Marcelo Rebelo de Sousa. President Rebelo de Sousa was so gracious and it was a relatively small group, it was a great opportunity to hear from a person who’s had an incredible life and hear about his experiences with Ukraine, India, and China. He shared all of his experiences and took us through decades of history. He came here because he recognized Portuguese heritage is strong - 11 -
