DISCUSSION:
The application process to fill the nine vacancies on the newly formed Community Police Review Board opened on January 3, 2023 and closed on January 31, 2023. City staff advertised these vacancies using a variety of methods including social media, email, webpage, and direct stakeholder outreach. As a result of these efforts, 73 applications were received during the open application period.
At the time of this report, 43 applicants were deemed eligible for interviews after completing the eligibility verification process in accordance with the bylaws. These applications are attached for the Appointments Committee to review and interview. The verification process included various membership eligibility requirements, such as being a registered voter in Modesto and undergoing a background check, including fingerprinting. Applicants identified as ineligible may have been determined to reside outside of Modesto city limits or in a county jurisdiction; not be a registered voter of Modesto or be actively employed by a law enforcement agency. A portion of the applicants were deemed ineligible due to not completing the fingerprinting process and some chose to selfwithdraw their application for unidentified reasons.
As outlined in the CPRB bylaws, applicants are subject to interviews by the Appointments Committee. Due to the large number of applicants, these meetings are scheduled to take place over three days. Committee members will be evaluating the applicant’s overall qualifications, their responses to the questions on the application and two additional questions during the interview.
The appointments committee will have conducted interviews with a total of 43 candidates on March 30, 2023, April 3, and April 11, 2023.
After the conclusion of the first round of interviews, staff will tabulate the scores for all applicants, as determined by each member of the Appointments Committee. The score for each applicant will then be provided to the Appointments Committee and public.
The applicants that receive the highest scores will be invited to a second interview. It is proposed the 15 highest ranking of all interviewed applicants be invited to a second interview. Following the second interviews, the Appointments Committee will recommend the appointment of nine individuals to the CPRB, as required by Council policy, followed by final approval of the City Council. Per CPRB bylaws, the CPRB shall be comprised of nine (9) members who reside within the city limits with preference provided to residents representing diverse ethnicity, gender, sexual orientation, professional experience, organizational affiliations, and neighborhoods/districts in Modesto.
