Briefly explain your interest in
serving on the Police Review
Board.
I want to serve on the Police review board to protect our citizens from officer involved shootings. Over the last decade the Modesto Police Department has had an issue with officer involved shootings due to failed training methods. I also want to join this board to show that our police department is making an effort to allow our community to evaluate their behavior and integrity. The Modesto police Department is also putting their organization on the line and should be commended for opening their organization up to the community. I want to them to get their shine as well.
What personal experience or
qualifications will you bring to the
Police Review Board?
I do not hold any bias toward the Modesto Police Department. I have eliminated my bias when I took part in the legacy alliance police and civilian training. at first, I did not want to join because of my past experiences with law enforcement. the training eliminated my bias because the officers that participated were honest and willing to change the narrative about their department.
I have my bachelors degree in political science and a masters in legal studies.
Also, I have auditing experience at the State level with compliance of policies and procedures with the State of Tennessee and I have legislative experience with The State of California level. I can bring my legal expertise to review bylaws, policies and procedures, and any legal matters involving the board.
Please share examples of your
community involvement.
As a young man that grew up in the city of Modesto. I can say that I'm one of the most active members in the community. I have helped out with just about every organization in Modesto from the Modesto Chambers of Commerce to the NAACP. I also put on event through out the city with an emphasis of leadership development and the mentorship of young children. in highschool, my black student union sent over 4,000 school supplies to an elementary school in Liberia, I have helped children overturn their suspensions that had disputes with Modesto city Schools, I was a Leadership Modesto Recipient in 2018, and I am putting on a spelling bee for the kids on the west side of Modesto. To me, working for my community is dream of mine and I'm truly living it. #1..

to engage in community outreach
and education activities in an
effort to build relationships with
the Police Department. Give an
example of how you will work
towards building relationships
with the public to educate them
about the role of the CPRB.
I think they're 6 things we need to do as a board to increase outreach and education activities in an effort to build relationships with the Police Department.
1. Provide a city-wide training between citizens and the police department.
Citizens need to know how hard it is to be a police officer and what our officers face on a day to day basis.
2. I believe if we provided a montly public newsletter that shows our police department in a positive light.
3. Our police officers need to hold public community forums for our citizens. therefore, our citizens can ask questions first hand to our officers about their concerns in their community.
4. Issuing clear and quick communication after officer-involved shootings.
5. Interact with Modesto City School district and hold interventions with at risk youth.
6. Our board meetings need to be publicized to the public through social media, the newspaper, and beyond
I believe this would be a good start for building relationships with the public to educate them about the role of the CPRB.
Date of Birth 1995

Briefly explain your interest in
serving on the Police Review
Board.
I am a lifelong resident of Modesto and I would like to contribute my skills to the continued success of the best city on Earth !!!
What personal experience or
qualifications will you bring to the
Police Review Board?
I have been the President of Ceres Pipe & Metal, a successful small family business for 45 years. This experience has taught me the value of fair and honest dealing with employees and customers. I am dedicated to my neighborhood and have organized a weekly potluck during the summer months for over 10 years. I have also organized community forums for my neighborhood with candidates for local office. One of my favorite neighborhood activities is an event that I originated " Kids, Cops cookies and milk ". This involved having all of the neighborhood kids bake treats and snacks that we served during an afternoon shift briefing at the police department.
During my 8 years as President of Congregation Beth Shalom I developed several programs that were constructive and peaceful alternatives to potentially violent confrontations with extremists. I also developed a unique and rewarding friendship with the Islamic Center of Modesto.
Please share examples of your
community involvement.
Probably my most rewarding activity involved a combination of my business, my Synagogue and the Islamic Center of Modesto. This activity will be better explained during my interview but the lesson learned was that hate is taught, and familiarity is the cure.
Board members will be expected
to engage in community outreach
and education activities in an
effort to build relationships with
the Police Department. Give an
example of how you will work
towards building relationships
with the public to educate them

I will visit any neighborhood or organization and suggest joint activities with the MPD that foster better relations

Briefly explain your interest in
serving on the Police Review
Board.
I feel that by serving on the Police Review Board i will get a better understanding of the internal working of the Police Department and hope to better understand the daily process. Also, I believe that it will give the community a better opportunity to commmunicate the needs of the community, as a whole.
What personal experience or
qualifications will you bring to the
Police Review Board?
My history of military service helps me understand the feeling of a close knit group of people working as a team to achieve a goal. I hope that not only does the Modesto Police department do that but I hope that the Police review Board can do that as well.
Please share examples of your
community involvement.
I have been a great member of my community. I help with the small things like being neighborly and taking out my neighbors trash to helping a neighbor walk to her car when she has trouble walking. i mow their lawns when needed and they have no lawnmower. I welcome new neighbors to the neighborhood and let them know I am always here to help. When there is a problem I try my best to communicate the issue in a non-aggressive way. When there is an emergency I try my best to offer aid and not get in the way of emergency services.
Board members will be expected
to engage in community outreach
and education activities in an

the Police Department. Give an

I will let them know that I am here to listen and provide answers to their questions to the best of my ability. I will share what information I am able to share with them in reference to the latest issues that may arise. I will let them know that my job will allow their voices to be heard.

Briefly explain your interest in
serving on the Police Review
Board.
I have confidence and appreciation for many serving our community in law enforcement, and it concerns me when trust is lost. Trust and understanding is essential. It makes officers safer and the community feels safer. When mistakes are made, it important that the department and the community learn and improve. Communication is essential, and being able to listen, empathize, and reason logically without emotion are critical to mutual respect and cooperation.
The only path forward is together.
What personal experience or
qualifications will you bring to the
Police Review Board?
I have extensive experience with many individuals, neighborhoods and organizations throughout the community as a district representative for a local state legislator, which served to help me develop deeper understanding and appreciation for their concerns and challenges. I have assisted several with mental illness and worked with NAMI to adopt a pilot program in Stanislaus County. I have helped many homeless access benefits. I have worked with law enforcement and health care professionals helping individuals with addiction and recovery. And, I witnessed the legislature working with law enforcement as they navigated realignment, early release, parole board hearings, and sentencing changes under Proposition 47. I believe I am known and trusted by the diverse members of our community, and that is a good foundation for the Police Review Board.
Please share examples of your
community involvement.
Through my efforts on behalf of constituents with severe mental illness and their families, I became involved with NAMI of Stanislaus County. Many of the families were struggling with noncompliant loved ones who denied their mental illness and would not accept treatment. They campaigned for the Stanislaus County Board of Supervisors to adopt Laura's Law (court ordered assisted outpatient treatment) for a segment of the mentally ill that were frequently 5150. I helped the family advocates mobilize a grass roots effort, meet with individual board members, gather support from BHRS leadership and put forward a compelling argument for adoption of a pilot program. I later ran for the Board of Supervisors seat in 2018. While unsuccessful, I did receive 15,510 votes throughout the city.
And, I am proud to say that the nonprofit Stanislaus Homeless Advocacy & Resource Enterprise (S.H.A.R.E.) emerged from volunteers and constituents met during my campaign. I am a co-founder and officer of S.H.A.R.E., which has become a valued partner with Modesto Police Department's CHAT unit.
Board members will be expected
to engage in community outreach
and education activities in an
effort to build relationships with
the Police Department. Give an
example of how you will work
towards building relationships
with the public to educate them
about the role of the CPRB.
Community outreach is much of what I did for State Senator Cathleen Galgiani, so I know what it entails. the most important part is showing up and being present, listening and building relationships. I prefer to utilize informal dialogue, and not be confrontational. The only agenda I have is perfecting our efforts as a community in policing and public safety so all feel safe and the system is just.

Briefly explain your interest in
serving on the Police Review
Board.
I am passionate about implementing plans that help bridge any gaps (real and perceived) between the MPD and our citizens. I'd like to ensure that community members voices are heard, rights are respected, that complaints/conflicts are taken seriously, and that the MPD is held to high standards of accountability and transparency. I feel I'd contribute positive & independent perspectives on the board, improve rapport/relationships between citizens and the MPD, and be a valuable asset to the team. This volunteer civic position keeps me actively involved in improving our community--through actions and words there can be improvement with a ripple effect, like a pebble plunked in a pond.
What personal experience or
qualifications will you bring to the
Police Review Board?
My many decades of experience teaching, living, working, and volunteering in our community has given me intimate experiences and knowledge of Modesto's inhabitants, families, and "local cultures". I've worked with all socio-economic groups, immigrant families, special needs & intelligences, ethnic, religious, and non-English speaking families. I have empathy, compassion, weigh facts carefully, and think independently. Since retiring in 2015, I've been involved with the public and families from all backgrounds working for Dutch Hollow Farms; volunteered for Boys & Girls Club's after school program at Sylvan Elementary (was awarded BGC's "Volunteer of the Year"); volunteered to teach English at St. Joseph's Church to fellow adult parishioners; connected with businesses and citizens through major fundraising for Alzheimer's Association's " The Longest Day" and "Walk to End Alzheimers" events. Prior to teaching, I worked as a Job Placement Counselor for East Palo Alto's Youth Employment Program (placing socio-economic challenged, ethnic minority high schoolers deemed "high risk" into summer jobs). As a Board Member, I'd offer a "local's" perspective. I've lived in Modesto since 1963--attended Beard Elementary, Roosevelt Jr. High, Grace Davis High, and Modesto Junior College; got my first jobs in high school (teaching tennis at the SOS Club) and cashiering in McHenry Village. My husband and I raised our children here, and I continue to love (and stay involved with) our ever-changing community.
Please share examples of your
community involvement.
* Volunteer for Beyer High School Track & Field Team--scorekeeper (7 years now)
* Implemented major fundraisers for Alzheimers Association--such as "Cars, Crafts, and Community for the Cure"
and "Splash BBQ for the Cure"
* Boys and Girls Clubs -- worked tutoring children, designed/sewed costumes and assisted in the production for their musical
"Wizard of Oz"; worked on trying to bring a tennis program to the BGC * Neighborhood Watch--our street's co-chair, implemented it on our street, annual Nation Night Out, updating neighbor directories) * Dutch Hollow Farms--coordinator, curriculum design and mentor teacher/lead for school & community field trips, pumpkin sales,
and formed/ran their Kids Club agricultural programs
* St. Joseph's Church--taught English to adult parishioners *Civil service on several juries in Municipal, Superior, and Federal Courts Board members will be expected
to engage in community outreach
and education activities in an
effort to build relationships with
the Police Department. Give an
example of how you will work
towards building relationships
ENGAGING IN COMMUNITY OUTREACH:
The Board would need to identify and target key populations most in need of building relationships (being heard, served, listened to, and to educate), with collecting input from Modesto citizens and the MPD. I'd help create an overarching plan with just a few realistic OUTREACH goals to BEGIN...then build on successful growth. The public needs a Board whose members reflect trustworthiness, consistency, reliability, accountability, conduct fact-finding, are #1..

about the role of the CPRB.
open-minded and non-judgmental--who also will impart knowledge and educate the public about regulations & laws, and the role of the CPRB. There needs to be a sense of inclusion, healing & humanity that acknowledges the complexities of social and public situations and conflicts, to build relationships.
ACTIVITIES EDUCATING THE PUBLIC ABOUT MPD & EXAMPLES HOW I'D WORK TO BUILD RELATIONSHIPS:
Raising awareness, educating, building trust, and strengthening relationships between citizens and the MPD begins with discovering events/activities that will interest the key people/populations we're targeting, to actually participate ("buyin"). In my teaching profession, for example, when hosting educational parent workshops targeting our non-English speaking, special needs, and at-risk household families, we had significantly increased response rates & participation rates, by offering incentives and overcoming barriers. How?? By providing free food, free child care, interpreters, and convenient family-friendly hours...important to these
sub-populations. To start, if I become a board member, I'd utilize my personal community connections who work as counselors in addiction, homelessness, and education--then find targeted populations on the streets, at shelters, soup kitchens, schools, mental health facilities, ERs, etc. I'd encourage other Board Members, MPD officers, urban city and county resources to share their connections as well. By combining resources, ideas, and connections collectively, we can use forums (that have incentives and lessen barriers) to educate, and listen to, citizens about the CPRB--and make a huge impact! Then assign qualified folks to hit the streets/make phone calls/build connections, collect data and needs, and create dialogue that is "meaty" and meaningful. A Community Service Officer, or member of the newly-created Board could be moderator or liaison. Another thought would be to create flyers about the existence and role of the CPRB, that could be distributed to schools and businesses throughout our city.
EXAMPLE ISSUE: HOMELESSNESS / THE UNHOUSED
It could be cliche-sounding meetings with a moderator (such as a Community Service Officer) at "Talks and Socks in the Park", or "Donuts and Discussions", where homeless citizens' concerns get shared and validated, then the moderator educates them about the role of CPRB--followed up afterward by a reward (of donated items or grant money used) such as socks or donuts. It needs to be interactive and hands-on, not citizens just passively listening.
Maybe a safe dialogue meeting at a local neighborhood church hall could happen, with a goal of sharing the role of the CPRB and also MPD local resources, ordinances, regulations, and laws...while simultaneously collecting verbal concerns of citizens at that same meeting (perhaps charted by a moderator onto diagrams, to be addressed later by the Board and MPD).
Ask/survey what THEY need/want (not what we think they need). To start, I'd utilize my personal community connections who work as counselors in addiction, homelessness, and education--then find targeted populations on the streets, at shelters, soup kitchens, mental health facilities, ER, etc. I'd encourage other Board Members, MPD officers, urban city and county resources to share their connections as well. By combining resources, ideas, connections, we can use forums to educate, and listen to, citizens about the CPRB collectively--and make a huge impact! Then the MPD (or other appropriate entity) could assign qualified folks to hit the streets/make phone calls/build connections, collect data and needs, and create dialogue that is "meaty" and meaningful to the unhoused citizens. A Community Service Officer, or member of the newly-created Board could be a potential moderator or liaison.
EXAMPLE ISSUE: OFFICER INVOLVED ALTERCATIONS
I believe people often seek answers and draw conclusions without knowing all the facts. Perhaps there can be a hotline set up with anonymity for a platform to initiate contact to the Board for problems/concerns after a controversial MPD event/incident. Or set up a 'safe harbor' type discussion platform (via email, or in-person at a park, school, MPR, church hall, local neighborhood event such as National Night Out), where the MPD can facilitate discussions and the public can express concerns, question methods and procedures, and know their thoughts are being written down and acknowledged. The moderator would then have the #1..
- 63 -
Submission ID: 099fdc02-a786-42a6-800d-9917dfa97e67 Page 11/11 opportunity to share about the existence and role of the CPRB. As a 'regular citizen', I'd love to see a resource I could contact (email, phone, meeting place) to share when I see or experience something disturbing. I'd appreciate being educated about the existence (and the role) of the CPRB. This would create a key opportunity for the MPD moderator to educate the public about the CPRB and its role. There is a MPR "PR" spokesperson who imparts and disperses information, but it is one-way communication and not interactive. Interaction is key to building two-way relationships.

I am a member of the Stanislaus Commission on Women; the Stanislaus County League of Women Voters; Modesto Friends of the Library (where I served on the Board for ten years); and the Modesto Peace/Life Center.
Briefly explain your interest in
serving on the Police Review
Board.
I think that working in the criminal justice system for fifteen years provides me with a solid background for serving on the CPRB. I think that the City's decision to establish the CPRB is significant and commendable. I have worked with city police officers and I am interested in helping to establish the review board as it begins its task of working with the City, the police force, and the community to improve police-community relationships and to deal with citizen complaints regarding police conduct. I think that the CPRB will serve a vital purpose in Modesto and I would like to be a part in implementing the vision of the working group and the City in establishing the review board.
What personal experience or
qualifications will you bring to the
Police Review Board?
I worked as a deputy public defender in Stanislaus County for 15 years and bring experience in the criminal justice system, in reviewing police investigations and interrogations, and in sifting through clients' complaints and my observations of police conduct. Having observed hours of police camera recordings, I have been able to observe the difficulty of the job that our police officers face as well as how they carry out that job, particularly in their interactions with the community. Prior to being a deputy public defender, I was a staff attorney and directing attorney at the California Rural Legal Assistance office in Modesto for nearly fifteen years. While at CRLA, I represented lowincome members of our community in a variety of legal problems, including landlord-tenant, labor issues, education and governmental assistance issues. I also worked on various immigration workshops that the CRLA Foundation put on throughout the county.
Please share examples of your
community involvement.
I volunteered at El Concilio's naturalization workshops both in Modesto and in Stockton. I served on the the Modesto Friends of the Library board of directors for ten years and have participated in the League of Women Voters candidate forums, though primarily as an attendee. While at the Public Defenders office, I volunteered as a Moot Court judge and also coached the Downey High School moot court team for a number of years. I also volunteered at the Stanislaus County Elections Office for the 2020 general election.
Board members will be expected
to engage in community outreach
and education activities in an
effort to build relationships with
the Police Department. Give an
example of how you will work
towards building relationships
with the public to educate them
about the role of the CPRB.
I think that the working group did extensive outreach and listened to input for a variety of community groups: Stanislaus County NAACP, Faith in the Valley, the ACLU, the Woodland West Community Neighborhood, Modesto West People of Action Council, among others. I would build on those initial listening sessions and continue to dialogue with those groups and their members. I am particularly interested in alternative responses by Modesto Police Department, which are already underway, and I would like to focus community members suffering from metal health and substance abuse issues and communicating with families and groups serving residents confronting those issues, such as NAMI, BHRS and other countywide agencies serving these community members, such as the Center for Human Services. Also, I think that contact with and outreach to the City Ministry Network, the Latino Leadership Initiative, and the Latino Community Roundtable would be a way to build such relationships.

I served a four year term on the Disabled Access Appeals Board for the City of Modesto. I was a Police Explorer with the California Highway Patrol in both Oakland and Hayward. Prior to this I served as an Explorer for the City of Hayward municipal court. I am currently in the hiring process for an Ambulance company to work remotely as a Medical Dispatcher.
Briefly explain your interest in
serving on the Police Review
Board.
I believe as a member of the Community Police Review board a person must be able to look objectively at evidence and the entire circumstances presented. To do so requires an individual who is fair and unbiased. I understand that this may require learning department policy which could be complex. At the same time this individual must be willing to make difficult decisions which may be unpopular. My goal is to help my community, the city and the Police Department.
I am excited at the prospect of joining this board and making Modesto a truly great city.
What personal experience or
qualifications will you bring to the
Police Review Board?
As a citizen with a physical disability I have a passion for equality and social justice. At times In my life I have faced adversity and discrimination. As a child I experienced homelessness and harassment.
I have studied Criminal Justice for approximately 30 years. I currently hold a POST Dispatcher Certificate and will be working toward an Emergency Medical Dispatch Certificate.
Please share examples of your
community involvement.
In 2008 my wife and I purchased a home in Modesto. Since moving to Modesto I served a four year term on the Disabled Access Appeals Board for the City of Modesto. Prior to this appointment I served a term on the City of Modesto's Equity Commission. My wife currently serves on the Diversity, Equity, and Inclusion board and is employed as a EMS Manager here in Modesto. We enjoy going to the Gallo Center for the Arts and Modesto Nuts Baseball games. Our son worked for the Modesto Nuts for two seasons.

to engage in community outreach
and education activities in an
effort to build relationships with
the Police Department. Give an
example of how you will work
towards building relationships
with the public to educate them
about the role of the CPRB.
I would like to organize public forums where members of the CPRB can present information on the board's functions and responsibilities, as well as answer questions and address concerns from community members. Reach out to community groups such as neighborhood watch associations, ring neighborhood app, and Modesto Gospel Mission. This could also be opportunity to collaborate with these groups to develop initiatives that promote safety and trust between police and community. Use social media platforms to educate the community about the CPRB and its activities, share information on how to file complaints, and engage in online discussions with community members.
Regularly publish reports on the complaints and how they were handled, what were the outcome and recommendations, this way the community can be informed on the operations and performance of the board, so they can have more trust and understanding of the work of the CPRB.
Police Review Board candidates must undergo a background check prior to serving on the Board. The background check takes approximately 30 days to complete. If selected to participate, you will be contacted with instructions to complete a background check.

I have been apart of the Modesto's Forward Together committee for the past two years learning and developing ways to work with the Modesto Police department to increase trust in our community. I have a deep passion for building trust between officers and the community. I would bring with me that passion to not only keep officers and community members accountable for their actions but ways to further build a all around trusting environment for all constituents.

Briefly explain your interest in
serving on the Police Review
Board.
I believe that as a PRB member I am interested in learning more about police everyday duties and work. I hope to continue expanding my mind with their duties and see how much officers do as a everyday tasks. I am interested in the mental health of police officers and seeing how after certain events we can be sure to have mental health checks with every officer, especially after fatal events.
What personal experience or
qualifications will you bring to the
Police Review Board?
As far as personal experience, I know several officers and how sometimes they bring their "work" home with them. Meaning bringing frustrations from work such as interaction with traffic stops or home wellness checks. Growing up I had a step father who was a police officer and I knew he would bring things home. I saw arguments and frustrations start and I believe they could have been from things he saw at work.
I personally would like to be a partner in working together to resolve other issues that may arise while on the review board also.
Please share examples of your
community involvement.
Modesto's First Federal Credit Union - Board Member 2 years City Ministry Network - Employee 3 years managing the Emergency rental assistance program

I feel that by using my platforms and some of the tools I used as a program manager , outreaching to constituents in order to get them the rental assistance they needed, we were able to give $15,000,000 away for rental assistance by creating informational and on the spot assistance for the program.

Briefly explain your interest in
serving on the Police Review
Board.
I would like to serve on the board because I have worked for many years with diverse populations, and law enforcement, and would like to use my knowledge to facilitate open discussions about policy, and practices. I would like to be part of discussions that do not vilify a party but leads to an honest appraisal of what could we do differently, for example, if there is a critical incident. I enjoy community boards because we look to serving the best interest of Modesto.
Since I will be retiring by June 1, I also have the time.
What personal experience or
qualifications will you bring to the
Police Review Board?
As a mediator and Licensed therapist, I have spent my career listening to people's ideas, and concerns and helping them resolve difficult. issues. I have the ability to analyze. how situations affect people and offer alternative solutions. As an administrator for the court, I have long had to write and enforce policies and practices that support fairness, safety and equity. I also understand how to work with people who have different viewpoints and how to agree to disagree with respect. I also enjoy public speaking.
Please share examples of your
community involvement.
I have been on city charter review committees

Was at one time on the Board of the LWV

I believe doing outreach is crucial from attending neighborhood watch meetings, service clubs, school PTA meetings, public hearings, secular and religious organizations, and any other groups we would be invited to attend. I prefer community outreach where we go to the community areas rather than mass meetings where they come to us at 1010 10th Street.

Briefly explain your interest in
serving on the Police Review
Board.
After serving on the Forward Together Advisory Committee, I feel it is appropriate and very worthwhile to continue on in service with this board. I believe our police officers need to be supported for their work, as much as community concerns and fears need to be heard. I believe common ground exists between the two, and when it seems it is missing, can be found by meeting in the middle to share and listen. I believe strong community involvement and presence by our officers, especially with our young people is critical to creating understanding and trust in our community.
What personal experience or
qualifications will you bring to the
Police Review Board?
Over the years of living in Modesto I have worked with MPD in a variety of ways:
community neighborhood safety issues, neighborhood watch programs, permits for community/SFJC victim's rallies/neighborhood events. I have been a community coordinator in many ways for a long time. Bringing people together for the greater/common good, while keeping focus on a positive outcome for the stakeholders involved is always my focus.
Please share examples of your
community involvement.
I was a part of the Local Organizing Committee (LOC) each time The Amgen Tour of CA came to Modesto.
I was a part of the LOC when SKUSA came to Modesto.
I have supported the Fire VS MPD rib cook offs for the Boys and Girls Clubs, and coordinated their Steak and Burger friend raisers.
I am involved with North Modesto Kiwanis, their American Graffiti Festival and parade, and have been a part of their marketing committee for the club and Graffiti events.
I've coordinated the Stanislaus County Family Justice Center Victims march and rally several times.
I have helped stage parades, done fundraising and half marathons to bring awareness to the need for cancer research support, as well as lead all fundraising and community outreach for Beyer Band Boosters for more than a decade.
Board members will be expected
to engage in community outreach
and education activities in an
effort to build relationships with
the Police Department. Give an
example of how you will work
towards building relationships
with the public to educate them
about the role of the CPRB.
I can contribute to this effort in a variety of ways such as: creating opportunity in partnership with the Boys and Girls Clubs to meet and engage with youth of many ages; Engaging our various education partners to host informational meetings, disseminating information to youth and/or families; Hosting meetings/events and sharing information via Chamber platforms and partners to the community; Inviting the CPRB to present to boards and organizations.

serving on the Police Review
Board.
I have been an outspoken advocate against police brutality. I encouraged the establishment of a citizens review board with an independent auditor. I served on the Forward Together Ad-Hoc Committee. I am a solution oriented, measurable outcome oriented objective thinker. I have been active in the community for the past 34 years. I believe that I can bring a diverse set of skills to the committee as a result of my involvement within the community over the past 34 years. I believe that I have the right temperament, character and leadership experience to serve the committee and the community well. My interest is in building a better Modesto for all citizens, especially in the area of community/law enforcement relationships.
What personal experience or
qualifications will you bring to the
Police Review Board?
As An African American, I have life experiences unique to understanding crime in minority communities and how they are policed. I attended a three-day training with the Sacramento Police Dept. on community and police relations. I have gone on two ride alongs. I have family and friends who are police officers. I have a counseling and behavioral science background with the ability of looking at situations objectively. I was a substance abuse counselor for the military for five years. I have had substance abuse and mental health issues within members of my own family. I have had negative and positive encounters with the police myself. I am the parent of a black adult male and I continuously worry about what could happen if he runs into a bad cop. Just recently, while being on vacation in another city, I encountered a need to reach out to the police. I didn't because I was more afraid of asking the police for help than the situation I was in. I am a link between community and law enforcement.
Please share examples of your
community involvement.

I would be a messenger and trusted leader in making announcements (when appropriate) about CPRB goals, opportunities, progress and results. I would use my voice and influence in a positive way to build bridges of understandings between community and law enforcement throughout my daily activities. Public safety is a two way street. There is no one single cause to problems, therefore, no one single solution. Calling the police is a reactionary approach. As a committee member, I would suggest other forms of intervention behavioral modification techniques to the CPRB and law enforcement. Policing can't be the only solution to changing behavior. I would work toward expanding our knowledge about best practices that reach the end goal so that when we are educating the community, we have a broader menu of responses to offer.
I will always speak the truth as I see it. I will communicate in an authentic, honest and outcome oriented manner. As president of the local NAACP, there may be times when I will need to speak out on certain issues. I will not neglect my responsibilities as a civil rights leader in that capacity. I would approach dual roles with professionalism and sensitivity.
