COUNCIL COMMENTS & REPORTS
Vice Mayor Ricci reported on the Porch Fest event held this past weekend. He walked around with his family and visited numerous porches in his neighborhood. There was a range of different music. It was an event that provided a glimpse of what he sees as the future of the culture of Modesto. He also mentioned new ideas that are being developed such as a Garage Sale Fest and possibly a pop-up roller skating rink this summer. He further commented about new concepts for our City parks and making good use of the parks and centers for community and culture. He also reported that he’s been developing a park usage deck that is basically a slide show of ideas of activities for parks. The slide show will be posted on his social media channel tomorrow for feedback and comments from residents. He stated that he would like to see the ban lifted on cruising and a possible pilot program that gives the cruising community an opportunity to show what it's going to be like.

Councilmember Alvarez reported on a Southwest Modesto plan, which was alluded to earlier during public comments. He also reported on touring the Bay Valley Tech Code Academy that offers a free code academy here in Modesto. The organization offers free tech training to eligible residents. He reported on attending the Southwest Modesto Plan Community Workshop on May 17th at the King Kennedy Memorial Center. The plan will serve as a blueprint for future development, and is going to provide guidance on land element, transportation, infrastructure and other issues. He was very pleased to be part of that creative process, along with many other members of the community. He also reported on the citywide rental inspection ordinance that should be activated in July, and urged residents of Modesto, dealing with substandard rental housing, including mold, pest infestations and the like, to contact his office so he can get them some help. The City will add 92 units of affordable housing in the District and over on the west side and Robertson Road. He also reported that the Council recently approved the next steps for the City and an affordable housing developer to seek $50 million from the State for an approximately 160,000 square foot six-story apartment building in Downtown Modesto. He also reported on further housing in District 2 and stated that the 54 Acre Municipal Golf Course, is another prospect for housing. He will continue to advocate, because that's what the residents he’s spoken to want.
Councilmember Williams stated that he wanted to thank Gavin, a representative for Congressman John Durate and Justin Farkas, a representative for Assembly Member Juan Alanis. These two have been in attendance almost every week there is a Council meeting. He thanked them for attending and listening. He also reported on attending Porch Fest. There were about a total of sixty-six of them and he was able to attend about a third of them. It was a great turnout and people were out enjoying one another. He would estimate that there were thousands of bicycles on the streets with family members. It was a sight to behold. He was very thankful that there were no incidents on the roadways, and everyone was able to enjoy themselves. He also reported that he was able to take a ride on the Police airplane. It was a unique experience and something that should have been done a long time ago, because of the fact that there were calls for service that went out and the plane was able to go five miles out and see what was going on the ground before an officer even got to the location. So it's going to be a tremendous help to law enforcement by being able to get to that location with eyes on in the sky early on.
Councilmember Escutia-Braaton reported that she is delighted to be back here after having been absent and out of the country. She and her husband were on a medical mission, helping those not well of health, but she back in the Country and immediately back at work. She stated that she is one of three committee members on the Appointments Committee and as was referred to earlier, by the Deputy City Manager, it was a big heavy lifting of selecting and recommending to the larger Council the appointment of nine members to serve on the Community Police Review Board. But there is additional other priority work ahead specifically, the appointments of members to the Measure H Oversight Board. Another very important initiative that the city is implementing, is identifying the three members at large to serve on the Measure H Oversight Board. Some members have already been identified for the committee in that every member of the City Council was able to identify one community member to represent their District on this Board. So at tomorrow’s Appointment Committee meeting the three members at large will be identified and be brought forth as a recommendation to this Council for final approval. In addition, to the Measure H Oversight Board, they will also be filling the two vacancies on the - 10 -

City's Audit Committee. Another very important committee, those two recommendations will be again brought forth to the Council at a future council meeting. And lastly, they will also be filling two vacancies on the City of Modesto's Entertainment Commission. So, lots of good work at the Appointments Committee Meeting tomorrow. She also encouraged the community to get involved with City work. If you or anyone, you know, has any interest in getting involved with City Government, City conversation and being part of the solution to the City challenges, this is a wonderful opportunity. For more information, visit modestogov.com to find out wat the process looks like and what areas you might be able to contribute to. She further reported that she along with many City leaders yesterday had the opportunity to recognize fallen Officer Leo Volk Jr. who passed way in 1973, who honorably served the Modesto Police Department. He unfortunately died of complications from injuries sustained when he was on pursuit of another vehicle. He left behind his wife and child. He unfortunately has the unfortunate distinction of being Modesto’s first officer to die in the line of duty. In 2018, a portion of State Highway, 130 to was dedicated to his memory.
Councilmember Wright wanted to thank the few audience members that are in attendance. It's disheartening that after public comment many people leave. He thanked the people in the audience for staying for the entire meeting.
Mayor Zwahlen reported that she was invited to present a certificate to Vance Kennedy for his 100th birthday. Vance is a local geologist, and when she walked in and he immediately crossed his legs and asked her to join him to talk about the statistics of how water flows, nitrates, all the particles and what they do to the community and how they should be mindful of that. He spoke about the need to prepare for the future, because it's very important and he wants to meet again, and again to discuss water. She is thankful she had the opportunity speak with Vance about water.
