COMMITTEE AGENDA REPORT
DATE OF MEETING:

August 10, 2023
Date: July 18, 2023
TO: Appointments Committee
Rosa Escutia-Braaton, Chair
Chris Ricci, Vice Chair
Jeremiah Williams, Member
THROUGH: Joseph P. Lopez, City Manager
FROM: Bill Sandhu, Director of Public Works
SUBJECT: Blight Abatement Advisory Committee Appointment of Denise Nordell and Roman Messick
CONTACT: Rosene Nguyen, Integrated Waste Program Manager, [email protected], 209-577-5453
DESCRIPTION:

Consider the appointment of Denise Nordell and Roman Messick to the Blight Abatement Advisory Committee for a four-year term with an expiration date of September 12, 2027 and forwarding to Council for approval. (Funding Source: Not Applicable) STRATEGIC PLAN ELEMENT:

The recommended action supports the City’s Governance and Service Delivery Strategic Plan Initiative: Build community trust in City government through responsive, transparent, and efficient service delivery; Goal I: “Promote trust and engagement between the community and the City.”
BACKGROUND:

In 2001, the City of Modesto embarked on a campaign to reduce litter and improve the image of our community. Over the years, the City’s efforts suffered due to economic downturn, increased private property blight, and a reduction in community partnerships. Portions of the City suffer greatly due to a rising disregard of public and private spaces by individuals that feel free to illegally dump a variety of trash and large items such as mattresses, appliances, tires, green waste, vehicles, machine parts, and much more. Illegal encampments, graffiti, broken windows, unkempt properties, abandoned shopping carts, inoperable vehicles, and overgrown yards and properties, all contribute to blight in our community and can result in environmental, health, or safety issues for Modesto residents.

In 2019, during the Strategic Planning sessions with community members, a major theme was dissatisfaction regarding blight throughout the City. In December 2019, by Resolution 2019-555, #2..

Blight Abatement Advisory Committee Appointment of Denise Nordell and Roman Messick

Page 2 of 3 ends

City Council approved the Blight Abatement Strategy, which included the creation of a blight abatement taskforce comprised of public and private stakeholders that will make recommendations to the City regarding program improvements, potential funding opportunities, and support increasing volunteerism.

On October 13, 2020, by Resolution 2020-428, City Council approved the formation of the Blight Abatement Advisory Committee (BAAC) and solicited membership of the committee’s nine members. According to the Blight Abatement Strategy and the BAAC bylaws the group acts in an advisory capacity to the City Council and City Manager in matters pertaining to blight and blight abatement efforts, promoting public engagement, blight program improvements, and potential related funding and volunteer opportunities. The Public Relations Office posted general recruitment advertisements on Facebook and Instagram on June 11th, July 8th, and July 27, 2023.

DISCUSSION:

The BAAC has seven committee members who reside in Modesto, two members who reside in Stanislaus County, and one non-voting member appointed from City Council. Currently, the BAAC has four vacancies, two of which are for Modesto residents and two for Stanislaus County residents.

Denise Nordell applied for one of the Modesto resident vacancies. She is a community leader who has participated in library initiatives, has been recognized by “Outstanding Women Stanislaus County” and graduated from Leadership Modesto.

Roman Messick applied for another of the Modesto resident vacancies. He is passionate about blight in the community and participates in community cleanups, picking up trash and litter from his neighborhood.

FISCAL IMPACT:

Appointing members to a committee is administrative in nature, and therefore, does not have a fiscal impact.

RECOMMENDED COMMITTEE ACTION:

Staff Recommendations:

Motion recommending the appointment of Denise Nordell and Roman Messick to the Blight Abatement Advisory Committee for a four-year term with an expiration date of September 12, 2027 and forwarding to Council for approval.
