DISCUSSION:

To increase efficiency, minimize disruption, and ensure both City and County projects are completed on time and compatible during construction, the City and County have agreed to collaborate on the design and construction efforts in the Parklawn and Bret Harte neighborhoods. This collaboration includes partnering with the County’s design engineer for the preparation of construction documents. The final bid documents will include both the County’s infrastructure improvements and the City’s water system improvements.

Entering into an MOU to collaborate with the County on the South Modesto Area Strengthen & Replace Water Mains Project will allow the City to avoid the lengthy process of hiring an outside engineering consultant for the design of the City’s water system improvements. The MOU will stipulate the roles and responsibilities of each party for the design and construction of the project, along with the reimbursement requirements of costs associated with the amendment to the County’s current Engineering Services Agreement with Michael Baker International and their sub-consultant Carollo Engineers to expand the scope of work to include the City’s the water system improvements.

With the City’s oversight, the County will finalize construction documents for both County and City improvements and advertise the Project for public bid in the Summer of 2024. The County will administer the Construction Contract with Construction Inspection Services provided by the City for all water system improvements.
