PUBLIC COMMENT IN PERSON
 John Mataka, President of the Grayson Neighborhood Council and community advocate for Valley Improvement Projects, addressed the Council. He urged the council to vote for the immediate closure of the Covanta garbage incinerator in Crows Landing, citing negative impacts on air quality and public health. Mr. Mataka requested support for a zero-waste plan and the formation of a working group to address waste management issues and emphasized the need for reparations for West Side residents and past environmental injustices.
 Kenneth Bryan Evitt expressed concerns about law enforcement actions and civil rights violations in the community. He recounted a personal experience of being arrested after attempting to address a burglary on his property. Bryan criticized the handling of his case and called for changes in law enforcement training and procedures to support property owners' rights.
 John Frailing commended the City and County for their efforts in addressing homelessness but identified gaps in services. He highlighted the lack of affordable housing options and the need for safe shelter for those experiencing homelessness. He expressed a commitment to collaborating with others to find solutions to these ongoing challenges.
 Danielle Morgart, representing Assembly Member Alanis, provided updates on recent legislative developments. She announced the passage of several bills related to child exploitation prevention, law enforcement hiring grants, and scholarships for career technical education instructors. She encouraged community members to reach out to their office for assistance or questions regarding legislation.  Laura Plasencia, representing Valley Improvement Projects (VIP), spoke about the organization's efforts in promoting social and environmental justice in Stanislaus County.

She reiterated the importance of adopting the Zero Waste plan and halting the continuation of incineration practices. Ms. Plasencia defined Zero Waste as a set of principles focused on waste prevention and resource life cycle redesign. She emphasized the need for sustainability and highlighted the negative environmental impacts of incineration, including pollution and dependence on waste as a resource. - 3 -

 Steve commented on a perceived inconsistency in enforcing time limits for speakers. He expressed support for VIP's advocacy efforts and urged the council to prioritize community interests over corporate interests. He criticized Covanta's arguments in favor of incineration and encouraged the council to vote for the closure of the incinerator. Steve also raised concerns about police misconduct and urged the council to address the issue of Officer Sam Muncy's actions. He requested that Darlene, the mother of Trevor Seever, be allowed to give testimony in the arbitration process related to police conduct.  Giancarlo, representing the Central Valley BIPOC Coalition, reiterated concerns about the possible reinstatement of Joseph Lamantia to the Modesto Police Department. He cited statistics on police firearm usage and referenced video evidence of Lamantia's involvement in multiple shootings, including the death of Trevor Seever. Mr. Giancarlo urged the Council to prevent the reinstatement of Lamantia. He requested support for Darlene Seever's testimony in the upcoming arbitration hearing and called for council members to engage in further discussions with their coalition.  Carla expressed her nerves about speaking but voiced her concerns about Joseph Lamantia's potential reinstatement to the Modesto Police Department. She referenced the handling of protests following George Floyd's death and highlighted instances of police violence in Modesto. Carla emphasized accountability for police officers and the impact of their actions on the community, urging the council to prevent further instances of police misconduct.
 Manuela echoed Carla's concerns about Joseph Lamantia and called for transparency in the arbitration process. She criticized the lack of accountability for police officers and expressed fear for her safety and that of her community. Manuela questioned the City Council's role in preventing future police violence and requested a response from council members.
 A resident commended the city council for providing meeting agendas in Spanish but noted the lack of translated attachments. He called for increased transparency regarding the arbitration process involving Lamantia and urged the council to educate the community on their role in such matters. The resident also expressed support for the zero-waste plan and urged prompt action to address concerns about waste incineration.  Damian raised concerns about the demolition of bike jumps at Dry Creek and questioned the reasoning behind it. He highlighted the importance of outdoor recreational spaces for the community, especially for teenagers and young adults. Damian questioned the city's handling of outdoor recreation and emphasized the economic and social benefits of supporting activities like mountain biking.
 Kevin McClarty offered a different perspective on the Lamantia case, focusing on Lamantia's failure to follow standard police procedures. He questioned whether Lamantia's actions aligned with the values and expectations of the Modesto Police - 4 -
