FROM: Kevin Wise, Interim Fire Chief
SUBJECT: Automatic Aid Agreement with Woodland Ave. Fire Protection District CONTACT: Kevin Wise, Interim Fire Chief, [email protected] , 209-572-9590 DESCRIPTION:
Consider an Automatic Aid Agreement with Woodland Avenue Fire Protection District (WFPD) for Modesto Fire Department (MFD) to provide fire-related emergency response to County "Islands" surrounded by the Modesto City limits and forwarding to Council for approval. (Funding Source: General Fund)
STRATEGIC PLAN ELEMENT:
This action supports the City of Modesto 2020-2025 Strategic Plan focus on quality of life under Goal A: Improve Community Safety.
BACKGROUND:
Adjacent to the City of Modesto’s jurisdictional boundaries (City Limits), there are jurisdictional areas that are the responsibility of the County of Stanislaus. In many cases, these areas are referred to as “county pockets”, and they fall outside of the City’s jurisdiction. In the past, and in alignment with the recommendation, the City has entered into similar agreements to service these areas for fire protection and emergency medical services. Approval of this agreement would return fire protection service to these areas by MFD rather than the WFPD, which operates in a volunteer capacity.
DISCUSSION:
In 2022, these islands (outlined in Exhibit A) generated 62 calls for service, and in 2023, there were 79. The WFPD has experienced geographic and staffing limitations when responding to incidents here. The issues at hand can be remedied by entering into an automatic aid agreement with MFD. MFD has the resources and staffing capacity to respond to this volume of calls, while improving response times to the area. Additionally, approximately 70% of the calls for service to this area are for Emergency Medical Services. MFD has grown the Emergency #1..

CONTACT: Diane Sheatsley, Administrative Analyst II, [email protected], 209-577-5418
DESCRIPTION:
Consider the Culture Commission’s request to move forward in issuing its Request for Proposals calling for artists and muralists for Modesto’s 150th Anniversary Mural Project and forwarding to Council for approval. (Funding Source: General Fund) STRATEGIC PLAN ELEMENT:
The recommended action supports the City’s 2020-2025 Strategic Plan Initiatives: build and promote a recognizable and desirable identity for the City of Modesto.
BACKGROUND:
Section 11101
of the City of Modesto Charter authorizes the Culture Commission (Commission) to act as an advisory body to the City Council and City Manager in all matters pertaining to art, literature, music, and other cultural activities. Their role is to promote the preservation of historic sites, landmarks, art, and other objects associated with the history of the City and the area. Its mission is to enhance the quality of life of the people of Modesto by making the city a more culturally and aesthetically enjoyable place to live and visit.
In 2018, members of the Culture Commission served on the planning committee commemorating the City’s Sesquicentennial in 2020. One effort was a multi-mural project celebrating Modesto’s 150-year history, culture, diversity, richness, and bounty. Sadly, most celebratory efforts were abandoned due to the 2020 global pandemic. to return to normal, and Culture Commission meetings resumed, the Culture Commission affirmed their goal to have the mural funded and created. Finally in early 2024, they unanimously approved its Request for Proposals calling for artists and muralists for Modesto’s 150th Anniversary Mural Project.
DISCUSSION:
The Culture Commission is requesting approval to solicit proposals from qualified artists, teams of artists, and muralists to create a mural on the south wall of the 10th Street Parking Garage to commemorate the City’s 150th Anniversary. The garage is owned by the City and the wall, 44’x32’, provides a large canvas visible to all those congregating in Tenth Street Plaza and utilizing the 10th Street Parking Garage. A budget of $25,000 has been set aside for the award of contract, installation, and materials. The Culture Commission’s vision for the 150th Anniversary mural is to serve as:
1) A celebration of Modesto, including its rich history, and what makes it unique. 2) Imagery that enhances the character of downtown.
3) A destination that people from within and outside the community will visit and photograph.
Request for Proposals (RFP)
Eligibility: This call for proposals is an open competition pursuant to Modesto Municipal Code Section 4-22.06(a)(2), and all artists and/or muralists with reviewable portfolios are eligible to apply. This includes community groups, youth and student artists who work with a professional artist(s), and art teachers who are interested in mentoring a group of students – bearing in mind that youth should be between the ages of 12 and 19 with an aptitude in the arts appropriate to the project.
Evaluation Criteria: In compliance with Modesto Municipal Code Section 4-22.06, the Culture Commission will consider the following when choosing an artist for this project:
1) The artist’s qualifications as demonstrated by past work. 2) Appropriateness of the artist’s proposal to the project. 3) The artist’s or designer’s probability of successful completion. 4) Demonstrates artistic excellence, innovation, and originality as represented in past work and supporting materials.
5) Demonstrates capacity for creating murals with concepts that are appropriate to the project goals and site.
6) Demonstrates interest in an understanding of the project as outlined in the Project Plan.
7) Demonstrates artistic merit, including excellence in aesthetic quality, artistry, innovation, and creativity.
8) Demonstrates appropriateness in scale and form and is of materials/media suitable for the site.
9) Permanence concerning resistance to theft, graffiti, weathering, and repair costs.
Submittals: Project submittals will include a concept design image of the proposed art piece, a conceptual narrative explaining the concept, design, how it celebrates Modesto’s 150th celebration, and why it’s an ideal installation for downtown Modesto.
Submittals will also include a resume of previous work, references, estimated budget for #2..

3/13/2025 Notice to Proceed
FISCAL IMPACT:
The award of contract for design installation, and materials, including a protective coating is not to exceed $25,000.
