position requires the candidate to be a small aircraft owner for general aviation, staff determined a mass email to all general aviation users would be a great way to promote the vacancy. This promotion generated 12 applications. Of those applications, 11 were considered qualified candidates based on the position requirements. Due to the response, qualified candidates were then supplied an additional questionnaire to be filled out with a deadline for response. The Airport received five questionnaires to be reviewed by the AAC for a recommendation.
The Small Aircraft Owner/ General Aviation position is currently held by Allan Ramsay and expired on June 30, 2024.
Candidate #1 - Andrew Stein
A current aircraft owner and current tenant at the airport, has owned seven aircraft and a helicopter. He’s excited to get involved with the local Modesto Airport community, which is a new venture for him. He looks forward to joining in on the monthly Commemorative Air Force (CAF) breakfasts and lunches. Andrew is thrilled with his new J hangar and the great community of volunteers at the airport.
Candidate #2 - Nate Holderbein
With nearly 30 years of flying experience and a recent base at Modesto Airport, he values the airport for both personal use and its role in supporting the Civil Air Patrol. He’s interested in joining the board primarily to fill a necessary role and gain experience, rather than to push a specific agenda. Nate is motivated by the opportunity to contribute to Modesto Airport and potentially improve conditions at other nearby airports. He has a positive opinion of Modesto Airport compared to other GA airports.
Candidate #3 - Christopher Fox
As an aircraft owner and pilot for over six years, all his aircraft have been based at Modesto Airport. He took his flying lessons with Hummingbird Aviation in 2017. He’s passionate about Modesto and aviation. He would like to contribute to the airport’s continued improvement and value to the community by representing the general aviation community effectively. He has plenty of suggestions such as upgrades to the pilot’s lounge, hosting more local events and gathering input from tenants.
Candidate #4 - Jeremiah Sasser
A current aircraft owner and tenant of the general aviation side of the airport has shown interest in the position and has applied to fill the vacancy. He has been a pilot and user of Modesto Airport for the last ten years. He is a frequent user of the services and businesses at the Airport as well. Jeremiah travels often and has experienced airports of all sizes.
Candidate #5 - Michael Coats
A pilot and plane owner at Modesto, his deep aviation connection comes through his involvement with Modesto Vapor Trails, a long-standing non-profit at the airport. After retiring from Modesto City Schools, he began to fly in 2018. He would like to be a voting member to support general aviation and Modesto Airport, recognizing the advantage of having a towered facility, which many similar-sized cities lack. His goal is to promote growth in general aviation and ensure the airport remains well-managed and maintained. He suggests increased pilot training support, improved paving around hangars, and addressing the growing trees that obstruct the approach to runway 28L.

AAC APPLICATIONS
Please review and email your recommendations to Gabe at [email protected] by 12 PM Friday March 29th
Supplemental Questions asked:
1. Do you own an aircraft? How long have you been a pilot and how long have you been at Modesto Airport?
2. Why do you want to be a voting member of the committee?
3. What do you like about the Modesto Airport and what do you think could use improvement? Candidate #1 – Andrew Stein
1. Yes, currently a Luscombe 8a. I have owned a total of 7 over the years along with one helicopter. 1a. Since 1991.
1b. Since August of 2023.
2. I would like to participate in the local Modesto Airport community, something new for me!
3. Very clean, nice newer hangers, GA side & the busier Corporate side. The monthly CAF breakfast & lunch! We are so lucky for this great community of volunteers! Previously we had a Hanger in the G row & the floor would become wet after any rain. Maybe gutters would be a fix, partial fix?
Maybe a camera at the oil recycle area, to monitor anyone that is making a mess, but so it is easier access for the tenants? Maybe a card-lock for access?
We are now in the J row & very happy, It's great to be here! Thank you for the consideration!
Candidate #2 – Nate Holderbein
1 - I own an aircraft. I have been flying most of my life one way or another. I got my license in 1994 so going on 30 years. I have only been based at Modesto airport for a few months but I have flown here often over the years including having used it as a base for my check ride and other training arrangements. I am also a member of Civil Air Patrol, and so is my daughter so to some degree my interest in the airport extends to that function as well and I see the airport as an important host for that organization. I have lived in Stanislause County since 1999, previously from Tracy. 2 - To be perfectly honest, I don’t have a strong ambition to be a voting member…at least not in the sense that I have an agenda to push. My experience with boards like this is that sometimes there is trouble even getting a roster that is interested, reliable, and able to maintain quorum. I put my name in the hat primarily to cover a situation where there was not a suitable candidate at all but filling the role is necessary. This should not be mistaken as not being motivated or interested, I just don’t have any particular issue or project to tie my participation to. Since becoming a hangar tenant and reading through #5..

the record of meeting minutes and agendas and this seems like a functional board doing a good job.
There is evidence that a healthy board of stakeholders leads to the most successful GA airports and Modesto seems like a good example, so I would like to be part of that. Since I am also a tenant at an airport managed under a different structure and frankly, poorly managed in general, one motivation for a role on the board would be to get more experience with the inner workings and possibly be able to help at another nearby airport that could use improvement.
3 - As you could probably tell from #2, I have a generally positive opinion of Modesto as compared to other GA airports in the area. My experience as a tenant has been limited but o far I have been particularly impressed with the response of airport staff both in the office and on the field. Interaction with the maintenance folks is always pleasant and a good outcome. The airport seems to be fairly secure, and there seems to always be something being improved or upgraded. I’m sure that as time goes on I will come across some things I think could be improved, but at this point any specific suggestions I have would come purely from a place of self interest.
Candidate #3 – Christopher Fox
1. I am an aircraft owner. I currently own a C35 Bonanza. Previously, I owned a red and white Cherokee Six and before that a Cherokee 140 - All based at KMOD. I have been an aircraft owner and pilot for over 6 years. I took my first lesson out of KMOD from Hummingbird aviation in 2017.
2. I love Modesto, I love aviation, and I want to continue to see the airport improve and remain as a valuable asset to the community. I would love the opportunity to bring my ideas to the table and represent our general aviation community to the best of my ability.
3. KMOD is a well equipped airport with excellent lighting, many instrument approaches, local flight schools, friendly ATC, and City staff that maintain a safe and clean airport environment.
Some areas of improvement that come to mind are:
A) A more modern and better equipped pilot lounge - something that encourages transient traffic to visit KMOD in their travels - especially those who are not looking for a large FBO like the Jet Center. Although the lounge has the necessities - bathrooms and a vending machine, I would like to see a facility that provides a place for the pilot and their families or guests to relax - perhaps a TV, a couch, bright lighting, a computer to look at weather, coffee, etc. I would also use this to meet with passengers when I take them on flights instead of meeting at my hanger.
B) More local events that encourage local residents to visit the airport and get more people of all types and ages interested in aviation. For example, an open hangar day where pilots can open their hangars and have visitors (safely) walk around the hangars and look at aircraft, perhaps with food and local music onsite as well.
C) I think question 3 would be something that would be great to share with all tenants as well as pilots that use airport services (flight school, Jet Center) to see what they would like to see brought to the airport.

Candidate #4 – Jeremiah Sasser
1. Do you own an aircraft? Yes, I own a 1967 Cessna 172H, N8053L. I have it stored in hanger A9 at the Modesto Airport. Prior to that over the last 10 years I have rented planes at Modesto Airport going back to the Modesto Aviation days.
How long have you been a pilot and how long have you been at Modesto Airport? I have been a pilot for the last 10 years. I have been at Modesto and Turlock Airport for that period of time as a pilot, and prior to that I was a regular passenger when United Airlines offered service through KMOD. I am a Million Miler with United. Since 2023 I have been a tenant at Modesto Airport.
My plane is currently undergoing an annual at Pacific Aviation.
2. Why do you want to be a voting member of the committee? I know how to listen, digest and guide or follow based on understanding of the information. I think I can listen to the fellow GA/Aircraft owners and their concerns, digest them, simplify them for the team and help determine solutions or answers for the GA community at Modesto Airport.
I own a plane at the airport, I rent a hanger, and I use the services at Modesto Airport. My plane is at Pacific Aviation right now in Annual with Shane. I travel for work, and I live in airports, when I am home, I fly out of ours as much as possible commuting to work via plane. I see what works and does not work in all sizes of airports. I think I can add some outside perspective of other airports, understanding of some of the changes that have happened at Modesto Airport over the last decade, as well as perspective I gather from my fellow GA community at Modesto Airport and then make an informed decision with the committee for the best representation possible of my GA Community at Modesto Airport. The changes to GA at Modesto Airport directly impact me and my community, I live right under the airspace.
3. What do you like about the Modesto Airport and what do you think could use improvement? I like the management of Modesto Airport, I never have issues getting ahold of the team in the front office, or any of the grounds team. The airport is kept clean, and I am impressed with the changes over the last 10 years on the GA side of the airport. The tower is something I really enjoy. Having flown towered and non-towered airports, the team in the tower keeps us safe and spaced in the air, which is something important to me. “Getting in and out safely from the airport.”
The fuel station works well, and we have a great maintenance shop in Pacific Aviation. They have helped me out of many a bind and are collaborating with me now on a major repair I need for this annual. The idea of renting the parking lot for Tesla was genius! It provides safety/security to the airport as well as bringing in revenue to the airport. In my interaction with the airport team (including all businesses, management, and ATC) I have been impressed and happy I am a tenant at Modesto Airport. I could go into the Commemorative Airforce, the upgrades to the old Modesto Aviation offices and many other things about what is great about our airport. We really have a gem and I feel lucky I am involved with the airport.
We are doing a lot good at the airport, and what we can improve is not a long list from my current perspective. I would like to understand from the team at Modesto Airport what the 5- and 10-year plan is for the airport and how I can listen, learn, advise, help, and guide the journey with input from the GA community at Modesto Airport.
#5..
- 222 -
If I were given this opportunity, I would reach out to my fellow GA/Airplane Owners and see what they are seeing and what they believe could be improved. It would be important for me as a representative to listen to, digest, share with the rest of the team and then help answer or guide policy with the other team members on the subjects brought to me and the team. From our decisions, I would help inform the GA community at Modesto Airport while doing my best to represent their needs and concerns with the committee.
Candidate #5 – Michael Coats
1. My longevity as a pilot and plane owner at Modesto is relatively short, however I am member of Modesto Vapor Trails, a non-profit partnership, which has been at the airport for 60 years. I started flying in 2018 after my retirement as an Administrator with Modesto City Schools. When I was a boy my Dad flew for several years. I always enjoyed flying with him. At that time we lived in Indiana and Missouri and he owned a Piper Aeronica Chief and later a Piper Tri-Pacer. Due to high blood pressure he was unable to keep his medical and stopped flying in the 70's. I had always had an interest in flying and was able to become a pilot after retirement. My plan was to be able to fly with my Dad.
Unfortunately he passed away before I completed my training, but we were able to fly a couple times with an instructor. Currently I'm in a non-profit with Modesto Vapor Trails and three of us own a Grumman Tiger which is hangered at the Modesto Airport. I have been a co-owner for the past 2 years with Modesto Vapor Trails. MVP has been a non-profit partnership at Modesto Airport since the 1960's. Until this last year, when we bought the Tiger, the group owned a 1959 Cessna 150 which has been hangered at Modesto and maintained by Pacific Aviation since that time. The Tiger that we purchased has also been hangered and maintained at Modesto for around 20 years.
2. I would like to be a voting member of the committee to support general aviation and the Modesto Airport. We are fortunate to have a towered airport at Modesto. Many cities our size do not have the airport facilities that we enjoy. We are blessed with a towered airport although Modesto doesn't currently have commercial airlines carrying passengers to and from Modesto. I would like to promote growth in general aviation and ensure that we continue to be a well-managed and maintained airport.
3. There are several things that I like about the airport. I appreciate that it is a towered airport. I believe that flying at a towered airport provides additional safety and support. I appreciate that we have a number of hangers. Our Cessna 150 and now our Tiger are in very good condition and much of that is due to keeping them hangered. I appreciate that we have both self-service and full service fuel. Our runways and taxi ways are well maintained with good striping and lights. I would like to see an increase in pilot training at our airport. L&J Aviation is relatively new to the airport and I would support them, and encourage pilot training. My wife and I appreciate the rest room, and it is nice to have a location to wash our plane. I would like to improve the paving around some of the hangers. There are large cracks that are developing. Recently sealant was applied which has helped, but will need ongoing maintenance. I would also like to see our hanger doors serviced. Some of the hanger doors are very hard to slide open. I also recommend that we improve the approach to runway 28 left. The trees have grown and are becoming a hazard. It is difficult to fly the PAPI approach due to the tall trees.
Thank you for the opportunity to be considered for the Airport Advisory Committee. #5..

CITY OF MODESTO
COMMITTEE AGENDA REPORT
DATE OF MEETING:
September 11, 2024
Date: August 16, 2024
TO: Appointments Committee
Jeremiah Williams, Chair
Eric Alvarez, Vice Chair
Rosa Escutia-Braaton, Member
THROUGH: Joseph P. Lopez, City Manager
FROM: Bill Sandhu, Director of Public Works
SUBJECT: Four Appointments to the Blight Abatement Advisory Committee CONTACT: Myriah Hill, Solid Waste Supervisor, [email protected], 209-577-5495 DESCRIPTION:
Consider the removal of two members from the City of Modesto Blight Abatement Advisory Committee and the appointment of two vacancies to the Committee for a four-year term with an expiration date of December 31, 2028, and forwarding to Council for approval. (Funding Source:
Not Applicable)
STRATEGIC PLAN ELEMENT:
The recommended action supports the City’s Strategic Plan Area of Focus: Governance and Service Delivery: “build community trust in City government through responsive, transparent, and efficient service delivery”; Goal I: “promote trust and engagement between the community and the City.”
BACKGROUND:
In 2001, the City of Modesto embarked on a campaign to reduce litter and improve the image of our community. Over the years, the City’s efforts suffered due to economic downturn, increased private property blight, and a reduction in community partnerships. Portions of the City suffer greatly due to a rising disregard of public and private spaces by individuals that feel free to illegally dump a variety of trash and large items such as mattresses, appliances, tires, green waste, vehicles, machine parts, and much more. Illegal encampments, graffiti, broken windows, unkempt properties, abandoned shopping carts, inoperable vehicles, and overgrown yards and properties, all contribute to blight in our community and can result in environmental, health, or safety issues for Modesto residents.
In 2019, during the Strategic Planning sessions with community members, a major theme was dissatisfaction regarding blight throughout the City. In December 2019, by Resolution 2019-555, City Council approved the Blight Abatement Strategy, which included the creation of a blight abatement taskforce comprised of public and private stakeholders that will make #6..

Appointments Committee, September 11, 2024
Two Appointments to the Blight Abatement Advisory Committee
recommendations to the City regarding program improvements, potential funding opportunities, and support increasing volunteerism.
On October 13, 2020, by Resolution 2020-428, City Council approved the formation of the Blight Abatement Advisory Committee (BAAC) and solicited membership of the committee’s nine members. According to the Blight Abatement Strategy and the BAAC bylaws the group acts in an advisory capacity to the City Council and City Manager in matters pertaining to blight and blight abatement efforts, promoting public engagement, blight program improvements, and potential related funding and volunteer opportunities.
DISCUSSION:
The BAAC has seven committee members who reside in Modesto, two members who reside in Stanislaus County, and one non-voting member appointed from City Council. Currently, the BAAC has four vacancies, two of which are for Modesto residents and two for Stanislaus County residents.
Removal of Two Members for Unexcused Absences
Section 5.03 of the Committee bylaws states that “three (3) or more unexcused absences are grounds for removal from the Committee.” During 2023, the BAAC had six meetings: February 16th, May 4th, July 6th, August 3rd, September 7th, and October 5th. Two members of the Committee, Kathleen Munoz and Mike Kelley, incurred unexcused absences for each of these meetings. For this reason, they have exceeded the number of unexcused absences and are eligible for removal as outlined in the bylaws. They were each sent an email inviting them to recommit to their role on the Committee and attend the August 15, 2024 BAAC meeting, but they were non-responsive and did not attend the meeting, resulting in an additional unexcused absence. These positions should be confirmed as vacated by Council pursuant to Section
4.08(a) of the Committee’s Bylaws. Once Council has approved removal of these members, Staff will seek to fill these vacancies.
Appointments to Fill Two Current Vacancies
The City’s Community and Media Relations Team led a 6-week online campaign beginning on July 14, 2024; staff posted information about the committee to social media and contacted community groups directly as part of this campaign. This was a strategy designed to generate interest and encourage community members to apply. A total of twelve applications were received. Staff determined that eleven of the individuals are qualified to serve in the position of registered electors of the City in accordance with the BAAC bylaws. One individual did not meet the requirements due to location and that application has not been included. No applicants qualify for the two vacant positions of electors of Stanislaus County that live outside the City.
An email was sent to each qualified applicant inviting them to attend the BAAC meeting held August 15, 2024. Two applicants attended this meeting: Tim Ragsdale and Kathryn Hall-Boyer.
One applicant, Kristina Telo, visited City Hall and attempted to attend the meeting, but there was a miscommunication regarding dates. Instead, she met with staff and expressed her interest in joining the Committee.
The ten qualified applications are included for Committee consideration. #6..

I have known about Modesto's blight abatement efforts in the past (mostly from my time with MPD), but had not considered joining any city committees until I participated in the first ever Stanislaus County Political Leadership Academy. After the StanCoPLA, Megan Belair encouraged me to apply, stating I would be a good fit and be able to contribute in positive ways.
As a teenager, I had the opportunity to participate in numerous service projects in West Modesto focused on assisting our community neihghbors with projects they were unable to complete due to health issues or a lack of financial/material resources. In my adult life, my wife and I had the privilege of getting involved with an organization called Safe Families for Children which aims to keep families together through temporary periods of crisis by offering respite childcare. As a father raising my children in Modesto, I am looking for more opportunities to get involved in community activities and civic organizations in order to positively contribute to our community and demontrate the importance of civic participation and service to my children.
I am interested in participating the Blight Abatement Committee because I truly believe our city can continue growing while simultaneously working together to make Modesto a place where it's community neighbors thrive in peace and prosperity. Studies have shown the physical environment in which a person lives has a significant effect on that person's wellness and sense of belonging in a community. I want our city to be a place where people belong and are able to experience wholistic wellness. We need to do more to foster a city of beauty and peace.
First and foremost, I was born and have grown up in Modesto. My wife and I are now raising our three children here. As a long time resident, I know Modesto has experienced some pains associated with growth. The amount of trash and debris visible today is one obvious symptom. Yet, fond memories of Modesto and the pride it's citizens have had are still within reach. I also have the opportunity to regularly meet people from all walks of life as a Chaplain working at Doctors Medical Center. My role provides me with opportunities to learn about people from different cultures, enconomic levels, relgions, and everything in-between. As a result, I know what it takes to stop, listen, and learn from others in order to work towards an outcome which will benefit the most people possible. Additionally, for approximately four years (when I was much younger) I worked for the Modesto Police Department as a Police Assistant, and then later on as an Animal Control Officer. Needless to say, I spent many hours on the streets of Modesto interacting with our community neighbors, getting to know some of the challenges our city faces up close and personal. I believe our city still has so much potential to be a place where our neighbors, their loved ones, and families thrive in an environment which is clean, beautiful, and peaceful. I believe the challenges our city faces related to blight need solutions which are born out of relationship. Our community neighbors may not begin to care more for our city until they know how much they are care about.

I have been working with the Patterson Unified School District for 8 years in the after school program. While working in the after school program I have gathered students and we have participated in community service, collaborating with the City of Patterson and either planting trees, community cleanups, or taking in part of our Arbor Day celebrations. Aside from our collaboration with the city I formed a Green Initiative with the district and created a Green Team where we reduced our carbon footprint by 74% within a school year.
I have been actively involved in community activities and civic organizations, partnering with the city of Patterson Recreation Department to incorporate our community garden into local schools. Additionally, I have collaborated with Host House and the United Community Foundation in Grayson. As the Patterson Unified Green Team ambassador for the expanded learning program, I have established green teams at each school site within our district. These teams address environmental issues, work with site administrators, and contribute to campus beautification and cleanup efforts.
What interest me in this position is to be apart of a bigger mission and serving my community and its needs. I love living in Modesto and serving my community and if I can get the chance to be apart of a bigger effort in making sure Modesto is clean and a safe community for everyone, I’d love to be apart of that mission.
I’d bring a wealth of qualities, experience, and expertise to the Board, Commission, or Committee. My deep-rooted commitment to community engagement and environmental sustainability is evident through my partnerships with the city of Patterson Recreation Department, Host House, and United Community Foundation in Grayson. As the Patterson Unified Green Team ambassador, I have successfully led initiatives that established green teams across the district, focusing on environmental issues and campus beautification.
My leadership in these roles demonstrates my ability to collaborate effectively, implement sustainable projects, and engage with diverse stakeholders.
Additionally, my lifelong residence in California and my dedication to addressing key state issues equip me with a comprehensive understanding of the community's needs and the innovative strategies required to address them. #6..

I worked for a non-profit for a many years in the past, I served on our long-term planning committee. I also attended every board meeting as well as public functions while working as a program manager for a Day program that served adults with developmental disabilities.
I'm very passionate about the people in our community in Modesto and Stanislaus county. I was a member of the Latino community round table for a few years in the past. I worked for Howard training center for many years and was greatly involved in the community while working there.
I was born and raised in Modesto, I've raised my children here and I'm currently a grandmother. So I've seen this city develop over the last 44 years, you know and I just can't complain about anything unless I am trying my best to make it better.
I'm dedicated, observant, unbiased and believe very much so in cultural diversity.
I grew up in the county maintained area so there was no sidewalks or city sewer, I have lived in some of the less desirable areas of Modesto, every morning I pass the homeless shelter on my way to work. I participate in the love Modesto is frequently as I can. And I try to be engaged in community activities, and want this city to be a cleaner better place not just for me and my family, but for everyone else in their family as well. And I know we need people that are dedicated to our community not just criticizing but enabling and uplifting for a better positive outcome.

This subject deals with something very personal to me. It is our "curb appeal" that needs fixing and blight is part of the problem. We can love Modesto but if visitors hold their nose and drive right on through town, we've to a problem. :)
Living my entire life in California and the last 50 years in Modesto has provided me with priceless perspective. As a Naval officer in command of combat operations I developed unparalleled leadership and responsiblity.
