PUBLIC COMMENT IN PERSON
 Perfecto Munoz, executive director of the West Modesto Community Collaborative, presented the "People's Plan" report to the Council. Developed with UC Davis and community input, the report highlights residents' concerns and offers recommendations for improving West Modesto. Munoz emphasized the report's value for the city's future planning and mentioned upcoming town hall discussions for further transparency and collaboration.
 Sterling Fountain addressed the Council about delays in promised improvements at Martin Luther King Park, despite an $8.6 million grant awarded years ago. She expressed frustration over the lack of transparency and ongoing maintenance issues, such as unaddressed safety hazards and delayed repairs, calling for more accountability from the City.
 Wendy Byrd, representing the NAACP, thanked the Council for progress on the Cannabis Equity Program but expressed concerns about a lack of transparency regarding the King Kennedy Center and MLK Park. She urged the Council to include the community in decisions, particularly around the potential reallocation of $8.6 million to Cesar Chavez Park, to ensure MLK Park isn't neglected.
 Cindy Yoder, a coordinator at Archway Commons, spoke in support of the Vine House, a ministry providing services to the homeless near MLK Park. She acknowledged - 3 -

neighborhood concerns about some clients but emphasized the importance of the services and asked about guidelines for such programs. Yoder believes the ministry benefits the community despite some challenges.
 Sebastian Jones spoke to the Council about his efforts to honor Dr. Martin Luther King Jr. in Modesto, including gathering 8,500 signatures to rename a park. He emphasized that Dr. King's name should stand alone and expressed frustration over unmet promises related to the King Kennedy Center. Jones also mentioned his work on statues of Dr.

King and Cesar Chavez, highlighting his passion for ensuring Dr. King is properly honored.
 Noe Paramo, representing the California Rural Legal Assistance Foundation and a Modesto resident, expressed support for the People's Plan in alignment with Dr. Munoz and the West Modesto Community Collaborative. He acknowledged the residents present who support the plan, emphasizing the community's backing for this initiative.  Rhonda Lewis spoke to the Council about concerns for Martin Luther King Park and the King Kennedy Collaborative, which has been closed for 18 months. She stressed the need for community programs supporting seniors and youth and expressed worries that relocating them would hurt the West Side. Lewis also emphasized the importance of a splash pad for the park to attract children back.
 Laura Plasencia, a community organizer with Valley Improvement Projects, thanked the Council for including community voices in Modesto's planning efforts and endorsed Dr.

Munoz's comments on the People's Plan. She urged greater investment in outreach, emphasizing the value of local residents' expertise. Plasencia called for improved engagement strategies, including phone calls and targeted outreach, to ensure marginalized voices are heard.
 Kevin McClarty from District One urged the Mayor and Council to allow public speaking in Zoom meetings again, suggesting a time delay to filter inappropriate comments. He also questioned the ban on applauding speakers, arguing it offers important feedback on community sentiment. McClarty called for a reevaluation of these rules to better reflect public reaction.
 Zafir Solomon spoke to the Mayor and Council about the growing homeless population, emphasizing that pushing them away isn't a solution. He criticized state-funded programs for failing to effectively address homelessness, despite significant spending. Zafir urged the Council to reevaluate their strategies and develop real programs to assist the homeless instead of focusing on awards and media attention.
