SPECIAL PROVISIONS
Incorporated by attachment, as part of the whole agreement, H-GAC and the Contractor do, hereby agree to the Special Provisions as follows:

ARTICLE 1: BIDS/PROPOSALS INCORPORATED
In addition to the whole Agreement, the following documents listed in order of priority are incorporated into the Agreement by reference: Bid/Proposal Specifications and Contractor’s Response to the Bid/Proposal.

ARTICLE 2: END USER AGREEMENTS (“EUA”)
H-GAC acknowledges that the END USER may choose to enter into an End User Agreement (“EUA) with the Contractor through this Agreement, and that the term of the EUA may exceed the term of the current H-GAC Agreement. H-GAC’s acknowledgement is not an endorsement or approval of the End User Agreement’s terms and conditions. Contractor agrees not to offer, agree to or accept from the END USER, any terms or conditions that conflict with those in Contractor’s Agreement with H-GAC. Contractor affirms that termination of its Agreement with H-GAC for any reason shall not result in the termination of any underlying EUA, which shall in each instance, continue pursuant to the EUA’s stated terms and duration. Pursuant to the terms of this Agreement, termination of this Agreement will disallow the Contractor from entering into any new EUA with END USERS. Applicable H-GAC order processing charges will be due and payable to H-GAC on any EUAs, surviving termination of this Agreement between H-GAC and Contractor.

ARTICLE 3: MOST FAVORED CUSTOMER CLAUSE
Contractor shall provide its most favorable pricing and terms to H-GAC. If at any time during this Agreement, Contractor develops a regularly followed standard procedure of entering into agreements with other governmental customers within the State of Texas, and offers the same or substantially the same products/services offered to H-GAC on a basis that provides prices, warranties, benefits, and or terms more favorable than those provided to H-GAC, Contractor shall notify H-GAC within ten (10) business days thereafter, and this Agreement shall be deemed to be automatically retroactively amended, to the effective date of Contractor’s most favorable past agreement with another entity. Contractor shall provide the same prices, warranties, benefits, or terms to H-GAC and its END USER as provided in its most favorable past agreement.

H-GAC shall have the right and option at any time to decline to accept any such change, in which case the amendment shall be deemed null and void. If Contractor claims that a more favorable price, warranty, benefit, or term that was charged or offered to another entity during the term of this Agreement, does not constitute more favorable treatment, than Contractor shall, within ten (10) business days, notify H-GAC in writing, setting forth the detailed reasons Contractor believes the aforesaid offer is not in fact most favored treatment.

H-GAC, after due consideration of Contractor’s written explanation, may decline to accept such explanation and thereupon this Agreement between H-GAC and Contractor shall be automatically amended, effective retroactively, to the effective date of the most favored agreement, to provide the same prices, warranties, SAMPLE

benefits, or terms to H-GAC and the END USER.

EXCEPTION: This clause shall not be applicable to prices and price adjustments offered by a bidder, Proposer or contractor, which are not within bidder's/proposer’s control [example; a manufacturer's bid concession], or to any prices offered to the Federal Government and its agencies.

ARTICLE 4: PARTY LIABILITY
Contractor’s total liability under this Agreement, whether for breach of contract, warranty, negligence, strict liability, in tort or otherwise, is limited to the price of the particular products/services sold hereunder.

Contractor agrees either to refund the purchase price or to repair or replace product(s) that are not as warranted.

Contractor accepts liability to repay, and shall repay upon demand to END USER, any amounts determined by H-GAC, its independent auditors, or any state or federal agency, to have been paid in violation of the terms of this Agreement.

ARTICLE 5: GOVERNING LAW & VENUE
Contractor and H-GAC agree that Contractor will make every reasonable effort to resolve disputes the END USER in accord with the law and venue rules of the state of purchase. Contractor shall immediately notify HGAC of such disputes.

ARTICLE 6: SALES AND ORDER PROCESSING CHARGE
Contractor shall sell its products to END USERS based on the pricing and terms of this Agreement. H-GAC will invoice Contractor for the applicable order processing charge when H-GAC receives notification of an END USER order. Contractor shall remit to H-GAC the full amount of the applicable order processing charge, after delivery of any product or service and subsequent END USER acceptance. Payment of the Order Processing Charge shall be remitted from Contractor to H-GAC, within thirty (30) calendar days or ten (10) business days after receipt of an END USER’s payment, whichever comes first, notwithstanding Contractor’s receipt of invoice. For sales made by Contractor based on this Agreement, including sales to entities without Interlocal Agreements, Contractor shall pay the applicable order processing charges to H-GAC. Further, Contractor agrees to encourage entities who are not members of H-GAC’s Cooperative Purchasing Program to execute an H-GAC Interlocal Agreement. H-GAC reserves the right to take appropriate actions including, but not limited to, Agreement termination if Contractor fails to promptly remit the appropriate order processing charge to H-GAC. In no event shall H-GAC have any liability to Contractor for any goods or services an END USER procures from Contractor. At all times, Contractor shall remain liable to pay to H-GAC any order processing charges on any portion of the Agreement actually performed, and for which compensation was received by Contractor.

ARTICLE 7: LIQUIDATED DAMAGES
Contractor and H-GAC agree that Contractor shall cooperate with the END USER at the time an END USER purchase order is placed, to determine terms for any liquidated damages.

ARTICLE 8: INSURANCE
Unless otherwise stipulated in Section B of the Bid/Proposal Specifications, Contractor must have the following insurance and coverage minimums:
a. General liability insurance with a Single Occurrence limit of at least $1,000,000.00, and a General SAMPLE

Aggregate limit of at least two times the Single Occurrence limit.

Product liability insurance with a Single Occurrence limit of at least $1,000,000.00, and a General Aggregate limit of at least two times the Single Occurrence limit for all Products except Automotive Fire Apparatus. For Automotive Fire Apparatus, see Section B of the Bid/Proposal Specifications.

Property Damage or Destruction insurance is required for coverage of End User owned equipment while in Contractor's possession, custody or control. The minimum Single Occurrence limit is $500,000.00 and the General Aggregate limit must be at least two times the Single Occurrence limit. This insurance may be carried in several ways, e.g. under an Inland Marine policy, as art of Automobile coverage, or under a Garage Keepers policy. In any event, this coverage must be specifically and clearly listed on insurance certificate(s) submitted to H-GAC. b. Insurance coverage shall be in effect for the length of any contract made pursuant to the Bid/Proposal, and for any extensions thereof, plus the number of days/months required to deliver any outstanding order after the close of the contract period.
c. Original Insurance Certificates must be furnished to H-GAC on request, showing Contractor as the insured and showing coverage and limits for the insurances listed above. d. If any Product(s) or Service(s) will be provided by parties other than Contractor, all such parties are required to carry the minimum insurance coverages specified herein, and if requested by H-GAC, a separate insurance certificate must be submitted for each such party. e. H-GAC reserves the right to contact insurance underwriters to confirm policy and certificate issuance and document accuracy.

ARTICLE 9: PERFORMANCE AND PAYMENT BONDS FOR INDIVIDUAL ORDERS H-GAC’s contractual requirements DO NOT include a Performance & Payment Bond (PPB); therefore, Contractor shall offer pricing that reflects this cost savings. Contractor shall remain prepared to offer a PPB to cover any order if so requested by the END USER. Contractor shall quote a price to END USER for provision of any requested PPB, and agrees to furnish the PPB within ten business (10) days of receipt of END USER's purchase order.

ARTICLE 10: CHANGE OF STATUS
Contractor shall immediately notify H-GAC, in writing, of ANY change in ownership, control, dealership/franchisee status, Motor Vehicle license status, or name. Contractor shall offer written guidance to advise H-GAC if this Agreement shall be affected in any way by such change. H-GAC shall have the right to determine whether or not such change is acceptable, and to determine what action shall be warranted, up to and including cancellation of Agreement.

ARTICLE 11: TEXAS MOTOR VEHICLE BOARD LICENSING
All that deal in motor vehicles shall maintain current licenses that are required by the Texas Motor Vehicle Commission Code. If at any time during this Agreement term, any required Contractor license is denied, revoked, or not renewed, Contractor shall be in default of this Agreement, unless the Texas Motor Vehicle SAMPLE

Executive Summary
The following section summarizes how our fully compliant proposal meets or exceeds HGAC’s evaluation criteria.

Products and Pricing
Technology That Delivers
Verra Mobility will deliver its red-light and speed safety solutions to your end users for their road safety camera programs, which have helped cities across the country enhance safety in their communities:
> Our red-light safety cameras helped change driver behavior in Leon Valley, Texas:

Crashes at red-light-enforced intersections dropped by 31 percent in 20191. > Since July 2019, New York City’s speed camera program has deterred speeding in school zones by nearly 70 percent2.

Our red-light and speed safety cameras also allow law enforcement and municipal officials— where enabling legislation exists—to view video in real-time for crime investigations and emergencies. Our proposed camera systems allow authorized personnel to “look in” at any monitored intersection. This feature is accessible 24x7 from any internet-enabled computer or mobile device. Verra Mobility Live™ also enables client personnel to pull video themselves from the camera sites at any time.

Verra Mobility’s offering also includes an automated license plate reader (ALPR) solution.

Our solution is unlike any other photo enforcement vendors’ ALPR systems. It is available in multiple deployment options: fixed (installed on a client-owned pole or on the same pole as our red-light or speed camera), mobile (installed in a vehicle), or on a speed trailer. Other proposers may only offer end users an ALPR solution that has to be installed at the red-light or speed camera sites. Whereas, our solution provides law enforcement with the flexibility to deploy it in various environments (where ALPR usage is allowed), giving the end user’s police department the ability to choose where they believe the ALPR camera systems are needed the most.

Our CrossingGuard™ school bus stop-arm safety camera solution is a mobile traffic enforcement system attached to school buses to enforce bus arm passing violations. It has 1 Source: https://news4sanantonio.com/news/local/leon-valley-red-light-camera-program-leads-toover-50000-citations-in-2019 2 Source: https://www.citylandnyc.org/lower-speed-limits-traffic-cameras-in-school-zones/ #5..

proven to effectively enhance student safety and to help change dangerous driving behavior. Ninety-nine percent of drivers who were issued and paid a violation did not receive a second3.

Our proposed stop-arm camera system automatically detects and captures potential stoparm violations using continuous wave radar detection. In addition to enforcing stop-arm violations, we also offer our CrossingGuard+™ solution, which includes options for interior cameras on stop-arm-camera-installed buses that can be used to monitor student activity in the buses and a student ridership solution to help schools check the location, status and safety of passengers, drivers and buses anytime, anywhere. The student ridership solution provides peace of mind to parents, students and school officials with reliable, real-time details related to student transportation and safety.

Back-Office Support and Reporting
What end users ask for is simply a program that is easy to operate. Our Axsis™ Smart Mobility Platform is easy to use. It is a secure, cloud-based proprietary software solution that is designed, developed and maintained by Verra Mobility. It reflects and supports our clients’ unique requirements. It provides fast and easy event processing and issuance for police users and fully auditable transaction data for managers.

Program tracking is crucial for program success. End users can monitor and measure the effectiveness and efficiency of our systems using our business intelligence (BI) reporting tool, which provides access to processing system’s extensive selection of parameter-driven reports to measure performance.

Convenient Options for Violators
Violators, like customers, need a hassle-free way to manage their citations. The Verra Mobility program makes it much easier for violators because we offer multiple service options to the public. We provide citation recipients with a bilingual toll-free customer service number if they have inquiries regarding their violations and an online, secure website (available via desktop and mobile devices) that allows ticket holders to view their violation images, see related video clips, pay their fines, and peruse helpful answers to frequently asked questions.

Program Branding
To be successful, a program has to be communicated effectively. Verra Mobility will work with the end user to spread their safety message regarding the danger of red-light running, speeding and stop-arm passing. We will provide our unparalleled public relations support to the end user. We will assist them in gaining public acceptance of their program through proven tactics such as website development and maintenance, social media monitoring and outreach, and press management. Our expertise will help dramatically reduce the time that the end user’s staff will need to spend on program public relations. 3 Source: Verra Mobility Data: 34 Operational CrossingGuard programs in MD, GA, WA, TX, VA during the 2019/20 school year (08/2019 - 03/2020).

B.2 Product Information
Basic specification information for products and systems offered (e.g. cut/tear sheets, brochures, etc.); such that the basic capabilities and features of the equipment offered can be ascertained.

B.2.1 CrossingGuard Stop-Arm Safety Camera
CrossingGuard™ is a traffic enforcement solution for bus-passing violations. It is an intelligent camera system that automatically detects and captures clear license plate images of violating vehicles—day and night, across up to six lanes of traffic, in both directions of traffic, without any school bus driver intervention. The technology that drives the system is purpose-built to precisely capture evidence of drivers who illegally pass school buses.

The system uses continuous wave radar detection to identify and capture potential school bus stop arm violations. The use of continuous wave radar sensor results in more violations captured with a lower false positive rate. In addition, as seen on the next page, the CrossingGuard system includes a multitude of technologies aimed at equipment durability, picture quality, system performance and added safety. #5..

Hardware
The CrossingGuard system’s exterior components; consisting primarily of three video cameras (one overview camera and two license plate cameras), are all securely contained in weather-proof, IP67-rated enclosures. The enclosures are tamper and vandalresistant. Each enclosure uses Gorilla Glass for the glass openings and are painted school-bus yellow.

Overview High-Definition Video Camera: Video taken from an elevated angle reveals the entire scene as the vehicle passes the bus with the stop arm extended and the lights flashing. The overview video camera is pictured on the right.

Stop-Arm Pod: A one-piece design combining a Continuous Wave Radar Module, two 4-megapixel resolution (twice the definition of 1080P high-definition) cameras, and related parts to monitor and adjust the system settings based on the environment (i.e. weather, day-night, etc.). Radar and cameras detect a potential stop-arm-passing violation and capture an image of the vehicle, the license plate and the surrounding area as the vehicle passes the stop arm. The Stop-Arm Pod enables the system to capture license plate numbers of vehicles moving in either direction towards or away from the bus in up to six lanes of traffic. The Stop-Arm Pod has steel and aluminum framework with a high-impact composite shell for extreme durability in all conditions. (pictured on the right)
Digital Video Recorder (DVR): The CrossingGuard stoparm camera system’s DVR is specifically designed and built for use in a moving school bus and is a proven
technology with more than 50,000 units currently in
operation. The proprietary suspension system protects
the DVR from rough roads, vibrations and shock. The
device is also built to handle extremely hot and cold
temperatures. Furthermore, the DVR uses an embedded
Linux operating system, proven to be more stable than Windows PC-based operating systems. The DVR provides clear high-definition video images at 30 frames per second.

System Capabilities
Verra Mobility’s CrossingGuard stop-arm safety camera solution is the most advanced system in the market today. The system uses multiple specialized cameras designed for license plate capture, along with advanced continuous wave radar to detect violations with an accuracy of over 99 percent.

The CrossingGuard camera system monitors up to six lanes (adjacent to the bus), whether the traffic is approaching, overtaking the bus or a combination of both.

Upon detecting a potential stop-arm violation, external high-resolution video cameras capture the progression of a vehicle making a stop-arm pass from four angles. A 10-second video clip of the events shows the violating vehicle and the extended bus arm and includes the flashing lights on the stop arm. As stated in Section B.2.1.b.2, the data bar shows that the stop arm is extended and that the flashing lights are on.

No Bus-Driver Manipulation or Intervention
Our camera system automatically detects and captures images of violating vehicles without any bus driver interaction, allowing the driver to focus on student safety.

After the CrossingGuard system captures a potential violation event, the event will be processed in accordance with the End User’s business rules before sending the potential #5..

violation to the applicable law enforcement agency for review and an issuance determination.

B.2.1.b.1 Plate Capture
CrossingGuard captures clear, detailed video images of the front and rear license plates of the offending vehicles up to six lanes away from the school bus and on a variety of different street types, such as single-lane roads, double-lane roads, and main thoroughfares.

The system utilizes two 4-megapixel resolution (twice the definition of 1080P highdefinition) cameras explicitly designed for license plate capture. The cameras are paired with optically optimized IR-corrected HD lenses for precise image definition in all environmental conditions.

A proprietary light stabilization algorithm optimizes the images in all lighting conditions. It includes an advanced night mode that captures license plates at dawn, dusk, and full darkness clearly and without interference from vehicle headlights.

A third high-definition overview camera is included with the system to capture a comprehensive overall view of the violating vehicle with the extended school bus stop arm in view for violation confirmation.

The following is a sample violation image set from our proposed solution that was captured during a cloudy day.

B.2.1.b.2 Data Bar
Violation video and images include a system-generated data bar that details the date, time, bus/camera number, GPS coordinates of the bus’s location, and activation status of the stop arm, flashing red lights and brakes.

As noted in the following image, our system’s data bar shows the number of seconds that the amber lights were on prior to the stop arm being extended. This was added to the data bar in response to a police department and court request to provide evidence to show that the violating vehicle had ample warning to stop before the stop arm was deployed. The amber-light time on the data bar serves as this proof. In addition, the red-light flasher time may also be configured.

B.2.2 CrossingGuard+ Smart and Safe School Bus Safety Solution In addition to our school bus stop-arm safety camera
system, we also offer our CrossingGuard+ smart and
safe school bus safety solution; which includes, not
only our proven stop-arm safety cameras, but it also
includes:
> Interior cameras to deter on-board bullying and for emergency monitoring, and > Ridership reporting.

Interior Cameras
We will work with Radio Engineering Industries, Inc. (REI), who is a leading bus camera manufacturer, for the exterior and interior cameras for the H-GAC member’s program.

To enable the H-GAC member/end user to comply with its internal requirements for student privacy and security, the Verra Mobility/REI solution will provide an administrative system housed in the end user’s infrastructure to ensure only the end user’s authorized personnel can view live video from a bus or retrieve video segments. Verra Mobility will provide installation and on-going support for this system, with the H-GAC member maintaining responsibility for security access control, storage, system management, live viewing and video retrieval.

While certain other vendors offer districts three interior cameras, we are offering H-GAC members six interior/exterior cameras in each school bus. Our solution gives the end user and law enforcement three interior cameras for complete visibility to every seat on every bus. Verra Mobility is also proposing one forward-facing camera, one rearfacing camera, and one right-side exterior camera to give the end user views to activity occurring outside the bus as well.

B.2.2.a.1 Field of View
The interior of the bus will be captured by the three interior cameras inside the bus, including the entrance door. Additional cameras will provide right-side, rear and forward views including video/images of vehicles that approach the bus from the front and rear of the bus.

Field-of-View Diagram
B.2.2.a.2 DVRs
The interior and exterior cameras that we are proposing will use a separate DVR to store the video captured from the inside and outside of the bus, and only the end user and law enforcement will have access to this footage. These six cameras and the associated DVR will be completely independent from the CrossingGuard stop-arm enforcement cameras and DVR, which will communicate directly with Verra Mobility and law enforcement for processing of events.

Another benefit to having the CrossingGuard and interior/exterior for the end user’s cameras work independently of each other is that each system operates without depending on the other system. This ensures that if one system is down, the other system can continue to operate.

B.2.2.a.3 List of Solution’s Components
The following is a complete list of our proposed interior/exterior camera solution:
> Six interior/exterior cameras which will allow the end user to better observe the interior and exterior of the bus. Installed as three interior, one forward-facing, one rear-facing and one right-side exterior camera.

▪ The three interior cameras will include a microphone that allows the user to better pick up conversations.
▪ All cameras are capable of 1080P high-definition resolution and are rated at .00 Lux with intelligent infrared and anti-glare technology, allowing the end user to clearly see the interior of the bus in all lighting conditions.
> The included 4G modem and router will allow end users the ability to live view into a bus and also see where that bus is in real time.
> Only end users have access to the footage from the interior/exterior cameras ▪ End users will have access to the hard drive in
the DVR for the interior/exterior systems. No
need to request video from another party and
wait for them to respond with multiple small
video clips.
▪ Peace of mind knowing that there is not an
offsite second party wirelessly downloading and storing video of children riding on the bus, as the interior camera footage and data will be behind the end user’s firewall and will be supported by the end user.
> REI’s (the interior camera manufacturer’s) Video
Management Software will provide the end user the
following options.
▪ Live view access while a bus is in use
▪ Remote access to view footage on the bus’s DVR
when the bus is on
▪ Request download of specific footage once a bus
turns back on
▪ Proprietary software: Utilizing this software will
ensure that the end user will be able to use video
as evidence in a court of law. Non‐proprietary
software is often not allowed.
▪ Blur feature: This tool will allow the user to blur out faces during video playback. > The H-GAC member will have access to responsive tech support.

Real-Time Rider Visibility and GPS Tracking
Riders carry a passive RFID identification card that they scan onboard to log each entry and exit from the bus. The time, date, and location of each scan is logged and transmitted to a secure database for immediate access, Instant access to real-time rider status information and historical ridership reporting supplies the data you need to make the best decisions about pupil transportation.

With ridership visibility, you always know the location of the bus, who is on the bus, and where and when they entered and exited. In the case of an emergency, you have the #5..

B.2.3.a.1 Red-Light and Fixed-Speed Safety Camera
Our fixed camera system uses up to a 29-megapixel camera to capture still images of the rear of vehicles committing potential red-light or speed violations and a high-definition video camera to capture 12-second video clips of the violation event and, where permitted, 24/7 video of the camera site. For programs that require images of the vehicle’s driver, an additional still camera is mounted on a separate pole to capture the front of the vehicle as it approaches the enforcement area. The front and rear-facing still cameras’ resolution is high enough that the vehicle’s license plate and driver’s face can be extracted from the scene images. Examples of violation images captured by our fixed camera systems are in Appendix A.

B.2.3.a.3 Transportable Speed Safety Camera
This self-contained unit offers all the benefits of a fixed-site system, with the added benefit of being easily portable and requiring minimal effort to relocate. It also provides for consistent enforcement throughout school zones, where mobile speed systems are not able to fit due to challenging roadside environments.

The unit can be powered by battery or hardwired. The battery life for each unit is about one week. Additionally, where power is available the concrete pads can be wired with power capabilities to reduce the need for battery power.

Lastly, the transportable speed camera system can be designed with a schedule-based timer that can adjust the posted and trigger speed based on time of day and day of week; for example, during school hours or specific work zone hours. This function can be configured and adjusted remotely.

B.2.3.a.3.1 Customized Wraps
Verra Mobility offers its clients the option to customize the transportable system with a wrap showing the client’s seal and/or law enforcement badge, or a program-specific design.

B.2.3.a.4 Mobile Speed Deployment
Our mobile, vehicle-based deployment is a versatile speed safety camera system that effectively enhances driver and pedestrian safety along streets and in safety zones. Similar to the transportable unit, Verra Mobility can customize the vehicle with the municipality’s logo or law enforcement badge.

Detection Technology
B.2.3.b.1 Three-Dimensional Tracking Radar
Verra Mobility’s red-light, fixed-speed and transportable speed camera systems utilize three-dimensional tracking radar technology to capture potential violations across multiple lanes of traffic. With a single sensor, the AutoPatrol system can accurately measure the distance, angle and speed of up to 32 vehicles at any given moment. This enables precise vehicle tracking “decision making” and accurate triggering of event capture.

The sensor transfers the relevant measuring data to the camera for image capture and documentation of a potential violation for each vehicle that reaches a trigger point. Because the position of each object in the acquisition area is known, the system assigns a tracking number to each vehicle and then locates that vehicle to an individual lane. Different trigger points and thresholds can be assigned for each lane monitored and sensitivity can be changed down to the fraction of a foot for high-precision vehicle placement.

B.2.3.b.1.1 Unique, Self-Learning Radar
Unique to Verra Mobility’s 3D tracking radar technology, our radar’s proprietary selflearning capabilities allow for continued performance improvement as the radar tracks the movement of vehicles as they travel through the enforcement area. This unique feature means more enforceable violations at an end user’s photo-enforced intersections.

Communities across the country use our 3D tracking radar technology to detect and capture potential violations. We currently have more than 620 3D red-light safety cameras installed #5..

in the U.S., in addition to more than 1,500 3D speed enforcement systems, for a total of more than 2,100 3D radar-equipped systems.

Verra Mobility was the first photo enforcement provider to operate 3D tracking radar systems in the country; our first systems went live in 2012. Our relevant experience shows that we have the knowledge and the resources to support your program for years to come.

It also shows that an end user’s program would be operating systems that have been tested, are reliable and durable, and have been proven to enhance community safety.

B.2.3.b.2 Two-Dimensional Ranging Radar
Integrated 2D ranging radar is core to our mobile speed safety camera. Its across-the-road ranging capability enables speed detection and lane designation.

Our mobile speed system detects potential speed violations across four lanes of traffic utilizing two-dimensional (2D) ranging radar detection technology. This 2D ranging radar is a single planar antenna capable of measuring not only speed and direction of a vehicle, but also distance (range) to that vehicle. The ranging component and the variable gain control of the radar are what allow for the camera system’s maximum reflectivity and ability to expand deployment opportunities to include confined spaces, such as tunnels. In addition, this 2D ranging radar technology enables the system to determine in which lane the vehicle is traveling.

Proprietary lane differentiation dramatically increases the accuracy of violation detection and could result in a substantial increase in the number of prosecutable images when compared to other vendors’ detection technologies. Our 2D ranging radar’s accuracy is within +/- 1 mph.

Still Image Capture
Our camera systems described in Sections B.2.3.a.1, B.2.3.a.3, B.2.3.a.4 use still cameras to capture color images of potential violations. Our fixed and transportable camera systems capture images with up to a 29-megapixel camera, and our mobile speed camera system uses a 16-megapixel camera. The cameras’ superior resolution allows for clear capture of elements within the main images (such as the license plate, driver or signal head) to help ensure a high prosecutable violation rate for your program.

The camera features a low-noise 14-bit AD converter that delivers a high dynamic range, improved luminous sensitivity, and fine gray scale. This fan-less, extremely compact camera head is impervious to the toughest weather conditions and has been specially designed to fulfill the needs of traffic safety applications, including digital signature at time of capture and automatic exposure adjustment.

Video Capture
Our camera systems include video recordings of violation event sequences. The video evidence can be retrieved over an internet connection and has proven beneficial in law enforcement’s ability to prosecute citations in court hearings. The video system captures and stores separate full-motion video “clips” of the violation event. The standard system configuration includes a 12-second violation clip with customizable before and after time periods that show the scene and key violation data.

Verra Mobility Live™
Our red-light and speed safety camera systems (excluding mobile and handheld) include our self-service historical video retrieval and live video feed solution called Verra Mobility Live.

Your personnel can retrieve video from the camera sites at their convenience using our solution. In addition, where permitted, our camera systems can provide a live video feed that allows you—in real time—to monitor your photo-enforced intersections for traffic management purposes.

Verra Mobility Live is an innovative traffic surveillance solution (where allowed) that provides real-time visual intelligence and post-incident analysis. Optimized for use with our red-light and speed safety cameras, Verra Mobility Live is always on, continuously recording video for future playback and—where permitted—ready to access for live-streaming video.

Connect to Verra Mobility Live via a URL on any internet-enabled mobile, laptop or desktop device to retrieve historical video footage from the past 30 days via the software’s intuitive user interface by simply specifying the desired site, date and time range. Once available, an auto-generated notification is sent via email alerting users that the video is ready for viewing. Users can also access live-streaming video from any selected camera location, subject to their compliance with applicable laws.

The advantage of Verra Mobility Live is the value that it provides to the police and incident management. The visual intelligence solution acts as an additional force multiplier enabling the client to remotely monitor areas of interest and build situational awareness miles away from the scene.

The opportunity to monitor immediately in the event of a critical situation saves community resources and enables first-responders to quickly and safely arrive on-scene. Furthermore, monitoring road conditions in real-time allows for swift intervention, adopting specific strategies for traffic signal control.

Authorized users can request, download and save recorded video footage from any internet-connected device. This is key for investigators looking to retain valuable evidence needed to recreate a scene and/or conduct a comprehensive post-incident analysis far earlier than might otherwise be possible.

The H-GAC end user is responsible for complying with and shall hold Verra Mobility harmless for its failure to comply with all federal, state, and local laws, ordinances, regulations and orders with respect to its access to and use of Verra Mobility Live, including without limitation any laws relating to data privacy, photo enforcement, or public records. Once the end user obtains a requested video file, the end user is responsible for any preservation, and associated storage requirements that may be required by law (including any applicable public records law) for the video file, since the requested video file is not required by Verra Mobility to continue to perform its photo enforcement services. Verra Mobility is not responsible for the provision of access to Verra Mobility Live to anyone other than the end user’s personnel. Verra Mobility retains the right to use all meta-data, business intelligence, or other analytics obtained, gathered, or mined by Verra Mobility through the use of its systems.

Handheld Speed Safety Camera
ATS StreetSafe™ is a lidar speed measurement device that fully synchronizes credible distance and speed measurements with a digital camera triggered by the laser. This solution generates evidence through video-tracking and high-resolution images of license plates and is integrated into our violation processing platform, the Axsis Smart Mobility Platform. In addition, it can be used for both conventional and photo speed enforcement.

ATS StreetSafe’s Features and Benefits to the End User’s Police Department B.2.3.f.1 Image Capture
Our ATS StreetSafe camera is easy for police officers to use. The camera has a continuous auto-focus lens and automatic iris control, which allows a police officer to basically point and shoot the unit at vehicles and capture high-resolution, court-ready images at an optimal focus range. The unit has a measurement range of 4,000 feet. The camera captures clear images during the day, and with adequate ambient light, the camera captures clear night images. The system’s video-tracking allows the officer to enforce speed from a distance and then tracks the vehicle into the 330-foot range to ensure a clear highdefinition (HD) image of the events. #5..

Our solution includes a gate/ranging feature—when activated—that will not allow the officer to capture events outside of the designated enforcement area or zone, such as a school or construction zone. This feature limits/reduces the opportunity for the capture of events that would not be defensible in court because the event occurred outside of the designated enforcement area. Verra Mobility partnered with Laser Technology, Inc. (LTI) to make this part of its solution after reading this news article from July 2017 about the City of Toledo’s dismissal of more than 100 speed citations due to event capture outside the defined zone. The article can be found here:
http://www.toledoblade.com/local/2017/07/06/Toledo-Police-chief-speeding-refund.html.

B.2.3.f.2 How the Handheld Speed Safety Camera Works
Our camera operates much like a traditional speed enforcement handheld unit. The system activates when the lidar identifies any vehicle traveling faster than the predetermined speed and triggers the camera, which captures images of the vehicle. The camera uses an autofocus lens and auto-iris control, thereby making it a point-and-shoot camera for the officer.

In addition to the images, the system captures the vehicle’s speed, location, date and time.

It also uses video-tracking to an optimal range to capture another image of the vehicle’s plate. The following are examples of what the officer would see on the camera.

Unlike traditional handheld speed units, ATS StreetSafe empowers an officer to use his or her judgment to either: proceed with a traditional traffic stop or wirelessly transmit event data to Verra Mobility for accelerated violation, evidence and citation processing.

The officer can choose from the following capture modes for deployment:
> Speed mode: Default capture mode used for approaching traffic (front plate capture). > Rear mode: Capture mode used for receding traffic (rear plate capture). > Weather mode: ATS StreetSafe includes a built-in weather filter that, when it is active, is applied when the laser is fired. When the weather mode is active, the factory-defined gate setting increases the instrument’s minimum range from 50 feet to 200 feet so that a speed reading cannot be taken until this artificial gate of 200 feet is reached. #5..

B.2.4 Automated License Plate Recognition (ALPR)
Verra Mobility offers a real-time license plate
and vehicle recognition solution, which is
manufactured by Rekor™.

Our ALPR solution is available in fixed, invehicle and trailer deployment options, and, unlike other ALPR systems offered by some
vendors, it does not need to be installed at an
existing red-light or speed camera site. This
flexibility allows end users to use ALPR systems
at any location, where permissible.

Verra Mobility’s ALPR technology platform consists of a finely tuned ecosystem of fixed, mobile and trailer-based cameras that operate with full edge processing and integrate seamlessly with Rekor’s back-office application. Their fixed and mobile camera solutions are driven and managed by their AI-based machine learning software, enabling a comprehensive approach to any ALPR program. All cameras provide color overview images for vehicle identification, as well as video clips for enhanced verification. Each of our ALPR camera solutions and Rekor’s software platform are described in more detail on the following pages.

H-GAC end users may need a large number of ALPR cameras at various locations, with some locations consisting of multiple lanes of travel. Typical legacy systems provided by competitors require a single camera to provide maximum effectiveness for each lane, thus requiring multiple cameras for each direction monitored for multiple lanes. This can be problematic, as systems that do not cover more than one or two lanes require greater infrastructure build-out, power consideration, and can unnecessarily increase costs.

Our ALPR solution, regardless of the hardware model, captures and reads a license plate wherever it is positioned in the field of view. Thus, our solution allows the end user to have an ALPR program on a more economical basis. We offer systems that capture multiple lanes (up to 3 or 4 depending on model), using a single system — regardless of the vehicle’s position. Furthermore, our solution has a broader range of capability to read information at extreme angles. Unlike legacy OCR-based systems with purpose-built cameras, our solution can leverage continuously evolving hardware technology. Our solution captures license plate data and vehicle characteristics at extremely high vehicle speeds with a high degree of accuracy even in unusually difficult conditions such as low lighting, poor weather, extreme camera viewing angles, and obstructions by fusing the power of machine learning, artificial intelligence, parallel processing capabilities, and best-in-class hardware.

Fixed Cameras
Our ALPR camera systems have been able to successfully reduce crime and their installations have had minimal impact on traffic flow during construction. The cameras #5..

offered in this proposal can achieve an end user’s desired capture results without requiring significant additional physical infrastructure. We can provide cameras that work on your infrastructure or, if necessary, we can provide a fully off-grid solution that includes solar power (as shown in the first picture below). Due to our solution’s proprietary compression techniques, the system can operate seamlessly via 3G or 4G wireless communication protocols.

Fixed ALPR Cameras

Designed in a sleek, durable enclosure, our fixed ALPR camera system can be easily mounted to an existing photo enforcement pole.

For fixed-camera locations, we offer true customization of edge camera processing based on the end user’s needs with respect to lane coverage, power availability, and mounting options. The fixed ALPR cameras can cover up to four lanes. We offer systems that cover up to two lanes, which are best suited for neighborhoods, and systems that cover three or four lanes, which are ideal for highways.

All of our fixed camera solutions include infrared illuminators (IR) for excellent night and poor weather capture with near 100% capture rates on the lane counts specified for each model. Read accuracy exceeds 99% in benchmark testing, and greater than 95% in live environments. The cameras can read all versions of all 50 state plates including vanity plates and half-height characters. In addition to the plate each read contains make, model, color, direction of travel, and body type of the vehicle identified natively in real time by the software (not through an MVA database link similar to certain other competitors). Rekor™ ALPR systems have high read accuracy at night and in dim lighting situations with no additional external lighting required other than lighting that is integrated within the hardware.

Since our ALPR solution is hardware agnostic, our solution is not restricted to utilizing proprietary equipment and peripherals, which are often quickly outdated. Rather, our solution remains on the cutting-edge by integrating an ALPR engine into best-in-class commercially available equipment that exceeds resolution, processing, communications, and environmental requirements. This means HGAC end users can receive the perpetual “latest and greatest” component mixture. Our ALPR solution currently brings together Axis Communications video cameras, Nvidia GPU graphics processors, and Sierra Wireless modems which all represent industry best-in-class components for their respective function.

Our ALPR camera manufacturer works with leading engineering firms to design integrated circuit boards and other peripherals that optimize the interaction between these commercial components to provide the highest quality equipment for our clients.

A critical added benefit to our ALPR solution is that security and surveillance features (e.g. video monitoring and recording) are NOT disabled when used for ALPR purposes. With an included SD card, we provide 30 days of continuously recorded video at each camera enabling historical review of environmental video feeds based on reported incidents within the view of the cameras.

Mobile In-Vehicle Cameras
Our mobile cameras are mounted inside of vehicles and provide a “stealth” mode that does not signal to others that license plate and vehicle data are being recorded. These cameras rely on ambient light illumination from other vehicles, streetlights and even the moon.

Because IR illuminators cannot transmit their signal through glass, their vehicle mobile cameras can experience a degradation of read accuracy in extremely dark conditions – a tradeoff with stealth that many law enforcement agencies have welcomed.

Our mobile in-vehicle camera installations are comprised of two (2) cameras which operate independently and simultaneously. The two cameras are mounted between the rear-view mirror and the front windshield in such a way that an individual’s field of view is not obstructed. A failure of one (1) camera will not prevent normal operation of the other camera.

The control unit, with a power connection to the vehicle’s 12v power supply, is fully portable and can be moved from vehicle to vehicle with ease. We can also provide mounting brackets for permanent installation, as well as an additional set of cameras where 4-camera vehicle installations are desired.

Speed Trailer-Based Cameras
Combine the power of automated vehicle and license plate recognition technology with radar-speed display in the convenience of a portable ALPR speed trailer.

The trailer features the largest portable speed sign available today. With standard speed display and customizable alerts and notifications, the trailer enables communities to strategically deploy the solution in dangerous, high-risk areas to improve motorist and pedestrian safety.

The addition of ALPR technology gives law enforcement the ability to cover major city or localized access points for wanted vehicles, receive AMBER and Silver alerts, and accelerate investigations.

ALPR Software Application and Back-Office
B.2.4.d.1 Overview
Our ALPR solution includes a full-featured AI-based software package that reads live video and provides real-time license plate and vehicle recognition results. The software application provides a comprehensive ALPR solution that can be deployed in the Cloud without the need for costly proprietary server hardware by running on existing IP, traffic, and security cameras. Once installed, the software application recognizes vehicles and license plates with the results being searchable in Rekor’s highly secure AWS GovCloud environment. The software application also integrates and operates seamlessly with all Rekor-manufactured hardware products.

A key feature of the software application is the fact that it is true “vehicle recognition” software and not just a license plate reader. Reads include but are not limited to the vehicle’s make, model, type, color, state, and direction of travel. The Rekor™ solution captures license plate data and vehicle characteristics at extremely high vehicle speeds with a high degree of accuracy even in unusually difficult conditions such as low lighting, poor weather, extreme camera viewing angles, and obstructions by fusing the power of machine learning, artificial intelligence, parallel processing capabilities, and best-in-class hardware.

The system also captures a video of each ALPR read, thereby providing additional visual evidence should it be necessary for more detailed investigation. This video link would be available for ALPR Program users.

B.2.4.d.2 Hotlist Integration
With our ALPR system, the end user can import law enforcement “hotlist” databases (FDLE; NCIC) to provide real-time alerts for vehicles of interest and maintain historical vehicle recognition information for investigatory purposes. Rekor’s in-house engineers and CJIS specialists work in tandem with the end user’s law enforcement team to simultaneously commence integration activities with hotlist download authorization, as well as inter-agency agreements, if necessary. All approvals and transmission testing for each installed ALPR camera are completed in parallel to prevent any downtime beyond site construction. ALPR reads will be processed in real time at the source, followed by transmission of cropped images and data for hotlist matching or exporting to tracking databases. This all occurs within 1 to 2 seconds.

Plate reads are transmitted to Rekor’s hosted CJIS-ready AWS GovCloud server where alerts are generated from the NCIC/TDLE/TCIC hotlist, or even from supplementary (optional) local hotlists created by the end user’s agency (e.g. vehicles of interest that may not necessarily be in state or national databases). The machine-learning ALPR software operates with a benchmark 99% accuracy on plate reads and, additionally, captures state, make, color, and vehicle type in real time.

Alerts can be configured for viewing within the backend software, via text, or via email forwarding to specified authorized personnel.

B.2.4.d.3 Cloud Hosting
Part of the implementation plan would include configuration of the end user’s secure AWS GovCloud environment, with customizable data retention periods that are policy driven.

Before the system goes live, users can be seamlessly added, according to the end user’s policy and authorization. All data access is via web browser, so the end user’s personnel will not require downloadable software to reside on their laptop or desktop.

B.2.4.d.4 Dashboard
The ALPR software’s easy-to-use and intuitive dashboard provides the central control point for end users. It allows end users to view ALPR camera read activity in list form (as shown below) or in a map-centric display. The dashboard supports the ability to comprehensively search for wanted plates in several functional modes.

To access and use the ALPR back office solution, the H-GAC end user will need to enter into an end user license agreement with Verra Mobility or Rekor for the access and use of the software. The H-GAC end user is responsible for complying with all federal, state, and local laws, ordinances, regulations and orders with respect to its access to and use of data through the ALPR system, including without limitation any laws relating to the use of ALPR systems, the retention of ALPR data, data privacy, photo enforcement, or public records.

The terms and conditions of our ALPR solution are as set forth in this Section B.2.4 and in an end user license agreement; the descriptions of our school bus, red-light and speed safety camera system and related offerings do not apply to the ALPR solutions.

B.2.5 Processing Workflow for Stop-Arm, Red-Light, Fixed-Speed, Mobile Speed and Transportable Speed Events
The event images and data are securely and wirelessly transferred from the camera systems to our Axsis™ Smart Mobility Platform.

Axsis is a full turnkey, feature-rich, easy-to-use system which automates many portions of the enforcement process from event capture to citation prosecution, thereby increasing efficiency and reducing operating costs. The system has been designed to enable end-toend processing of traffic violation events for enforcement programs across the United States. We maintain the resources necessary to handle a high volume of event processing activity.

For those clients who contract with Verra Mobility for printing and mailing, our clients issued a total of approximately 9.8 million violations in 2019.

Our processing system’s features include:
> Automated event evidence loading and still image extraction, cropping and enhancement;
> Through Nlets and DMV interfaces (subject to the H-GAC end user’s access rights), accessibility to all 50 states, Puerto Rico, four Canadian provinces, and government plates (i.e. Fire, Police, Ambulance and Plates with “GS” as the state code); #5..

Red-Light and Speed Event Workflow

1. Red-light and speed event images (.JPG)
and video are automatically pulled from
the camera system—multiple times
throughout the day—using a secure
connection.

2. The license plate is cropped from one of
the original images and reads the plate
using OCR. After confirmation that the
values entered are correct, the event is
processed in accordance with the end
user’s business rules.

3. The Axsis Smart Mobility Platform
automatically obtains owner registration
data for the end user’s program through
Nlets and other states’ DMV interfaces.

Information is reviewed and revised, if
needed. Citations are brought back to this
step if further review is necessary.

4. The event is available for law enforcement
personnel to verify that the vehicle license
plate, registration information, driver’s
license information (applicable to
programs in Arizona), and vehicle
information is correct and to determine
whether a violation occurred under the
end user’s local law. For driver liability
programs, law enforcement personnel also
verify the driver information. This step
could take 30 seconds or less per event
review, depending on the end user’s
internet connection and on the reviewing
officer’s experience with event review and
with the system.

5. Once the Police Officer determines the
event is a violation and advises Verra
Mobility to send the initial notice, official
notices are generated, printed and mailed
to violators.

6. The violator receives the notice and either
pays the fine through one of the available
payment channels, requests a hearing, or
returns the notice for re-processing
(Transfer of Liability).

Stop-Arm Event Workflow

1. Video is automatically pulled from the camera
system—multiple times throughout the day—
using a secure connection.

2. The system automatically uploads a video into
the Axsis Smart Mobility Platform. There, it is
processed in accordance with the program’s
business rules. Two overview images—the A
and B shots—are created, and a close-up of the
license plate from the captured video is
cropped. The images, data bar and plate
information are reviewed during this step and
throughout the entire process.

3. Axsis automatically obtains owner registration
data utilizing Verra Mobility’s established
interface with Nlets and other states’ DMVs for
the program as authorized by the end user.

Verify-Notice processors review and revise
information if needed.

Citations are brought back to this step if further
review is necessary.

4. The event is sent to authorized law enforcement
personnel to verify that the vehicle license
plate, registration information and vehicle
information is correct and to determine whether
a violation occurred.

5. Once the Police Officer determines the event is
a violation and advises Verra Mobility to send
the initial notice, official notices are generated,
printed and mailed to violators via first-class
mail.

6. The violator receives the notice and either pays
the fine through one of the available payment
channels, requests a hearing, or returns the
notice for re-processing (Transfer of Liability).

B.2.6 Processing Workflow for Handheld Speed Events
ATS StreetSafe allows the officer to efficiently capture events, review and accept/reject events for citation issuance—all from the roadside.

Handheld Speed Event Processing Workflow
Once logged into our web-enabled Axsis Smart Mobility Platform, the officer will see a dropdown menu that allows him/her to select “handheld speed ready to accept” to begin review.

As shown in the workflow above, the officer will use either the “manual review” queue or the “ready to accept” queue. The event will be queued for acceptance if the plate image, data and DMV information are successfully obtained.

The following screenshots show the drop-down menu and the screen that the officer would see after selecting “Police Review Ready to Accept.” The officer would select one of the options as shown below to begin review. If your program’s business rules specify that the “supervisor review” is needed, that option will be available, as shown in the screenshot on the next page. If it will not be used, the officer would only see the “ready to accept” and “manual review” screens.

E.3 Technical and Maintenance Services

3. Technical and maintenance services provided after a sale, and on what basis E.3.1 Maintenance Plan for Red-Light and Fixed, Mobile and Transportable Speed Safety Cameras
Our field services organization has one goal in mind: to provide the highest-quality road safety cameras with maximum system uptime. Our proven, proactive maintenance approach makes it all possible. That approach revolves around established processes and procedures for preventive maintenance, remote monitoring, remote diagnosis, remote corrections, onsite repairs and quality assurance.

Through diligent adherence to our established processes and procedures, Verra Mobility quickly:

1. Determines whether there is, in fact, a problem;

2. Remotely identifies the probable cause of any failure and the components/resources required to resolve the problem; and

3. Remedies the problem (oftentimes problems are corrected remotely, without ever having to dispatch a field services technician or disable the system).

Our maintenance plan includes working with subcontractors, as needed, to perform onsite preventive maintenance visits and onsite system repair and replacement. Field technicians will repair and replace system components if the system becomes inoperable and cannot be repaired remotely by Verra Mobility. We will help ensure optimal uptime for each end user’s program.

Remote Monitoring Tools and Processes
The Verra Command Center (VCC) provides 24x7 monitoring and support for all camera systems. The VCC leverages a suite of systems and tools to ensure proper system functionality.

Event Handling – Collection, Correlation and Automation > Collection – Verra Mobility collects real-time data from numerous sources including image/video data, violation data, network availability, system log files and sensor data.

This is unprocessed raw data that feeds through our processing engine. > Correlation – The next phase is correlation where we make sense of the raw data. We connect details from disparate sources to draw a fuller picture of the impact. Using this powerful tool, we can identify issues quickly, effectively prioritize their impact and ultimately build a faster path to resolution.
> Automation – This is the final phase of our processing engine where we apply further automated logic in real-time including:
o Automated image review to ensure optimum image and video quality, o Automated escalation and notification procedures to immediately engage resources to reduce mean time to repair (MTTR), and
o Automated 24/7 paging to field to get support teams rolling when necessary. #5..

Custom Incident Communication
The end user’s personnel have the ability to customize their notification on critical incidents.

They can be updated as little or as often as they would like by text or email.

Event Processor Reviews
In addition to our ongoing monitoring and scheduled maintenance, each Event Processor who views images in Axsis VPS is responsible for reporting any erosion in quality. Verra Mobility has established a dedicated email account so quality reports reach the correct party. Once a problem is detected, a trouble ticket is logged and submitted to our dispatch system for scheduling. Each dispatch event is assigned a priority level, problem ID and remedy recommendation.

Onsite Maintenance and Repairs
E.3.1.b.1 Repair/Replace Equipment Timeframe
Any inoperable stop-arm red-light, fixed-speed, transportable speed, and mobile speed camera equipment components will be repaired or replaced within 72 hours of detection by us or notification by the end user.

In the event that an onsite repair is required, a field services technician will ensure that he or she has the correct parts and instructions required to remedy the problem on the first visit to the bus.

We utilize a priority scheme in our electronic ticketing system to ensure that we respond first to critical outages that render the system inoperable or are potentially a safety hazard to the public. Verra Mobility responds to emergency situations with the utmost urgency.

We will provide preventive maintenance visits to the camera sites, which includes the following proactive activities:
> Clean all glass, camera enclosures, strobe housing, lens covers and polarizers (of graffiti, dust, oil and other grime);
> Inspect all enclosures for proper seals, locking mechanisms, etc.; > Inspecting and tightening all cables, connections and terminations; > Test full functionality of the system (triggering, test shots, strobe and video); > Visually inspect the site environment (road surface conditions, signage and obstructions such as tree branches), photographing any potential issues and relaying information to field services and client project management for decisions on corrective action; > Test voltage coming to the system and being supplied throughout the system; and > Ensure proper grounding.

E.3.1.b.2 Issue Tracking and Dispatch System
Verra Mobility utilizes a web-based monitoring and scheduling system to dispatch field services technicians and track and document all maintenance and repair activity at camera sites, including:
> Service Level Agreement (SLA) requirements;
> Parts usage;
> Parts history;
> Site history;
> Preventive maintenance history; and
> All problem codes, cause codes and repair codes for all outages. > Tickets are created in response to:
> Verra Mobility’s monitoring tools identifying a failure condition and auto-populating a ticket;
> Verra Mobility’s Tier 2 Support organization identifying an issue and creating a service ticket;
> One of Verra Mobility’s other support organizations, such as Network Operations (NetOps) or Image Quality, identifying an issue and creating a service ticket; or > Local field personnel identifying an issue and creating a service ticket.

Once a ticket is created, it is placed in a queue for the associated site. A severity level is assigned, and the ticket is prioritized accordingly. The system has built-in escalations for #5..

notification of appropriate management in exception conditions, such as knockdowns. In such cases, a field services technician is dispatched to ensure that there are no safety hazards, such as live exposed wires and creates a follow-up ticket to complete the repairs and return the system to operational status. Depending on the specific damage, the construction team also may be engaged to pull new wire, repair a foundation, or replace a pole.

The system also allows for ticket transfers, showing the progression of a particular failure.

For example, a ticket may have started out with NetOps (as a communications outage), been passed to the ISC team (for remote corrective actions) and then been passed to the field services technician (for onsite repair, if required). The system tracks each “touch” and records all activity as it is passed from one support group to another.

As new releases of software, firmware and hardware become available, or as general maintenance activities need to be performed (e.g., camera adjustments, lens cleaning, flash bulb replacements, etc.), a dispatch ticket is queued for scheduling in conjunction with either a “grouping” of upgrades or a repair call. Such scheduling allows us to complete system upgrades/maintenance with the least amount of disruption to the sites. Upgrades which are deemed critical are placed in our standard dispatch queue with a high priority and scheduled the same way as a trouble ticket would typically be handled.

All tickets have specific escalation “triggers.” For example, schedule conflicts with resource requirements (i.e. equipment and labor) are a trigger, just as remedy-recommendation issues are a trigger. In response to each trigger, the dispatch team and appropriate management levels are notified, and corrective action is taken to complete and close the ticket swiftly and successfully. Throughout the entire process, updates are made to the ticket logs to form an “audit trail” and ensure that the status of every event is easily accessible and up-to-date.

Technical Support
In addition to onsite field support, the red-light and speed camera systems are monitored remotely by staff at our Mesa, Arizona support center. The end user will also have access to our Software Help Desk. The Help Desk will be available to assist the end user with any problems with the road safety camera program or with the event files. You will always have a Verra Mobility contact for emergency use, including weekends and holidays.

E.3.2 Maintenance Plan for Handheld Speed Safety Cameras Once the program is operational, the H-GAC end user’s law enforcement agency will have access to our help desk organization via our toll-free number during regular business hours.

The help desk will be available to assist the officer on the roadside with any issues the officer may encounter. Verra Mobility will provide a dedicated Client Support Specialist to also assist the end user with issues related to repairs and maintenance.

User Satisfaction Rate and User Adoption
Verra Mobility will conduct focus surveys to evaluate your usage of the system and to evaluate your satisfaction with ATS StreetSafe.

The tests are described in the user’s manual that Verra Mobility will provide to the law enforcement agency and will be covered in detail during the required, certified officer training.

Verra Mobility recommends that the officer perform the following tests before and after each shift to have confidence in proper operation:
> Power-on self-tests (POST),
> Display segment and heads-up display segment test,
> Scope alignment test,
> Video crosshair alignment test,
> Date and time verification, and
> Fixed distance/zero velocity test or delta-distance test.

Handheld Speed Camera Repair Timeframe
If an officer experiences issues with our handheld speed camera, the officer can contact our help desk. If our help desk determines that the camera needs to be repaired, the help desk and our Supply Chain department will contact the camera manufacturer, LTI, and will request that they send a replacement unit to the law enforcement agency. LTI will overnight the replacement camera, along with a return label and packaging for the malfunctioning camera, to the law enforcement agency. The replacement camera will be delivered to the law enforcement agency within three business days from notifying Verra Mobility of the malfunctioning unit.

Upon the H-GAC end user’s receipt of the replacement camera, the officer is provided with a return label and packaging to return the malfunctioning camera to LTI for repair.

If the camera needs to be replaced, Verra Mobility will replace the handheld speed camera within three business days. If the handheld camera is destroyed or is unrepairable due to negligence by an officer (since the officer will have the camera in his/her possession and will be the camera operator), the H-GAC end user may be responsible for paying for the replacement.

E.3.3 Maintenance Plan for ALPR Cameras
Equipment Maintenance
Our ALPR camera manufacturer, Rekor, will manage all field operation work, maintenance, camera tuning, and related services. Due to the limited downtime, efficient operation, and remote maintenance capabilities of our systems, technical and maintenance support requires minimal resources.

The ALPR systems are all modular and specifically designed for rapid, easy in-field servicing. Additionally, the systems only use best-in-class manufactured hardware and peripherals, so each component is readily available. Rekor maintains sufficient spare parts inventory to ensure timely support; however, the consistency and reliability of the ALPR systems translates to minimal on-site maintenance or repair. 24/7 Support
In addition to providing maintenance and support services located in the United States, Rekor’s customer support center will be available during normal weekday business hours of 8 a.m. to 5 p.m. Eastern Time, excluding holidays. They also provide 24/7 monitoring and support to address any critical problems that may arise outside of business hours.

E.3.4 Maintenance Plan for School Bus Safety Cameras
Verra Mobility and its subcontractor REI will service and maintain all aspects of the CrossingGuard and CrossingGuard+ systems, including equipment, communications and software.

Equipment includes a number of automated built-in tools and processes that can identify potential issues. If an issue should arise, a service order will be generated or created by a remote service team. Service orders detail the specific issue, including site ID, date and time, problem code, cause code, and resolution codes. Once diagnosed, Verra Mobility works diligently to resolve issues.

To ensure maximum school bus stop-arm safety camera uptime, Verra Mobility offers:
> Remote monitoring processes,
> Quality assurance processes,
> Preventive maintenance processes,
> Remote diagnosis and remote corrections, and
> Onsite repair processes.

Often, a problem is identified and corrected or repaired quickly, without ever having to disable the system or require school bus downtime for repair by our technicians.

Technical Support
In addition to onsite field support, the stop-arm camera systems are monitored remotely by staff at our Mesa, Arizona support center, and for the other school-bus solutions (interior cameras and student ridership), we will rely upon the H-GAC end user to notify us if those systems have issues. The end user will also have access to our Software Help Desk. The Help Desk will be available to assist the end user with any problems with the school bus safety camera program or with the event files. You will always have a Verra Mobility contact for emergency use, including weekends and holidays.

In addition to onsite field support, all CrossingGuard stop-arm camera systems are monitored remotely by staff at our Mesa, Arizona support center, and for the other schoolbus solutions (interior cameras, Wi-Fi and student ridership), we will rely upon the H-GAC member to notify us if those systems have issues. The H-GAC member will have access to our Software Help Desk. The Help Desk will be available to assist the H-GAC member and the law enforcement agency with any problems with the school bus stop-arm safety camera enforcement program or with the event files. They will always have a Verra Mobility contact for emergency use, including weekends and holidays.

E.4 Warranties

4. Warranties, policies and procedures for handling problems and returns Verra Mobility and/or its camera subcontractors (for ATS StreetSafe, ALPR and the school bus solutions) will warrant and maintain all equipment throughout the duration of the contract with the H-GAC client agencies. Our typical maintenance procedures are detailed in the previous section (Section E.3), and our warranty is set forth in Section B.3 above.

E.5 Customer Training

5. Customer training provided, and on what basis?
Verra Mobility is committed to excellence; therefore, training is designed to deliver content that is specific and relevant to the program that the end user will operate. This may include facilitator-led training sessions that occur face-to-face or through distance learning. Each training course will be accompanied with training materials on the topic or function being trained. As the project evolves, a member of the Training Team will consult with the Verra Mobility Account Manager and the end user’s Program Manager to determine the timing of training, class sizes, delivery method and resources needed. Each trainer from our current Training Team has a minimum of 13 years photo enforcement experience and is certified by the Institute of Police Technology and Management as a Police Traffic Laser/RADAR Instructor.

The end user will receive a range of training options to ensure that all users are properly trained in relevant aspects of the systems and program.

Appendix B – Back-Office Solution
Event Processing Workflow
Image Cropping and Plate Entry Step
Following automatic event loading into the Axsis Smart Mobility Platform, the first step in the Event Process Flow is image cropping.

Next, the event images and plate information are reviewed according to the end user’s business rules. If the event data matches the business rules, the images are automatically forwarded through the system for review, if needed, by the Axsis Smart Mobility Platform based on the event date. The oldest event is always provided to the reviewer next. If the event data does not match the end user’s business rules, the event is categorized and accessible through a flexible event search engine for the end user to review. The end user can reintroduce categorized events within the enforcement timeframe for issuance.

Vehicle Registration Data Acquisition Step
The Axsis Smart Mobility Platform automatically obtains owner registration data by utilizing Verra Mobility’s established interface with its Strategic Partnership status with the National Law Enforcement Telecommunication System (Nlets), in addition to its other interfaces with DMVs and third-party data providers.

Through these portals, Verra Mobility has access (subject to the customer’s eligibility) to vehicle registration information in all 50 states, Puerto Rico, four Canadian provinces, and government plates (i.e. fire, police, ambulance and plates with “GS” as the state code).

National Law Enforcement Telecommunication System (Nlets) Verra Mobility utilizes an automated online and
real-time interface from Nlets, a not-for-profit
international justice and public safety network that
provides a reliable link to keep the criminal justice
community connected and the public secure.

Our Nlets Strategic Partner certification was
granted in May 2006; we were the first certified
Nlets Strategic Partner in the road safety camera
industry
(https://www.nlets.org/partnerships/strategicpartner-list). For more information on Nlets, please visit their website at www.Nlets.org.

DMV and Skip Tracing Services
In addition to the Nlets portal, Verra Mobility has direct connections and established DMV interfaces. Verra Mobility has relationships with third-party data providers for skip tracing services.

Address Cleansing and National Change of Address
Verra Mobility has also added address cleansing and National Change of Address (NCOA) processing to its in-state and out-of-state registration acquisition to significantly improve #5..

the deliverability of any notices sent to registered owners. The end user can rest assured that each Notice of Violation will be sent to the correct person.

DMV Not Found and Type Selection Step
During this step, the license plate information is edited and resubmitted to obtain the vehicle registration information.

If multiple registration data is returned by the DMV, then the event image is moved to the Type Selection process. Here, the Quality Assurance Specialists have access to decisionsupport tools to show almost every plate and the rear images of every vehicle brand and make. The Verra Mobility camera captures images with very high resolution and color—day or night. This enables the Verra Mobility processing system to identify the make and model of the motor vehicle much more easily when viewing the captured photos.

Gender Match Selection (Applicable to Driver Liability Programs) The Gender Match Selection is part of the Verify Notice step where an event processor performs a second review of the event and the rules established between the end user and Verra Mobility to verify that compliance is met. In addition, if multiple vehicle owners are returned for the vehicle and if required by the end user’s business rules, the event processor compares the owners with the details of the driver’s face and selects the appropriate owner. Specifically for Arizona photo enforcement programs, Verra Mobility also obtains the driver license number, if available, for each returned Arizona record.

The Quality Assurance Specialist may also revise and resubmit incorrect license plate information. If the event is un-actionable, then the Quality Assurance Specialist will select the appropriate reason and categorize the event. A complete audit trail of unusable images and reasons is maintained.

Police Review Step
Authorized end user and Police personnel shall have the final review of all events and their supporting images. Using any computer connected to the internet, assigned Police personnel can view, determine to issue a violation, or discard any events in our processing system, which is protected via TLS encryption.

The following are sample screenshots of what the end user’s personnel will see in the Axsis Smart Mobility Platform when reviewing the events.
