PUBLIC COMMENT IN PERSON
Nancy Robinson, President of the Modesto Garden Club, announced the Spring Garden Tour on April 12th, the club’s main fundraiser supporting scholarships. She also mentioned ongoing community gardening projects and two upcoming events: a vendor fair on May 3rd and a summer table viewing on June 11th. Danielle Morgart from Assemblyman Juan Alaniz’s office provided a legislative update.
Assemblyman Alaniz presented several bills this week, including AB 15 (California Propane Day), AB 873 (dental board requirements), AB 16 (election ballot counting), AB 17 (election maps), AB 240 (rural county community college study), and AB 528 (child sexual abuse material). She invited the Council to contact the office with any questions. Chris Aggers raised concerns about lack of follow-up from City officials on issues he reported, including fireworks enforcement and property maintenance. He criticized the city’s focus on a proposed soccer stadium, citing past financial missteps, and urged the Council to prioritize essential services, prepare for an economic downturn, and avoid risky investments.
Arthur Fabela, a West Modesto resident, expressed support for using the John Thurman Field site for the proposed stadium. He addressed traffic concerns and proposed extending Sunset Boulevard as a practical solution to improve traffic flow and emergency - 4 -

access. He emphasized the road's existing width and connectivity to major streets and the freeway, suggesting it is well-suited for supporting stadium traffic. Lino Ortega asked the City Council for clarification on the availability of funding for housing assistance programs like Section 8 and HUD in Modesto. He stated he has been on the housing waitlist since 2018 and requested support for seniors seeking affordable housing.
Dominique Johnson, Executive Director of the Stanislaus Arts Council, thanked the Council for its support of the arts and invited members to upcoming events. She highlighted the Third Thursday Art Walk, which runs from February to October and has seen increasing attendance and economic impact. She also invited the Council to an emerging artist reception on April 26th.
Kevin McClarty spoke about attending a recent event supporting Social Security, Medicare, and Medi-Cal. He thanked Modesto Police for allowing peaceful assembly but raised concerns about safety after a vehicle entered the crowd and performed dangerous maneuvers. He requested that future events include measures to restrict vehicle access to protect attendees.
Recessed at 6:43 P.M.
Reconvened at 6:50 P.M.
Councilmember Williams was excused from the rest of the meeting at 6:50 P.M.
