SUBJECT: September update on Citizen Advisory Boards, Commissions, and Committees terms
CONTACT: Diane Nayares-Perez, City Clerk
[email protected], 209-577-5396
DESCRIPTION:

Consider an informational update on the status of the terms for the Citizen Advisory Boards, Commissions, and Committees. (Funding Source: Not Applicable) STRATEGIC PLAN ELEMENT:

This action supports the City’s Strategic Commitment 2025-2026, “Build Community trust in City Government through Responsive, Transparent and Efficient Service Delivery. Goal I. Promote Trust and Engagement between the Community and the City by enhancing responsiveness, communicating broadly about City opportunities and challenges, and increasing public participation in municipal affairs.”

BACKGROUND
In early 2024, the City introduced a new appointments process to ensure consistency and clarity in advisory member roles. This program aims to standardize practices across the City's 23 advisory bodies, which provide crucial input on community issues. A structured approach was needed to evaluate and document their contributions effectively.

One of the components of this new process is the presentation of the membership status of the Boards, Commissions, and Committees. This report aims to provide a comprehensive overview of the current membership status of each advisory body, facilitating preparation for the Maddy Act list and closely monitoring upcoming term expirations to ensure timely appointments for upcoming vacancies.

DISCUSSION:

The new appointments process involves presenting an annual report to the Appointments Committee each March. After review and acceptance, the Committee forwards the report to the City Council for formal approval. This procedure ensures that both the Committee and the Council have a comprehensive understanding of the activities and effectiveness of the City's advisory boards, commissions, and committees.

Staff will provide an overview of the appointments process twice a year, in March and September, along with the annual report in March. The reporting schedule:
 March: Annual Reports, summary of upcoming member participation, term expirations, and potential vacancies.
 September: Overview of upcoming term expirations with relevant details for preparation.

This structured reporting and process will improve the City’s management of its citizen advisory groups and ensure they meet their intended goals. The program also supports the City's focus on transparency, efficiency, and informed decision-making.

(e) For appeals, the Appelant’s presentation would precede the Applicant’s. (f) At the conclusion of the presentation by the applicant or proponents, any persons who oppose the application may make a presentation, and present any materials, exhibits, documents or other physical evidence.
(g) All exhibits, documents or other physical evidence used by applicant or other interested parties during the hearings, will be introduced into evidence and will become part of the record and retained by the Secretary until the decision becomes final. (h) Members of the public wishing to speak on an item shall not be required to be sworn. Each speaker will be required to approach the microphone and give their full name and address for the record before testifying.
(i) The Planning Commission may ask questions of the speaker, through the Chair. (j) The reading of details of letters and petitions by the persons submitting them may be permitted provided the material is not overly lengthy. Speakers will be asked to summarize written material. Such documents may be filed with the Secretary and the Secretary shall mark them as having been received for the limited purpose of showing the names of the persons protesting or supporting the application.
(k) While it is desirable in a democratic process to permit every person an unlimited right to speak, such a right unduly prolongs a public hearing and clouds the basic issue if the evidence presented is merely repetitious. Therefore, whenever necessary, the Chairperson may state that repetitious evidence is to be avoided. Similarly, testimony and evidence which is incompetent, irrelevant or immaterial may be foreclosed by the Chairperson. If such improper evidence is received, it shall not be considered by the Commission in reaching its decision. (l) The Commission may establish special rules for individual items of business, establishing time limits for presentations and requiring presentations to be made through spokespersons, if possible.
(m) After those in favor or opposed to an application have been heard, the Chairperson will ask for the recommendation of staff and the reasons for such recommendation. After such recommendation, both the applicant and opponent, if any, shall be given a limited amount of time to summarize their position or respond to the recommendation, after which the Chairperson shall close the public portion of the hearing. (n) The Commission should discuss the issues involved and make its decision only after hearing the evidence presented at the public hearing. Discussion of the matter by members of the Commission concurrently with or immediately following the staff’s factual report and before the public has an opportunity to present its point of view may influence the Commission action. Therefore, except for questions by the Commission to obtain or clarify the facts, discussion of the matter by Commission members should be delayed until after the public hearing is closed and the matter is presented to the Commission for discussion and decision. (o) The Commission may conduct a field trip to view the property involved in the public hearing. All field trips shall be taken as part of a regular, adjourned regular or special meeting of the Commission and all interested persons will be afforded the opportunity to be present to hear any reports or comments. A complete record of such field trip will be entered into the minutes so the record will indicate that the field trip was taken into consideration as evidence. If a Commissioner has personal knowledge of the property area, the Commissioner should make a #2..

statement to that effect at the time of the hearing so the record will reflect everything being taken into consideration in making the final decision.
(p) Commissioners are responsible for ensuring that the public hearing is conducted in a fair and impartial manner. If a Commissioner receives personal contact or telephone calls outside of the public hearing which concerns a matter pending before or of interest to the Planning Commission, he or she shall disclose the substance and nature of the contact or call at the public hearing. If written materials are presented to the Commission by an applicant or member of the public, a copy must be made available for public review by filing the materials with the Secretary at least three (3) days in advance of the meeting at which the item or matter is scheduled to be considered or at the time the materials are provided to any Commissioner, whichever is earliest.
(q) Summary of Procedure for Conduct of Public Hearings by the Modesto City Planning Commission:
1) Opening of public hearing.

Yes

I am a professor of history an Modesto Junior College and am active in college community activities directly associated with civic engagement. My most recent experience is in the development in our Democracy in the Public Space Lecture Series. The School of Behavioral and Social Sciences’ Democracy in the Public Space is dedicated to fostering a vibrant community dialogue on the principles of democracy, civic responsibility, and community involvement. Through an engaging series of lectures, discussions, and an educational poster campaign, we aim to inspire active participation in the political process, to address societal challenges, and to cultivate a culture of informed and engaged citizenship. This lecture series has hosted local political leaders and students and how they have participated in making change in their communities. Our series also showcased the history of relining and property ownership in Modesto. As a member of our Academic Senate I have worked closely with others on issues of diversity, equity and inclusion and a representative of my school, parliamentarian on the Senate Executive Committee, and Senate representative on our College Council and District Policy and Procedures Committee.

I am eager to support Modesto’s vision for balanced growth, sustainable development, and inclusive planning. My background in history, community engagement, and equity-focused leadership, combined with my tenure at Modesto Junior College, gives me a unique perspective on the importance of preserving our region’s heritage while fostering a vibrant future.

My personal investment in Modesto’s future runs deep. From my family’s longstanding connection to this community to my ongoing contributions as an educator and leader, I am genuinely committed to supporting Modesto’s growth and development. I look forward to the opportunity to contribute my expertise in analyzing historical and social factors to help the Planning Commission make decisions that will shape a dynamic, inclusive, and sustainable future for all Modesto residents.

Through my academic and professional experience, I have cultivated skills that align with the Commission’s mandate to guide thoughtful development decisions and provide comprehensive recommendations to the City Council. I am accustomed to evaluating historical context, assessing competing interests, and fostering open dialogue to support policies that reflect the community’s needs and values. I bring a commitment to data-informed decision-making, collaboration, and accountability—qualities essential to ensuring that Modesto’s growth is not only strategic but also reflective of the diverse voices within our community.

As an active participant in Modesto Junior College’s initiatives, I have experience engaging with both staff and students to promote equitable policies, facilitate effective program implementation, and lead conversations around sustainability, inclusivity, and community impact. My role in the Academic Senate and various committees has involved advocating for fair practices, increasing accessibility, and creating resources that improve community members’ experience—a practice I hope to continue on a larger scale with the Planning Commission.

The City of Modesto has too many empty buildings. The restrictions to improving buildings make it difficult for potential tenants/landlords/building owners to fill these buildings. I want to help beautify Modesto by ensuring buildings are zoned correctly for potential owners/tenants/landlords, and get them filled. Someday, I hope to own my own building (workshare space/office building)

The qualities I will bring to this committee include management skills, bilingual (Spanish/English), decision maker, not afraid to speak, business owner experience, and experience as a business advisor and consultant, advocate for small businesses, experience with large businesses.

Eric Alvarez, Chair
Rosa Escutia-Braaton, Vice-Chair

THROUGH: Joseph P. Lopez, City Manager
FROM: Jessica Hill, Director of Community and Economic Development SUBJECT: Two Appointments to the Housing Rehabilitation Loan Committee CONTACT: Edgar Garcia, Community Development Manager,
[email protected], 209-571-5101
DESCRIPTION:

Consider the appointments to fill two (2) vacancies to the City of Modesto Housing Rehabilitation Loan Committee (HRLC), with a term ending December 31, 2028, and forwarding to Council for approval. (Funding Source: Not Applicable)
STRATEGIC PLAN ELEMENT:

This action supports the City’s 2025-2026 Strategic Commitment, Goal I: “Promote trust and engagement between the community and the City by enhancing responsiveness, communicating, broadly about City opportunities and challenges, and increasing public participation in municipal affairs.”
BACKGROUND:

The Housing Rehabilitation Loan Committee (HRLC) is responsible for reviewing and approving loans issued as part of the City’s Homeowner Rehabilitation Program. The HRLC includes seven (7) members that are appointed by the City Council for a 4-year term, with one (1) alternate member from the Citizens Housing and Community Development Committee (CH&CDC).

Section 11021 of the Charter of the City of Modesto authorizes the City Council to appoint members to various Boards and Commissions with the recommendation of the City’s Appointments Committee.

Two Appointments to the Housing Rehabilitation Loan Committee

Page 2 of 3 ends

There are currently three (3) vacancies on the Housing Rehabilitation Loan Committee, one (1) Citizen-at-Large, one (1) financial institution representative, and one (1) service provider. These vacancies are to be filled by prospective candidates, recommended by the Appointments Committee, with final approval by the City Council. The candidate(s) would be appointed to the Housing Rehabilitation Loan Committee with a term expiration date of December 31, 2028.

As there currently is a vacancy for the Financial Institutions representative role, applicant Erick Winchester has thirty years of experience working in mortgage banking and is a qualified candidate for the role. Additionally, there is also a vacancy for another Citizen-at-Large role. We have two candidates, Dewey Bedford Jr. and Cindy Fraze who are both suitable candidates for the position. Dewey has served on other City of Modesto committees such as the Culture Commission and the Citizens Housing and Community Development Committee. Cindy currently works as the owner of a real estate brokerage and has experience supporting local community organizations such as the Red Cross.

There are currently no eligible candidates for the vacancy of the service provider representative, and staff will continue to solicit applications for this position. Citizen applications for vacant committee positions are accepted online and the attached applicants applied in July 2025 indicating interest in various committees, including the Housing Rehabilitation Loan Committee.

We received a total of three (3) applications and of those, staff were able to confirm all individuals remain interested in the positions.

Outreach for the Housing Rehabilitation Loan Committee vacancies included posting the vacancy in the Modesto Bee and across the City’s website and social media by the City’s Communication and Media Relations Team, which ran on multiple occasions beginning January 2025.

Additionally, city staff conducted targeted outreach to community members to seek additional applications for the committee.

FISCAL IMPACT:

There is no fiscal impact associated with this item.

RECOMMENDED COMMITTEE ACTION:

Staff Recommendations:

I support local businesses as much as possible and participate in outdoor and environmental events such as river cleanups, run clubs, and gym groups. I am a bike commuter whenever possible. I have begun watching City council meetings on YouTube and am active in my neighborhood watch communications.

As an avid bike rider, I hope to bring a perspective to the city that takes into consideration those of us on the literal streets.

I was raised in Modesto and moved to live DC, NYC, San Diego/La Jolla, and Lima, and had the opportunity to experience different communities and their relationship to transportation. I travel often and have visited many other regions of this country and world, and can bring well-informed guidance problems presented or passed through the commission. I am a highly organized and motivated individual, influenced by my elderly mother that I also hope to support as a member of the senior community living and needing transport in this city.

Why do you want
to serve on the
Youth
Commission?
After working with the Tuolumne River Trust
and being a part of their Park Youth
commission,I was exposed to hands-on
community outreach, and it interested me.

Through the Youth Commission, I would be
able to help my community and address their
worries. I have learned that being involved is
the best way to make change, so I want to
take that step.

For the past three years, the most important
part of being a youth commissioner has been
connecting with people. Attending movie
nights in the park or Love Modesto has been
my favorite activity within the youth
commission as we get to directly connect
with youth. I can only hope to continue
building this connection with residents of
Modesto
Over the past two years I have been able to
build a deep connection with the people of
Modesto, through providing volunteering
opportunities through my subcommittee as
well as grow the knowledge of the
commission.

I want to serve on the Youth Commission to
help the city meet youth where they're at and
to ensure our city is providing the best
supports it can to our local young people. I've
been a resident of this city almost all my life
and would be honored to continue providing
youth feedback to support the city and
people of Modesto.

What do you see as
the primary issues
currently impacting
youth in our
community?
The primary issue impacting the Youth in our
community is the use of AI. With AI, students
are losing intellectual integrity and it makes
them lose the ability to make conclusions by
themselves. This ruins their creativity and
makes them dependent upon the use of AI.

When I first joined the Youth Commision, I
had thought the biggest problem was a lack
of resources. Upon attending numerous
events such as the STANYEA Youth Summit,
I learned that resources were there but the
issue was that the youth weren't. Modesto
faces a large problem with a lack of youth
engagement and a lack of youth awareness
of resources.

I see that there is not a lot of awareness for
the youth in my age range that the city
allows. Of course there is this commission,
but for the events the city holds, there isn’t a
lot of high schoolers at these events
volunteering, even though there are
hundreds in our community that would love
to help.

The primary issues affecting youth in
Modesto are a lack of financial literacy and
greater visibility for afterschool programs for
students in high school. Supporting young
people to be financially literate is key to
improving their quality of life, and more high
school students in city recreational
afterschool programs would help foster
community.

What qualities,
experience, and
expertise would
you bring to the
Board,
Commission or
Committee?
Being fluent in Spanish, I am able to connect
with a wider variety of people. I experienced
this while taking surveys at an event where
the majority only spoke Spanish and none of
my peers did. My social awareness would
also allow me to not only work alongside the
other commissioners but also with people of
all ages.

Aside from experience in the Youth
Commision, I hope to bring awareness to
other issues that I had made myself familiar
with throughout high school whether that was
from working with the Park Youth Committee
or various school clubs. I also hope to bring a
sense of determination to get things done as
well as a focus on Youth Engagement this
year.

I have been to almost every event and
meeting, and in doing so, was a very
involved commissioner. I headed the Holiday
Parade, the addition of a Love Modesto
event, and starting Utilities outreach, which I
would look forward into continuing that
partnership. I also have connections that
have saved the group monetary value for
what we have done.

Having served for the past three years, I've
become knowledgeable on how to work
effectively alongside city government in order
to make mutually beneficial change. I've also
been a resident of the city almost all my life
and am very familiar with all the various
events and programs the city hosts for youth,
which would help me in providing feedback
What do you enjoy
doing with your
free time?
At night, after we are all back from work, my
family and I watch different movies and
series with a big bowl of a random snack. I
see this as a time to relax and bond with my
family while talking about our days. I also
really wanted to learn a new language so I
have started to independently study French,
which I find difficult but interesting.

Like most youth I have hobbies like reading
and writing, however I find the most of my
enjoyment at the Children's Museum. I
volunteer there on the weekends and I
always walk out with a smile on my face. I
enjoy engaging with youth and the concept of
the exploration of learning. Most of all, I
enjoy talking to guests whether it's a child or
parent.

I like to help others, volunteer for my school’s
leadership, hang out with my friends, and
listen to music. I also am starting to run
again, mainly over by Enoch’s and Dry
Creek.

In my free time, I enjoy taking my dog Teddy
on long walks through East La Loma Park,
practicing my hobby of photography along
the various nature in our area, and playing
the guitar. I'm also an amateur juggler, and
like to work on my skills in my downtime.

Finally, Scrabble games with my family are a
favorite pastime.

Seeking Reappointment Not selected prior year Not selected prior year Not selected prior year Yes Yes Yes Yes
In serving as our Vice Chair last year, I
prioritized asking the community about the
ways we can improve the youth experience
in Modesto. The over-whelming response
was to increase youth civic engagement and
provide more youth entertainment outlets. If
selected to rejoin this year, I want to lead
efforts to begin implementing these changes.

I want to serve on the youth commission to
build bridges. What I mean by that is making
sure everyone's idea's and beliefs are held
and respected. Growing up in a diverse
community, I hold value by under-standing
others. In the youth commission, my aim is to
empower voices by inspiring for inclusion,
and creating a united and supportive
community.

I want to serve on the Youth Commission
because I believe it is a platform on which I
can converse with like-minded individuals to
amplify the youth’s voice to make effective
change in Modesto. By serving on this
commission, I believe I would be able to work
with my peers and create a lasting impact on
our community that benefits all youth.

I want to serve on the Youth Commission in
order for the voices of young people are
heard and that the gap between the youth
and local government is bridged to create a
safe space for all ages. I see this as an
opportunity to represent the perspective of
the youth and advocate for change that'll
shape our community to become the best it
can be.

As an anti-tobacco advocate, I've noticed
widespread vape usage on campuses across
the district; as a current Youth
Commissioner, I've noticed educational
apathy and low youth engagement with civic
processes in the city, and as an involved
resident of Modesto, I've noticed a lack of
youth entertainment options by speaking to
the community.

A key issue I see in youth is not reaching
their potential. These teens often turn to
phones or drugs to satisfy themselves. I
believe this is due to either stress of lack of
resources. I want to create a supportive
environment where the youth feel heard. To
solve this issue, I'd advocate for resources
and events to help and encourage the youth.

I feel as if the primary issue affecting our
community is a cultural divide, whether that
is due to politics, values, or even religion, all
of which fuel misunderstanding. Countless
times, I have seen peers of mine cut ties due
to differing perceptions of a topic. It is almost
as if we can no longer understand each other
and our unique stories.

I see the primary issue impacting youth in
our community is the growing social isolation,
a lot of teens would prefer being at home,
communicating online, remain in familiar
groups of friends, which reduces our chance
of making connections. I think there should
be more events that encourage teens to step
out their comfort zones to meet new people.

As Founder & President of Creation 4
Cessation, I lead a team of 40 youth to drive
nicotine cessation policy and mindset change
for youth struggling with addiction.

Representing 30,000 students as MCS CoStudent Rep., I'm currently spearheading a capstone project requirement, gaining skills
in leadership, delegation, and collaboration
with adults.

Qualities I would bring to the youth
commission is initiative and adaptability. My
experience in Gregori ASB would prove
valuable, as I often have been subject to
changing plans and opportunities to lead an
event like homecoming or dances. My
qualities would help bring inclusivity and
unison to Modesto, which would help the
community more cohesive.

Given my experience in speech and debate. I
would bring my communication skills and a
growth mindset to effectively convey my
ideas and listen to others’ perspectives. As a
member of Park Youth Committee, I would
bring my skills in advocacy and public
speaking to the Youth Commission to ensure
that I maximize my impact as a voice for the
youth.

I bring real experience with community
service as I've volunteered at Doctors
Medical Center and have almost 200 hours
doing so. I've also worked alongside Martin
and Saida, who are on Youth Commission on
float projects and the little libraries as well. I
created Give 4 Glam which was a multischool clothing donation drive for Our Lady Haven.

I enjoy playing piano, going to the farmer's
market and out to eat with friends, cooking
with my mom, doing watercolor, and
watching Gilmore Girls.

In my free time, I like to play chess with my
dad and read. I also enjoy biking around my
neighborhood, working out and playing
tennis with my friends!
In my free time, I enjoy coding and playing
golf. One thing about me is that I like to think
critically. I feel it is when I am using my brain
to its fullest. For this reason, I enjoy solving
the complex problems coding presents. I like
golf because it puts my mind at ease,
allowing me to focus solely on hitting the ball
and nothing else.

In my free time I enjoy reading (my current
read is Crime and Punishment by Fyodor
Dostoyevsky), I playing video games with my
brothers. And I also enjoy journaling as well
from physical memories to random fun
pages. I also volunteer when I can at Doctors
Medical Center. And nightly I create little
goals of what I want to get done the next
day.

often feel that they don't have a voice.

Because we are under 18 and cannot vote, it
can feel as though issues that impact us are
decided without our input. I want to challenge
that idea, to advocate for our youth and show
that we can make a real change.

One of the most pressing issues impacting
youth in our community is fear. The fear to
speak out and to share our true thoughts and
emotions. This silence worsens challenges
like mental health struggles, academic
pressure, and social isolation, preventing
young people from feeling heard.

A major issue that I currently see impacting
youth in our communities is the lack of
education. Many students that I know lack
knowledge about real world issues that are
detrimental to the future of our communities.

Topics such as climate change need to be
addressed and discussed so that we can
take action and find ways to help with these
issues.

The primary issues currently impacting youth
in our community are mental health issues.

Almost every student I have met either in
school or outside of school, including myself,
have experienced mental health struggles at
some point. Not to mention, mental health
issues are the leading cause of teen suicide.

One of the primary issues I've seen youth
struggle with firsthand is mental health.

Many students I know feel overwhelmed by
academic pressure, social expectations, and
uncertainty about their future. Another major
issue I've seen is that many young people
don’t feel connected to their community, and
can't find ways to get meaningfully involved.

I would bring leadership experience from
coordinating large-scale events and my
experience in patient communication has
strengthened my ability to communicate
effectively with others. The IB program has
sharpened my problem-solving and timemanagement abilities and deepened my commitment to addressing our community's
most significant challenges.

I have served in my school's leadership
program for a year and am currently serving
as this year's junior vice president. I have
experience in community service and
volunteering events. I am the president of our
environmental club and vice president of our
school wide spirit committee. I am very
outgoing and am always open to new
opinions and ideas
I bring strong commitment and dedication to
the commission. I am working with
Stanislaus Asian-American Community
Resources to raise over $10,000 annually for
student scholarships. In addition, I’ve been
working on a passion project through the
same nonprofit that captures and share
diverse cultural experiences through the form
of interviews.

I will bring empathy, adaptability, and the
ability to connect people despite differences.

Volunteering with diverse groups taught me
to listen and collaborate, while working with
children strengthened my creativity, patience,
and has taught me to create safe places for
ideas to prosper. I will use these skills to
build connection between voices.

In my free time, I enjoy running track, a
passion that led me to compete at Nike
Outdoor Nationals 2025. I also practice
Taekwondo and hold a black belt, which has
taught me time-management and discipline. I
volunteer locally and have assisted in many
large scale projects that support
underprivileged communities worldwide.

In my free time I enjoy hanging out with my
friends and family. Whenever there is time I
like going to the mountains and going hiking.

I have a passion for growing and caring for
my plants. I also really enjoy volunteering
and participating in school events.

In my free time, I enjoy being active, so I do
sports like wrestling and Jiu-Jitsu, which
mentally relaxes me and gives me a chance
to bond with my friends. I also love reading,
especially autobiographies (One of my
favorites is When Breath Becomes Air by
Paul Kalanithi.) and classic literature.

In my free time, I enjoy playing the violin both
in my orchestra and as an individual,
crocheting bouquets of flowers, and drawing
landscapes with colored pencils and soft oil
pastels. These hobbies allow me to toy with
imagination while also creating something
meaningful. I also love playing games with
my dog, and brainstorming ideas for my
clubs.

I want to serve in the Youth Commission
because I have grown up in Modesto my
whole life and I would like to help improve
conditions for youth but especially teenagers
here in our community.

I want to play a more active role in the
community and be a voice for the youth so
events that the youth are interested continue
to be supported. I have benefited from the
programs Modesto has had in place ever
since I was little kid. I want to be a voice for
the youth within Modesto and work towards
creating activities that interest them.

I want to serve on the Youth Commission to
amplify youth voices in shaping policies on
education, sustainability, and public health.

My background in policy research, civic
engagement, and community work will help
me partner with peers and city leaders to
create meaningful, lasting change in our
community.

Through Youth Commission, I would like to
nurture Modesto youths' immense potential.

As a commissioner, I want to empower girls,
build community through festivals and
workshops with senators, police officers, and
many more. I want to allow my peers to get
involved and make Modesto a model city and
inspiration that pushes others to strive for
more.

The primary issues in our community
impacting youth is lack of places for teens to
congregate, homelessness, and youth not
having enough access to counseling for
mental health.

One of the primary issues currently impacting
youth in our community is the lack of interest
in events offered by Modesto. I want to
encourage participation and continue to
support these events. I believe that
encouraging the youth to be more involved in
their community and their city motivates selfgrowth and an open mind.

Youth in our city face challenges from
climate hazards such as heat and smoke,
unequal access to quality education, and
growing mental health needs. These issues
affect learning, health, and opportunities, and
require youth in our community to develop
ideas to solve these problems.

Isolation due to social media is a big issue.

Youth are glued to screens and not
connecting with people. At risk youth struggle
with homelessness and food insecurity and
have fewer safe spaces for recreation. I want
to destigmatize these issues through
workshops, panels, and create an avenue to
engage youth into a robust community.

As a member of my high school's mock trial
team I am experienced in public speaking. In
addition, I was class president, team captain
of multiple sports teams. Most importantly I
have lived in Modesto my entire life, and
currently as a member of our local youth, I
have witnessed issues for others first hand. I
would love to make a local impact.

I have volunteered and participated in a
variety of events organized by Modesto from
helping out at marathons to volunteering with
Key Club and Kiwanis. I believe my direct
involvement within these events provide me
with the experience of working with others
and learning about different aspects of the
community.

I bring leadership, policy experience, and
civic engagement to the Commission. As a
research assistant, policy fellow, and political
blogger. I have experience analyzing issues,
developing solutions, and communicating
ideas clearly. These skills would allow me to
work with peers and city leaders to make a
positive community impact.

I play lots of sports and broke multiple
records at Prescott, showing perseverance
as hijabi girl. I mastered speaking skills
through debate camp. I served as camp
leader for MYNA to engage youth with fun
and faith. I'm part of Girl Up to advocate that
girls’ voices matter. I want to bring these
qualities together to serve on the Youth
Commission.

I love Mock Trial and playing varsity
volleyball. I enjoy hiking and one of my
favorite places is Yosemite. I love traveling
and exploring new places and cultures. I
enjoy lifeguarding in the summer and
teaching kids in my community how to swim.

I enjoy playing board and card games with
my family and I love listening to music. I also
enjoy travelling, hiking, and discovering new
places.

In my free time, I enjoy playing sports,
reading, and spending time with friends. This
also includes staying active in soccer, track,
and taekwondo, and participating in clubs
like Model UN and Speech & Debate.

During my free time, I like staying busy! I
enjoy cooking, but I bake more because I get
a sweet treat out of my result. Plus,
whenever I cook pizza, I always mess up my
dough - so working on it. I love playing sports
because it keeps a competitive spirit and
fitness. Crafting is also enjoyable l and lately
I've gotten into sewing my own clothes.

I’ve always wanted to serve for my
community and while i’m still a teenager i can
have more possibilities in order to help.

Serving on the Youth Commission can open
doors for me and the hispanic community
and future participants.

I want to serve on the Youth Commission
because it offers an opportunity to contribute
to positive changes within the Modesto
community. Having spent much of my life
here, I'm eager to benefit our city's youth.

Additionally, this role would provide valuable
insight into the public service sector, which is
an area I want to go into in the future.

I want to serve on the Youth Commission to
ensure Modesto’s youth have a voice in
decisions affecting education, safety, mental
health, and recreation. As class president,
I’ve prioritized listening to peers and
amplifying their voices. This role would help
me advance that advocacy and work with city
leaders to create meaningful, lasting
solutions.

I want to serve on the Youth Commission to
ensure youth voices are heard in local
decision-making. I'm passionate about
advocating for mental health, education
equity, and access to opportunities. I hope to
collaborate with others, learn about civic
leadership, and help create lasting, positive
change in my community.

The amount of restrictions that are placed
when getting involved. We either have to be
18 or get a permit from our school to fully
advance ourselves in the real world.

The primary issues currently impacting the
youth in our community is the sudden surge
in mental health crises. This crises an stem
from a multitude of sources, but also can be
mitigated by policies, such as those
suggested by this board in order to represent
the youth and the youth's needs.

Modesto youth face both visible and hidden
challenges:rising mental health struggles,
substance abuse, and few safe, youthcentered spaces. Many want to lead but lack guidance. The city can bridge these gaps by
elevating youth voices, expanding outreach,
and investing in opportunities for
empowerment, wellness, leadership, and
community connection.

Youth in our community face rising mental
health challenges, a lack of motivation to
pursue education, and pressure from social
media. Many also feel unheard or excluded
from decisions affecting them. These
combined issues negatively impact their wellbeing, personal growth, and sense of belonging within the community.

I unfortunately lack experience due to the
strictness of my parents. I have good time
management, organization skills, and
teamwork skills which is crucial when
communicating with others.

From utilizing several of Modesto's facilities
for sports, speech/debate, research,
volunteering at Urgent Care and at STEM
youth summer camp, I have been exposed to
diverse youth perspectives as well as
learned efficient communication. My
familiarity with these diverse perspectives
aided by quality communication skills will be
useful to the board.

I bring strong skills in youth leadership,
advocacy, &communication. As class
president, I amplify &represent my peers’
voices/concerns. With PHAST & HYLC, I
prevent tobacco use, uplift underrepresented
voices, & promote cultural diversity. Speech
& debate is the channel I use to amplify my
voice and my words on issues that matter to
my generation.

I bring leadership, communication, and
teamwork skills from school clubs, volunteer
work, and community projects. I’m a good
listener, open-minded, and committed to
positive change. I also carry board
experience as I am currently on the
Executive Board for Girl Scouts Heart of
Central California.

I enjoy reading in my free time to help digest
information readily, i enjoy watching video
essays to inform myself about the latest
issues, and i enjoy baking it’s been with me
through childhood.

In my free time, I often find a place to
practice tennis, I also enjoy swimming and
water polo, and in the remaining time I enjoy
reading. I have also organized blood drives
and engaged in extracurricular activities such
as Speech and Debate and Science
Olympiad.

I enjoy playing piano, dancing, swimming, &
playing tennis with my friends & family. I love
being the pianist for the MSYO, as well as
traveling to experience new cultures, gaining
a deeper appreciation for the world. Whether
exploring or with friends, I value experiences
that help me grow, stay grounded, & enjoy
life beyond school and leadership.

In my free time, I love playing tennis—it
challenges me physically and mentally,
keeps me active, and helps me grow. I also
enjoy spending time with my dog, whether
we’re playing fetch, going for walks, or just
relaxing. Both tennis and my dog help me
relieve stress, recharge, and stay balanced
alongside school and responsibilities.

I intend to represent the youth voice in this
community and make a positive change for
every youth in need in Modesto. My desire is
to learn about the local government and be a
crucial influence in the process between local
youth empowerment and city decisions whilst
building a professional network with local
leaders in order to achieve this goal.

Serving on the Youth Commission means
being part of something I can contribute to
and make an impact in my community.

Advocacy encourages youth to stand up for
what they believe in, and I hope to be part of
this initiative by collaborating with
established leaders to enhance civic
engagement opportunities and improve the
quality of life for youth.

I want to serve on the Youth Commission to
have a greater impact within my community. I
truly believe that the Youth Commission will
allow me to serve and support others while
providing an opportunity for personal growth
and development. Finally, I want to help
make a positive impact on the youth of
Modesto and the future of our city.

I want to serve on the Youth Commission
because I’m passionate about giving youth a
voice in decisions that affect our lives. As
someone actively involved in school,
community service, and leadership roles, I
want to help create more opportunities for
youth engagement, represent diverse
perspectives, and work toward positive
change in Modesto.

In my view, substance abuse and mental
health crises are among the most pressing
issues confronting youth in our community.

Teen usage of drugs is becoming an everincreasing issue in the community, and studies have reported that youth depression
is up in the Modesto area. These two issues
can be remedied to a great extent with the
right resources.

One primary issue I have seen is the impact
of socioeconomic factors on opportunities.

Where a person lives and their economic
background greatly influence access to
resources, but youth should be given the
chance to participate in activities that further
their interests. Youth should be encouraged
to continue growing, not held back for trying.

The primary issues currently impacting youth
in our community includes substance abuse,
mental health & violence. I think these issues
are related as the use of vapes and
marijuana is prevalent, ultimately leading to
mental health issues. Violence at school is
also an issue as students don't know how to
deescalate situations without their fists.

Many youth in Modesto face mental health
struggles, school safety concerns, and
unequal access to resources like safe parks
and housing. These issues impact well-being
and opportunities. I want to help uplift youth
voices and work toward solutions that make
our community safer, healthier, and more
inclusive for all.

Dedication and commitment are a few of the
qualities I possess which can aid me in a role
in the Youth Commission. I have remained
loyal to the activities I started, including
school sports, extracurriculars, and more.

Also, I have experience working with and
teaching people of all ages through my
karate endeavors and academic pursuits in
school.

My strong work ethic, attention to detail, and
collaboration are valuable skills I can bring to
the commission. My learning experiences
from Leadership Academy, StanYEA
Advocacy Design Team, PHAST, and
legislative ambassador for the American
Cancer Society enable me to meaningfully
contribute to increasing youth participation in
government affairs.

I have two years of leadership experience as
Class President and Vice president;
managing dances and homecomings. I am
currently apart of the SCOE Leadership
Academy and I believe that I am kind, a good
listener, respectful, able to adapt and also
resilient. I feel as though I can have a
conversation with anyone and connect
deeply with the youth.

I bring leadership, creativity, and a deep
commitment to service. As founder of a
school nonprofit, social media manager for
multiple teams, and a bilingual student in the
IB program, I know how to collaborate,
communicate, and advocate effectively for
diverse youth voices in our community.

I enjoy reading a good book for hours at a
time during the summer, and I like to play
certain video games with my friends during
free time. Additionally, I enjoy playing
volleyball with my middle school friends at
the park.

I like to stay grounded by playing soccer or
softball to clear my head, and cooking
/baking to express my creativity with new
recipes and flavors. I enjoy listening to
music, reading, and challenging myself with
cross-stitch and crochet patterns. These
hobbies help me stay engaged, develop my
skills, and broaden my outlook on other
aspects of life.

During my free time, I like to go outside and
enjoy nature. I really like hiking, skiing,
swimming and playing pickleball. In addition,
I enjoy working out and keeping myself
healthy. I also like learning about interesting
history and skills on YouTube and I love
playing any sports and hanging out with my
friends.

I enjoy staying active through the gym,
swimming, and water polo. I’m passionate
about creativity, whether it’s painting,
watching artists, or experiencing music and
the emotions it brings. I love how art and
music connect people. Most of all, I find joy
in helping others and making a positive
impact in my community.

After working with the Tuolumne River Trust and being a part of their Park Youth commission,I was exposed to hands-on community outreach, and it interested me. Through the Youth Commission, I would be able to help my community and address their worries. I have learned that being involved is the best way to make change, so I want to take that step.

The primary issue impacting the Youth in our community is the use of AI. With AI, students are losing intellectual integrity and it makes them lose the ability to make conclusions by themselves. This ruins their creativity and makes them dependent upon the use of AI.

Current commissioners informed me about the activities and how the meetings are.

Being fluent in Spanish, I am able to connect with a wider variety of people. I experienced this while taking surveys at an event where the majority only spoke Spanish and none of my peers did. My social awareness would also allow me to not only work alongside the other commissioners but also with people of all ages.

If selected, I commit to attending all my meetings and serving diligently to represent the youth of Modesto on the Youth Commission.

At night, after we are all back from work, my family and I watch different movies and series with a big bowl of a random snack. I see this as a time to relax and bond with my family while talking about our days. I also really wanted to learn a new language so I have started to independently study French, which I find difficult but interesting.

For the past three years, the most important part of being a youth commissioner has been connecting with people. Attending movie nights in the park or Love Modesto has been my favorite activity within the youth commission as we get to directly connect with youth. I can only hope to continue building this connection with residents of Modesto

When I first joined the Youth Commision, I had thought the biggest problem was a lack of resources. Upon attending numerous events such as the STANYEA Youth Summit, I learned that resources were there but the issue was that the youth weren't. Modesto faces a large problem with a lack of youth engagement and a lack of youth awareness of resources.

Aside from experience in the Youth Commision, I hope to bring awareness to other issues that I had made myself familiar with throughout high school whether that was from working with the Park Youth Committee or various school clubs. I also hope to bring a sense of determination to get things done as well as a focus on Youth Engagement this year.

Like most youth I have hobbies like reading and writing, however I find the most of my enjoyment at the Children's Museum. I volunteer there on the weekends and I always walk out with a smile on my face. I enjoy engaging with youth and the concept of the exploration of learning. Most of all, I enjoy talking to guests whether it's a child or parent.

Over the past two years I have been able to build a deep connection with the people of Modesto, through providing volunteering opportunities through my subcommittee as well as grow the knowledge of the commission.

I see that there is not a lot of awareness for the youth in my age range that the city allows. Of course there is this commission, but for the events the city holds, there isn’t a lot of high schoolers at these events volunteering, even though there are hundreds in our community that would love to help.

I have been to almost every event and meeting, and in doing so, was a very involved commissioner. I headed the Holiday Parade, the addition of a Love Modesto event, and starting Utilities outreach, which I would look forward into continuing that partnership. I also have connections that have saved the group monetary value for what we have done.

I want to serve on the Youth Commission to help the city meet youth where they're at and to ensure our city is providing the best supports it can to our local young people. I've been a resident of this city almost all my life and would be honored to continue providing youth feedback to support the city and people of Modesto.

The primary issues affecting youth in Modesto are a lack of financial literacy and greater visibility for afterschool programs for students in high school. Supporting young people to be financially literate is key to improving their quality of life, and more high school students in city recreational afterschool programs would help foster community.

Having served for the past three years, I've become knowledgeable on how to work effectively alongside city government in order to make mutually beneficial change. I've also been a resident of the city almost all my life and am very familiar with all the various events and programs the city hosts for youth, which would help me in providing feedback

In serving as our Vice Chair last year, I prioritized asking the community about the ways we can improve the youth experience in Modesto. The overwhelming response was to increase youth civic engagement and provide more youth entertainment outlets. If selected to rejoin this year, I want to lead efforts to begin implementing these changes.

As an anti-tobacco advocate, I've noticed widespread vape usage on campuses across the district; as a current Youth Commissioner, I've noticed educational apathy and low youth engagement with civic processes in the city, and as an involved resident of Modesto, I've noticed a lack of youth entertainment options by speaking to the community.

Prior to my first year on the Youth Commission, I learned about this through my friend and former Youth Commission member, Aheli Patel.

As Founder & President of Creation4Cessation, I lead a team of 40 youth to drive nicotine cessation policy and mindset change for youth struggling with addiction.

Representing 30,000 students as MCS Co-Student Rep., I'm currently spearheading a capstone project requirement, gaining skills in leadership, delegation, and collaboration with adults.

I want to serve on the youth commission to build bridges. What I mean by that is making sure everyone's idea's and beliefs are held and respected. Growing up in a diverse community, I hold value by understanding others. In the youth commission, my aim is to empower voices by inspiring for inclusion, and creating a united and supportive community.

A key issue I see in youth is not reaching their potential. These teens often turn to phones or drugs to satisfy themselves. I believe this is due to either stress of lack of resources. I want to create a supportive environment where the youth feel heard. To solve this issue, I'd advocate for resources and events to help and encourage the youth.

Qualities I would bring to the youth commission is initiative and adaptability. My experience in Gregori ASB would prove valuable, as I often have been subject to changing plans and opportunities to lead an event like homecoming or dances.

My qualities would help bring inclusivity and unison to Modesto, which would help the community more cohesive.

I want to serve on the Youth Commission because I believe it is a platform on which I can converse with like-minded individuals to amplify the youth’s voice to make effective change in Modesto. By serving on this commission, I believe I would be able to work with my peers and create a lasting impact on our community that benefits all youth.

I feel as if the primary issue affecting our community is a cultural divide, whether that is due to politics, values, or even religion, all of which fuel misunderstanding.

Countless times, I have seen peers of mine cut ties due to differing perceptions of a topic. It is almost as if we can no longer understand each other and our unique stories.

Given my experience in speech and debate. I would bring my communication skills and a growth mindset to effectively convey my ideas and listen to others’ perspectives. As a member of Park Youth Committee, I would bring my skills in advocacy and public speaking to the Youth Commission to ensure that I maximize my impact as a voice for the youth.

I want to serve on the Youth Commission in order for the voices of young people are heard and that the gap between the youth and local government is bridged to create a safe space for all ages. I see this as an opportunity to represent the perspective of the youth and advocate for change that'll shape our community to become the best it can be.

I see the primary issue impacting youth in our community is the growing social isolation, a lot of teens would prefer being at home, communicating online, remain in familiar groups of friends, which reduces our chance of making connections. I think there should be more events that encourage teens to step out their comfort zones to meet new people.

I bring real experience with community service as I've volunteered at Doctors Medical Center and have almost 200 hours doing so. I've also worked alongside Martin and Saida, who are on Youth Commission on float projects and the little libraries as well. I created Give 4 Glam which was a multi-school clothing donation drive for Our Lady Haven.

If selected, I commit to attending all my meetings and serving diligently to represent the youth of Modesto on the Youth Commission.

I want to serve on the District Youth Commision to amplify youth voices and to bring innnovative, thoughtful perspectives to issues like equity, mental health, and education. I am passionate about civic engagement and I want to help shape a more inclusive future for our community.

One of the most pressing issues impacting youth in our community is fear. The fear to speak out and to share our true thoughts and emotions. This silence worsens challenges like mental health struggles, academic pressure, and social isolation, preventing young people from feeling heard.

I would bring leadership experience from coordinating large-scale events and my experience in patient communication has strengthened my ability to communicate effectively with others. The IB program has sharpened my problem-solving and time-management abilities and deepened my commitment to addressing our community's most significant challenges.

My goal as a student leader is to empower and encourage our youth to get involved within our communities and succeed. It is my mission to encourage young people to get excited about the future. I want our youth to thrive for success and strive to put good out into society.

A major issue that I currently see impacting youth in our communities is the lack of education. Many students that I know lack knowledge about real world issues that are detrimental to the future of our communities. Topics such as climate change need to be addressed and discussed so that we can take action and find ways to help with these issues.

I have served in my school's leadership program for a year and am currently serving as this year's junior vice president. I have experience in community service and volunteering events. I am the president of our environmental club and vice president of our school wide spirit committee. I am very outgoing and am always open to new opinions and ideas

I want to serve on the Youth Commissions because I have always seen the future of the youth in our community as highly important. Living in Modesto, I have seen many challenges that the youth face every day. Thus, I want to contribute in finding solutions to these challenges to make our community a better place for youth development.

The primary issues currently impacting youth in our community are mental health issues.

Almost every student I have met either in school or outside of school, including myself, have experienced mental health struggles at some point. Not to mention, mental health issues are the leading cause of teen suicide.

I bring strong commitment and dedication to the commission. I am working with Stanislaus Asian-American Community Resources to raise over $10,000 annually for student scholarships. In addition, I’ve been working on a passion project through the same nonprofit that captures and share diverse cultural experiences through the form of interviews.

I want to serve on the Youth Commission because I realize that many people my age often feel that they don't have a voice. Because we are under 18 and cannot vote, it can feel as though issues that impact us are decided without our input. I want to challenge that idea, to advocate for our youth and show that we can make a real change.

One of the primary issues I've seen youth struggle with firsthand is mental health.

Many students I know feel overwhelmed by academic pressure, social expectations, and uncertainty about their future. Another major issue I've seen is that many young people don’t feel connected to their community, and can't find ways to get meaningfully involved.

I learned about the Youth Commission by word of mouth. I was informed of the opportunity by one of my peers.

I will bring empathy, adaptability, and the ability to connect people despite differences. Volunteering with diverse groups taught me to listen and collaborate, while working with children strengthened my creativity, patience, and has taught me to create safe places for ideas to prosper. I will use these skills to build connection between voices.

I want to serve in the Youth Commission because I have grown up in Modesto my whole life and I would like to help improve conditions for youth but especially teenagers here in our community.

The primary issues in our community impacting youth is lack of places for teens to congregate, homelessness, and youth not having enough access to counseling for mental health.

As a member of my high school's mock trial team I am experienced in public speaking. In addition, I was class president, team captain of multiple sports teams. Most importantly I have lived in Modesto my entire life, and currently as a member of our local youth, I have witnessed issues for others first hand. I would love to make a local impact.

I want to play a more active role in the community and be a voice for the youth so events that the youth are interested continue to be supported. I have benefited from the programs Modesto has had in place ever since I was little kid. I want to be a voice for the youth within Modesto and work towards creating activities that interest them.

One of the primary issues currently impacting youth in our community is the lack of interest in events offered by Modesto. I want to encourage participation and continue to support these events. I believe that encouraging the youth to be more involved in their community and their city motivates self-growth and an open mind.

I have learned about this commission through school peers and friends who are currently on the commission. I have also seen youth commission board promotion through social media.

I have volunteered and participated in a variety of events organized by Modesto from helping out at marathons to volunteering with Key Club and Kiwanis. I believe my direct involvement within these events provide me with the experience of working with others and learning about different aspects of the community.

I want to serve on the Youth Commission to amplify youth voices in shaping policies on education, sustainability, and public health. My background in policy research, civic engagement, and community work will help me partner with peers and city leaders to create meaningful, lasting change in our community.

Youth in our city face challenges from climate hazards such as heat and smoke, unequal access to quality education, and growing mental health needs. These issues affect learning, health, and opportunities, and require youth in our community to develop ideas to solve these problems.

I bring leadership, policy experience, and civic engagement to the Commission.

As a research assistant, policy fellow, and political blogger. I have experience analyzing issues, developing solutions, and communicating ideas clearly. These skills would allow me to work with peers and city leaders to make a positive community impact.

Through Youth Commission, I would like to nurture Modesto youths' immense potential. As a commissioner, I want to empower girls, build community through festivals and workshops with senators, police officers, and many more. I want to allow my peers to get involved and make Modesto a model city and inspiration that pushes others to strive for more.

Isolation due to social media is a big issue. Youth are glued to screens and not connecting with people. At risk youth struggle with homelessness and food insecurity and have fewer safe spaces for recreation. I want to destigmatize these issues through workshops, panels, and create an avenue to engage youth into a robust community.

My brothers first introduced me to the Youth Commission as a way to better Modesto especially for the youth and as a way to get involved. They particularly mentioned how they loved bringing new ideas to the table and how amazing it was to hear others' ideas as well. I also saw them helping out a lot so in general they inspired me to join and influenced me to also want to bring my ideas and help kids around Modesto!

I play lots of sports and broke multiple records at Prescott, showing perseverance as hijabi girl. I mastered speaking skills through debate camp. I served as camp leader for MYNA to engage youth with fun and faith. I'm part of Girl Up to advocate that girls’ voices matter. I want to bring these qualities together to serve on the Youth Commission.

Yes
If selected, I commit to attending all my meetings and serving diligently to represent the youth of Modesto on the Youth Commission.

During my free time, I like staying busy! I enjoy cooking, but I bake more because I get a sweet treat out of my result. Plus, whenever I cook pizza, I always mess up my dough - so working on it. I love playing sports because it keeps a competitive spirit and fitness. Crafting is also enjoyable l and lately I've gotten into sewing my own clothes.

I’ve always wanted to serve for my community and while i’m still a teenager i can have more possibilities in order to help. Serving on the Youth Commission can open doors for me and the hispanic community and future participants.

The amount of restrictions that are placed when getting involved. We either have to be 18 or get a permit from our school to fully advance ourselves in the real world.

I unfortunately lack experience due to the strictness of my parents. I have good time management, organization skills, and teamwork skills which is crucial when communicating with others.

I want to serve on the Youth Commission because it offers an opportunity to contribute to positive changes within the Modesto community. Having spent much of my life here, I'm eager to benefit our city's youth. Additionally, this role would provide valuable insight into the public service sector, which is an area I want to go into in the future.

The primary issues currently impacting the youth in our community is the sudden surge in mental health crises. This crises an stem from a multitude of sources, but also can be mitigated by policies, such as those suggested by this board in order to represent the youth and the youth's needs.

From utilizing several of Modesto's facilities for sports, speech/debate, research, volunteering at Urgent Care and at STEM youth summer camp, I have been exposed to diverse youth perspectives as well as learned efficient communication.

My familiarity with these diverse perspectives aided by quality communication skills will be useful to the board.

I want to serve on the Youth Commission to ensure Modesto’s youth have a voice in decisions affecting education, safety, mental health, and recreation. As class president, I’ve prioritized listening to peers and amplifying their voices. This role would help me advance that advocacy and work with city leaders to create meaningful, lasting solutions.

Modesto youth face both visible and hidden challenges:rising mental health struggles, substance abuse, and few safe, youth-centered spaces. Many want to lead but lack guidance. The city can bridge these gaps by elevating youth voices, expanding outreach, and investing in opportunities for empowerment, wellness, leadership, and community connection.

I bring strong skills in youth leadership, advocacy, &communication. As class president, I amplify &represent my peers’ voices/concerns. With PHAST & HYLC, I prevent tobacco use, uplift underrepresented voices, & promote cultural diversity.

Speech & debate is the channel I use to amplify my voice and my words on issues that matter to my generation.

I want to serve on the Youth Commission to ensure youth voices are heard in local decision-making. I'm passionate about advocating for mental health, education equity, and access to opportunities. I hope to collaborate with others, learn about civic leadership, and help create lasting, positive change in my community.

Youth in our community face rising mental health challenges, a lack of motivation to pursue education, and pressure from social media. Many also feel unheard or excluded from decisions affecting them. These combined issues negatively impact their well-being, personal growth, and sense of belonging within the community.

I learned about this board/commission through social media. I follow local community pages and youth organizations, and when I saw the announcement about the opportunity to get involved, it caught my attention. I researched the commission’s work and mission, and I’m excited about the chance to contribute and represent youth voices.

I bring leadership, communication, and teamwork skills from school clubs, volunteer work, and community projects. I’m a good listener, open-minded, and committed to positive change. I also carry board experience as I am currently on the Executive Board for Girl Scouts Heart of Central California.

In my free time, I really enjoy playing tennis. It’s a sport that challenges me physically and mentally, helping me stay active and focused. I love the competition and the way tennis pushes me to improve my skills and strategy. It’s also a great way to relieve stress and connect with friends.

Another passion of mine is spending time with my dog. Playing fetch, going on long walks, or just relaxing together helps me unwind and feel happy. My dog’s energy and companionship bring a lot of joy into my life, and those moments help me recharge after busy days.

Both tennis and time with my dog are important to me because they balance out my schoolwork and other responsibilities. They keep me motivated, grounded, and energized, and I really value having those outlets to enjoy life and stay healthy.

I intend to represent the youth voice in this community and make a positive change for every youth in need in Modesto. My desire is to learn about the local government and be a crucial influence in the process between local youth empowerment and city decisions whilst building a professional network with local leaders in order to achieve this goal.

In my view, substance abuse and mental health crises are among the most pressing issues confronting youth in our community. Teen usage of drugs is becoming an ever-increasing issue in the community, and studies have reported that youth depression is up in the Modesto area. These two issues can be remedied to a great extent with the right resources.

I learned about this board through family members.

Dedication and commitment are a few of the qualities I possess which can aid me in a role in the Youth Commission. I have remained loyal to the activities I started, including school sports, extracurriculars, and more. Also, I have experience working with and teaching people of all ages through my karate endeavors and academic pursuits in school.

Serving on the Youth Commission means being part of something I can contribute to and make an impact in my community. Advocacy encourages youth to stand up for what they believe in, and I hope to be part of this initiative by collaborating with established leaders to enhance civic engagement opportunities and improve the quality of life for youth.

One primary issue I have seen is the impact of socioeconomic factors on opportunities. Where a person lives and their economic background greatly influence access to resources, but youth should be given the chance to participate in activities that further their interests. Youth should be encouraged to continue growing, not held back for trying.

I learned about the commission I am applying for through social media, specifically via Instagram on the Modesto Parks & Recreation page.

My strong work ethic, attention to detail, and collaboration are valuable skills I can bring to the commission. My learning experiences from Leadership Academy, StanYEA Advocacy Design Team, PHAST, and legislative ambassador for the American Cancer Society enable me to meaningfully contribute to increasing youth participation in government affairs.

I want to serve on the Youth Commission to have a greater impact within my community. I truly believe that the Youth Commission will allow me to serve and support others while providing an opportunity for personal growth and development. Finally, I want to help make a positive impact on the youth of Modesto and the future of our city.

The primary issues currently impacting youth in our community includes substance abuse, mental health & violence. I think these issues are related as the use of vapes and marijuana is prevalent, ultimately leading to mental health issues. Violence at school is also an issue as students don't know how to deescalate situations without their fists.

Social Media (Instagram) and my friend suggested that I should apply.

I have two years of leadership experience as Class President and Vice president; managing dances and homecomings. I am currently apart of the SCOE Leadership Academy and I believe that I am kind, a good listener, respectful, able to adapt and also resilient. I feel as though I can have a conversation with anyone and connect deeply with the youth.

If selected, I commit to attending all my meetings and serving diligently to represent the youth of Modesto on the Youth Commission.

I want to serve on the Youth Commission because I’m passionate about giving youth a voice in decisions that affect our lives. As someone actively involved in school, community service, and leadership roles, I want to help create more opportunities for youth engagement, represent diverse perspectives, and work toward positive change in Modesto.

Many youth in Modesto face mental health struggles, school safety concerns, and unequal access to resources like safe parks and housing. These issues impact well-being and opportunities. I want to help uplift youth voices and work toward solutions that make our community safer, healthier, and more inclusive for all.

I bring leadership, creativity, and a deep commitment to service. As founder of a school nonprofit, social media manager for multiple teams, and a bilingual student in the IB program, I know how to collaborate, communicate, and advocate effectively for diverse youth voices in our community.
