PUBLIC COMMENT PERIOD
• Jerry Thompson spoke on behalf of the lowrider community supporting the Cesar Chavez park’s name change but urged the Council to choose a neutral option like “Fourth Street Park” or “Fourth Street Community Park.” He cited controversy surrounding Cesar Chavez and noted that labor leader Larry Itliong has been overlooked in history despite his contributions. He argued that a neutral, inclusive name would avoid conflict and better represent the entire community.
• Brian Eugeni announced an upcoming state Senate District 4 candidate debate in Modesto on April 9, hosted by the Stanislaus Taxpayer Association, inviting the public to attend for free. He also promoted a town hall for candidate Jaron Brandon on Saturday, encouraging community members to attend and engage before the June primary.
• Betty Santos, a lifelong Modesto resident, shared personal memories of the park and - 4 -

supported renaming Cesar Chavez Park back to “Fourth Street Park” or “Fourth Street Community Park.” She emphasized community nostalgia, shared experiences, and agreement with others advocating for a more traditional, familiar name. • Steve spoke against the Council, accusing them of undermining democracy and enabling fascism by failing to hold police accountable and disregarding community concerns. He emphasized the importance of dissent, criticized what he called false narratives from law enforcement, and urged officials to better support the community instead of pursuing costly legal actions.
• Milt Trieweiler urged the Council to plan for Modesto’s future by learning from the past, emphasizing climate change and the risk of another drought. He highlighted the importance of preserving the county’s irrigated farmland north of Modesto, citing its soil, water, and climate, and argued against expanding development there, stressing responsibility to future generations.
• Francine Sena addressed the Council to raise concerns about children’s safety and constitutional rights in Stanislaus County schools. She highlighted her daughter’s unresolved case, criticized the lack of response from the DA and police, and advocated for stronger civil protections for students, while also acknowledging progress on crosswalk safety through city engineering efforts.
• Patrick Sena, a Purple Heart veteran, spoke about his daughter’s severe bullying at school, alleging that staff ignored her complaints for weeks and covered up the incident.

He described how the mistreatment caused her kidney issues and severe anxiety, criticized the school’s handling of the situation, and called for action to protect his daughter’s constitutional and civil rights.
• Nic addressed concerns about a recent ICE-related shooting in Patterson, criticizing ICE as targeting immigrants and people of color. He also emphasized the need for greater community involvement in local decision-making and supported responsible land use and climate action at the Council level.
• Anthony Drobnick praised positive community efforts and local advisory groups, then addressed the park renaming issue. While agreeing Cesar Chavez should not be honored, he suggested naming the park after Larry Itliong to recognize his leadership in the farmworkers’ movement and the often-overlooked Filipino labor community, noting that a name could combine “Fourth Street” with Itliong’s to honor both history and community.
• Kevin McClarty asked about restoring a missing kiosk sign that used to display City events and information in a central location, noting its convenience compared to scattered online sources. He also urged the City to focus on growing upward rather than outward, emphasizing the need to protect valuable farmland and reconsider automatic sewer line extensions that enable unchecked suburban expansion. - 5 -
4/7/2026 5:30:00 PM
• Ann Marie urged the Council to take action against ICE, citing recent shootings, raids, and misuse of local data that threaten immigrant communities. She called for measures such as sanctuary City protections, coordination with other cities, oversight of federal agencies, and demands for investigations and accountability, emphasizing the Council’s responsibility to protect vulnerable residents and prevent abuse.
