PUBLIC COMMENT PERIOD
• Todd Aaronson, CEO of Visit Modesto, highlighted tourism as a major economic driver during California Tourism Month, noting that statewide travel spending reached nearly $159 billion in 2025 and generated significant tax revenue. Locally, Modesto has seen increases in tourism spending, business earnings, jobs, and visitor-generated taxes since 2019, which help fund public services. He also emphasized improved media recognition for the city and a strong return on investment from tourism promotion, while acknowledging the contributions of local workers and businesses. • Bryan Evitt raised several concerns, beginning with a suggestion that the planned $128 million overpass project should include extending a nearby road to improve traffic flow and reduce congestion. He then described a personal experience involving his father’s medical care, expressing concerns about hospital practices and patient access. He also called for better support systems for seniors, particularly in navigating legal and financial matters, and proposed alternative approaches to homelessness, including more cost-effective housing solutions and increased outreach to connect individuals with available resources.
• Edson Mezquita raised concerns about conditions along the Dry Creek Trail, noting safety issues with fast-moving e-bikes and a recent collision. He also reported ongoing graffiti that has not been addressed despite notifying the Parks and Recreation Department and expressed concern about trees being cut down without replacement.
Additionally, he suggested that tree stumps in both the trail area and a nearby park should be removed and replaced with new trees to maintain safety and environmental quality.

• Milt Trieweiler criticized a recent Council decision to allow development on local farmland, arguing that it threatens some of the most valuable agricultural land and could lead to long-term negative consequences. He emphasized that such land is scarce globally and essential for future food production, and warned that residential growth may increase costs, pollution, and congestion without benefiting most residents. He also expressed concern about outside development interests influencing decisions and urged the Council to consider the impact on future generations. • A speaker stated they were motivated by religious conviction to address the Council and urged people to change their behavior. He expressed distress over being stalked for many years and said he felt his concerns had not been taken seriously. He also described being a survivor of abuse without receiving justice, mentioned recent incidents involving being hit by cars, and conveyed frustration with how he has been treated and perceived by others.
• Patrick Tanaka, a student from Stanislaus State, asked how Modesto and surrounding cities could better accommodate college students. He expressed that many students feel there are limited activities and opportunities, leading them to leave the area after graduation or during breaks. He suggested the region feels more oriented toward established or older residents and encouraged the city to consider ways to make it more engaging and appealing for students to stay long-term.
• Kevin McClarty expressed concern that a recent Council decision regarding the Wood Colony area effectively represents an initial step toward its future annexation. He argued that, regardless of how the decision is framed, it opens the door to gradual development that could ultimately transform the agricultural community into residential and commercial uses. He emphasized that Wood Colony has long been sustained by farming families rather than short-term investors and warned that incremental decisions could lead to the loss of what he described as a unique and valuable part of the region.
• Jerry Thompson provided an update on a collaborative project between Modesto High and MJC students to restore a lowrider police car. He reported that the car has been painted and students are now reassembling it while learning finishing techniques. The project is expected to be completed soon and returned to the Modesto Police Department before June. Thompson noted that the program has helped students develop practical skills and has encouraged some to pursue further education.
