PUBLIC COMMENT PERIOD
• Kathy Hall-Boyer, speaking on behalf of the ShadowChase Running Club, urged the Modesto City Council to strengthen enforcement of bicycle, motorcycle, and local traffic laws related to e-bikes and other electric mobility devices. Citing recent fatal collisions, she recommended restricting e-bikes, e-scooters, and similar devices from sidewalks and shared-use trails, establishing and enforcing trail speed limits, and expanding public safety education programs, especially for youth, while highlighting Santa Cruz as a model for successful bicycle safety outreach. • Steve expressed concern for what he described as a pattern of Police misconduct, lack of accountability, and political targeting by law enforcement in Modesto and Stanislaus County. Referencing the death of Shane Harlan and other recent fatalities, he stated that officials have failed to address systemic issues within policing and challenged City leaders to prioritize public accountability over maintaining the status quo. He expressed concern that inadequate oversight of law enforcement could put community members at risk, citing his own experience of feeling politically targeted by the Modesto Police Department.
• B. Gamez expressed concerns about a recent fatal high-speed police pursuit in a residential neighborhood, stating that such chases are dangerous and unnecessary given the availability of surveillance technology and other law enforcement resources.

Referring to a previous local fatality that she attributed to police misconduct, she called for greater transparency regarding the recent incident, including the release of information about the officers involved and an independent investigation. Gamez also raised concerns about the death of Shane Harlan, advocating for transparency, access to body camera footage, and an independent review of the case, while encouraging community members to attend a public meeting where officials overseeing the sheriff’s department would be present.
• Harlan Divan spoke about the death of Shane Harlan while in custody, arguing that the restraint device known as a WRAP played a central role in the incident. She described allegations that Shane Harlan was restrained, placed face down, lost consciousness, and - 3 -
6/9/2026 5:30:00 PM
later died after being kept in the device. She contended that the death was preventable and expressed concern about the continued use of the WRAP restraint system in Stanislaus County, citing reports of other individuals being held in similar conditions.

While acknowledging that the matter falls under the Sheriff’s department rather than the City, she urged officials and the public to examine the use of such restraints and prioritize detainee safety.
• Emerson Drake raised concerns about several City issues, including the effectiveness of residential street sweeping schedules, which he argued leave many streets only partially cleaned because residents are not required to move parked vehicles. He also criticized what he viewed as a lack of transparency in the City’s consent calendar process, noting that information about committee review of agenda items is no longer routinely provided. Drake further questioned City policies related to water rates and infrastructure costs, arguing that Modesto residents should not bear expenses he believes primarily benefit neighboring communities. He also expressed concern about the City's budget deficit and criticized elected officials for what he perceived as selective engagement with community groups, characterizing the behavior as unfair and exclusionary.
