DESCRIPTION:
Consider interviewing and recommending appointment for one vacancy to the Community Review Police Board to serve a partial unexpired term ending June 30, 2028, and forwarding to Council for approval. (Funding Source: Not Applicable) STRATEGIC PLAN ELEMENT:
This item is consistent with the following 2025-2026 Strategic Plan Goal I: Promote trust and engagement between the community and the City by enhancing responsiveness, communicating broadly about City opportunities and challenges, and increasing public participation in municipal affairs.
BACKGROUND:
The Community Police Review Board (CPRB) of the City of Modesto was established by Modesto City Council Ordinance No. 3753-C.S.,i on December 13, 2022, as recommended by the Forward Together working group created on June 8, 2021 by Council Resolution No. 2021-216. Pursuant to Council Resolution No. 2022-358 on August 23, 2022, the Forward Together working group report was accepted by the Council. Included in the report was the recommendation to establish a community oversight board and independent police auditor for the City of Modesto. The establishment of a Community Police Review Board was recommended as a dual component of a hybrid police accountability model.
On May 23, 2023, by Resolution No. 2023-230, Brad Hawn was appointed to the Community Police Review Board (CPRB) for a term expiring on June 30, 2028. On March 24, 2026, Mr. Hawn formally resigned from the CPRB prior to the expiration of his term. #1..

Watching over the community of
Modesto
I am interested in serving on the Community
Police Review Board because I believe
healthy communities depend on trust,
communication, and accountability. Much
of my professional life has been spent
working with people during difficult
situations and helping them navigate
complex systems. That experience has given
me an appreciation for the importance of
transparency, respectful dialogue, and
ensuring people feel heard.
I also enjoy being engaged in local issues and
am always looking for meaningful ways to
contribute to the community where I live
and raise my son. The mission of the
Community Police Review Board aligns with
my interest in public service, civic
engagement, and strengthening
connections between community members
and public institutions.
My uncle was a police officer and
in that respect I am aware of some
of the difficulties associated with
the job. Of course the environment
today is far different from what it
was back then. Police are risking
their lives for an unappreciative
public. My goal is making
certain that the complaint process
is a fair one.
I am profoundly interested in the
intersection of community health,
behavioral
psychology, and law enforcement.
The CPRB’s mission to foster
transparency and build
trust aligns with my dedication to
public service. Specifically, I am
drawn to the opportunity to
participate in objective, evidencebased oversight, particularly regarding use-of-force policies and
the board’s subcommittee focus
on reducing youth arrests in
Modesto. I believe that effective
oversight requires a fair, analytical
approach, and I am
eager to help ensure that
municipal policies serve both the
safety of our officers and the
well-being of the community.

public relations, public speaking,

Investigative abilities I would bring a strong commitment to fairness, professionalism, and public
service. Throughout my career, I have
worked with individuals, families,
community organizations, and public
agencies in situations that often-involved
strong emotions, differing viewpoints, and
complex circumstances. These experiences
strengthened my ability to listen carefully,
remain calm and respectful, and evaluate
issues thoughtfully and objectively.
My background in victim advocacy and
county government has provided
experience working with diverse
populations, maintaining confidentiality,
navigating public systems, and
collaborating with community partners. I
have worked with individuals who held a
wide range of perspectives regarding
government and law enforcement, and my
role was to ensure they felt heard,
informed, and treated with respect while
helping them navigate available processes
and resources. I believe one of my greatest
strengths is my ability to build positive
relationships and communicate effectively
with people from different backgrounds
and experiences. I strive to approach
issues with an open mind, focus on facts,
and contribute to thoughtful, informed
decision-making. I would bring that
balanced and community-focused
approach to serving on the Community
Police Review Board.
A level head who weighs all the
facts carefully before making any
decisions.
I bring a highly specialized, clinical
perspective that is rare in civilian
oversight. My
advanced anatomical training and
healthcare experience allow me
to evaluate critical
incidents, physical trauma, and
physiological stress responses
with scientific objectivity.
Additionally, I have a strong
background in studying behavioral
psychology, particularly
in interpersonal dynamics, deescalation, and communication under pressure, which is
vital for analyzing the mechanics
of police-civilian encounters.
Finally, I possess a
meticulous attention to detail and
a strong interest in municipal
procedure, due process,
and legal frameworks, ensuring I
can thoroughly and impartially
audit complex
investigations alongside the
Independent Police Auditor.

My professional training includes victim services, crisis intervention, trauma-informed practices, confidentiality requirements, and public service ethics. Collectively, these experiences have strengthened my ability to review information thoughtfully, communicate respectfully, and approach issues with fairness and objectivity.
Explain how you learned about the board or commission you are applying for I learned about the Community Police Review Board through my ongoing interest in local government and community issues. I regularly follow local officials, public agencies, and community updates, and I recently saw information regarding the Board and its vacancies. Describe your involvement in community activities and civic organizations. (Do not list partisan political parties.)
My involvement in the community has primarily been through my professional roles in public service. Throughout my career with Stanislaus County, I have worked with numerous community organizations, service providers, public agencies, advocacy groups, and residents to address community needs and connect individuals with resources and services.
My work has also provided opportunities to attend and participate in community meetings, outreach events, educational programs, and public gatherings, both as a county representative and as a community member. These experiences have allowed me to engage with people from diverse backgrounds, learn about issues affecting our community, and develop an appreciation for the importance of collaboration, civic engagement, and public trust.
As a resident and parent in Modesto, I remain interested in issues affecting families, youth, public safety, and the overall well-being of our community.

I am interested in serving on the Community Police Review Board because I believe healthy communities depend on trust, communication, and accountability. Much of my professional life has been spent working with people during difficult situations and helping them navigate complex systems. That experience has given me an appreciation for the importance of transparency, respectful dialogue, and ensuring people feel heard.
I also enjoy being engaged in local issues and am always looking for meaningful ways to contribute to the community where I live and raise my son. The mission of the Community Police Review Board aligns with my interest in public service, civic engagement, and strengthening connections between community members and public institutions.

My professional background is firmly rooted in healthcare and clinical practice. I have gained direct patient care and operational experience working at both Doctors Medical Center of Modesto and Sutter Health Memorial Medical Center. I am a nursing student who has completed comprehensive clinical rotations and advanced anatomy coursework, and I was honored to receive the SEM Award in Anatomy. This training requires strict adherence to procedural protocols, ethical standards, and evidence-based analysis and skills that translate directly to reviewing and auditing detailed administrative and critical incident reports.
Explain how you learned about the board or commission you are applying for I have been following the city’s "Forward Together" initiative and the ongoing efforts to strengthen the relationship between the Modesto Police Department and the local community. Through staying engaged with local civic developments and municipal affairs in Stanislaus County, I recognized this board as a critical avenue to contribute constructively to local governance.
Describe your involvement in community activities and civic organizations. (Do not list partisan political parties.)
My community involvement centers around local healthcare advocacy and youth mentorship. Living and working in Stanislaus County, my interactions with patients at major local medical centers have provided me with a frontline view of the public health and safety challenges facing our community. I am profoundly interested in the intersection of community health, behavioral psychology, and law enforcement. The CPRB’s mission to foster transparency and build trust aligns with my dedication to public service. Specifically, I am drawn to the opportunity to participate in objective, evidence-based oversight, particularly regarding use-of-force policies and the board’s subcommittee focus on reducing youth arrests in Modesto. I believe that effective oversight requires a fair, analytical approach, and I am eager to help ensure that municipal policies serve both the safety of our officers and the well-being of the community.
What qualities, experience, and expertise would you bring to the Board, Commission or Committee? I bring a highly specialized, clinical perspective that is rare in civilian oversight. My advanced anatomical training and healthcare experience allow me to evaluate critical incidents, physical trauma, and physiological stress responses with scientific objectivity.

I think an impartial voice would be valuable in creating or improving relationships with our police department. I imagine most people don't realize this board exist and feel they don't have a voice. Attending more community events to spread the word of the boards existence would go along way. Attending local community fairs, festivals, social events, school functions would be a good start. They may already be doing this but I haven't seen it.

Audit Committee - Public Member Appointment
To fill this vacancy, City staff coordinated with the Communication team to outreach the solicitation of applications for the one (1) vacant Audit Committee public member position.
The outreach efforts included the following:
• City staff notified all Modesto businesses licensed with accounting and auditing services, tax preparation services and Certified Public Accountants (CPA). • City staff coordinated with the Modesto Chamber of Commerce to communicate to their board members.
• The Communication team posted through the City social media platforms through the City’s Facebook, LinkedIn, Twitter and Instagram accounts • An email communication was sent through our Communication team through our City newsletter
Through this outreach, the City received two (2) applications for the Appointment Committees consideration but unfortunately one (1) of the applicants was not a registered voter in California and does not meet the qualification. Staff recommend considering the one (1) qualified application received to fill the one (1) available public seat.
FISCAL IMPACT:
There is no fiscal impact associated with this action.

CITY OF MODESTO
COMMITTEE AGENDA REPORT
DATE OF MEETING:
September 30, 2026
Date: August 26, 2026
TO: Appointments Committee
Jeremiah Williams, Chair
David Wright, Vice Chair
Eric Alvarez, Member
THROUGH: Joseph P. Lopez, City Manager
FROM: Chad Reed, Director of Public Works
SUBJECT: Appointments to the Blight Abatement Advisory Committee CONTACT: John Chavez, Integrated Waste Program Manager, [email protected], 209-577-5453
DESCRIPTION:
Consider appointments of two vacancies to the Blight Abatement Advisory Committee, and forwarding to Council for approval. (Funding Source: Not Applicable) STRATEGIC PLAN ELEMENT:
The recommended action is in conformance with the City of Modesto 2025-2026 Strategic Plan Element: “Governance and Service Delivery”, Goal I: “Promote trust and engagement between the community and the City by enhancing responsiveness, communicating broadly about City opportunities and challenges, and increasing public participation in municipal affairs”; Strategy No. Two: “enhance communication City-wide to reach a broader audience.”
BACKGROUND:
The City of Modesto experiences blight in both public and private spaces. This includes illegal dumping of trash and large items such as mattresses, appliances, tires, green waste, vehicles, machine parts, illegal encampments, tagging, broken windows, unkempt properties, abandoned shopping carts, inoperable vehicles, and overgrown yards and properties. All contribute to blight in our community and can result in environmental, health, or safety issues for Modesto residents.

Appointments Committee, September 30, 2026
Appointments to the Blight Abatement Advisory Committee
In 2019, during the Strategic Planning sessions with community members, a major theme was dissatisfaction regarding blight throughout the City. On December 10, 2019, by Resolution No. 2019-555, City Council approved the Blight Abatement Strategy, which included the creation of a blight abatement task force comprised of public and private stakeholders that will make recommendations to the City regarding program improvements, potential funding opportunities, and support increasing volunteerism.
On October 13, 2020, by Resolution No. 2020-428, City Council approved the formation of the Blight Abatement Advisory Committee (BAAC) and solicited membership of the committee’s nine voting members. According to the Blight Abatement Strategy and the BAAC bylaws, the group acts in an advisory capacity to the City Council and City Manager in matters pertaining to blight and blight abatement efforts, promoting public engagement, blight program improvements, and potential related funding and volunteer opportunities.
DISCUSSION:
The BAAC is made up of seven Committee members who reside in Modesto, two members who reside in Stanislaus County, and one non-voting member appointed from City Council. Three members holding the position of registered electors of Modesto had terms that expired May 31, 2025. One of those members was reappointed, one position was filled, and one position remains vacant. On August 13, 2026, another member, Joshua Navarro, submitted his resignation, creating a second vacancy.
Currently, Position 2 for registered elector of Modesto is vacant and should be appointed for a four-year term. Position 5 for registered elector of Modesto is vacant due to the resignation, and should be appointed to complete the remainder of the term.
For recruitment efforts, the City’s Community and Media Relations Team posted information about the Committee to social media to generate interest and encourage community members to apply. Staff also contacted community groups, partners, and volunteers directly. The City has received four qualified applications for these vacancies.
FISCAL IMPACT:
Appointing members to a committee is administrative in nature, and therefore, does not have a fiscal impact.
CEQA/NEPA REQUIREMENTS:
This item does not constitute a “project” within the meaning of California Environmental Quality Act (CEQA) Guidelines Section 15378 and requires no environmental review.
RECOMMENDED COMMITTEE ACTION:
Staff Recommendations:
Motion recommending the appointment of Position 2 to the Blight Abatement Advisory Committee for a four-year term with an expiration date of December 31, 2030, and the appointment of Position 5 to complete the term ending December 31, 2028, and forwarding to Council for approval.

Dear Mayor Zwahlen,
My name is Kyle Schneider and I would like to be of service to my community by joining the Blight Abatement Advisory Committee. I am a born and raised Modestan that is passionate about making Modesto a better place to live and raise a family. I am 36 years old and have struggled with the majority of my friends that I grew up with leaving Modesto because of its stigma. I am tired of hearing many young citizens complain about our hometown yet choosing to move away instead of rolling up their sleeves to make it better. Blight Abatement is a great place to start when it comes to improving the city as well as its reputation.
When I moved back to Modesto from San Luis Obispo in 2020 I found a very large dumpsite in front of the empty lot next door to me. It seems that once one person puts trash out on the street there is a justification for others to do the same. I decided to do something about it and placed large cardboard “No Dumping” signs on the fence in front of it. I also would confront my neighbors if I saw them doing the same. “Read the sign” I’d say.
Years ago New York had a major problem with graffiti, litter, and crime in the subway transit cars. It seemed that the graffiti led to litter and the combination led to crime. What fixed it? The city decided that no matter what they wouldn’t let any car go out if there was graffiti in it.
All of the sudden the crime and litter went way down. This is a good example of how simple changes can render larger scale results.
When I was in the boy scouts we would always leave campsites cleaner when we left than when we arrived. They would have us form “OC” (Outdoor Code) lines and comb the site for trash. I believe that this instilled a quality in me that many do not possess in Modesto.
There’s a saying that if you want to clean up your life, start by cleaning up your room.
After the housing market crash, I spent my first summer in college doing trash outs for foreclosures. It was very sad to see how bad people can be when it comes to destructive behaviors that lead to things like trashing homes, squatting, as well as drug usage. When conditions are such that you live in filth it infects the rest of your life in a similar fashion.
It is sad that many citizens are not even aware that they get two large item pick ups per year free of charge. I’d like to become part of the solution in all aspects of our community but the Blight Abatement would be an amazing place for me to start.
Thank you for your consideration,
Kyle Schneider

One of the components of this new process is the presentation of the membership status of the Boards, Commissions, and Committees. This report aims to provide a comprehensive overview of the current membership status of each advisory body, facilitating preparation for the Maddy Act list and closely monitoring upcoming term expirations to ensure timely appointments for upcoming vacancies.
DISCUSSION:
The new appointments process involves presenting an annual report to the Appointments Committee each March. After review and acceptance, the Committee forwards the report to the City Council for formal approval. This procedure ensures that both the Committee and the Council have a comprehensive understanding of the activities and effectiveness of the City's advisory boards, commissions, and committees.
Staff will provide an overview of the appointments process twice a year, in March and September, along with the annual report in March. The reporting schedule:
• March: Annual Reports, summary of upcoming member participation, term expirations, and potential vacancies.
• September: Overview of upcoming term expirations with relevant details for preparation.
This structured reporting and process will improve the City’s management of its citizen advisory groups and ensure they meet their intended goals. The program also supports the City's focus on transparency, efficiency, and informed decision-making.
