II. ROLL CALL: Murakami, Vela, Dooley present. Jackson absent.

IV. PUBLIC COMMENTS: “As a special meeting, public participation is limited only to those items listed on the agent. If your comments are not related to a matter listed on this agenda, please address the City Council at the next regular meeting. The City Council has the right to reasonably limit the duration of each speaker to three minutes. Speakers may not cede their time.”
V. AGENDA APPROVAL: Mayor Murakami would like to change new business item 1 to updating the job description instead of making an adhoc. Approved with changes. Motion made by Vela, seconded by Dooley. All Ayes.
VI. NEW BUSINESS:
1. Consideration of the update of the animal control/ code enforcement job description: Employee has a year to get their certificates. Mayor wants to include fire inspection and have the fire department pay for the 8 hours to make their 40 hours. Has talked to Fire Chief Vela and was told that they most likely have it in the budget. Administrator Dunn says that they wouldn’t be able to leave for strike team if they were in this position. Or if they did leave, the city should not pay them for being on strike team. Mayor Murakami states that we cannot legally tell anyone to not go on strike team. Council asks for Administrator and Clerk to look into the price of CalPers retirement for this position. General Consensus.
