Montague City Pool
Policy and Procedure Manual
Updated June 6, 2024
SWIMMING LESSONS
The safety factor is the most difficult aspect of the program for the instructor to adjust to. The aquatic program encompasses such a wide variety of skills that it is sometimes difficult for each instructor to see the potential hazards in every situation:
Safety is the primary reason for the existence of aquatic programs. These programs teach people swimming skills, but the underlying objective is safety. Below are examples that confront each instructor every working day.
Be sure to read and fully understand each one. If you do not understand, contact your pool manager for clarification.
1. Roll Call: The purpose is to get students into one area and under control.
2. Before and After Class: It is the staff's responsibility to make sure all patrons depart and arrive in a safe manner. This is a very confusing and chaotic time, so be alert.
3. Leaving the Pool: No instructor leaves his or her area before lunch or at the end of the day until all students are out of the pool and have left the deck.
4. Dismissing Class: Each instructor is to remain in the pool or the immediate area until all students are out of the pool.
5. Entering the Water: The instructor always enters the water first: the students will then enter upon his or her command. No one jumps or dives into the pool. The proper procedure is to sit down on the deck and slide into the pool.
6. Leaving the Side of the Pool: Students leave the side of the pool only when the instructor tells them to do so. There are no exceptions.
7. Tryouts: All students try out with the instructor in the water. Tryouts are dangerous. The best way to cover is with the staff in the water.
8. Instructors Never Leave Class: Under NO circumstances do you leave your class. If you need help in anyway, call the management; they will be glad to help.
A. Instructors should organize equipment in advance; however, if you forget, send an older, trusted student to get the equipment. Keep one eye on this child the entire time he or she is away.
B. Call the management if the following incidents occur:
A student leaves class without permission. Emergencies
such as a student fainting, vomiting, having a seizure and sudden urges to go to the bathroom.
2. A parent leaves the sidelines and interrupts class.
3. You spot another instructor having trouble.
9. Walking Class to Another Pool Area: An instructor never turns his or her back to the class while doing this. Walk backwards and keep your eyes on the class.
10. Students Face the Pool: Students never have their backs to the pool when sitting on the deck. They face the pool in all circumstances, observing both in-water and dry-land demonstrations in this manner.
11. Parents in Seats/Benches: If a parent leaves the sidelines to question you during class, tell them politely to sit on the sidelines. If there is no response, call the management. Your job is to teach, not to discipline spectators.
12. On Station Beginning of Each Class: Each instructor is to be in the area specified for each class. If an instructor is wandering all over the pool, his or her class will follow. This Must Not Happen.
13. Lifeguard Office: This is off limits to everyone except staff Members.
14. No Horseplay On or Off Duty: The instructor is a representative of the City of Montague and must act accordingly.
15. Driving in the parking lot: Staff must drive slowly and with caution.
You are still a representative of the agency and will be held responsible for any misconduct.
16. Public Swim: This is perhaps the most dangerous area in the entire program. It will be thoroughly covered at in-service and daily meetings.
However, the following are specific liability concerns that need to be emphasized:
• Absolutely no social conversations are allowed while
on duty at the pool.
• Children under the age of 17 must provide their name as well as the phone number of a parent or guardian. Children will not be admitted without this information.
• Staff will address a patron only for correction or discipline. The only times an instructor may leave his or her station are when he or she makes a rescue or when he or she is relieved by another staff member.
• An instructor's attention should be given to the entire scope of pool activity; he or she should not focus on one particular person or small area.
• An instructor must know CPR and First Aid.
• Be certain of the danger signals for weak swimmers and possible rescue victims.
• Know the rescue procedure; know how to signal others and call the management.
• Know the rescue squad phone number.
• Be alert for medical-warning tags; these describe problems such as diabetes, heart disorder, epilepsy, muscular problems and brain disorder.
Don't let beginners swim too long: Beginners will struggle when coming across the "big" water. This is fine, but do not let them stay under too long. Five seconds at a time is sufficient. Watch this very carefully.
18. Student's Breathing: Do not let the student go across the pool without breathing; he or she could pass out.
19. Pairing Off in Lifesaving: Make sure that boys are paired with boys and girls with girls. This will prevent any situations that could be misinterpreted.
PERSONNEL POLICY
Swimming pool personnel are the City's first line representatives. They are the people who come into daily contact with the public. Upon their shoulders the confidence of the public is built and upheld. Any misconduct, negligence or discourtesy is a direct reflection on the City of Montague. This can be grounds for suspension and / or termination.
• Be willing to serve the public with great tact and courtesy at all times. • Be ready to render assistance to all calls of distress, alert to correct dangerous acts and always remain alert to carry out your responsibilities. • Keep your skills, equipment and uniforms in top condition. • Do not abuse authority.
• Personnel should report to work sufficiently early so that they can be on the job promptly at the start of the shift. If you are unable to report for work as scheduled, it is necessary that the Pool Manager / Head Lifeguard be notified before the pool opens that day.
• No smoking or vaping while on duty or at the pool.
• Drinking of intoxicating liquors or use of drugs while on duty, reporting to work with the smell of liquor on the breath or under the influence of drugs will be cause for immediate suspension and/or termination. • Friends and relatives may not visit lifesaving personnel during duty hours. • Lifeguards may not engage in any unnecessary conversation or activity while on duty.
• Safety equipment or furniture must not be altered, moved, or used by unauthorized persons except in an emergency.
• Abusive or foul language is prohibited; such language is not in good taste and will offend pool users.
• Gossiping about patrons or other employees is prohibited. • Reading while on duty by any employee is prohibited.
• No radios, stereos or CD players, or phones are permitted. • Never use physical force on a patron.
• Do not accept money or tips.
I have read and understand the above policy and procedures.

Library Report 4/21/24-5/14/24
Eliana Sanders, age 11, has volunteered to assist periodically throughout the summer to gain volunteer hours/experience. She has already helped process a large book donation and plans to help with our summer events.
I gave California State Library representatives a tour of the Montague Library on 5/10 following a morning meeting where we focused on the county literacy program needs.
The Summer Reading Program will start June 10* and end July 31st. Children have a 20-hour reading goal along with 3 book reports to earn a carnival bracelet for the Siskiyou Golden Fair. I'm still fundraising for this goal along with paying for 2 of our events. I have $1,000 left to raise.
Bugs-R-Us will be at City Hall from 3:00-4:00 on June 14".
Siskiyou Bowmen will host the Summer Reading Program kids on June 19* at 5:00.
The Montague Fire Department will provide a tour on June 20" at 5:00.
