II. ROLL CALL: Murakami, Vela, Dooley, and Jackson present.
II. PLEDGE OF ALLIGIANCE:
IV. PUBLIC COMMENTS: "This time is set aside for the public to address the City Council on matters listed on the Consent Agenda as well as other items not included on the Regular Agenda within the authority of the City Council. The City Council may ask questions but may take no action during the Public Comments portion of the meeting, except to direct staff to prepare a report, or to place an item on a future agenda. Rick Deavilla of 531 W. Webb St. On Monday morning, December 1, 2025, there was a buck off Buell St. that was injured and sick. He feels that it was not the City Manager's nor the city's Animal Control's responsibility to humanely take the buck down. The buck was lying against the fence about 10 feet from his grandson's bedroom. The 3 shots that were fired were in the direction of that bedroom. The buck was removed from his grandson's neighbors' yard by Dunn and Hopkins.
Fish and Game sent an officer to investigate, and the City Manger and Animal Control were interviewed. He wants to know since when are any city employees allowed to carry a gun. He doesn't care if they have a concealed weapons permit. It doesn't make it okay to carry a gun with you on the job. He feels there needs to be an investigation and he wants some answers. The incident happened on the corner of 5'h and Buell. The owner of the home had called the previous Tuesday about the buck in her back yard. It took almost an entire week for someone to come take a look at the buck, it was in very bad shape and needed to be dispatched, but it wasn't the responsibility of the City of Montague to do that without notifying the proper authorities. Rick Deavilla's daughter, mother of the grandson. She is very upset. She couldn't make it through work that day. She felt that her son could have been injured, she felt that the city did not handle the incident professionally and she filed a Sherrif's report.

Thank you for your interest in volunteering with the City of Montague Fire Department. This is a noble profession with a long tradition of service; one that offers camaraderie and the satisfaction of helping others. We hold volunteers to a high standard- -as a matter of public trust. Your success depends on completion of our application, background checks, and acceptance. We offer free training and valuable job experience working alongside career and volunteer personnel--in exchange for a time commitment.
Montague Fire Department is a fully volunteer department. We are equipped to serve the City of Montague and the Montague Fire Protection District with fire, rescue and medical operations. We provide mutual aid and automatic aid to our surrounding departments in the county such as Grenada, Yreka City, South Yreka, Mayten, Hornbrook, and Cal Fire Siskiyou Unit.
Make sure to read thoroughly through the application and fill it out completely, if you fail to fill out the application it will delay your application process. If at any time you have any questions about the application please feel free to contact the Chief. This is the first step in becoming a volunteer fire fighter with the Montague Fire Department. Once you fill out the application you will need to return it to the fire department at 121 S 10" St.
Once we have received the application we will look it over and call you to schedule an interview. You are required to have an interview with at least 3 officers of the department. After the interview your application will be processed to the membership at the next business meeting. The membership will then look over your application and be given a report about your interview. The membership will then vote on your application.
If approved you will be contacted and will be required to be at the next regular city council meeting where the city has to approve your application as well.
Once approved by the City Council you are now a probationary firefighter. You will be assigned a pager and a locker along with all your personnel protective equipment. Your probation period is 6 months and during that time you will be assigned an officer and required to complete certain things during that 6 months. You will need to take and pass a medical physical along with a physical agility test, complete your ICS 100,200,700 online, also complete a CPR for the professional rescuer. You will need to sign up for a Title 22 class, First Responder class, or an EMT class within that 6 month time frame as well. Need to complete S130 and S190 class. If you have any questions please feel free to contact the Chief or any other officers on the department and we will assist you with any needs or questions you have.
We appreciate the opportunity to offer you a chance of a lifetime to be a member of our dedicated volunteers. We take great pride and dedication in what we do. We are one of the busiest departments in Siskiyou County and run over 300 calls a year. It takes a special person and some time away from home to do this job and we just want to make sure people understand what they are getting into when joining a volunteer fire department. The State of California requires us to have over 165hrs of Structure Fire Training and 65hrs of Wildland Training along with other hours of training we have to perform each year. We look forward to making you part of our team.

December was a busy month. We closed city hall and
built shelves in the storage room to get the boxes off
the floor. The clerk staff went through toll the boxes
and got a lot of them set for shredding.
We ran the add for a new maintenance worker. We did
interviews and had a couple of good candidates. We
offered the job to a person and they want to wait to
decide tell after they have another interview with
another company on December 10. They did not get
back to us so we reran the job. We did interviews on
January 6* and had 2 really good candidates. We
finally picked one of them and offered them the job.
They will start on January 12. His name is Jimmy
Smith. We hope he will be a good worker. We are going
to have him fill all the pot holes in town.
We had a new 50 foot flag pole donated and installed.
We had the dedication on January 8.
We are moving forward with the sewer grant. We are
taking well samples and sewer influent to test what is
in our sewer water.

Animal Control
• Animal Control is having to postpone the date for the S/N event until after the dinner. This is so we know how much money is made and how much we can spend. I animal control do not want the city to have to back such a large amount of money if the dinner is not as successful as I'm hoping. I did receive a call early this last week about a grant for this event, I am hoping that everything will work out.
Dinner date will be March 21st 2026

The Hidden Cost of Old Hardware
The true cost of slow systems can be surprisingly high for any business. Slow workstations are estimated to drop productivity by 2.75% (13 minutes per day, or 5.5 days per year). The problem is exacerbated with server equipment, which can dramatically affect a large number of users in parallel. As a result, the 1-year ROI for replacement of old systems is often 5X to 10X. We would be happy to discuss with you how best to plan your evergreen/replacement budget.
