CITY COUNCIL

AGENDA REPORT
DATE: MARCH 3, 2025
SECTION: COUNCIL WORKSHOP
ITEM NO.: A–1
FILE I.D.: FIN262
DEPT.: FINANCE
PREPARER: J. KULBECK
SUBJECT: CONSIDER REVIEW OF THE CITY’S FISCAL OPERATIONS AND APPROVAL OF PROPOSED CHANGES TO THE FISCAL YEAR 2024–25 BUDGET
REASON FOR CONSIDERATION: The City Council reviews fiscal operations at midyear and considers revisions to the estimated revenue and appropriations budgets as necessary.

BACKGROUND: The City Council annually reviews the organization's fiscal operations for the first six months of the fiscal year. To assist in this Midyear Budget Review process, the following information is provided:
 TABLE 1 – GENERAL FUND ANALYSIS
Table 1 provides actual revenues and expenditures for the first six months of Fiscal Year 2024–25. Also included are current revenue and expenditure authorizations presented as "Adopted Budget," "6 Months Actual, and "Proposed Revised"— the latter incorporating changes contained within this midyear budget report. Specific reasons for revisions are discussed below.

The General Fund Analysis is a summary of data contained in Tables 2 through 4.
 TABLE 2 – GENERAL FUND REVENUE DETAIL
Table 2 provides supporting detail to the General Fund Analysis (Table 1) and contains each specific revenue account within revenue categories.  TABLE 3 – STATEMENT OF GENERAL FUND EXPENDITURES FOR SIX MONTHS Table 3 compares the adopted budget to six months of actual expenditures for each department. Expenditures are broken down into the following categories:
(1) Personnel Services; (2) Services and Supplies; and (3) Capital Outlay.

Totals from Table 3 are summarized in Table 1 by department utilizing the breakdowns described above.
 TABLE 4 – RECOMMENDED CHANGES TO THE 2024–25 REVENUE AND

APPROPRIATIONS BUDGET
Table 4 contains requests by departments to revise the Adopted Budget to address over–expenditures and/or unanticipated needs. These requests, when added to the Current Budget Appropriation, represent the 2024–25 Proposed Revised Budget summarized in Table 1.

MONTCLAIR CITY COUNCIL SPECIAL MEETING – 03/03/2025 Page 2 of 7 Estimated Revenue Budget Adjustments
A summary of proposed changes to the Revenue Budget are included in the Fiscal Year 2024–25 Proposed Revised column in Table 1 and in detail in Table 2.

The City's Total Proposed Revised General Operating Fund revenues and budgeted transfers for Fiscal Year 2024–25 are $39,958,993. For the midyear review of fiscal operations, staff is recommending an increase of $60,283 in General Operating Fund revenues. The following discussion focuses on significant revenue changes from the Adopted Budget:
 Tax revenues reflect decreases of $983,659. Sales Tax and Transaction and Use tax revenue declines represents the majority of this downward adjustment.

Minor to modest tax increases are, however, expected for the following revenue sources: property taxes, and utility users tax.
 Licenses and Permits revenue reflect an increase of $200,000. This revenue increase is due primarily to an increase in building permits.  Intergovernmental Revenues reflect an increase of $19,942 due primarily to an increase in Motor Vehicle In-Lieu Tax.
 Fines and Forfeitures reflect an increase of $45,000. This revenue increase is due to increases in revenue for Court Fines, Vehicle Release Fees, and Vehicle Impound Fees.
 Charges for Services reflect an increase of $349,000. This revenue increase is due primarily to an increase in Plan Checking Fees.
 Miscellaneous Revenues reflect an increase of $430,000. This revenue increase is due primarily to an increase in Interest Income.

Appropriations Budget Adjustments
The Statement of General Operating Fund Expenditures for Six Months (Table 3) is included to provide the City Council with information necessary to assess whether departments are performing within their respective operating budgets. This table represents a snapshot at a point in time, and should serve only as a general guide as to where the City in total and the various departments stand. Expenditures are not typically incurred uniformily throughout the year; therefore, in order to show expenditures applicable through December 2024 the actual amounts displayed were adjusted to include costs which related to December but which were paid in the following month. This Statement shows an overall utilization of 58% of the appropriations for uses applicable through December 2024.

Proposed adjustments to the expenditure budget are included in the Recommended Changes to the 2024–25 Appropriations Budget (Table 4).

The City's Total Proposed Revised General Fund uses for Fiscal Year 2024–25 are $38,073,619. For the midyear review of fiscal operations, staff is recommending an increase of $359,018 in General Operating Fund expenditures and an increase of $141,944 in 2021 Lease Revenue Bond expenditures as follows.

FISCAL IMPACT: Revising the City's Appropriations Budget increases the spending authority by $359,018 in the General Operating Fund.

Revising the City's Estimated Revenue Budget has a total positive impact to the General Operating Fund of $60,283.

Approval of both the Appropriations and Estimated Revenues Budgets would have a negative budgetary impact to the General Operating Fund of $298,735. With the economy still on the decline and negative sales tax projections for the remainder of the fiscal year, it is anticipated that transfers from reserves will fund this negative budgetary impact.

RECOMMENDATION: Staff recommends the City Council consider the City's Midyear Budget Review documents and approve both revenue and appropriation proposed changes to the Fiscal Year 2024–25 Budget.

Records - Overtime 31,799 15,000 20,000 20,000
Records - Part Time Wages (10,000)
Records - Sick Leave Redemption (1,000)
Justification - Program 4424-43010: A backlog of police reports from 2024 thathad to be processed and submitted to the Department of Justice by February 7,2025, created the need for mandatory overtime in the Records Bureau. NewPolice Services Specialists in training attributed the backlog as well as aninundation of public records requests, District Attorney requests, and subpoenasfor records.

Records - Office Supplies 9,444 12,000 4,000 -
Justification - Program 4424-51060: The Records Bureau requires variouscrime report forms and forms for traffic enforcement programs. Parking citationsneed to be ordered, which will cost $4,608, but there are not enough funds in thisaccount to cover this expense.

Investigations - Overtime 80,000 112,804 50,000 45,000
Uniform Patrol - Overtime - Fund 1149 (45,000)
Justification - Program 4425-43010: Recently, detectives went to Oregon for anextradition of a suspect wanted for an assault with a deadly weapon. Thisextradition combined with callouts and holdovers that are required to initiate andcomplete criminal investigations has caused this account to be overspent.

Investigations - Special Investigations (3,000)
Justification - Program 4425-51040: Although the January 23, 2025 BudgetAnalysis Report shows this account has $2,748 remaining, as of the date of thismemo, with unposted expenses and an additional $1,070 recently encumbered forreplacement parts for patrol rifle optics, this account only has $1,520 remaining. The Department needs to order more ammunition, which will exceed this amount.

Uniform Patrol - Maintenance - Transportation & Work Equipment 8,129 7,500 3,000 2,000 Uniform Patrol - Maintenance - Other Equipment (2,000)
Justification - Program 4426-52030: Both police motorcycles have needednumerous repairs and replacement parts, including water pump seals, fork seals, tires, foot pedals, crash bars, fairing covers, coolant reservoir bottles, andbatteries. Three-thousand dollars of this budget is reserved for routinemaintenance of these two motorcycles, but we have had to spend $8,129 onextensive repairs, which leaves no funds for maintenance on other transportationand work equipment for the remainder of the fiscal year.

Communications - Regular Earnings (75,000)
Justification - Program 4427-43010: Several employees in dispatch have takenvacations and/or leave of absence under the Family and Medical Leave Act(FMLA). These temporary vacancies require mandatory backfill to ensureminimum shift coverage is maintained. Also, the Department now has twodispatcher vacancies.

Communications - Small Equipment 218 3,070 5,000 3,000
Justification - Program 4427-52690: The remaining funds in this budget areearmarked for routine replacement of worn communications console headsets, headset adaptors, and in-line mute switches for the Communications Center. Wealso budgeted for five replacement wireless adaptor bases, but we need six, andwe need extra batteries and push-to-talk remotes for the new bases. Thesebases are the backbone for radio and telephone communications to provide 24-hour-per-day service to the community and provide support to patrol and theDetective Bureau. The current adaptor bases have been discontinued and onlywork intermittently, including the required batteries for these bases.
