A. First Reading — Consider Ordinance No. 25–1015 Amending the North Montclair Downtown Specific Plan (NMDSP) to Allow Medical Uses Within the Station District Land Use Zone (Case No. 2025–06)
Consider Setting a Public Hearing for Second Reading and to Consider Adoption of Ordinance No. 25–1015 on Monday,
October 20, 2025, at 7:00 p.m. in the City Council Chambers Mayor Dutrey announced this as the time and place set for a public hearing on the above listed matter, opened the public hearing, and invited comments from the public.
Mayor Pro Tem Martinez questioned whether restrictions on the use of medical facilities had been previously implemented due to safety considerations.
Community Development Director Diaz noted there is no apparent reason for the restriction and was more than likely an oversight within the land use tables, noting medical uses such as a dental office should be permissible in the area and aligns with other permitted uses.
Council Member Lopez requested the rationale behind permitting small dental and doctor offices while restricting larger 24–hour medical facilities, noting that the increased housing development in the area will result in a greater need for urgent and emergency medical services.
Community Development Director Diaz advised that allowing larger medical operations could be disruptive and may lead to heavier traffic congestion, and parking availability would be limited.
Council Member Ruh asked if an urgent care facility with limited Joint City Council/Successor Agency Board/Montclair Housing Corporation Board/Montclair Housing Authority Commission/ Montclair Community Foundation Board Meeting Minutes – October 20, 2025 Page 2 of 8 operating hours or a specialized medical practice would be restricted under the current or proposed medical office definition.
Community Development Director Diaz clarified that each medical use proposed would be assessed individually to determine whether the use aligns with the definition in the specific plan document.
