III. COUNCIL WORKSHOP
A. Federal Legislative Advocate Presentation by David Turch & Associates (DTA)
David Turch, owner and founder of DTA, discussed provided an update on federal legislative conditions, noting the ongoing government shutdown, slow progress on appropriations, and increasing difficulty securing federal funding due to heightened partisanship and a shift of decision–making power toward the executive branch under the administration of President Donald Trump. He also discussed California’s Proposition 50, explaining that if approved, the measure would split Montclair into two congressional districts. He noted the impact of redistricting California on Montclair would depend on the working relationships and committee assignments of the respective members of Congress, as representation by two members could either strengthen or complicate advocacy efforts depending on circumstances.

Jamie Jones, DTA lobbyist, reported on the status of the City’s FY 2026 federal funding requests, including $850,000 secured in the House by Representative Norma Torres for a tiller truck for the Fire Department and $1 million secured in the Senate by Senator Adam Schiff for development of a new community park. He confirmed the City’s receipt of previous federal earmark commitments and outlined upcoming opportunities in the FY 2027 appropriations cycle and the reauthorization of the federal surface transportation bill. He encouraged the City Council to consider an advocacy visit to Washington, D.C. early next year.
