CITY OF MONTCLAIR

Subject: Safe Routes to School Implementation Project – Orchard Street (HSIP SL-5326(028) Dear Ms. Heredia,
Thank you for the opportunity to provide engineering support services for the Montclair Safe Routes to School Project. The City of Montclair identified the Orchard Street Improvement Project as one of the top 10 priority locations in the City's Systemic Safety Analysis Report (SSAR) and in the City's Local Roadway Safety Plan (LRSP). A data-driven safety evaluation of the City's entire roadway network was completed during the development of the SSAR. The LRSP builds upon the work of the SSAR to proactively identify and evaluate additional hot spots and systemic risk factors throughout the City, and identify proven countermeasures that can be implemented through roadway design changes. Montclair adopted a Safe System Approach for anticipating human mistakes on roadways, with the goal of eliminating fatal and serious injuries for all roadway users. A Safe System Approach addresses the five elements of a safe transportation system - 1. safe road users; 2. safe vehicles; 3. safe speeds; 4. safe roads; and 5. post-crash care. The project is approximately 2 miles along Orchard Street at 10 signalized and non-signalized intersections: Mills Avenue, Pradera Avenue, Sunset Park entrances, Ramona Avenue, Camulos Avenue, Tudor Avenue, Monte Vista Avenue, Fremont Avenue, Central Avenue, and Benson Avenue and will Install raised pavement markers and striping, upgrade existing stop signs to flashing LED light stop signs, install a HAWK system, and install/upgrade pedestrian crossings at uncontrolled locations. In addition, through the San Antonio Creek Trail Feasibility Study, the City identified the entrance to Sunset Park on Kingsley Avenue as a vulnerable location that needed safety improvements to ensure safe access to the San Antonio Creek Trail.
SCOPE OF WORK
TKE will provide project management, survey and design services in three progressive phases, 60% Level Completion, 90% Level Completion and 100% Level Completion. TKE’s scope of services is presented in the following paragraphs:

We will collect 50-foot cross sections with shots extending to right-of-way and 10-feet beyond right-of-way on each side where possible. Survey data will include trees over 2-inches in diameter, buildings, walkways, sidewalks, driveways, curbs, gutters, cross gutters, fire hydrants, water valves, manholes, water meters, signs, street lights, power poles, fences, structure, traffic signal poles and all other visible features.

The crew will also measure invert, top of cone and rim elevations for all existing manholes in the project area and invert and rim elevations for all drainage facilities. The crew will set temporary benchmarks within the project limits and each will be shown on the drawings.

CITY COUNCIL
AGENDA REPORT
DATE: DECEMBER 15, 2025
SECTION: CONSENT - RESOLUTIONS
ITEM NO.: 1
FILE I.D.: PER710
DEPT.: ADMIN. SVCS.
PREPARER: M. RICHTER
SUBJECT: CONSIDER ADOPTION OF RESOLUTION NO. 25–3504 AUTHORIZING THE SALARIES
AND CLASSIFICATION TITLES FOR CITY EMPLOYEES ON A CONSOLIDATED SALARY
SCHEDULE
REASON FOR CONSIDERATION: California Public Employees’ Retirement Law, the Government Code, and California Code of Regulations Section 570.5 require public entities to maintain a single, duly approved and adopted pay schedule that identifies the positions for every employee classification.
The City Council is requested to consider Resolution No. 25–3504 authorizing the salaries and classification titles for City employees on a consolidated salary schedule, a copy of which is attached for the City Council’s review and consideration.
BACKGROUND: The amended Consolidated Salary Schedule is included as Exhibit “A” to Resolution No. 25–3504. The schedule reflects salary adjustments and other changes made since the previous salary schedule’s approval, as described below. • On December 1, 2025, the Personnel Committee/City Manager approved salary range adjustments for certain part–time positions in accordance with California minimum wage laws effective January 1, 2026.
City of Montclair employee salaries are also available for public access online at https://publicpay.ca.gov/ and at https://www.cityofmontclair.org/salary–schedule/.
FISCAL IMPACT: The City Council's adoption of proposed Resolution No. 25–3504 will not result in any financial impact on the City’s General Fund. Adoption of this Resolution does not independently authorize salary adjustments; rather, it formalizes changes that have already been authorized through the enacted City budget or prior City Council actions.
RECOMMENDATION: Staff recommends the City Council adopt Resolution No. 25–3504 authorizing the salaries and classification titles for City employees on a consolidated salary schedule.
