Commenting on non–agenda topics is not permitted at special meetings (GC §54954.3(a)). To submit a request to speak on any item appearing on this agenda, see the following instructions based on your participation method:
• In–Person: Complete a Speaker Information Card at the entrance to the Council Chambers and place it in the box by the podium.
• Remote via Zoom: At least one hour before the meeting, submit a Virtual Speaker Card to receive a meeting access link and be added to the speaker queue: https://www.cityofmontclair.org/virtual–speaker–card/. Download Zoom at https://zoom.us/download.
• Remote (Telephone): Contact the City Clerk’s Office at (909) 625–9416 or [email protected] at least one hour before the meeting to request to be registered as a call–in speaker and provide the phone number you will be calling from. • Written Comments: Submit comments online at https://www.cityofmontclair.org/public–comment/ at least one hour before the meeting’s start time. To have your comments read, they must be limited to 200 words. The City Council will receive copies of all written comments before the meeting begins.
At the appropriate time(s) during the meeting, the Mayor will call on those who requested to speak. When addressed, Zoom users can click the microphone icon and callers can dial *6 to unmute or mute themselves.
At the Mayor’s discretion or based on the total number of requests, each speaker is given an equal amount of time for their comments up to five minutes. Speakers with special needs may be provided more time (GC §54954.3). The City Council is prohibited by the Brown Act from substantially discussing or taking action on items not listed on the agenda.
