MEETING CALLED TO ORDER
At approximately 12:07 p.m., Mayor Ellahie called the meeting to order. Mayor Ellahie stated that he will be recusing himself from Agenda Item No. #2 and that Mayor Pro Tempore Mekechuk will be running the Special Meeting.

Absent: Councilmember Turner

NEW BUSINESSS
1. Consider and Adopt Resolution Extending Teleconferencing of City Council Meetings Pursuant to Government Code Section 54953 (AB361) RESOLUTION NO. 22-3860 MOTION: Motion by Councilmember Leuthold to adopt the resolution extending teleconferencing of City Council meetings. Seconded by Councilmember Lawler.
VOTE: Motion passed unanimously. (4-0-0; Absent: Turner)
2. Discuss and Consider City’s Position on Legislative Bills Council held discussion. No action was taken.

3. Consider and Adopt a Resolution Canceling the November 8, 2022 General Municipal Election and Appointing the Nominated Candidates to City Council RESOLUTION NO. 22- 3861
MOTION: Motion by Councilmember Leuthold to adopt the resolution canceling the November 8, 2022 General Municipal Election and appointed Javed Ellahie, Evert Wolsheimer, and Burton Craig to a four-year term as City Councilmembers. Seconded by Mayor Pro Tempore Mekechuk
VOTE: Motion passed unanimously. (3-0-1; Abstain: Ellahie, Absent: Turner)
