Dear Monte Sereno City Council,
I am writing to ask you to consider sponsoring several, perhaps 5 to 10, Little Free Libraries with required optional benches in the City. Presently, as you can see from the map below, while there is a Little Free Library at City Hall, there are few others within the City.

The total cost, per Little Free Library would be at most, approximately, $400 – library
$180 – post kit
$120 – bench kit
$700 + tax
For another $80 the City could customize the metal Charter Sign plate to indicate that these Little Free Libraries were sponsored by the City of Monte Sereno.

Residents could apply to host a Little Free Library and, if they are not within, say 1,000 feet or so of another Little Free Library, they would be able to select the style

Page 4 of 33 ends

they wanted, thereby having a nice collection of different styles while maintaining a degree of uniformity through a consistent style of bench.

In exchange for the City purchasing the bookcase, post and bench, the residents would sign a contract committing them to installing the library and bench in front of their home and maintaining it indefinitely and agree that, if they stopped maintaining it, they would either return the bookcase, post, and bench to the City or allow the City to retrieve them—or if you want to simply administration, residents could be required to maintain it for 10 years with no returning it after that period.

This would benefit young and old throughout the City by providing neighborhood books and by providing benches that could encourage people to walk a little more in the City. Even with the expected level of vandalism, this one-time expense could bring years of enjoyment to residents throughout the City.

Updated Building and Planning Departments Web Pages
The web pages for the Building and Planning Departments have been updated to consolidate and reorganize the information, applications, and forms provided. Previously, separate web pages were provided for the Building Department and the Planning Department. This led to some confusion as information between these departments is overlapping. For example, information about fence requirements or ADUs were provided only on the Planning Department page, even though building permits may be required for these projects. The updated web pages are at:
https://www.montesereno.org/2152/Building-and-Planning-Departments 225 Accessory Dwelling Unit Creation Intentions Received The City has received written intentions from 225 property owners stating that they intend to create an accessory dwelling unit (ADU) on their property in the next seven years. This number was the goal set by the City Council to meet the city’s requirement to plan for additional housing units as part of the updated Housing Element that is currently underway. The 225 property owners that submitted these written intentions are entitled to a 50% discount on building permit and plan review fees if they are issued a building permit for the creation of a new ADU by December 31, 2029. These reduced permitting fees were approved by the City Council to incentivize ADU creation.

The City Council approved the permit fee reduction for the first 225 completed ADU intention forms received. While this maximum has been received, property owners can still sign up to be placed on a wait list. Currently, there are approximately eight property owners on the wait list. like to increase the number of permit fee reductions available, staff can provide a revised resolution for the Council’s consideration at a future meeting.

Housing Element
EMC Planning Group submitted the draft Housing Element to the California Housing and Community Development (HCD) on October 11. The State has 90 days to provide comments on the draft document but is expected to provide preliminary comments in approximately 45 days. Once the comments are received, they will be presented to the City Council for discussion and direction on how to address the comments.

The draft Housing Element that was submitted to the HCD is available on the Housing Element web site at: www.AtHomeinMonteSereno.com
Consolidating Historical Building Permit Records
As the City Council may remember, an electronic permit tracking system was implemented in October 2020. This system tracks all building permit applications, plan review status and comments, calculates fees and records fee payments, and schedules and records inspection information. Prior to this system, all building permit records were on paper, update manually, and fees were calculated manually. When the electronic permit tracking was implemented, all active building permits were uploaded (the data was collected manually) and each building permit going forward is entered into the permitting system.

To consolidate records and provide building permit information in one location, staff and our IT programming consultant have uploaded historical building permit dating back to approximately 2001 into the new permit tracking system. This reduces the staff time needed to research historical permit records by providing a single source for historical data from 2001 and current permitting data.

Historical Archives Project
The City of Monte Sereno has commissioned the services of Ishaan Prasad to organize, catalog, and preserve extensive amounts of historical articles, documents, photos, and writings dating back to the City of Monte Sereno’s charter. The project is estimated to be completed in February 2023. These historical articles were previously kept in a non-sustainable fashion in the garage of City Hall. Once preserved, the documents can be made available for public to access.

New Staffing
Monte Sereno has hired Alan Cunningham as Building Inspector and Code Compliance officer.

Monte Sereno has posted the City Engineer position on CalOpps.
