STAFF REPORT
Meeting: City Council - Feb 21 2023
Agenda Heading: CONSENT CALENDAR
Staff Contact: Gloisy Gonzalez-Langarica,
Department: City Clerk
Title: Consider and Adopt Resolution Extending Teleconferencing of City Council Meetings Pursuant to Government Code Section 54953 (AB 361) Recommendation(s):

Staff recommends that the City Council consider and adopt a resolution extending teleconferencing of City Council meeting pursuant to AB 361.

Background Information:

AB 361 was signed by the Governor of the State of California and went into effect immediately upon signature by the governor. It amends the Brown Act to allow local legislative bodies to continue having purely virtual meetings using teleconferencing and virtual meeting technology as long as there is a gubernatorial “proclaimed state of emergency,” and either (1) state or local officials imposing or recommending measures that promote social distancing or (2) the legislative body finding that meeting in person would present an imminent safety risk to attendees.

The key differences between existing Executive Order N-08-21, which expires September 30, 2021, and AB 361 is that AB 361 imposes particular requirements with respect to public comment, however, the City of Monte Sereno’s current practices with respect to live public comment via Zoom already satisfy all of the new requirements in AB 361. Additionally, public agencies must either make findings by majority vote that the state of emergency still exists and continues to directly impact the ability of the members to meet safely in person, or that health officials continue to impose or recommend measures to promote social distancing.

Determinations by the local agency that the emergency impacts the ability to meet safely in person must be re-visited every 30 days.

At its September 21, 2021 meeting, the City Council adopted Resolution No. 21-3826 authorizing virtual City Council meetings during declared state of emergency pursuant to Government Code. The City Council determined that the pandemic of COVID-19 creates an imminent safety risk to councilmembers and other potential attendees of City Council meetings. At present, risk of COVID-19 due the delta and omicron variant remains high; the CDC reports that for the period between the period between September 8, 2022 and September 15, 2022 that Santa Clara County had “low” community transmission with 120.5 case rate per 100,000 population, 8.2 new COVID-19 admissions per 100,000 population, and

Page 6 of 89 ends

4.7% staffed inpatient beds in use by patients with confirmed COVID-19. Due to the ongoing state of emergency, staff believes that the City Council can re-adopt its previous findings, and authorize continued virtual meetings for the next 30 days.

Fiscal Impact:

There are no unbudgeted fiscal impacts with this agenda item.

Title: 2022 Annual Pavement Improvement Project Acceptance Recommendation(s):

Staff recommends the City Council adopt a resolution accepting improvements completed under the 2022 Annual Pavement Improvement Project, authorize Staff to release the retention upon receipt of the 1-year maintenance bond, and to file a “Notice of Completion.” Background Information:

On August 2, 2022, the City Council awarded a construction contract for the 2022 Annual Pavement Improvement Project to McKim Corporation in the total bid amount of $342,571.00 and authorized a contingency of $34,257.00 for a total of $376,828.00. The final contract amount, based on the actual work quantities (asphalt amount, striping, etc.), was $397,357.14.

Analysis:

The project’s scope included: grinding and sweeping existing pavement, dig-out repair, patching, crack sealing, asphalt overlay, adjusting utility boxes, monuments and manholes, traffic control and striping. The contractor, McKim Construction, has completed all required contract improvements to the satisfaction of the City Engineer and has submitted the required maintenance bond per the project specification.

Fiscal Impact:

The City Council approved budget for Fiscal Year 2022-2023 includes an allocation of $310,000 for this project. The recommended construction contract award amount was $342,571.00 plus 10% contingency of $34,257.00 for a total amount of $376,828.00.

The total construction cost was $397,357.14. Actual costs were above the original estimate and authorization due to unforeseen circumstances and unanticipated increase in quantities of work as reported to the City Council at its December 6, 2022 meeting. At that meeting City Council authorized additional funds in the amount of $20,529.00 be authorized from Fund 845, for the 2022 Pavement Improvement Project.

Vice Mayor Wolsheimer shared attending the Silicon Valley Animal Control Authority meeting, having nothing to report on it. He followed up with asking what happens when both the primary representative and alternate can’t attend a meeting and the committee is left without a quorum.

STAFF REPORT
Meeting: City Council - Feb 21 2023
Agenda Heading: PUBLIC HEARINGS
Staff Contact: Gloisy Gonzalez-Langarica,
Department: City Clerk
Title: Conduct a Public Hearing on the 2023 Weed Abatement Program and Adopt a Resolution Overruling Objections and Determining to Proceed with Weed Abatement
Recommendation(s):

Staff recommends the City Council hold a Public Hearing on the 2023 Weed Abatement Program and adopt a resolution overruling Objections and determining to proceed with Weed Abatement. The Public Hearing will be held virtually via the Zoom application.

Background Information:

The City has a weed abatement process set forth in the City’s Municipal Code in Chapter 8.02.

As a first step, the City Council adopts a resolution declaring the existence of as nuisance caused by weeds, brush, dirt and other similar hazards existing on properties within the City (Municipal Code Section 8.02.050). On December 20, 2022, the City Council adopted Resolution No. 22-3871 declaring noxious and dangerous weeds and rubbish, refuse, and dirt to be a Public Nuisance. The resolution identified the problem properties and created a deadline to address problem conditions. Per the Municipal Code, the owners must clean up those problem conditions within 30 days, unless that period is extended by written agreement with the City Engineer/Fire Marshal.

In coordination with the County of Santa Clara, notice was given to the property owners by mailing on December 21, 2022. After the 30-day period has passed, the City Council is holding a public hearing to consider objections to why the City should not cause abatement to take place on any parcels where the owners have not cleaned up their weeds, brush, dirt, and other hazards.

After the public hearing, the City Council can adopt an order to abate. Under the Municipal Code, City staff or contractors are authorized to enter the properties after the City Council adopts an order to abate and remove the weeds and to assess the costs of abatement as a lien on the property. Liens are imposed after providing the owner with a report of costs that is confirmed by the City Council following another public hearing. The costs of such abatement can then be collected via the tax roll. This process allows the City to undertake uniform code enforcement simultaneously across all problem parcels in the City.

RESOLUTION NO. 23-XXXX

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MONTE SERENO

OVERRULING ANY OBJECTIONS AND DETERMINING TO PROCEED WITH WEED ABATEMENT WHEREAS, the City Council adopted Resolution 22-3871 on December 20, 2022, which by its terms the Council did declare as a public nuisance all weeds, dirt, rubbish, and other hazardous material growing, located or existing upon streets, sidewalks, alleys, or upon certain private property in the City; and

$10,000 Grant Reimbursement Received from Silicon Valley Clean Energy Silicon Valley Clean Energy offered grants of $10,000 to cities that studied and considered the adoption of Reach Codes as part of the 2022 Building Code adoption. Monte Sereno received the $10,000 grant reimbursement in December 2022.

Page 52 of 89 ends

A Reach Code is a local building code amendment that "reaches" beyond the state minimum requirements for energy efficiency. The City Council considered various Reach Code options and adopted the following Reach Codes which became effective on January 1, 2023 for all new construction:
• All indoor appliances, except cooking appliance, shall be electric powered (not gas fueled).
• Provide infrastructure for electric vehicle charges in the garage for each parking space (with a maximum of two) and one outside each garage.
• Install an automatic hot water recirculating system.

Informational Brochures Updated for New Building Codes and Reach Codes As of January 1, 2023, the updated building codes and the Council-adopted Reach Codes became effective. Monte Sereno informational brochures have been updated to reflect the requirements for these new codes. The brochures are available on-line at:
https://www.montesereno.org/2341 /Information-for-Com man-Projects Santa Clara County Assessor's Office Assessment Policies For most building permit applications, it is apparent if the project is a new house or is an addition/remodel to an existing house. However, there are some applications where the scope of the addition/remodel is so extensive, that it results in a new building application. Monte Serena's revised policy is attached for reference.

Monte Sereno City Council raised a question at a council meeting about how the County of Santa Clara determines reassessment as it pertains to remodels vs new construction. Monte Sereno staff has contacted the Santa Clara County Assessor's Office and found that reassessments are determined based on California property tax law and local policies.

Reassessments are not impacted by the classification by the local building department's assessment whether a building permit is a new home or an addition/remodel. Detailed information from the Assessor's Office is available online at:

Alan Cunningham was hired in September as Building Inspector/Code Enforcement officer.

Charlotte Thomas was hired in November as Administrative Clerk to replace Gloisy GonzalezLangarica who was appointed as City Clerk.

Mold Inspection
In November Monte Sereno Staff commissioned a mold inspection for the City Hall main building. The purpose of the inspection was to determine the working environment in our main building was healthy. Monte Sereno achieved a clean report. The report is included attached.

Customer Service and Operational Excellence
Included with his report is data compiled from an online customer service questionnaire staff created which was modeled after customer seNice suNeys (hardcopy) sheets which were previously distributed to customers when their planning and building applications were completed. The results for all 21 suNeys received from September 20, 2022, through January 25, 2023, have been included in a table attached. Monte Sereno scored high marks for service and resident/customer comments were favorable.

The survey process is as follows: Once the Building Inspector has finalized a building permit, front office staff are notified. The same day the permit is finalized, front office staff will email the Customer Satisfaction Survey link to the customer (whomever scheduled the final inspection, whether the homeowner or contractor), including address and permit number. Lastly, the front office staff enters a note in the comment section on the e-permit inspection page to record the survey was emailed to the customer. Staff receives the suNey results via email and compiles the data for presentation to Monte Sereno City Council.

In addition to the excellent counter service provided, administrative staff has been answering the main phone line into Monte Sereno by the second ring. This attention to "old fashioned" customer seNice has received positive feedback from callers who are often "surprised" to get a live person so quickly compared to a voice response unit (machine).

Enhanced Street Sweeping (Engineering/Public Works)
Recent heavy storms have taught us staying ahead of potential storm drain plugging debris is a great preventative measure. Staff has been working with our street sweeping contractor to consider enhanced or additional street sweeping schedules. Staff will have an update for City Council on this matter soon.

In addition to the street sweeping, Monte Sereno staff in conjunction with Santa Clara County Fire is working together to schedule trimming and removal of excess fuel along roadsides in Monte Sereno. The program is called Community Wildfire Protection Program (CWPP) Cleaning Crew. Staff is coordinating mapping and traffic mitigation services for the CWPP crew to remove vegetation along evacuation routes. The presentation is attached to our staff report under our Presentation Section in the agenda.

Monte Sereno Living History Project

POLICY FOR APPLICATION OF BUILDING STANDARDS CODE

FOR ALTERATIONS/ ADDITIONS

NEW CONSTRUCTION
Where an existing house is remodeled and/or added on to, a minimum of 50% of the existing exterior walls and a minimum of 50% of the existing roof area shall remain in order or to be considered an alteration/addition to an existing house. Otherwise, the project will be considered "new construction" and will be required to comply with all applicable building/fire code regulations for new construction including, but not limited to, fire sprinklers, fire access, Title 24 energy compliance, green building standards, and local reach codes for energy and/or water efficiency.

Guidance for Determinations:

Determining Existing Exterior Walls:

1. Exterior walls are measured in linear feet.

2. The portions of existing exterior walls where the height of the wall is increased, shall be considered to not be remaining for purposes of determining whether 50% of existing exterior walls are maintained.

3. Portions of existing exterior walls where new exterior openings are installed (new or expanded windows or doors) shall also not be considered "existing" exterior walls.

4. Existing exterior walls that will become interior walls as a result of the addition, are considered as removed exterior walls.

5. Removing sheetrock and exterior siding from an existing exterior wall shall be considered creating a new wall, except when necessary for a seismic upgrade or waterproofing.

Determining Roof Area:

1. The roof area is measured in square feet and in a horizontal plane in plan view.

2. Placing "California Framing" over an existing roof area shall be considered creating new roof area.

Note: The Monte Sereno Building Department shall make the final determination based on the above criteria.

MONTE SERENO CITY OFFICES
_ 18041 SARATOGA-LOS GATOS ROAD ' MONTE SERENO, CA 95030

BACKGROUND & PURPOSE
The undersigned representative of Enviroscience, Inc. (ESI), an independent industrial hygiene (IH) consulting firm representing The City of Monte Sereno hereby presents the ?ndings of the limited Site inspection and sampling conducted at the location referenced below (Site).

The purpose of ESI’s Site inspection & air sampling was to determine the potential for ampli?ed (i.e., higher than ambient air) concentrations of airborne fungal spores throughout City offices, which could indicate indoor mold activity. To establish a baseline for mold spores in the ambient air, ESI also collected an ambient air sample outside the Site immediately a?er the indoor sampling.

It should be noted that ESI’s inspection and sampling was limited to select rooms/offices of the City Of?ces, and that the findings presented herein do not apply to unsampled areas of the Site or other time.

3.0 PURPOSE
The purpose of ESI’s Site inspection & limited sampling was:

3.1 To inspect visible and accessible areas and surfaces of the Site as well as plumbing ?xtures for signs of water staining, moisture exposure, cracking, or visible dark staining indicating water intrusion.

Photo #1 — Typical plumbing ?xtures with no visible evidence of leakage, staining or fungal growth

3.2 To conduct moisture measurements (via a hand-held digital moisture meter) and a thermal imaging camera on random surfaces throughout the Site for presence of elevated moisture levels on wall/ceiling surfaces, which could indicate moisture intrusion and potential fungal activity.

Page 58 of 89 ends

3.3 To determine via comparative air sampling (i.e., indoor vs. outdoor), whether an ampli?ed (i.e., higher than ambient air) concentration of nonviable fungi was present in various offices, which could indicate hidden fungal activity.

4.0 FIELD MEASUREMENTS

4.1 Direct Moisture Measurement
To determine whether elevated moisture conditions existed on interior surfaces throughout the Site (especially around plumbing ?xtures), which could foster potential fungal activity, ESI’s ?eld representative conducted moisture measurements on randomly—selectedwallboard, wood, and
other surfaces throughout the Site, using a hand-held “pintype” moisture meter manufactured by GE Sensing called the GE Protimeter SurveyMaster, similar to that shown to the left. This instrument shows moisture levels in Wood Moisture Equivalent (WME). A WME of 0-14% on
wallboard surfaces is typically considered to be normal (i.e., dry). Anything between 14-20% WME is in the
questionable range and indicates possible moisture
intrusion, and any moisture measurement above 20% WME
is considered to be elevated or wet, which could foster continued growth of fungi, if not remediated or dried promptly.

4.2 Thermal Imaging Camera
A thermal imaging camera (colloquially known as a TIC)
is a type of therrnographic camera used to ?nd heat
signatures of objects and surfaces. By rendering infrared radiation as visible light, such cameras allow users to see areas of heat and cold through darkness, walls, or other impermeable barriers. ESI used a FLIR TIC attached to
an iOS device to observe the heat signature around
windows & plumbing ?xtures, which could indicate water
in?ltration or plumbing leaks on Site.

4.3 Non-Viable Air Microbiological Sampling
Non-viable (essentially dead) mold spores were collected on “Air-O-Cell” spore trap, air sampling cassettes
manufactured by Zefon Analytical, Inc., of St. Petersburg, Florida. A battery-operated, portable bio-pump also manufactured by Zefon was used to draw air through the Air-O-Cell cassette at a ?ow rate of 15 liters per minute (lpm) for 5 minutes. Prior to Site arrival, the air sampling pump was precalibrated using a ?eld rotameter, which had been calibrated against a primary standard by the pump manufacturer. Upon
air samples were properly

6.0 CONCLUSIONS
There are currently no regulatory standards as to acceptable levels of mold in indoor enviromnents nor are there any standards established for microbial permissible exposure limits (PELs), by any regulatory agency.

The State of California has attempted to set such standards. In 2001, the California Legislature passed the "Toxic Mold Protection Act of 2001" requiring California Department of Public Health (CDPH) to determine the feasibility of identifying PELs for indoor molds. According to the 2005 report, CDPH concluded that it is presently E feasible to set such limits because the scienti?c data from which such standards are set is not available. CDPH also concluded that another challenge is found in the differences in individual susceptibilities to mold due to factors such as genetics, age, nutritional status, personal habits and medical conditions. CDPH concluded that “notwithstanding the inability to develop PELs for indoor molds, CDPH agrees with other building and health professionals that indoor dampness, water intrusion, or fungal growth should always be eliminated in a safe and ef?cient manner. The public health is best protected by limiting exposure to mold growth, other biological contaminants, and chemicals in damp buildings to prevent allergic, irritant, and infectious health effects.“ See California Department of Public Health Report to the California Legislature “Implementation of the Toxic Mold Protection Act of 2001”, updated Feb. 2006, available at https://www.cdph.ca.gov/Programs/CCDPHP/DEODC/EHLB/AQS/Pag§s/ Mold.aspx.

Due to the absence of governmental standards on acceptable mold levels, EnviroScience employs the industry standard for fungal air quality monitoring recommended by the American Industrial Hygiene Association (AIHA). This guideline recommends that the comparison of the biodiversity of fungi indoorsto that outdoors be of primary importance to the interpretation of an indoor air quality (IAQ) study. The rationale behind this is that if there were no fungal reservoirs or ampli?cation areas indoors, then one would expect to ?nd the same biodiversity as that found in the ambient air. While there are exceptions to this general rule, it provides a basis for assessing IAQissues.

Given the wide variation of factors affecting spore distribution, ESI does not consider single digit spore counts indoors which are not represented in the ambient air, as fungal ampli?cation. Furthermore, according to the American Conference of Governmental Industrial Hygienists (ACGIH) in “Bz'oaer0soIs.'Assessment and Control”, a difference in ?rngal concentrations less than 100 spores/m3is not considered signi?cant, and may be

Page 65 of 89 ends

6.2 6.3

6.4 The Thermal Imaging Camera inspection of concealed wall/ceiling surfaces throughout the Site did not indicate any obvious signs of moisture intrusion or wet spots.

Visual inspection of surfaces throughout the Site and around air vents did not show ghosting, carpet or ceiling tile staining, baseboard or wall cracking, etc., all indicating normal conditions;
The limited non—viableair microbiological sampling conducted throughout the Site indicated a fungal spore concentration, which was 83-98% lower than the outside ambient air sample. Furthermore, all fungi genus/species identi?ed indoors were also represented outdoors at equal or higher concentrations; and All factors listed above lead to the indication that at the time of ESI’s Site inspection and limited sampling, no obvious signs of moisture or ?mgal activity were present at the areas of the Site, which were tested.

It should be noted however, that as moisture conditions change in the future the potential for fungal activity always exists.

Page 66 of 89 ends

7.0 RECOMMENDATIONS
Although the visual inspection, moisture measurements, and the limited air sampling conducted by ESI at the Site did not indicate presence of moisture or fungal activity at the time of our Site visit, the following general recommendations, if performed routinely, may aid in prevention of fungal growth in the future, and may improve indoor air quality.

7.1 7.2

7.3 7.4

7.5 Proper Ventilation — Allow all of?ces and rooms to ventilate during hot or humid days, by opening doors, windows, or by operating ventilation fans (if any).

Excess moisture trapped indoors may lead to ?mgal growth on surfaces (especially around window sills, and ledges). Indoor plants can also introduce excess humidity into the air on hot days.

Routine Inspection — Inspect on a regular basis any plumbing ?xtures, water & drain line connections, window surrounds, HVAC units, roof membrane, etc., and professionally repair any suspected leaks and/or water intrusion concerns, as soon as identi?ed.

Filter Inspection — Inspect the HVAC intake and exhaust ?lters and return air housing(s) for excessive dust or particulate on a semi—annualbasis, and replace the ?lter as soon as the white-colored filter shows signs of discoloration or darkening (or at least every 6 months).

Routine Cleaning — On a regular basis dust and Vacuum the entire Site. Dust mites (especially around window frames, under desks, cabinets, or other inaccessible areas) are organic in nature, and a good source of nutrition for fungi to grow on.

Air Duct Cleaning — Using a professional air duct cleaning service, clean the interior of all air ducts serving the Site. Particulate trapped inside air ducts can be a source of indoor air quality contamination every time the fan unit is operated.

Air duct cleaning should be repeated every 2-4 years.

As long as moisture or humidity enters or remains indoors, the potential for fungal activity is likely.

STAFF REPORT
Meeting: City Council - Feb 21 2023
Agenda Heading: NEW BUSINESS
Staff Contact: Steve Leonardis,
Department: City Manager
Title: Discussion and Consideration of a City of Monte Sereno Community Grants Deadline, Selection Dates, and Budget Amount
Recommendation(s):

Staff recommends the Monte Sereno City Council chose dates for application deadlines, selection, and a budgeted amount for Community Based Organization Grants or CBO Grants.

Background Information:

In 2020, the City of Monte Sereno City Council adopted a new Community Based Organizations, or CBOs Grants policy. In addition, Monte Sereno City staff created and posted on the Monte Sereno City website, a new CBO application. The intention of adopting policy language and the application was to establish fair guidelines and direction for requesters so Councilmembers could better accommodate the public with grant requests.

Analysis:

Staff recommends a set amount of available funds to aid in the budget process. For instance, in FY 2022-2023, $20,000.00 has been awarded collectively by the City of Monte Sereno for all CBO Grants. Staff recommends $20,000.00 for the 2023-2024 budget which may be increased in the future by majority vote of council during future budget cycles.

In addition, a deadline to complete the application process must be established. For instance, if grants are to be distributed in June upon adoption of the annual budget, the application process should begin March 1, 2023, and conclude May 1, 2023. Applications are submitted online or to the City Clerk. Council will select CBO grant recipients at the May 16, 2023, City Council meeting.

Fiscal Impact:

If approved, the Council will allocate $20,000.00 in the City's 2023-2024 budget.

Alternatives:

1. Adopt no formal dates or amounts for CBO applications and deadlines

2. Choose alternative dates and limits for CBO applicants

Page 80 of 89 ends

Conclusion:

A fair and equitable grant process application and deadline period will better serve the community and aid the Monte Sereno City Council in making CBO grant decisions. Staff believes choosing the set amount of $20K in grant money will make the process easier to plan for the annual FY 2023-2024 budget.

Public Noticing:

The City of Monte Sereno's council meeting agenda was posted on the bulletin board outside of Monte Sereno City Hall and the agenda with this staff report can be accessed on The City of Monte Serena's website located at www.montesereno.org.

Community Grants Policy
The City of Monte Sereno recognizes the value of Community Based Organizations and their contribution to residents of Monte Sereno. Most CBOs are comprised of volunteers from Monte Sereno and surrounding communities.

Examples of CBO’s include but are not limited to service clubs, art, music, or education programs, senior services, and organizations hosting local public events. The City of Monte Sereno has established guidelines for CBOs which allow a fair and equitable opportunity to seek funding grants from the City of Monte Sereno.

Community Based Organization Grants Evaluation Criteria 1) The organization or entity must be a local entity, serve Monte Sereno Residents, or have a nexus to the Monte Sereno Community.
2) The organization or entity must provide their services or event free to the public. 3) The organization or entity must be a non-profit (Internal Revenue Code Section 501(c)(3) or similar). 4) The organization or entity must comply with all local, state, and federal laws including but not limited to nondiscrimination requirements. 5) The organization or entity must be volunteer led.
6) Funding cannot be used for lobbying activities or political advocacy.

Application Process
Applications for fiscal year 2023-2024 must be filed by May 1, 2023. The City Council will consider applications at the City Council meeting May 16, 2023, at 7:00 p.m. at Monte Sereno City Hall.

Insurance Coverage
All CBOs who receive funding grants through the City of Monte Sereno must maintain their own insurance policies for their entities and events. In addition, grantees shall agree to defend, indemnify, and hold harmless the City of Monte Sereno, and its elected and appointed officers, employees, agents, and volunteers, of all liability and claims which could arise from their organizations or events.

STAFF REPORT
Meeting: City Council - Feb 21 2023
Agenda Heading: NEW BUSINESS
Staff Contact: Steve Leonardis,
Department: City Manager
Title: Discuss Hosting a City Picnic and Consider a Budget for the City Picnic Recommendation(s):

Staff recommends that the City Council whether to host a City Picnic and if so, determine the budget and direct staff to proceed with coordination.

Background Information:

For more than 15 years, the City of Monte Sereno has hosted a Citywide picnic for its residents on a Sunday afternoon in late summer/early fall at Vasona County Park. Each year the number of residents attending the event has grown. Approximately, 361 people attended the picnic held in August 2022.

The City Picnic originated with the City’s 50th anniversary celebration and was coordinated by members of the community and Councilmembers. Staff assisted with logistics and the Councilmembers cooked with community members assisting with various details. As the event attendance grew, the Council decided to hire a professional caterer. Since then, staff has taken lead on coordinating all aspects of the picnic including catering, community outreach, equipment rental and other various tasks. In the past, the Youth Commission assisted with hosting an ice cream sundae bar as well as assisting with various aspects of the event.

In FY2021-2022, the City Council allocated a budget of $15,000 for the event. This amount was allocated in the budget to include catering, dessert, beverages, supplies, and other miscellaneous expenses. The final cost of the 2022 picnic was $12,838.26. The amount spent was lower than budgeted due to using food trucks to cater the picnic food because the previous barbeque vendor used went out of business.

If the City Council decides to proceed with hosting a City Picnic, staff recommends that $15,000 be budgeted in FY2023-24 for the 2023 picnic.

Fiscal Impact:

If the City Council decides to host an event, the City Council would determine the budget for the event and the amount will be included in the FY2023-24 Budget.
