STAFF REPORT
Meeting: City Council - May 16 2023
Agenda Heading: CONSENT CALENDAR
Staff Contact: Steve Leonardis,
Department: City Manager
Title: Authorize the City Manager to hire Bob Murray & Associates to conduct an executive search for the next Monte Sereno City Engineer/Public Works Manager
Recommendation(s):
Staff recommends the Monte Sereno City Council authorize the City Manager to execute a professional service agreement with Bob Murray & Associates for a price not to exceed $25,000 for an executive search to place the next City Engineer/Public Works Manager.
Background Information:
In 2018, Monte Sereno City Council commissioned Avery and Associates to perform an executive search for the previous permanent City Engineer. Monte Sereno was able to hire Jessica Kahn, who resigned in October of 2022 to become the Public Works Director for the City of Capitola.
Since October of 2022, previous City Administrator and Public Works Director, Don Wimberly has been serving on an interim basis as City Engineer/Public Works Director. Don Wimberly is a retired CalPERS employee and is not a long-term solution for the City of Monte Sereno in filling the position because he cannot work more than 960 hours within a fiscal year.
Staff has reviewed and revised the City Engineer/Public Works Job Description to meet the City of Monte Sereno’s Current needs. The revised job description is attached in this staff report.
Monte Sereno staff have advertised the position of City Engineer on CalOpps and have exhausted referrals in an attempt to find a good candidate. So far, no suitable candidates have been identified
If the Monte Sereno City Council authorizes the City Manager to approve the agreement, a new City Engineer can be located within 3-6 months.
Fiscal Impact:
If the City Council authorizes the agreement, a $25,000 charge to the City of Monte Sereno FY2023-24 Budget General Fund will be paid to Bob Murray & Associates.
Public Noticing:
The City Council’s agenda was posted at City Hall, and the agenda and this report appear on the City’s website.

THE RECRUITMENT PROCESS
Bob Murray & Associates’ recruiters are specialists in finding a positive placement, providing security and fairness to candidates and clients while ensuring the integrity of the search process.
We understand that superlative recruiting for the City Engineer will lead to superlative results for the City of Monte Sereno. Outlined below are the steps in our proven recruitment process, refined through our 30+ years of experience in executive search.
STEP 1 DEVELOP THE CANDIDATE PROFILE
Our understanding of the City of Monte Sereno’s needs will be key to a successful search. Valerie Gaeta Phillips, Bryan Hill, or Stacy Peterson will meet with the City Manager and key stakeholders to learn as much as possible about the ideal candidate for the City Engineer position. We want to become familiar with the values and culture of the organization, as well as to understand the current and future issues, challenges, and opportunities in the City of Monte Sereno.
Ms. Gaeta Phillips, Mr. Hill, or Ms. Peterson will review and help define the City’s wish-list regarding the ideal candidate’s personality, management style, knowledge, skills, and abilities and will work with the City to identify expectations regarding education and experience. The City Manager and Ms. Gaeta Phillips, Mr. Hill, or Ms. Peterson will discuss compensation, benefits, and other key information necessary to ensure that outstanding candidates are attracted to this opportunity. The profile we develop together at this stage will drive subsequent recruitment efforts.
Optional Service: Community and Staff Involvement
We find that many of our clients value a recruitment process that opens the opportunity for community members, business leaders, organization representatives, and employees to provide input regarding the ideal candidate. Our recruiters are skilled in designing and facilitating forums, town hall meetings, and online surveys that allow equitable involvement from a variety of constituencies and in consolidating feedback into a cohesive narrative of common themes.
If the City of Monte Sereno desires, we will work with the City Manager to create a customized community and/or staff input process.
STEP 2 DESIGN/DISTRIBUTE BROCHURE AND ADVERTISEMENTS
Ms. Gaeta Phillips, Mr. Hill, or Ms. Peterson and your dedicated Recruitment Coordinator will use the candidate profile developed with the City of Monte Sereno to create a professional recruitment brochure, with the assistance of our professional graphic designer. The four-page, full-color brochure will describe the community, organization, position, ideal candidate, and compensation and will include pictures provided by the City of Monte Sereno that you feel best represent your organization and your community.
Upon your approval, Ms. Gaeta Phillips, Mr. Hill, or Ms. Peterson will send the brochure by postal mail and email to a targeted audience, personally inviting potential candidates to apply for the City Engineer position. We will also place the recruitment brochure on our website, which attracts over
Bob Murray & Associates Proposal for the City of Monte Sereno Page 3 11,000 unique hits weekly and is a trusted resource for candidates seeking executive and professional positions. Two sample brochures are included in this proposal package for your reference.
Ms. Gaeta Phillips, Mr. Hill, or Ms. Peterson will also design an effective advertising campaign appropriate for the City Engineer recruitment. Our broadest outreach comes through our active social media involvement on Facebook, LinkedIn, and Twitter, where upcoming and current positions are posted. Sources such as Western City Magazine, PublicCEO, and the Careers in Government website will be used to reach an extensive local government audience, while positionspecific postings will be chosen to attract candidates who have built their careers in and are committed to the City Engineer field.
Suggested City Engineer-specific advertising sources for the City of Monte Sereno’s search include:
American Public Works Association
Public Works Jobs Online
Society of Hispanic Engineers
American Society of Civil Engineers
Society of Female Engineers
Bob Murray & Associates does not typically place ads with job aggregators or general job posting sites such as CareerBuilder, Monster, or Indeed, as we have found that the broad reach of these sites does not necessarily lead to quality candidates for executive and professional positions.
Reaching Diverse Candidates
Bob Murray & Associates, a woman- and minority-owned business, is proud of its commitment to attracting and placing diverse candidates. Not only do we place advertisements with websites designed to attract minority and female candidates, but our President, Valerie Phillips, is a member herself of many diversity-focused organizations including the Local Government Hispanic Network, the League of Women in Government, the Professional Women’s Network, Mexican Professionals, and Women Leading Government. She networks frequently with fellow members to gain insight into which potential candidates are leaders in their field.
Ms. Gaeta Phillips, Mr. Hill, or Ms. Peterson will seek to reach candidates in communities and organizations with demographic profiles and populations served like that of the City of Monte Sereno, to maximize the potential for individuals from a wide variety of backgrounds, cultures, physical abilities, life experiences, and gender to be considered for the City Engineer position.
STEP 3 RECRUIT CANDIDATES
The strongest candidates are often those who are successful and content in their current positions and need to be sold on a new opportunity. Our extensive network of contacts, developed through over 1,400 successful placements, is a primary source for identifying and obtaining referrals for these candidates. Our in-house database of 40,000 current and former executive and professional candidates is a valuable resource that can only be built over time—time that we have invested into perfecting our process for finding the right candidates for our clients. Our aggressive outreach
Bob Murray & Associates Proposal for the City of Monte Sereno Page 4 efforts are focused on phone calls to personally invite potential applicants, answer questions, and allay any reservations, and these efforts are essential to the success of the City Engineer recruitment.
STEP 4 SCREEN CANDIDATES
Following the closing date for the recruitment, Ms. Gaeta Phillips, Mr. Hill, or Ms. Peterson will screen all resumes we have received, using the criteria established in the candidate profile as a basis upon which to narrow the field of candidates. Internal candidates receive sensitive consideration, and Ms. Gaeta Phillips, Mr. Hill, or Ms. Peterson will discuss with the City Manager how the City of Monte Sereno wishes to proceed with these candidates.
STEP 5 CONDUCT PRELIMINARY INTERVIEWS
Ms. Gaeta Phillips, Mr. Hill, or Ms. Peterson will personally interview the top 10 to 15 candidates from the resume screening, with the goal of determining which candidates have the greatest potential to succeed in your organization. To reduce travel-related expenses to our clients and increase efficiency in the search process, these interviews are typically conducted via Skype, FaceTime, or other convenient videoconferencing applications.
During these in-depth interviews, Ms. Gaeta Phillips, Mr. Hill, or Ms. Peterson will explore each candidate’s background and experience as it relates to the City Engineer position, such as significant accomplishments, size and scope of responsibility, and organizational culture. In addition, Ms. Gaeta Phillips, Mr. Hill, or Ms. Peterson will discuss with the candidates their motivation for applying for the position and assess his/her knowledge, skills, and abilities. We will devote specific attention to establishing the likelihood of the candidate’s acceptance of the position if an offer of employment is made.
STEP 6 SEARCH PUBLIC RECORDS
Under the direction of Ms. Gaeta Phillips, Mr. Hill, or Ms. Peterson, your dedicated Recruitment Coordinator will conduct a review of published print and online articles for each recommended candidate. Sources include Lexis-Nexis™, Google, social media, and our contacts in the field.
This will alert Ms. Gaeta Phillips, Mr. Hill, or Ms. Peterson to any further detailed inquiries we may need to make before our recommendations are finalized.
STEP 7 MAKE RECOMMENDATIONS
Based on our findings during the preliminary interview process, Ms. Gaeta Phillips, Mr. Hill, or Ms. Peterson will recommend a limited number of candidates for your further consideration. They will make specific recommendations and will help facilitate discussions regarding the candidate pool, but the final determination of those to be considered will be up to you.
We typically recommend 6-8 candidates that we feel will best match your expectations, and we prepare a detailed written report on each candidate. This bound report provided to each member of the decision-making body includes:
Bob Murray & Associates Proposal for the City of Monte Sereno Page 5 Candidate list with Recommended Finalists identified in Group 1 and Group 2 (primary and secondary recommendations), as well as Internal candidates Summary of experience, education, and salary information for each Recommended Finalist candidate
Complete cover letter and resume for each Recommended Finalist candidate List of Other Applicants (those who did not meet minimum qualifications or were otherwise unsuitable, based on our screening process)
Bob Murray & Associates maintains all search records for a period of seven (7) years following each recruitment, and we are happy to forward cover letters and resumes for each applicant by postal mail or email as soon as the recruitment closes to new applications.
STEP 8 FACILITATE FINAL INTERVIEWS
Our years of experience will be invaluable as we help you develop an interview process that objectively assesses the qualifications of each candidate. We will work with the City of Monte Sereno to craft and implement an interview approach that fits your needs. This may include individual and panel interviews by the City Manager and key stakeholders, community/employee interview panels, writing and presentation samples, meet-and-greets, or another specialized process element Ms. Gaeta Phillips, Mr. Hill, or Ms. Peterson helps the City of Monte Sereno to design.
Ms. Gaeta Phillips, Mr. Hill, or Ms. Peterson will be present on-site during the interviews to facilitate as necessary during the process and to guide discussion to consensus regarding final candidates. Bound interview books will be provided to each interview panel member containing:
Recruitment brochure with candidate profile
Interview schedule
Suggested interview questions
Experience summary, cover letter, resume, and rating form for each candidate
Ranking forms for use during the panel interview process We will work closely with your staff to coordinate and schedule interviews and candidate travel.
Our goal is to ensure that each candidate has a very positive experience, as the way the entire process is conducted will influence the final candidates’ perception of your organization.
STEP 9 CONDUCT BACKGROUND AND REFERENCE CHECKS
Ms. Gaeta Phillips, Mr. Hill, or Ms. Peterson and your Recruitment Coordinator will conduct detailed reference checks for up to three (3) final candidates. To me, social justice is achieved by equally representing a community's voices. Giving all members of a community a direct path to enact the changes they want in their community will protect the interests of everyone. To reach my vision of an equitable world, I strive to give everyone a chance to participate in the decisions that will influence their lives. Social justice is also not just a state, but a continual cycle of improvement. When activism continues without compromise to improve equal access to rights and policies, social justice exists. In pursuing social justice, I have worked as an intern lead, mentoring other student activists, and managed campaigns to reach out to voters. I volunteered to register voters at a citizenship ceremony, ensuring that the newest members of the American community can exercise their rights to determine public policy. Equal access to voting rights improves the quality of communities as a whole, and when new citizens, who often delay registration, vote, legislation will represent the real views of the nation. I worked to staff phone banking efforts by teaching local volunteers in the Monte Sereno area to call voters. Many volunteers I assisted were elderly and coping with new adversity created by the pandemic and online activism.
While new citizens and the elderly are frequently underrepresented groups in Bay Area society, I aim to help represent the youth community whose issues I interact with every day. I have supported youth activism by creating entries for youth participation in politics and local policymaking. To encourage youth support in creating social justice, I volunteered as an organizer of the Youth Takeover of the Santa Clara County Democratic Party Central Committee. Working with the county chair of the party, I edited youth-written legislation, organized the docket, and helped organize the event where students gave speeches on the importance of their submitted legislation, and advocated for its admission into the party’s platform. Several of the resolutions I edited and organized were adopted into the party platform and helped educate the Central Committee members on the issues concerning Bay Area Youth.
Seeing students in my community reveal how national-level issues affected them personally furthered my appreciation for social justice. When a diverse group of voices, from new citizens to students, can discuss issues, the community achieves a more equitable state. I believe that the importance of promoting youth activism lies not only in making sure students are represented but in preparing them for a lifelong commitment to pursuing social justice and equity.
After seeing the success created by the event’s opportunities, I volunteered to participate as an organizer for this year’s Youth Takeover. Most recently, I remade the Kings County Democratic Party’s website, using my technical skills to improve access to volunteer information and to the party’s platform.

I have worked hard to make the world a better place whether it be in female empowerment or forms of eco-friendly transportation.
I am the co-founder of Savanna Sisterhood–a mission-driven company to support female-owned businesses within local Maasai communities and anti-poaching efforts in Kenya through a partnership with Love Is Project and as a proud supporter of Sheldrick Wildlife Trust and Team Lioness. Our mission is to strengthen Maasai communities by focusing on female empowerment and wildlife conservation. Savanna Sisterhood purchases bracelets made by female artisans in Kenya from Love Is Project and all the proceeds from each bracelet sold go to Sheldrick Wildlife Trust and Team Lioness. Sheldrick Wildlife Trust provides an enhanced livelihood for the park rangers and helps protect wild animals and habitats from poaching, bushmeat, illegal logging, and livestock intrusion while Team Lioness is an all-female ranger unit of Maasai women dedicated to protecting wildlife. Love Is Project’s bracelets are made by Maasai women and they create a sustainable livelihood for Maasai tribes through financial independence for women, fair wages, water and food security for their families, education for their children, and access to healthcare and maternity care.
Over the summer, I began to bike around my hometown. On these trips, I frequently found myself partially blocking the sidewalk due to a lack of bike racks.
I started an initiative to get more bike racks installed by partnering with the town of Los Gatos to find bike rack locations, types of bike racks, and local business
sponsorships to cover the installation costs.
As an avid tennis player, I co-founded a free tennis camp for youth that focuses on female empowerment. In addition to teaching the children the fundamentals of tennis, we introduce the concept of female empowerment by featuring female athletes as guest lecturers. Our goal is to teach kids about the real-world applications of sports, such as advocacy, and spread the joy that comes with playing tennis.

What strengths do you possess
that you believe will make you a
successful commissioner?:
Some traits that make me a good leader are a clear vision, integrity, humility, commitment, and my ability to delegate. I demonstrated these traits at my middle school talent show by being the stage manager. The coveted role came with a lot of responsibility and I was selected by my peers. The first task I needed to accomplish was a challenge. I had to ensure that the stage crew would work well collaboratively.`This was not the case for some stage crew members with the less desired positions were feeling inferior and not respected or important to the talent show’s overall success. To fix this problem, I assigned more value to the lower ranking positions by giving them more responsibilities such as putting props on the stage, helping with the lighting, and maintaining a positive environment for all the performers.
What do you see as the
important issues in Monte
Sereno?:
An important issue in Monte Sereno is the existing emergency/evacuation plan.
With the effects of climate change being felt in our community through wildfires and unprecedented rainfall, we must be prepared for extreme events. The majority of individuals in our town are most likely unfamiliar with the escape routes and this lack of preparation could be catastrophic. To remedy this problem, I propose creating a town-wide campaign that brings awareness to the evacuation plan.

STAFF REPORT
Meeting: City Council - May 16 2023
Agenda Heading: NEW BUSINESS
Staff Contact: Steve Leonardis,
Department: City Manager
Title: Evaluate, Consider, and Accept Community (CBO) Grant Application Submittals
Recommendation(s):
Staff recommends the City Council evaluate and accept Community Based Organization Grants (CBO) according to policy guidelines. Staff recommends the following funding allocations for Fiscal Year 2023-2024:
Art Docents of Los Gatos $3,500
AWO $0
Los Gatos Community Concert Association $3,000
Los Gatos Education Foundation & One Community $5,000
Los Gatos Music in the Park $3,500
Los Gatos Public Media - KCAT TV $5,000
Safe Worldwide $0
Youth Care Initiative $0
Background Information:
The City of Monte Sereno City Council adopted a Community Based Organizations, or CBO’s grant application, criteria, and process on February 18, 2020. The intention of adopting policy language was to establish fair guidelines and direction for requestors so councilmembers can better accommodate the public with grant requests. The City Council of Monte Sereno established and funded $20K in total CBO grant funding for the 2022-2023 budget. The maximum grant request established was $5,000. Current grant requests, if accepted by Monte Sereno City Council, will be incorporated into the FY 2023-2024 annual budget.
Analysis:
A total of eight grant requests were received by staff. The total requested dollar amount of the CBO grant requests exceeds $20K. Eligibility criteria was evaluated by staff. A summary of the requesters and requested grant amounts are listed below:
1. Art Docents of Los Gatos $4,000
2. AWO $5,000
3. Los Gatos Community Concert Association $5,000
4. Los Gatos Education Foundation & One Community $5,000
5. Los Gatos Music in the Park $3,500
6. Los Gatos Public Media - KCAT TV $5,000
7. Safe Worldwide $5,000
8. Youth Care Initiative $5,000
Fiscal Impact:
$20,000 to the City of Monte Sereno General Fund account.
Alternatives:
1. Fund $20,000 worth of the $37,500 in CBO requests.
2. If less than $20,000 is funded, consider adding the balance of funds to next year’s CBO pool of funds.
3. If less than $20,000 is funded, consider adding the balance of funds to requestors who requested less than the maximum ($5,000) grant.
4. Fund more than the $20,00 worth of CBO grant requests by exception.
Conclusion:
A fair and equitable grant policy was adopted by council to better serve the community with CBO grant requests. The Council must decide from eight grant requesters how to best distribute CBO funds.
Public Noticing:
The City of Monte Sereno’s council meeting agenda was posted on the bulletin board outside of Monte Sereno City Hall and the agenda with this staff report can be accessed on The City of Monte Sereno’s website located at www.montesereno.org.

Building Community The Art Docents have been part of the community for 50 years.
The Docents serve nearly 2700 students in the Los Gatos Union School District which includes 4 elementary schools and one middle school. We provide ongoing programs and activities in art history, art critics, and art techniques. Membership is drawn throughout the community. Comprehensive 10 week training and mentoring is provided.
Our goals are to -
Introduce visual art as a tool for self expression
Develop visual art literacy
Provide an opportunity for exercising critical thinking and judgment
Develop an understanding and appreciation for world cultures Provide opportunities and training for developing art skills and experiencing creations of art
We do monthly art presentations for each classroom, host an annual art show, guest artist visits to schools and hands-on workshops. Our mission is to expand students' educational and cultural experiences and to foster more flexible and creative individuals.
This year we are so thrilled to be celebrating our 50th year Anniversary. To celebrate this milestone we are participating in the Spring into Green event on April 23rd in Los Gatos. We will making a community cat mosaic where members of the
community can come and help place mosaic tiles on this piece of art that will be displayed permanently at Fisher Middle School.
This event is open to anyone in the public.
We appreciate the support over the years from the City of Monte Sereno and look forward to your response. Please let us know if you have any questions.

Building Community Our request to fund supplies for our STEAM Family Nights at Daves Avenue Elementary and RJ Fisher Middle School. STEAM stands for Science, Technology, Engineering, Art, Math.
These fun evenings build community by engaging students and families in learning and making real-life connections to science, technology, engineering, art, and math. The events are open house style, free events where families and community members
are welcome to come and stay as long as they’d like while students engage in our many STEAM activities.
We will have RJ Fisher student volunteers for the Daves Avenue event, and community/adult volunteers for the RJ Fisher event.
Community and families are invited to meet our One Community LG/LGEF STEAM teachers and find out what STEAM looks like at Daves Avenue and RJ Fisher. There are approximately 250 students in the Los Gatos Union School district who reside in Monte Sereno. Of those, approximately half attend Daves Avenue Elementary and the other half attend RJ Fisher Middle School.
Our request is to cover the cost of supplies for the STEAM activities and any event specific costs for our Family STEAM Night at Daves Avenue Elementary will be 9/6/2023, from 5-7pm.
Our Fisher Student STEAM showcase will be 5/12/2024, 5-7 PM.

Building Community With support from the City of Monte Sereno, KCAT Public Media will provide podcasting opportunities that empower both youth and older adults to share their perspectives while developing transferable life skills and building meaningful cross-generational experiences at our studio on the Los Gatos High School campus.
In 2021 we expanded to internet radio, continuing our grassroots approach to fostering community engagement while enabling
KCAT Public Media to reach an even more diverse and inclusive audience. Our post-inaugural year's podcast programming has been off-the-charts great!
For example, the pandemic put a spotlight on KCAT Public Media's role as a community relationship builder and on our studio as a safe, nurturing environment for isolated voices.
KCAT's programs for youth really epitomize our mission to educate, entertain, inform and inspire. Not only are we employing and mentoring high school students as creators, directors, producers and counselors, our multimedia artists are teaching youth how to run live TV and podcast shows, from scriptwriting, directing and cinematography to post-production editing—skills transferable to college and industry. Equally important, we're providing youth with opportunities for much needed in-person socialization, which also supports their mental health.
Fulfillment of our mission looks like a student who was "ho-hum" while learning podcasting from a podcaster, but after watching a live recording of a teen-run vodcast show, "3rd n Long," became so excited the teacher pivoted by turning the class into a sports show. Or after recently learning about podcasting from our executive director, a Monte Sereno Youth Commissioner
contacted the studio with ideas for a new podcast show! A longterm measure of success for our youth programming includes participant succession stories from after-school program participant to KCAT intern, counselor and paid staff.
Similarly, we're building a community of older adult volunteers (55+) and Monte Sereno residents who have an interest in running our station's programming. Through meaningful crossgenerational experiences, youth and older adults (several are 90+) are developing skills and creating content together in our TV and radio studio. KCAT's multimedia arts staff are enabling more than the typical senior center connections; we're providing an often ignored group a way of "artful aging" in a truly fulfilling, cross-generational and meaningful way. For example, teams of seniors and youth are currently embarking on an Agatha Christiestyle "Murder Mystery" TV show, learning together how to develop characters, actors and scripts while directing, producing, filming, editing and promoting a new episodic series.
Effectively engaging with our community is a key value as KCAT Public Media considers programming. We are proud of our partnerships with the City of Monte Sereno, Town of Los Gatos, local music and performing arts organizations, museums, schools, athletic and recreational programs, as well as many community service groups and business associations. Our KCAT TV and YouTube channels, as well as our social media and podcast platforms, facilitate community storytelling far beyond any boundary. We offer opportunities to create deep connections
and the potential to bring together diverse communities.
All of KCAT’s programming depends on funding from sponsors and grants like this Monte Sereno Community grant. The funds will be used to continue giving people a voice through original podcast programming, as well as connecting youth and seniors with the ability to share their stories, create exciting content and learn new skills together. We will give on-air credit to the City of Monte Sereno during every TV, radio and podcast show.
About Los Gatos Public Media
Founded as a traditional public, educational and government (PEG) access television station, Los Gatos Public Media Inc. (aka KCAT Public Media ) has evolved into a community access media arts center that provides an interactive, multimedia platform for collaboration, connection and engagement. We enable everyone to share their story, helping open doors for building trust throughout diverse communities. Our community of artists is broad and includes our creative production team and on-air talent; youth and adults learning TV, radio, pod/vodcasting, filming and editing; and a diverse volunteer team helping create original content TV and internet radio shows. We're prioritizing workforce development and employing high school and college students as counselors and instructors, many of whom took the very same classes they're teaching. Los Gatos Public Media Inc. is a 501(c)(3) nonprofit public benefit corporation (tax ID#: 27- 4500692).

Building Community SAFE Worldwide's mission is to protect endangered species and the environment through education, community programs, and partnerships with wildlife conservation organizations across the planet.
We provide talks and programs for schools here and overseas tyo create awareness and compassion for wildlife and a greater understanding of their importance to the planet's biodiversity and
our own survival.
We are seeking $5000 for two potential main causes: an event to showcase our work and educate the local public on our
conservation, community and education projects. This event would be free to the public but a cost to SAFE Worldwide for the venue, and the requirements for the evening event. We would be showcasing our documentaries and educational videos. We have asked the Los Gatos Theatre to provide a venue for us but we have not heard back yet. we expect the cost of the evening event to be over $5500 (
Another project would be a tree planting event with our local schools. It would include speaking engagements at the schools and ask for volunteers to help us. The grant would be to pay for the native tree saplings and work with the local park rangers to determine best place for the planting. The event would include a lunch and a talk by the rangers and by SAFE Worldwide on the importance of our planet's health, our forests and our
environment. If time, allows, it would include a clean-up of the area. If Vasona or one of the Santa Cruz Mountain areas would allow us to do the event, that would be best. (we expect the cost to be $7000 depending on amount of saplings we can get for discounted cost.)

Building Community Youth Care Initiative is a Public Benefit Nonprofit Charity, formed to address the Youth homelessness crisis in Silicon Valley. With different meal programs, after-school education programs, and medical services in the works, Youth Care Initiative will be able to begin working towards fighting this problem that we all are witnessing. Investment in our younger generations is beneficial to
all, and this will benefit the community by increasing health, education, and stability in our youth population. Youth Care Initiative is also launching meal programs with Nonprofit partner organizations, created to provide access to Plant-Based Meals to our at-risk and unhoused youth. This program will allow these populations access to healthier food than they usually receive.
This grant will be used to purchase supplies for our meal programs and used to jumpstart our after-school education program.

STAFF REPORT
Meeting: City Council - May 16 2023
Agenda Heading: NEW BUSINESS
Staff Contact: Steve Leonardis,
Department: City Manager
Title: Consideration of and Appointment to a City of Monte Sereno Ad-Hoc Committee for Daves Avenue S-Curve
Recommendation(s):
Staff recommends The Monte Sereno City Council consider creation of an Ad-Hoc Committee, and appoint two members of Council to consider safety improvements to the Daves Avenue SCurve.
Background Information:
The City Council of Monte Sereno utilizes ad-hoc committees as subcommittees of City Council for special assignments to complete work tasks on projects later presented for City Council consideration. Ad-hoc committee assignments are for one-year terms and expire automatically unless renewed annually after their original inception. While ad-hoc committees are not subject to Brown Act requirements regarding agendas and open meetings, any permanent or standing committees created by the City Council are subject to such requirements, even if less than a quorum of the Council sits on such committees. Thus, ad-hoc committees should be limited in scope and duration.
Analysis:
On May 2, 2023, the City Council adopted Strategic Goals for FY 2023-2024 (see attachment 2). The FY 2023-2024 goals require a need for existing ad-hoc committees to be extended and new ad-hoc committees to be created.
After analyzing the FY 2023-2024 goals and existing ad-hoc committee appointments, staff recommends council appoint two members of council to help achieve goals III and IV which are Enhancing Mobility for Residents and Maintaining Community Safety, respectively.
City Council may further consider ad-hoc appointments expiring annually in December.
Council should consider evaluating ad-hoc committee appointments at annual budget adoption (6-month checkup) to align with adopted annual goals and the subsequent work items.
Alternatives:
1. Adopt staff recommendations provided in this report.
2. Amend staff recommendations in this report and adopt those amendments.
3. Provide no changes to the City of Monte Sereno ad-hoc committee appointments.
Public Noticing:
The City Council’s agenda was posted at City Hall and the agenda and this report appear on the City’s website.
