STAFF REPORT
Meeting: Special Meeting of the City Council - Jul 18 2023 Agenda Heading: NEW BUSINESS
Staff Contact: Diana Perkins, City Planner
Department: City Planner
Title: Consider Approval of the Community Center Design as Recommended by the Community Center Committee
Recommendation(s):
Staff recommends that the City Council consider approval of the Community Center Design as recommended by the Community Center Committee.
Background Information:
City Council formed the Community Center Committee at a special meeting on January 4, 2023.
The Community Center Committee had its initial meeting on January 12, 2023 where Kohlsaat Architects (Gary Kohlsaat) presented preliminary concepts, including schematic sketches, for consideration and initial feedback from the Community Center Committee. The Community Center Committee provided feedback, including public comment, to Mr. Kohlsaat.
At a special meeting on January 17, 2023, City Council expanded the number of members on the Committee with a member of the public, Heather Harrington.
On January 24, 2023, the expanded Community Center Committee met again and Gary Kohlsaat presented progress on the plans. The Community Center Committee provided additional feedback, including public comment, to Mr. Kohlsaat.
The Community Center Committee met on February 15, 2023 and reviewed progress on the development of the design of the Community Center.
On February 21, 2023, City Council appointed two members of the public to the existing fiveperson Community Center Committee. Later in that same meeting, Public Member Harrington reported on progress of the design of the Community Center to City Council.
The expanded seven-person Community Center Committee met on March 28, 2023 and reviewed the updated Community Center floorplan and features. The Committee received
written correspondence from the public. The Community Center Committee provided feedback to Mr. Kohlsaat.
The Community Center Committee met on April 5, 2023 to review the design of the Community Center Committee and discussed the floorplan and features.
On April 6, 2023 there was a Joint City Council and Community Center Committee Special Meeting Study Session to discuss the design of the Community Center. Public comment and written communications were received at this meeting.
Included in the City’s Mid-Year Update July 1, 2023 that was mailed to all Monte Sereno residents, was a rendering of the Community Center design and the floorplan.
The Community Center Committee considered this item on July 17, 2023. The Committee recommended that the City Council approved the Community Center design plans with a 5-0-2 vote with Public Member Allan and Vice Mayor Wolsheimer absent.
Analysis:
The Community Center Committee has solicited input on the design of the Community Center from all residents of Monte Sereno and input from the Committee and community is reflected in the current design plans.
Fiscal Impact:
Approval of the design plans for the Community Center requires no expenditure of the Monte Sereno City funds. Expenditures will occur after the design is approved by City Council, the project is put out for competitive bids, and a responsive bid is awarded by City Council.
Conclusion:
If the design is approved by City Council, a Use Permit will be required to change the use of the building to a community center use. Such an application will be considered by the Site and Architectural Commission with final decision by the City Council.
Public Noticing:
The agenda was posted at City Hall and the agenda and this report appear on the City’s website.

The Community Center will have tables and
chairs that can be configured in several ways to
allow presentations, group conversations, board
games, or mingling. The assembly capacity will be
50 people and the parking lot will hold 27 vehicles.
The multi-use room will have a kitchen island,
suitable for convection cooking classes and for
serving small groups. Our Community Center will
have two restrooms, one being fully ADA compliant.
The Community Center will cost approximately
$1.5 million and will be funded through grants,
the City’s general fund, and an anticipated
capital campaign.
Update on Monte Sereno’s Community Center
We’re fortunate to have a site available and vacant
in Monte Sereno so we can build a Community
Center. It will be exciting to have a safe location to
meet others in our community and to give Monte
Sereno an identity. Prior City Councils approved
remodeling the former and now vacant post office
building to be a Community Center.
Although the Community Center will have many
sustainable features that will be of interest to our
community, the value will be through the activities
that the Community Center will offer to our
residents. The more it is used, the more valuable
it will be.
We will be surveying residents for how they would
like the Community Center used. We anticipate
it will be used by local service clubs for regular
meetings, for presentations on sustainable
construction practices, gardening and native

STAFF REPORT
Meeting: Special Meeting of the City Council - Jul 18 2023 Agenda Heading: UNFINISHED BUSINESS
Staff Contact: Gloisy Gonzalez-Langarica, City Clerk
Department: City Clerk
Title: Consider Expanding the Number of Public Members on the Community Center Committee by Two (2) and the Responsibilities of the Community Center Committee
Recommendation(s):
Staff recommends that City Council consider expanding the number of public members on the Community Center Committee by two (currently three members of the public to five members of the public), expand the scope of the responsibilities to include oversight of the Capital Campaign to raise funds for the Community Center and provide direction to Staff. Direction could include the preparation of a resolution clarifying the membership and responsibilities of the Community Center and advertising for the newly created positions.
Background Information:
City Council formed the Community Center Committee at a special meeting on January 4, 2023. City Council approved the formation of the Community Center Committee and appointed Mayor Mekechuk and Vice Mayor Wolsheimer to the Community Center Committee.
Monte Sereno Site and Architectural Commission held a special meeting on January 4, 2023 and appointed two Commissioners, Allison Zeidler and Steve White, to the Community Center Committee.
At a special meeting on January 17, 2023, City Council appointed a Public Member, Heather Harrington, to the Community Center Committee and directed staff to come back with a future agenda item to expand the size of the Community Center Committee and appoint more Public Members.
At the regular City Council meeting on February 21, 2023, City Council appointed two Public Members, Vidya Rangasayee and Mary Allan, to the Community Center Committee.
The scope of responsibilities of the Committee are to help guide the project from design phase to completion. To date, the Committee has recommended the final design of the Community Center.
Analysis:
The design phase of the Community Center is nearing completion and, looking ahead, it may be prudent to amend the charter of the Community Center Committee. Importantly, the Community Center must be funded and a capital campaign may be considered. Expanding the membership of the Committee to include 2 additional members and to oversee a Capital Campaign can further assist the City in completing this critical project.
Fiscal Impact:
There are no unbudgeted fiscal impacts with this agenda item.
Alternatives:
City Council may decide to keep the number of Public Members of the Community Center Committee so three (and not increase the number to five).
Public Noticing:
The City Council's agenda was posted at City Hall and the agenda and this report appear on the City's website.
