Dear Taxpayer:

We received your request dated Sep. 01, 2023, asking about your federal tax status. Our records don't specify your federal tax status.

The following information about the tax treatment of state and local governments and affiliated organizations may help you.

GOVERNMENTAL UNITS
Governmental units, such as states and their political subdivisions, generally are not subject to federal income tax. Political subdivisions of a state are entities with the authority to exercise one or more of the sovereign powers of the state: taxation, police powers, or eminent domain. They typically include counties or municipalities and their agencies or departments. Charitable contributions to governmental units may be tax-deductible under Internal Revenue Code CIRC) Section 170Cc)(l) if made for an exclusively public purpose, Generally, granters and contributors may rely on the status of governmental units based on state or local law in determining the deductibility of their contributions.

STAFF REPORT
Meeting: City Council - Sep 19 2023
Agenda Heading: NEW BUSINESS
Staff Contact: Daryl Jordan, City Engineer
Department: City Engineer
Title: Bicycle and Pedestrian Master Plan - Approval of Final BPMP Recommendation(s):

Recommendation for City Council to adopt the Bicycle and Pedestrian Master Plan Background Information:

Preparation of a Bicycle and Pedestrian Master Plan (BMMP) commenced in January 2022 with the goal of completing the Plan by 12/31/23. KTUA from San Diego was hired to conduct research and prepare the draft Plan for Commission approval and City Council adoption.

KTUA's efforts during 2022 included historic research, analysis of the City's network of roads, bike lanes and pedestrian facilities, public outreach, and preparation of a draft Plan. The draft Plan was presented to the Better Streets Commission by KTUA in September 2022. Since that time, the Commission has discussed the organization, content and wording of the Plan.

KTUA's budget and work plan were amended in December 2022, to provide time and budget to complete the Plan. At the March 9, 2023, Commission meeting, Commission considered the reorganized BPMP draft dated and discussed with KTUA staff the final wording changes.

KTUA modified the final draft Plan and has provided it for Commission consideration.

It was discovered that the City-street Functional Classification map as approved by the Federal Highway Administration and Caltrans, and posted on a Caltrans website was inconsistent with the Circulation Element contained in 2009 Adopted General Plan. The out-of-date Functional Classification Map has subsequently been updated.

On August 10th, 2023, Better Streets Commission meeting, the commission unanimously approved the recommendation for City Council to adopt the Bicycle and Pedestrian Master Plan
Analysis:

The adoption of a Bicycle and Pedestrian Master Plan allows municipalities to apply for grant funding they would otherwise not be eligible for. Typical funding opportunities may require a small percentage of city funds to match a much larger contribution by the grant source. These

Page 47 of 127 ends

options may allow the opportunity to stretch limited city funds for significant grant funds that the City alone may not be able to justify or afford.

Fiscal Impact:

There are no present costs for the adoption of the Master Plan only future opportunities that the City Council will be able to decide.

Alternatives:

Council can deny the adoption which would restrict the city from the ability to qualify for future bicycle and pedestrian grants. Staff does not recommend this option.

Conclusion:

Staff recommends that the City Council adopts the Bicycle and Pedestrian Master Plan Public Noticing:

The City Council agenda was posted at City Hall, and this report appeared on the City’s website.
