Title: Accept the FY 2023-24 Mid-Year Budget Report
Recommendation(s):

Staff recommends the Council accept the FY 2023-24 Mid-Year Budget Report.

Background Information:

The purpose of this report is to update the City of Monte Sereno's City Council on the status of the City's fiscal status as of February 29, 2024. This report includes highlights of major changes in the revenue and expenditures from the original FY 2023-24 Adopted Budget.

Staff also provided details of all accounts in the FY 2023-24 Budget. The report includes December 2023 YTD (6 months) actuals along with FY 2022-23 full year Actuals for comparative purposes.

Analysis:

Staff has completed a comprehensive review of the FY 2023-24 Adopted Budget and is providing the City Council with a status report as of the end of February 29, 2024.

Staff's process was to download from the Sage General Ledger all transactions from July 1, 2023 through December 31, 2023 and thoroughly analyze all revenue and expenditure transactions.

Staff reviewed the Santa Clara County Assessor’s Report dated February 12, 2024 that shows the estimated property tax revenues to be distributed in FY 2024 and included those new estimates in the FY 2024 Mid-Year Budget.

Major CIP projects and expenditures were noted to have no significant changes from the original Adopted Budget that would negatively impact the FY 2024 Mid-Year Budget.

Overall, the City's FY 2023-24 Mid-Year Budget is projected to achieve $5.8 Million in revenues (+$319 Thousand higher) versus the FY 2023-24 Adopted Budget. The City is projected to spend $6.2 Million in expenditures (+$170 Thousand higher) versus the FY 2023- 24

Page 42 of 47 ends

Adopted Budget. Net draw against fund reserves is expected to be $405 Thousand (-$149 Thousand lower) versus the FY 2023-24 Adopted Budget.

Attached is a summary and detailed FY 2023-24 Mid-Year Budget vs. Adopted Budget and Narrative Report that details the major revenue and expenditure changes and the assumptions made on significant budget line items for greater transparency.
