Subject: Re: Proposed Community Room - please read this in your next meeting! Date: Thursday, September 26, 2024 7:43:15 PM
9/27/24
To: The Mayor and All Monte Sereno City Council Members From: Ruth Alexander & Daniel D’Souza - Monte Sereno residents for over 35+ years Re: a) Proposed Community Room with reduced budget at present b) Closing of the entrance from Saratoga Los Gatos Road to the parking lot Hello Everyone:

We are not sure what the status of the Community Center/Room is at present but would like to see the following if possible if it is not too late. a) Suggestions: Again, the residents of Monte Sereno should have a survey sent to them or a poll should be taken if the residents would like a small community room (it’s really small and people surrounding us have huge homes - no one would want to use it as stated before).

The residents of the city are the ones who should decide if we need one or not. We do not think we need it and many other surrounding neighbors talking to them don’t think we need it either.
b) What is the reason for the Community Room? We do not think anyone will use it and maybe a lot of money has been spent already on this project. c) Talking to neighbors surrounding the city, the best thing to do is maybe have the place renovated as is (and not spend much money) and rent it out to a small business which was done before so that funds will be incoming to the M.S. City.

Thank you.

Sincerely,
Ruth Alexander & Daniel D'Souza - owners of

STAFF REPORT
Meeting: City Council - Oct 01 2024
Agenda Heading: CONSENT CALENDAR
Staff Contact: Kirsten Powell, City Attorney
Department: City Attorney
Title: Creation of City Manager Search Ad Hoc Committee Recommendation(s):

Staff recommends the Monte Sereno City Council establish the City Manager Search Ad Hoc Committee.

Background Information:

The City Council of Monte Sereno utilizes ad-hoc committees as subcommittees of the City Council for special assignments to complete work tasks on projects later presented for Monte Sereno City Council consideration. Ad-hoc committees are project specific committees established for a limited duration, no more than one year.

While ad-hoc committees are not subject to Brown Act requirements regarding agendas and open meetings, any permanent or standing committees created by the City Council are subject to such requirements, even if less than a quorum of the Council sits on such committees.

Thus, ad-hoc committees should be limited in scope and duration and should not exceed one year.

Analysis:

With the departure of the City Manager, the City Council would like to establish an ad hoc committee to assess the needs of the organization as it relates to the City Manager position and the desirable attributes of City Manager candidates. In addition, the ad hoc committee would make a recommendation about the process to select a new City Manager. Mayor Wolsheimer and Vice Mayor Craig would serve on the committee.

Fiscal Impact:

None.

Conclusion:

Creation of the City Manager Search Ad Hoc Committee will enable the Mayor and Vice Mayor to determine the needs of the organization as it relates to the City Manager position and make a recommendation to the City Council regarding the best approach to find a new City Manager.

City Manager’s Highlights
April – September 2024
Cal APP Grant Reimbursement Submitted
In March of 2023, the City Council accepted the award of the California Automated Permit Processing (CalAPP) Program Grant for $40,000. This grant was provided to assist local jurisdictions in implementing an online, automated permitting platform that verifies code compliance and issues permits in real time for residential solar energy systems.

In early September, the new online permitting permits for residential photovoltaic systems and residential energy storage systems (i.e. back-up batteries) was made available online at https://epermits.montesereno.org/. Applicants for these types of projects will receive their building permit immediately after completing the online questions and paying the permit fees.

The project plans are required to be uploaded so the City staff can reference them, but the permit is issued in real-time online.

The request for the reimbursement of the $40,000 grant amount has been submitted to the State.

Additionally, an online permit for sewer line replacements was added to the online permits.

Speed Humps on Daves Avenue S-Curve
Three speed humps were installed along the S-Curve of Daves Avenue in June. This was the result of Council considering several options for traffic-calming along this part of Daves Avenue as well as input from the residents in the neighborhood. Positive feedback has been received from several of the residents that the speed humps have slowed down traffic in this area.

Housing Element Implementation Update
The adopted Housing Element includes a total of 28 Programs that need to be completed during the current Housing Element cycle, which ends in 2031. Several of the programs are on-going efforts such as improving the permitting process, promoting ADUs for senior and lower income housing, and providing educational information on fair housing. Other programs are specific items to be completed such as Municipal Code updates and zoning for multi-family housing.

Staff has been working on several Municipal Code updates which are scheduled to be heard by the Site and Architectural Commission for a recommendation and the City Council before the end of the year. This ordinance update will address seven of the Housing Element Programs. In addition, staff is working on the multi-family rezoning and planning to also bring that to the Commission and City Council this year, which is a requirement of one Housing Element Program.

Telecommunication Ordinance Update
The telecommunication ordinance of the Municipal Code regulates antenna installations and related equipment for both personal use as well as for wireless service carriers (i.e. AT&T, TMobile). The current ordinance and regulations have not been updated for over 15 years need to be revised to comply with current Federal regulations. The City has contracted with Metropolitan Planning Group (M-Group) to assist with this ordinance update. Staff and M-Group will bring an information item to both the Site and Architectural Commission and the City Council to provide an overview of the Federal regulations and what regulations the City can place on this type of equipment prior to providing the draft ordinance.
