ORAL COMMUNICATIONS
Former Mayor Allan spoke regarding the safety concern on Daves Avenue. He shared that Allendale Avenue in Saratoga has a foot-high white pole that prevents traffic from driving in the bike lane to avoid the speed bump and is suggesting a similar one be placed on Daves Avenue.
Former Mayor Jackson spoke regarding the fire safety of Monte Sereno. She hopes that Monte Sereno citizens are better informed relating to improving the disaster preparedness and hardening infrastructures. She expressed her hopes that the Council will take appropriate action and create an upgraded and comprehensive emergency plan available to all Monte Sereno residents.
Resident Zeidler spoke regarding fire safety. She said she thinks it is great that Santa Clara County Fire will be here for the March 4th Council meeting and will make sure to attend, too. She believes the City needs to look into additional points of emergency egress and do some research and see what the options are. Lastly, she shared there needs to be a reduction of trees on Highway 9.
Tonya De La Cruz, Public Information and Engagement Officer with the Los Gatos-Saratoga Union High School District, and Theresa Bond, Board of Trustee, shared that at their board meeting last Tuesday, the Board passed a resolution to begin the transition from an at-large election system to a by trustee election system. She explained that what this means is that if you were to vote for an open candidate position no matter where you live, you could vote for any candidate. Shifting to a trustee candidate means you would be able to vote for the trustee that lives in your drawn boundaries. This will help ensure people have representatives from all different geographic areas.

Former Mayor Lawler shared being a former resident of Pacifica Palisades for 15 years. She also shared stories from her friends from Pacifica Palisades. Poor decisions led to the ultimate destruction of her old community. She is questioning if such decisions aren’t being made in Santa Clara County.

Title: Conduct a Public Hearing on the 2025 Weed Abatement Program and Adopt a Resolution Overruling Objections and Determining to Proceed with Weed Abatement
Recommendation(s):
Staff recommends the City Council hold a Public Hearing on the 2025 Weed Abatement Program and adopt a resolution overruling objections and determining to proceed with Weed Abatement.
Background Information:
The City has a weed abatement process set forth in the City’s Municipal Code in Chapter 8.02.
Pursuant to Section 8.02.010, “No owner, agent, lessee or other person occupying or having charge or control of any building, lot or premises within the City of Monte Sereno shall permit weeds, brush, dirt, rubbish, rank growths and other hazardous material to remain upon said premises, or public sidewalks, or streets, or alleys between said premises and the centerline of any public street or alley.” To enforce this provision of the Municipal Code, the City works with Santa Clara County to remove weeds and brush throughout the City. On December 17, 2024, in coordination with the County of Santa Clara, property owners who have accumulated weeds and brush on their property were notified of the obligation to remove the weeds and brush.
On December 17, 2024, the City Council adopted a resolution declaring the existence of as nuisance caused by weeds, brush, dirt and other similar hazards existing on those properties within the City that have not complied with the written notice in accordance with Municipal Code Section 8.02.050. The resolution identified the problem properties and created a deadline to address problem conditions. Per the Municipal Code, the owners must clean up those problem conditions within 30 days, unless that period is extended by written agreement with the City Engineer/Fire Marshal.
In accordance with Municipal Code Chapter 8.02, now that the 30-day period has passed, the City Council is holding a public hearing to consider objections to why the City should not cause abatement to take place on any properties where the owners have not cleaned up their weeds, brush, dirt, and other hazards.
After the public hearing, the City Council can adopt an order to abate. In accordance with Municipal Code Section 8.02.080, City staff or County Contractor would be authorized to enter the properties after the City Council adopts an order to abate and remove the weeds and to assess the costs of abatement as a lien on the property. Liens are imposed after providing the owner with a report of costs that is confirmed by the City Council following another public hearing. The costs of such abatement can then be collected via the tax roll. This process allows the City to undertake uniform code enforcement simultaneously across all problem parcels in the City.
Fiscal Impact:
There are no unbudgeted fiscal impacts with this agenda item.
Public Noticing:
The City Council’s agenda was posted at City Hall and the agenda and this report appear on the City’s website.

Title: Consider Hosting a City Picnic and Consider a Budget for the City Picnic Recommendation(s):
Staff recommends that the City Council determine whether to host a City Picnic and, if so, the budget and date for the event and direct staff to proceed with coordination.
Background Information:
For more than 15 years, the City of Monte Sereno has hosted a Citywide picnic for its residents on a Sunday afternoon in late summer/early fall at Vasona Lake County Park.
The City Picnic originated with the City’s 50th anniversary celebration and was coordinated by members of the community and Councilmembers. Staff assisted with logistics and the Councilmembers cooked with community members assisting with various details. As the event attendance grew, the Council decided to hire a professional caterer. Since then, staff has taken lead on coordinating all aspects of the picnic including catering, community outreach, equipment rental, and other various tasks. In the past, the Youth Commission assisted with hosting an ice cream sundae bar as well as assisting with other aspects of the event.
In FY 2024/2025, the City Council allocated a budget of $20,000 for the event including catering, dessert, beverages, supplies, and other miscellaneous expenses. The final cost of the 2024 picnic was $17,350.
If the City Council decides to proceed with hosting a City Picnic, staff recommends that $20,000 be budgeted in FY 2025/2026 for the 2025 picnic.
The 2025 City Council Meeting Schedule that was approved at the December 17, 2024 Council meeting included a placeholder of Sunday, August 24, 2025 for the annual picnic. Staff recommends that Council confirm this date for the picnic.
Fiscal Impact:
If the City Council decides to host an event, the City Council would determine the budget for the event and that amount will be included in the FY 2025/2026 proposed budget.
Public Noticing:
The City Council’s agenda was posted at City Hall and the agenda and this report appear on the City’s website.

Title: Consider Community Based Organization Grants for Fiscal Year 2025/2026
Recommendation(s):
Staff recommends the City Council determine if Community Based Organization (CBO) Grants will be offered for FY 2025/2026 and, if so, determine a budget amount.
Background Information:
The City of Monte Sereno recognizes the value of Community Based Organizations (CBO) and their contribution to the city by enhancing the quality of life and providing enjoyment for residents. Many local CBOs are comprised of volunteers from Monte Sereno and surrounding communities. Examples of CBOs include, but are not limited to, service clubs, art/music/education programs, senior services, and organizations hosting local public events In 2020, the City Council adopted Resolution 3764 which included a CBO Grant policy (Attachment 1). In addition, staff created a CBO Grant application (Attachment 2). The intention of adopting policy language and the application was to establish guidelines and direction for applicants so Councilmembers could better accommodate the grant requests.
Analysis:
The City Council should consider if CBO grants will be awarded for FY 2025/2026 and the amount which should be included in the budget for such grants. In FY 2024/2025, $25,000 in CBO grants were budgeted and awarded. Any budget directed by Council at this time will be included in the FY 2025/2026 budget scheduled for the first review in May 2025. Council may vote to change the CBO grant amount when the FY 2025/2026 budget is adopted in June 2025.
If Council determines that CBO grants should be offered, the applications would be made available starting on March 3, 2025 and the application deadline would be May 1, 2025. the applications would be presented to the City Council at the May 20, 2025 meeting for award consideration.
Fiscal Impact:
If the City Council decides to offer CBO grants, the City Council would determine the budget for the grants and that amount will be included in the FY 2025/2026 proposed budget.
Public Noticing:
The City of Monte Sereno's council meeting agenda was posted on the bulletin board outside of Monte Sereno City Hall and the agenda with this staff report can be accessed on The City of Monte Serena's website located at www.montesereno.org.
