Title: Receive Information Regarding the CalPERS Unfunded Pension Liabilities
Recommendation(s):
Staff recommends that the City Council receive the information regarding the CalPERS Unfunded Pension Liabilities.
Background Information:
CalPERS stands for California Public Employees' Retirement System. It's a defined benefit pension plan that provides retirement benefits to California state employees, school employees, and public agency employees, including employees of the City of Monte Sereno.
Employees and their employers contribute a percentage of their salary to CalPERS on a pretax basis. CalPERS uses the contributions and investment income to pay for retirement benefits, which are based on years of service, age, and final compensation.
CalPERS calculates its unfunded pension liability by comparing the value of its assets to the amount of benefits it's expected to pay out. The difference between these two amounts is the unfunded pension liability. The unfunded pension liability is updated each year based on actuarial analysis by CalPERS.
Analysis:
The City’s finance consultant, DKG Consultants, will present the information included in Attachment 1 regarding the CalPERS pension funding, causes of the unfunded accrued liability, Monte Sereno’s projected payments, and payment options.
Fiscal Impact:
The informational presentation has no fiscal impact; however, as part of the FY 2025-2026 budget review and adoption, Council may consider various payment options and the fiscal impact of each.
Public Noticing:
The City of Monte Sereno's Council meeting agenda was posted on the bulletin board outside of Monte Sereno's City Hall and the agenda with this staff report can be accessed on the City of Monte Sereno's website located at www.montesereno.org.

Dear Council
Back in 2016 when I was Mayor, the City paid off 100% of all unfunded liabilities to CalPERS, because the interest they charged on unfunded liabilities was much higher than the interests the City earned with our invested funds. How is it, just 9 years later, that we have any unfunded liability at all, much less a very significant unfunded liability?
