STAFF REPORT
Meeting: City Council - Mar 18 2025
Agenda Heading: CONSENT CALENDAR
Staff Contact: Diana Perkins, City Planner/Interim City Manager Department: Administration
Title: Consideration to Authorize the Interim City Manager to Execute Amendment #2 to the Professional Services Agreement with DKG Consultants for Financial Services Consulting.

Recommendation(s):

Staff recommends that the City Council authorize the Interim City Manager to execute Amendment #2 (Attachment 2) to the Professional Services Agreement with DKG Consultants for financial services consulting to increase the contract amount by $25,000 to a total not to exceed amount of $60,000.

Analysis:

On September 9, 2024 the Interim City Manager approved a contract with DKG Consultants for financial consulting services for an amount not to exceed $25,000. The consultant organized, executed, and documented daily Finance Department tasks including payroll, accounts payable, and accounts receivable. The consultant has also researched the current Finance Department operations and provided recommendations for updated accounting procedures and internal controls.

On November 19, 2024 the City Council approved Amendment #1 to increase the contract amount to $35,000. The consultant has continued to work with staff to provide professional opinions and review on items such as the mid-year budget and the Unfunded Pension Liabilities.

This requested increase will allow the consultant to continue to provide professional services including reviewing and presenting the proposed Fiscal Year 25/26 budget, reviewing an updated chart of accounts, and assisting with the transition to a new financial/accounting system.

Fiscal Impact:

No fiscal impact is anticipated with this contract amendment as the budgeted funds for the vacant Finance/Administrative Services Director position are being used to support this consultant.

Agenda Heading: CONSENT CALENDAR
Staff Contact: Diana Perkins, City Planner/Interim City Manager Department: Administration
Title: Authorize the Mayor to Send a Letter to Assemblymember Gail Pellerin Regarding Wildfire Safety Concerns Regarding the Eucalyptus Trees Along Highway 9
Recommendation(s):

Staff recommends that the Council consider authorizing the Mayor to send a letter to Assemblymember Gail Pellerin regarding wildfire safety concerns regarding the eucalyptus trees along Highway 9.

Background Information:

The Mayor agendized this item at the request of Councilmember Wolsheimer. Several residents have expressed concerns regarding the eucalyptus trees along Highway 9.

Eucalyptus trees are highly flammable due to the presence of volatile oils in their leaves and bark, which can burn quickly and intensely. The bark of eucalyptus trees sheds constantly, creating a readily ignitable material that can carry fire up into the canopy and spread embers.

Working to ensure the roadway is not obstructed is crucial as Highway 9 is the main or only evacuation route for many Monte Sereno properties
California Environmental Quality Act:

This is not a “project” under the California Environmental Quality Act (“CEQA”) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment (CEQA Guidelines section 15378(b)(5)).

Fiscal Impact:

No fiscal impact will result from this item.

Public Noticing:

The City of Monte Sereno's Council meeting agenda was posted on the bulletin board outside of Monte Sereno's City Hall and the agenda with this staff report can be accessed on the City of Monte Sereno's website located at www.montesereno.org.

Re: Wildfire Safety along State Route Highway 9
Dear Assemblymember Pellerin,
The horrific events in Southern California have once again highlighted the dangers many of us in California are exposed to every day. Wildfires are a constant danger throughout large parts of the State, and the Bay Area is no exception. It is impossible to prevent all fires, but we, as elected officials, can take action to improve the safety of our residents if a fire occurs in our area.

One of the main concerns is that a major evacuation route for the City of Monte Sereno could become impassable during a wildfire. State Route Highway 9 (Saratoga-Los Gatos Road) is one of the main evacuation routes for thousands of residents of Los Gatos, Saratoga, and Monte Sereno, and for many it is the only evacuation route.

The section of Highway 9 between Los Gatos and Saratoga, and through Monte Sereno, has approximately 80 eucalyptus trees in the median, which in case of a major fire could turn this road into a blazing inferno. Several other cities in the Bay Area have removed eucalyptus trees along their evacuation routes or are considering removing them.

As the Mayor of Monte Sereno, I respectfully request your help in addressing this issue. As a State Route, Highway 9 is in the jurisdiction of Caltrans. We have contacted Caltrans but have not been able to convince them to remove these trees due to the serious risk to our residents.

Please let us know what other information would be helpful to start this effort.

We would appreciate your help in convincing Caltrans to remove the eucalyptus trees along the section of highway 9 in the median between Fruitvale Avenue and Viewfield Road.

Best regards,
Burton Craig, Mayor

Subject: Eucalyptus trees removed in Los Gatos nature preserve to improve wildfire resiliency – The Mercury News Date: Sunday, March 16, 2025 7:28:12 AM

Nollyanne Delacruz March 16, 2025 at 6:52 AM PDT
The Midpeninsula Regional Open Space Disrict removed about 150 eucalyptus trees in part of a nature preserve las month to replace them with native plants and improve the fores’s fre resilience.

The trees were cleared from a 2.5-acre portion of the Sierra Azul Open Space Preserve near Lexington Reservoir in Los Gatos as part of the disrict’s Wildland Fire Resiliency Program, which aims to promote healthy, resilient, fre-adapted ecosysems, reduce wildland fre risk and facilitate the response of fre agencies.
“As a land management agency, we have a responsibility to take care

Page 50 of 100 ends

of these lands. These lands, these open spaces, they do so much to take care of us,” said Midpen spokesman Ryan McCauley. “So I think it’s really incumbent upon us as managers of these lands to really ensure that we’re doing everything we can to make sure it’s as resilient as possible.”
The eucalyptus trees were planted ornamentally by the land’s previous owner, said McCauley. They are considered invasive and can outcompete native plants and deplete water supplies. The can grow quickly and prevent sunlight from reaching lower levels of the fores. A reaction between the chemicals the trees exude and the earth also can acidify the soil, making them the predominant species in an area. They also pose a signifcant wildlife hazard due to their volatile oils and shedding bark and leaf litter.

South of the previously infesed portion of land is Aldercroft Heights, a neighborhood that is prone to wildfres and part of the Wildland Urban Interface.

After taking note of the nearby native species and features of the region, Midpen fores ecologis Arianna Camponuri said they decided to plant coas live oak, California buckeye and Pacifc madrone trees, among other shrubs and perennials, and resore the area to a native California oak woodland. Since the fores is near the reservoir, it is considered a riparian ecosysem, so McCauley said they had to be more intentional and take more ecological care to make sure their actions bolser the integrity of the fores. “A major thing with eucalyptus sands is that you have a low level of biodiversity, and biodiversity is really important because it’s the building block or foundation of resilience,” Camponuri said. “With a more single species composition in a fores ecosysem, you really don’t have that diversity to withsand a number of disurbances.”

Camponuri said they decided agains planting some species after fnding that the area was afected by pess called invasive shot hole borers–beetles that can carry pathogens that afect several tree species.

Camponuri said it would take a few years for the new plants to grow, during which time Midpen will conduct active invasive species management. The removed eucalyptus trees will be turned into logs and woodchips to support erosion control and suppress weed growth.

STAFF REPORT
Meeting: City Council - Mar 18 2025
Agenda Heading: PUBLIC HEARINGS
Staff Contact: Diana Perkins, City Planner/Interim City Manager Department: Administration
Title: Application No. 2024-3086 for a Site Development Permit for a singlestory addition of approximately 554 square feet and a Variance application for reduced front yard setback of five feet where 25 feet is required at 17380 Valley Oak Drive. (CEQA: Exempt, Guidelines sections 15302, 15303)
Recommendation(s):

Staff recommends that the City Council approve the Site Development Permit and Variance as conditioned in the draft resolution.

Background Information:

This project was heard by the Site and Architectural Commission at their meeting on March 5, 2025. No comments from neighboring properties or other members of the public. The Commission voted to recommend the City Council approve the Site Development Permit and Variance as conditioned in the draft resolution with 3-0-1 vote with Commission Tam absent.

Analysis:

Site Development Permit
The subject lot is flag-shaped lot at the end of Valley Oak Drive off Winchester Boulevard.

Because the subject property is a flag shaped lot, the front yard setback is measured from the lot line that is closest to the street. The existing house is setback approximately 80 feet from Valley Oak Drive and approximately 26 feet from the property line closest to Valley Oak Drive.

The existing house does not have the two covered parking spaces which are required by the zoning code. A carport previously existed in the required front yard area but was demolished several years ago as the property owners noted it was in poor condition.

The application includes an addition of approximately 494 square foot for a new garage and approximately 60 square feet to the living area of the house to provide access to the garage.

The exterior materials of the addition would match those of the existing house including stucco walls and a composition shingle roof.

Page 53 of 100 ends

The proposed house meets all objective standards of the zoning code including setbacks, building height, and structural/impervious coverage, other than the front setback Variance discussed below.

The Monte Sereno Municipal Code section 10.08.040(B) requires a Site Development Permit for any addition that adds 500 square feet or more to an existing building or structures in the R1-8 zoning district. Staff recommends the Site Development Permit be approved based on the following findings:

A. The proposed improvement retains the existing character of the neighborhood in which it is located in that the proposed one-story addition matches the scale and setback pattern of the neighborhood.

B. The proposed improvement retains the existing character of the neighborhood in which it is located in that the proposed one-story addition matches the scale and setback pattern of the neighborhood.

C. The proposed improvement is consistent with the City’s Design Guidelines in that the design of the addition maintains the existing scale on the lot and has a low profile thus minimizing impacts to the neighborhood and adjacent properties.

D. The proposed addition is located on a flat portion of the lot, thus minimizing grading.

Variance
The subject lot is irregularly shaped and has unique surroundings. As previously described, the property is located at the end of the cul-de-sac on Valley Oak Drive and is a flag shaped lot.

For this lot, the required front yard setback is measured from the portion of the lot that is closest to the street. The location of the existing house is setback about 26 feet from the lot line where the front yard setback is measured where a 25 foot setback is required. Because of the lot configuration and the location of the existing house, there is no location where the required covered parking can be constructed while maintaining the required setbacks, which creates a special circumstance for this lot.

The Monte Sereno Municipal Code section 10.10.020 and the California Government Code section 65906 require a Variance for any deviations from the zoning code development standards and require specific findings to be made in order to approve the Variance. Staff recommends that the Variance be approved based on the following required findings with staff interpretation of the requirements in italics:
a. Variances from the terms of the zoning ordinances shall be granted only when, because of special circumstances applicable to the property, including size, shape, topography, location or surroundings, the strict application of the zoning ordinance deprives such property of privileges enjoyed by other property in the vicinity and under identical zoning classification.

Page 54 of 100 ends

Special circumstances exist on this property to justify the approval of a variance. The lot is an irregularly shaped flag lot and with the location of the existing house, does not allow for the two covered parking spaces to be constructed as is required by the zoning code while meeting the required setbacks.

Strict application of the setbacks for this lot would result in depriving the property of a privilege enjoyed by other properties in the vicinity subject to the same zoning standards. Other properties in the area have the two covered parking spaces required by the zoning code. The shape of this lot in combination with the orientation of the existing house compared with other lots in the area constitute special circumstances sufficient to grant a variance in this instance.
b. Any variance granted shall be subject to such conditions as will assure that the adjustment thereby authorized shall not constitute a grant of special privileges inconsistent with the limitations upon other properties in the vicinity and zone in which such property is situated.

The granting of this variance will not result in a special privilege for the property not enjoyed by other properties because it will enable this property owner to have two covered parking spaces which is required under the zoning code and which is typical within the vicinity, that absent a variance would not otherwise be possible due to the above special circumstances.
c. A variance shall not be granted for a parcel of property which authorizes a use or activity which is not otherwise expressly authorized by the zone regulation governing the parcel of property. The provisions of this section shall not apply to conditional use permits.

The variance does not affect the existing use of the property as a single-family house within a single-family zoning district.

California Environmental Quality Act:

This project is categorically exempt from CEQA per CEQA Guidelines section 15302 – Replacement or Reconstruction (Class 2) and section 15303 – New Construction (Class 3).

None of the exceptions to the use of a categorical exemption, as identified in CEQA Guidelines section 15300.2, applies to this project:
 The project is not located in a sensitive environment such that the project may impact an officially mapped and designated environmental resource of hazardous or critical concern;
 The cumulative effect of successive projects of the same type in the same place, over time, is not likely to be significant, in light of the permitted zoning;

Page 55 of 100 ends

 The project does not have a significant environmental impact due to unusual circumstances, in that the project is not unusual in light of the scope of similar permitted projects within the zoning district;
 The project will not damage scenic resources (i.e. trees, historic buildings, or rock outcroppings) within an officially designated state scenic highway;  The project is not located on a listed hazardous waste site; or  The project will not cause substantial adverse change in the significance of a historical resource.

Public Noticing:

A public notice was mailed on February 21, 2025 to property owners and residents within 300 feet of the subject property. A hearing notice was posted at three locations within the City and on the subject property on February 21, 2025. An agenda for this meeting was posted on the City’s webpage on March 13, 2025.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MONTE SERENO APPROVING APPLICATION 2024-3086 FOR A SITE DEVELOPMENT PERMIT FOR THE CONSTRUCTION OF AN APPROXIMATELY 554 SQUARE FOOT ONE-STORY

ADDITION AND A VARIANCE TO ALLOW A FRONT YARD SETBACK OF FIVE FEET WHERE 25 FEET IS REQUIRED FOR THE PROPERTY LOCATED AT 17380

VALLEY OAK DRIVE
WHEREAS, Hossein Baheri and Marisel Puebla-Baheri (“Applicant”) applied for a Site Development Permit for the construction of an approximately 554 square foot onestory addition and a Variance to allow a front yard setback of five feet where 25 feet is required for the property located at 17380 Valley Oak Drive.

WHEREAS, a public hearing was held by the Site and Architectural Commission on March 5, 2025 to take evidence on the Application and at the hearing evidence was given both orally and in writing; and
WHEREAS, a public hearing was set and held on March 18, 2025 by the City Council to take evidence on the Application and at that hearing evidence was given both orally and in writing; and
WHEREAS, the City Council has considered all the evidence presented regarding the Application.

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MONTE SERENO AS FOLLOWS:

Section 1. The City Council hereby finds as follows with respect to the Site Development Permit
A. The Monte Sereno Municipal Code (“Code”) requires the following:

1. Pursuant to Code section 10.08.040(B) requires a Site Development Permit for any addition that adds 500 square feet or more to an existing building or structures in the R-1-8 zoning district

2. In accordance with Code section 10.08.050(B), no Site Development Permit may be issued unless certain specific findings can be made.

3. The City Council hereby makes the following findings:
a. The proposed improvement retains the existing character of the neighborhood in which it is located in that the proposed one-story addition matches the scale and setback pattern of the
neighborhood.

Page 66 of 100 ends

b. The proposed improvement retains the existing character of the neighborhood in which it is located in that the proposed one-story addition matches the scale and setback pattern of the
neighborhood.

Section 2. In accordance with Government Code section 65906, the City Council hereby finds as follows with respect to the request for a front yard setback variance:

Special circumstances exist on this property to justify the approval of a variance. The lot is an irregularly shaped flag lot and with the location of the existing house, does not allow for the two covered parking spaces required by the zoning code to be provided while meeting the required setbacks.

The granting of this variance will not result in a special privilege for the property not enjoyed by other properties because it will enable this

Page 67 of 100 ends

property owner to have two covered parking spaces which is required under the zoning code and is typical within the vicinity, that absent a variance would not otherwise be possible due to the above special circumstances.

C. A variance shall not be granted for a parcel of property which authorizes a use or activity which is not otherwise expressly authorized by the zone regulation governing the parcel of property. The provisions of this section shall not apply to conditional use permits.

The variance does not affect the existing use of the property as a singlefamily house within a single-family zoning district.

Section 3. Based upon the findings set out above, the City Council hereby determines, concludes and orders that the Site Development Permit, Grading Use Permit, and Tree Removal Permit are approved subject to the conditions of approval set forth in Exhibit A.

Section 4. The City Clerk is hereby directed to give notice of this decision to the Applicant by serving Applicant by first class mail, postage prepaid, with a copy of this resolution.

14. Geotechnical Report and Review. At the option of the Building Official, the permittee may be required to submit a report prepared by a geotechnical engineer of the permittee’s choice that fully assesses the existing site conditions, and addresses all issues regarding excavation and grading, foundations and their construction, drainage, retaining wall systems, periodic on-site observations, and other related items involving the Project.

City of Monte Sereno
Commission Application
Date Received: March 5, 2025
Applying for: Site and Architectural Commission
Name: Liz Lawler
Length of Residency: 12 years
Previously Held Elected or
Appointed Governmental
Positions:

Monte Sereno City Councilmember and Mayor, Chair Better Streets Commission Civic or Charitable Organizations
You Have Belonged To:

Childrens Chain for CHLA, Board Member, Saint Francis High School Education: UC Berkeley, B.A. Political Science '87
Why do you want to be on the
selected Commission?:

I would like to serve on S&A to help our city navigate state housing laws while preserving our unique character. I would also like to help our city address wildfire risk by updating our codes to incentivize/require fire retardant materials, landscaping, pools, etc.

Tell us about your skills,
experience, or interests that
relate to the Commission that
you feel would assist us in
considering your application:

Having served on council and as Mayor, I have an in-depth knowledge of our building codes, our objective standards, housing laws, and design guidelines. I have presided over difficult land-use decisions as Mayor, and with council was able to come to reasonable decisions with desired outcomes.

Please list your current
commitments:

I will be out of the Country in June, so will miss the June meeting. Other than that, I should be able to attend in person, with possible remote meeeting in September.

What strengths do you possess
that you believe will make you a
successful commissioner?:

Having served on council as Mayor, and led the BSC as Chair, as well as run for State Assembly, I have the listening, negotiating and investigative skills and knowledge of state law that will help S&A guide City Council on land-use decisions. I also have a love of architecture and design, and have dabble in hand drafting.

What do you see as the
important issues in Monte
Sereno?:

Our most pressing issues relate to Wildfire preparedness, and in particular evacuation routes, and complying with increasingly demanding state housing laws whil preserving our unique character.

I also have a love of architecture and design, and have dabble in hand

drafting.

What is your understanding of
the City's General Plan?:

As I mentioned above, I have served on Council and am very familiar with our General Plan and Design Guidelines.

How do you view the role of the
Site and Architectural
Commission?:

S&A serves to guide and make recommendations on land-use decisions to the City Council for the betterment of our city.

Site and Architectural
Commission decisions rarely
involve a black and white issue.

There are usually several shades
of gray in making land use
decisions. Would you be willing
to put aside your personal land
use philosophy and design
preferences in order to reach
consensus, or would you prefer
to press on with your personal
convictions because you believe
that compromise might result in
a less than desirable outcome?:

I understand how emotional land-use decisions are for both neighbors and applicants. My goal is to listen to resident concerns, guide applicants in addressing those concerns, so all parties are happy with the outcome, all while keeping in mind what makes our City so beautiful. My record on council reflects this.

Please describe, as concisely as
possible, your basic
philosophical position regarding
past, present, and future growth
within the City of Monte Sereno:

My basic position is that we must plan for smart growth. However, state laws have increasingly become onerus, unreasonable and difficult to comply withmaking this a real challenge. Recently the State Legislature acknowledged that the spate of housing bills over the last several years have failed -producing very little new housing. RHNA is outdated and should be overhauled as it has not produced desired outcomes for decades. I believe we need to approach our housing crisis differently -giving local jurisdictions the power and resources to plan for growth themselves, growth that is smart and takes into account are infrastructure, geography and other limitations.

STAFF REPORT
Meeting: City Council - Mar 18 2025
Agenda Heading: NEW BUSINESS
Staff Contact: Diana Perkins, City Planner/Interim City Manager Department: Administration
Title: Council Goal Setting Session for Fiscal Year 2025-2026 Recommendation(s):

Staff recommends that the City Council discuss and identify goals for Fiscal Year 2025-2026 Background Information:

The Monte Sereno City Council meets every year to establish a work plan prior to adopting its annual budget. This process is known as the Council’s Annual Goal Setting Session. Through this process, the City Council prioritizes issues for the upcoming year and determines how to allocate City resources.

In 2017, Monte Sereno adopted the “Monte Sereno City Council Role, Mission, Vision, and Value” document which has been amended a few times, most recently in 2022 (Attachment 1).

This has been used as the framework for prioritizing goals each fiscal year based on how each fits into the following Council Values:
 Integrity and Professionalism
 Transparency and Openness
 Performance Accountability
 Effective and Efficient Services
 Fiscal Responsibility
 Quality of Life for all Residents
In Fiscal Year (FY) 2023-2024, The Monte Sereno City Council established the following five goal categories derived from the Monte Sereno General Plan:

1. Quality Public Services

2. Community Character

3. Enhanced Mobility

4. Community Safety

5. Environmental Sustainability

Page 77 of 100 ends

After the public meeting, staff will compile the list of goals determined by the Council (both continuing items and newly added items) and they will be included in the April 1, 2025 City Council meeting for formal adoption. Staff will then include these goals into the proposed FY 2025-2026 budget that is scheduled to be presented to the City Council on May 6, 2025 for the first review. Throughout the upcoming fiscal year, City Council and City staff work together to complete the workplan and adapt or update the workplan to achieve established goals.

Analysis:

The goals that were adopted for FY 24/25 are included in Attachment 2 along with notes on the status of each goal as well as a staff recommendation on whether to continue the item into FY 25/26. Several of these goals were multi-year projects and will continue into FY 25/26. In Attachment 2, where the last column is highlighted in green, staff recommends continuing the item into FY 25/26. Where the last column is highlighted pale orange, the goal will be completed in the current year and does not need to be continued into FY 25/26.

Of the 19 total goals adopted in FY 24/25, eight are completed and staff recommends continuing 11 into FY 25/26.

Based on comments and concerns provided by the community as well as Council Members regarding wildfire safety and preparedness, Council may want to consider revising the scope of the goal under IV. Maintain Community Safety category which reads “A. Provide safe evacuation routes throughout the City of Monte Sereno . . .” to broaden this item. This goal could be revised as follows:

Expand wildfire preparedness and safety throughout Monte Sereno by considering the following:
 Establish evacuation routes, inform the community of these locations, and plan for their maintenance
 Work with Saratoga and Los Gatos to coordinate efforts to reduce fire hazard risks on Highway 9
 Adopt an updated Annex to the Santa Clara Wildfire Protection Plan to plan for programs in Monte Sereno.
 Consider expanding the exterior home hardening requirements of the California Residential Code to apply to all properties in the City and not just those within the High or Very High Fire Hazard Severity Area.
 Consider requiring any eucalyptus trees on a property to be removed when an application for a new house is received.
 Increase awareness of fire danger due to poorly maintained vegetation and promote the importance of defensible space around structures.

Comments have also been received that the City should establish a Wildfire Safety Commission. There are some things to consider related to this request. If the commission is made up of elected officials and residents, the commission would be subject to the Brown Act requirements, including open meetings. Additionally, the expertise necessary to provide staff

Page 78 of 100 ends

support for such a commission, as well as the staff time needed for support, would require that a consultant be retained.

Based on the number of goals that will continue into FY 25/26, routine projects that are underway, and the efforts that would need to be put into the wildfire preparedness goal, staff recommends that Council consider the limited staffing levels when discussing additional goals.

The potential fiscal impact will depend on the goals adopted for FY 2025-2026. Once the goals are adopted, staff will incorporate the necessary resources into the proposed FY 2025-2026 budget, which is scheduled for the first review by the Council at the May 6, 2025 City Council meeting. Final adoption of the budget is scheduled for the June 17, 2024 City Council meeting.

Public Noticing:

The City of Monte Sereno's Council meeting agenda was posted on the bulletin board outside of Monte Sereno's City Hall and the agenda with this staff report can be accessed on the City of Monte Sereno's website located at www.montesereno.org.

I. Provide Quality Public Service
A. Maintain Fiscal Prudence

1. Plan the Green Stormwater Infrastructure project
required by State law
Design is underway. Additional park
features (i.e. benches, shade
structure, trees) will be included in the
project so that the approximately
$170,000 2018 Parks Bond Act Per
Capita Grant Program (previously
allocated for the Community Center
project) can be used for this project.

This project should continue
in FY 25/26 with the goal of
being completed by June 30,
2026.

2. Review and amend City of Monte Sereno Financial
Policies
a) Review and amend, if required, the City of Monte
Sereno’s investment policy
b) Consider migration to a biannual budget from an
annual budget process/cycle
The investment policy was most
recently updated on June 20, 2023
(Resolution 23-3883). Additional
modifications that may be needed can
be directed by Council.

Staff recommends the City Council
review and adopt an annual budget,
staff will provide Council with
projections for two fiscal years.

While the two specific tasks have been

into FY 25/26 with a review
of all financial policies (i.e.
budgeting, investments,
internal controls, reserves).

system July 1, 2025.

The selection and
implementation of a new
financial system does not
need to continue as it will
be implemented July 2025.

However, the goal to
improve internal controls
should continue into FY
25/26.

C. Engage Community Members

1. Building Monte Sereno Community Center At the January 21, 2025 City Council meeting, the Council tabled the
Community Center project.

This goal should not
continue in FY 25/26 as
Council has tabled the item.

2. Review and improve the City of Monte Sereno website
with easier access to historical minutes and recordings The City’s website currently has
minutes and video recordings of
meetings from 2020 to present.

Staff recommends that this
goal be considered
complete, unless Council
would like additional
historical minutes to be
added to the website.

2026.

B. Review and Assess Alternatives to Offering Affordable Housing in Monte Sereno
The Housing Element was certified in
May 2024. Programs in the Housing
Element include requirements for
supporting and promoting affordable

the adopted Housing
Element includes specific
related to housing which
staff will continue to work
on.

III. Enhance Mobility for Residents
IV. Maintain Community Safety
A. Provide safe evacuation routes throughout the City of Monte Sereno including:

1. Assess evacuation routes for blockage due to fallen trees from public and private property

2. Increase awareness of the fire/wind danger related to poorly maintained vegetation

City’s social media, email blasts, and
newsletter articles have promoted
defensible spaces to reduce fire fuels
around houses and other structures.

This goal should continue
into FY 25/26.

3. Work with Los Gatos and Saratoga to create a joint
Highway 9 Committee
Discussions have begun with the

the County and State level as well as
staff at Caltrans regarding the fire

Coordination with electric officials and
staff from Los Gatos and Saratoga is
under discussion.

This goal should continue
into FY 25/26.

5. Look into available grant funding Staff continues to look for grant funding opportunities to support safe
evacuation routes reduce fire danger.

This goal should continue
into FY 25/26.

B. Consider an additional NICP for Monte Sereno This has been listed as a goal for a few years. A shed was purchased at the
City Hall site to serve as an NICP to
provide disaster recovery supplies.

However, until there are enough
active CERT members in Monte
Sereno to activate the NICP during an
emergency, the LGMSPD does not
recommend outfitting the shed with
solar panels and supplies.

However, staff can present Council
with the cost of outfitting and
supplying the NICP as part of the FY
25/26 proposed budget and Council
can determine if funding should be set
aside.

This goal should not
continue into FY 25/26. Staff
will continue to work with
LGMSPD staff to determine
if the CERT membership is
such that the NICP can be
outfitted. If Council sets
aside the funds for
outfitting the shed, the
actual work would be
coordinated by staff.

C. Installation of Flock Cameras citywide At the January 21, 2025 City Council meeting, Council authorized a total of
20 Flock cameras to be installed
beginning in July 2025.

This goal has been
completed as the Council
has authorized the Flock
cameras. Staff will work
with Flock staff to install the
cameras in FY 25/26, but
this is an operational item
and does not need to be a
Council goal.

D. Recruit 10 more CERT members in 2024-2025 The LGMSPD reports there are 18 CERT members in Monte Sereno.

This goal does not need to
continue as a standalone
item in FY 25/26; however,
if Council would like to
continue the goal, it may be
appropriate to include it
within an overall
wildfire/emergency
preparedness goal.

E. Finalize evaluation of the LGMSPD contract options This project is underway and scheduled for the City Council
consideration in April 2025.

This goal will be completed
in FY 24/25, so it does not
need to be continued.

F. Update the City of Monte Sereno Wireless Ordinance This project is underway and scheduled for the City Council
consideration at the April 1, 2025 City
Council meeting.

This goal will be completed
in FY 24/25, so it does not
need to be continued.

V. Enhance Environmental Sustainability
A. Promote low-water and low-fire landscaping alternatives for residents
All new construction is required to
install water efficient landscape as
part of the State’s Water Efficiency
Landscape requirements.

This goal should continue in
FY 25/26 as part of the
adoption of the updated
building codes.

B. Encourage water conservation and support the move to lower carbon emissions in Monte Sereno
The City Council adopted Reach Codes
in December 2022 requiring that new
construction include a hot water
circulating system to improve water
conservation as well as required all
indoor appliances (except for cooking
appliances) to be all-electric.

As part of the adoption of the 2025
California Building Codes at the end of
this fiscal year, Council may consider
additional water conversation and
carbon emission reduction features.

This goal should continue in
FY 25/26 as part of the

The City Council approved committee/commission assignments for calendar year 2025 on January 7, 2025. At that time, Council Member Shannon was appointed as the Alternate Director for the Silicon Valley Clean Energy (SVCE) Board as well as to the West Valley Sanitation District Board. Mayor Burton Craig
18041 Saratoga—Los Gatos Road
Monte Sereno, CA 95030-4299
Dear Mayor Craig,
I regret that I must resign as Alternate Director for Silicon Valley Clean Energy.

As you know, Iam also on the West Valley Sanitation District Board. The West Valley Sanitation District Board meetings begin at 5:00 PM, while Silicon Valley Clean Energy (SVCE) meetings start at 7:00 PM. Due to the limited time between these commitments it is likely that Imay often be late for the start of the SVCE meetings. I believe it is in the best interest of both organizations that Istep down to allow for a Director who can reliably be present for the start of the SVCE meetings.

Please appoint another member of the council to take this role. I appreciate your original assignment and I regret that a conflict presented itself.

Thank you.

Sincerely, gym/3k...“
Lisa Shannon
