Please include organization name, position/office held, and dates.

Civic or Charitable Organizations
You Have Belonged To:

Please include organization name, position/office held, and dates.

Education: Please include school name, degree obtained, and dates.

Why do you want to be on the
selected Commission?:

I would like to be on this commission because I would love to know how decisions are made in our city and be able to offer input that benefits the community, especially my peers.

Tell us about your skills,
experience, or interests that
relate to the Commission that
you feel would assist us in
considering your application:

I worked as an intern for the Los Gatan, which is where I gained some knowledge on how local government works and I found it quite interesting. I am my school's Model UN club's director general, meaning I have public speaking skills as well as a knack for problem solving and negotiating. In addition, I have always been great at talking to people, which I believe is an important skill in government.

Please list your current
commitments:

Currently, I am in India until July 15th. However, as soon as I get back, the only commitments I will have are school until around 4:00 starting mid-August, guitar lessons once a week for half an hour, golf after school (I'll have to see the timings of this since I am not sure), and I also dedicate around an hour or two to Model UN every week.

What strengths do you possess
that you believe will make you a
successful commissioner?:

I am good at talking to people and learning from them, giving me the ability to get raw perspectives from residents and offer input that accurately represents the community's concerns. Also, I am good at finding solutions that work for everyone, this skill of negotiating makes it easier for me to help more people. To go with that, I am great at researching, allowing me to look at every aspect of a problem or situation to better understand it. I've always been a natural leader, which also makes me dependable.

What do you see as the
important issues in Monte
Sereno?:

A very important issue I see in Monte Sereno is the problem of wires and vegetation often falling and being taken out during storm season, causing distress and inconveniences for residents. Another big issue is the limited public transportation, which makes it harder for elderly, who may not be able to drive anymore, to get around— as well as younger people, who have not obtained their license yet.

At school, I’ve participated in student activities where I helped plan events and worked with classmates to solve problems. I’m a good listener, I take responsibility seriously, and I’m always open to learning new things. What do you see as the
important issues in Monte
Sereno?:

One important issue I see in Monte Sereno is making sure young people feel connected to the community. Since it’s a smaller and quieter city, there aren’t many activities or places for teens to gather, share ideas, or get involved. I think it’s important to create more opportunities for youth to participate in local events, service projects, or programs where they can make a difference and feel included.

Agenda Heading: NEW BUSINESS
Staff Contact: Gloisy Gonzalez-Langarica, City Clerk
Department: City Clerk
Title: Discuss and Consider Nominees for Monte Sereno Citizen of the Year Nominees and Make an Appointment
Recommendation(s):

Staff recommends that the City Council consider the nominees for Citizen of the Year and make an appointment.

Background Information:

Quality Public Service and Community Engagement are the objectives of the Monte Sereno City Council. The Citizen of the Year award is intended to engage the community of Monte Sereno and offer an opportunity to honor an outstanding citizen.

On June 6, 2025, City staff sent a notification out to Monte Sereno residents calling for nominations for Monte Sereno Citizen of the Year. The nomination period ended on Friday July 18, 2025. The Citizen of the Year is typically selected by the City Council at the first meeting in August and introduced by the Mayor at the Monte Sereno Annual City Picnic. The annual picnic is scheduled for Sunday, August 24, 2025. The Monte Sereno Citizen of the Year will remain as Citizen of the Year until the next Citizen of the Year is appointed in August of 2026.

This year the City received four nominations. The nominations are attached to this report for review and consideration.

The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(b)(4) in that it is a fiscal activity that does not involve any commitment to any specific project which may result in a potential significant impact on the environment.

Fiscal Impact:

Citizen of the Year Nomination Form – Carl Guardino Page 1 2025 Citizen of the Year Nomination Form
Describe the nominee’s contributions, accomplishments, and actions that qualify them for this award. Include their specific role and responsibilities:

Carl Guardino exemplifies community leadership and a dedication to addressing critical issues – locally, regionally and nationally. As Vice President of Government Affairs at Tarana Wireless, he is committed to closing the digital divide through accessible broadband across the U.S.

Carl’s influence on public policy is substantial, demonstrated by his long tenure on the California Transportation Commission. Initially appointed by Governor Arnold Schwarzenegger in 2007, he was reappointed twice by Governor Jerry Brown and is currently serving his fourth consecutive four-year term, appointed by Governor Gavin Newsom in 2019. He is widely recognized across Silicon Valley as a consensus builder and a champion of successful ballot measures, particularly in transportation and housing. Carl has served as a trusted advisor to elected officials throughout the South Bay, California, and nationally. He is celebrated for his ability to tackle complex policy challenges and develop, execute, and implement solutions.

Beyond his policy involvement, Carl has founded significant community events that benefit the broader region, including the San Jose Turkey Trot and more recently, the Stars and Strides Run. The San Jose Turkey Trot, officially known as the Applied Materials Silicon Valley Turkey Trot, is the largest Thanksgiving Day run in the U.S. and has raised substantial funds for local charities for over two decades. The Stars and Strides 5K/10K roll/walk/run has contributed over $1 million to Valley Health Foundation, supporting our region’s most vulnerable residents.

Describe how this person’s activities have made an impact on, or a difference in, the Monte Sereno community:

While Monte Sereno is cherished for its quiet, low-key nature, its anonymity can lead to a disadvantage when it comes to having its voice heard by policymakers. Carl has uniquely and effectively addressed this challenge by significantly raising awareness of Monte Sereno among regional, state and national leaders.

In the past five years, Carl and his wife, Leslee Guardino, have hosted multiple events and functions at their Monte Sereno home, inviting elected officials, Monte Sereno residents and others. These gatherings have included policy makers, including Senator Adam Schiff, Congressman Sam Liccardo, Governor Gavin Newsom, Senator Dave Cortese, Senator

Page 182 of 223 ends

Citizen of the Year Nomination Form – Carl Guardino Page 2 Josh Becker, Assemblymember Gail Pellerin, Assemblymember Adam Patrick Ahrens, and Mayor Matt Mahan, among others.

Through Carl, many elected officials now have a direct understanding of Monte Sereno's location and indirectly, yet importantly, have gained an appreciation for the perspectives of our citizens. This engagement helps Monte Sereno’s issues and concerns to be heard by those who establish policies, thereby enhancing our community by having them consider our residents’ voices. Carl has reinforced a positive, understated and effective “brand” for Monte Sereno that benefits our entire community.

Please state reasons why you believe this resident should be recognized by the community for their contributions, positive influence, and role model qualities:

Carl Guardino is an exceptional candidate for Monte Sereno’s Citizen of the Year due to his contributions, positive influence and role model qualities. His involvement in major ballot initiatives, including five Santa Clara County traffic measures, three Statewide Housing Bond ballots, and the nine-county Bay Area traffic relief campaign (Regional Measure 3), demonstrates his commitment to regional well-being.

However, it is Carl’s specific and deliberate actions to elevate Monte Sereno’s standing that truly make him worthy of Citizen of the Year. By consistently bringing decision-makers into our community, he has provided Monte Sereno with an understated platform so our community concerns can be heard by those in power. This engagement has given Monte Sereno a positive and effective presence where it matters most, directly benefiting all residents.

Further, Carl is dedicated to family. Carl and Leslee’s oldest daughter, Jessica Guardino, served on Monte Sereno’s Youth Commission. They also have two other children, Siena and Jake, adopted into their family.

Carl Guardino embodies the spirit of community service and has gone above and beyond to increase awareness of Monte Sereno, making him an exemplary role model and a truly deserving recipient of Citizen of the Year.

You Have Belonged To:

HSC Daves Ave - Treasurer
Education: Masters Economics - SJSU
Why do you want to be on the
selected Commission?:

As a native to the South Bay and someone who plans to be here the rest of my life, I not only consider Monte Sereno my home but also my community. As such, I feel it is important to be an active participant in Public Service, shaping how we guide, govern, and help one another in this neighborhood. By joining the S&A Commission, I look forward to helping uphold the residential feel that exists in Monte Sereno while assisting my neighbors adhere to and understand the Architectural Guidelines set out in the General Plan.

Tell us about your skills,
experience, or interests that
relate to the Commission that
you feel would assist us in
considering your application:

I went through the process about a decade ago when I bought our house on Bancroft, so I can reflect on that experience while also utilizing my engineering background to help work with applicants on achieving their dream homes. I provide a calm demeanor, a penchant for listening, and can easily separate myself from the decisions at-hand. I think this will be an asset when working with neighbors to find compromise on tough issues.

Please list your current
commitments:

LGUSD FAC - 1-3 hours a month; SAC Fisher - 1-3 hours a month; What strengths do you possess
that you believe will make you a
successful commissioner?:

My upbringing as well as my personality help me to be a great compromiser when it comes to solving issues.I have an understanding of construction and how the guidelines of the General Plan articulate the building code. Taking into account the voices of neighbors with regard to these projects, will be an important aspect of this Commission. As we engage homeowners looking to build their dream home, working to find compromise will be a challenge. My ability to compromise and develop collaborative solutions for all involved make me a strong candidate for the S&A Commission.

What do you see as the
important issues in Monte
Sereno?:

The top issues I see affecting Monte Sereno currently would be: the recent push by the State for plentiful housing(RNHA, HUD), wildfire preparedness and prevention, and the upcoming General Plan update. I feel we will continue to

Page 190 of 223 ends

utilize creative ways to address the housing needs that exist in our area while maintaining the overall feel of a small city in the South Bay that makes Monte Sereno unique. Given our proximity to the mountains, wooded areas, and open space preserves, we must continue to educate and help our residents and neighbors stay vigilant against the threat of wildfires. As the need to update our General Plan for the next decade comes into focus, I look to help shape this through input from the S&A Commission.

What strengths do you possess
that you believe will make you a
successful commissioner?:

My upbringing as well as my personality help me to be a great compromiser when it comes to solving issues.I have an understanding of construction and how the guidelines of the General Plan articulate the building code. As we engage homeowners looking to build their dream home, working to find compromise will be a challenge. My ability to compromise and develop collaborative solutions for all involved make me a strong candidate for the S&A Commission.

What is your understanding of
the City's General Plan?:

The Monte Sereno General Plan lays out the guidelines of how the city and its residents interact and exist as a community. It’s a living document that gets revised periodically. Its goal is to address the various issues that families living in Monte Sereno face, providing rules and guidelines on how to solve these issues amicably and collaboratively as a community.

How do you view the role of the
Site and Architectural
Commission?:

I feel the commission exists to serve the community of Monte Sereno in maintaining the overall residential look and feel of our city ,while allowing people to create their dream home. By understanding and applying the guidelines set forth in the General Plan, familiarizing oneself with city planners recommendations, and implementing these recommendations, we can help applicants navigate the rules while achieving their vision. Maintaining a consistent aesthetic within neighborhoods is a good benchmark as it helps everyone feel more comfortable and accepting of each others developments. This generates more harmonious neighbors and reduces litigation.

Site and Architectural
Commission decisions rarely
involve a black and white issue.

There are usually several shades
of gray in making land use
decisions. Would you be willing
to put aside your personal land
use philosophy and design
preferences in order to reach
consensus, or would you prefer
to press on with your personal
convictions because you believe
that compromise might result in

Title: Designation of Voting Delegates and Alternates for the League of California Cities Annual Conference and Expo, October 8 -10, 2025, Long Beach Convention Center
Recommendation(s):

Staff recommends the City Council appoint a voting delegate and up to two voting alternates to attend the League of California Cities 2025 Annual Conference.

Background Information:

The League of California Cities is an association of cities within the state of California, founded in 1898. Most of the state's 482 cities, including Monte Sereno, are represented in the League.

The League advocates for cities at the state capital on a multitude of topics.

The Annual Conference is the League’s largest and most comprehensive educational event.

General sessions feature premiere keynote speakers, while breakout sessions allow city staff and elected officials to explore topics that fit their specific needs and areas of interest.

During the annual conference, the League conducts its annual business meeting where the membership considers and takes action on resolutions that establish League policy. Each member city’s City Council is allowed to designate a city official to serve as the voting delegate to participate and cast votes at the business meeting along with up to two voting alternates in the case of the voting delegate’s absence. This year the Annual Conference is scheduled for October 8 -10, 2025 and will take place in Long Beach, California. Voting delegates and alternates must be submitted to the League no later than Wednesday, September 24, 2025.

Fiscal Impact:

Conference registration is $725 per person for the three days for the voting delegate and any alternates. Additional charges will be incurred for airfare, hotel accommodations, and food allowances in accordance with the City’s policy.

Public Noticing:

The City Council’s agenda was posted at City Hall and the agenda and this report appeared on the City’s website.

DATE: Wednesday, July 16, 2025
TO: Mayors, Council Members, City Clerks, and City Managers RE: DESIGNATION OF VOTING DELEGATES AND ALTERNATES
League of California Cities Annual Conference and Expo, Oct. 8-10, 2025 Long Beach Convention Center
Every year, the League of California Cities convenes a member-driven General Assembly at the Cal Cities Annual Conference and Expo. The General Assembly is an important opportunity where city officials can directly participate in the development of Cal Cities policy.

Taking place on Oct. 10, the General Assembly is comprised of voting delegates appointed by each member city; every city has one voting delegate. Your appointed voting delegate plays an important role during the General Assembly by representing your city and voting on resolutions.

To cast a vote during the General Assembly, your city must designate a voting delegate and up to two alternate voting delegates, one of whom may vote if the designated voting delegate is unable to serve in that capacity. Voting delegates may either be an elected or appointed official.

Action by Council Required. Consistent with Cal Cities bylaws, a city’s voting delegate and up to two alternates must be designated by the city council. Please note that designating the voting delegate and alternates must be done by city council action and cannot be accomplished by individual action of the mayor or city manager alone.

Following council action, please submit your city’s delegates through the online submission portal by Wed., Sept. 24. When completing the Voting Delegate submission form, you will be asked to attest that council action was taken. You will need to be signed in to your My Cal Cities account when submitting the form.

Submitting your voting delegate form by the deadline will allow us time to establish voting delegate/alternate records prior to the conference and provide pre-conference communications with voting delegates.

Conference Registration Required. The voting delegate and alternates must be registered to attend the conference. They need not register for the entire conference; they may register for Friday only. Conference registration is open on the Cal Cities website.

Council Action Advised by September 24, 2025

Page 195 of 223 ends

For a city to cast a vote, one voter must be present at the General Assembly and in possession of the voting delegate card and voting tool. Voting delegates and alternates need to pick up their conference badges before signing in and picking up the voting delegate card at the voting delegate desk. This will enable them to receive the special sticker on their name badges that will admit the voting delegate into the voting area during the General Assembly.

Please view Cal Cities’ event and meeting policy in advance of the conference.

Transferring Voting Card to Non-Designated Individuals Not Allowed. The voting delegate card may be transferred freely between the voting delegate and alternates, but only between the voting delegate and alternates. If the voting delegate and alternates find themselves unable to attend the General Assembly, they may not transfer the voting card to another city official.

Seating Protocol during General Assembly. At the General Assembly, individuals with a voting card will sit in a designated area. Admission to the voting area will be limited to the individual in possession of the voting card and with a special sticker on their name badge identifying them as a voting delegate.

The voting delegate desk, located in the conference registration area of the Long Beach Convention Center in Long Beach, will be open at the following times: Wednesday, Oct. 16, 8:00 a.m.-6:00 p.m. and Thursday, Oct. 17, 7:30 a.m.-4:00 p.m. On Friday, Oct. 18, the voting delegate desk will be open at the General Assembly, starting at 7:30 a.m., but will be closed during roll calls and voting.

The voting procedures that will be used at the conference are attached to this memo.

Please share these procedures and this memo with your council and especially with the individuals that your council designates as your city’s voting delegate and alternates.

Once again, thank you for submitting your voting delegate and alternates by Wednesday, Sept. 24. If you have questions, please contact Zach Seals at [email protected].

1. One City One Vote. Each member city has a right to cast one vote on matters pertaining to Cal Cities policy.

2. Designating a City Voting Representative. Prior to the Cal Cities Annual Conference and Expo, each city council may designate a voting delegate and up to two alternates; these individuals are identified on the voting delegate form provided to the Cal Cities Credentials Committee.

3. Registering with the Credentials Committee. The voting delegate, or alternates, may pick up the city's voting card at the voting delegate desk in the conference registration area. Voting delegates and alternates must sign in at the voting delegate desk. Here they will receive a special sticker on their name badge and thus be admitted to the voting area at the General Assembly.

4. Signing Initiated Resolution Petitions. Only those individuals who are voting delegates (or alternates), and who have picked up their city’s voting card by providing a signature to the credentials committee at the voting delegate desk, may sign petitions to initiate a resolution.

5. Voting. To cast the city's vote, a city official must have in their possession the city's voting card and voting tool; and be registered with the credentials committee. The voting card may be transferred freely between the voting delegate and alternates but may not be transferred to another city official who is neither a voting delegate nor alternate.

6. Voting Area at General Assembly. At the General Assembly, individuals with a voting card will sit in a designated area. Admission to the voting area will be limited to the individual in possession of the voting card and with a special sticker on their name badge identifying them as a voting delegate.

7. Resolving Disputes. In case of dispute, the credentials committee will determine the validity of signatures on petitioned resolutions and the right of a city official to vote at the General Assembly.

five additional member cities or
individual members.

How it works: Cal Cities
Resolutions and the General Assembly
General Assembly
General Resolutions Policy Committees
Developing League of California Cities policy is a dynamic process that engages a wide range of members to ensure Cal Cities represents cities with one voice. These policies directly guide Cal Cities’ advocacy to promote local decision-making, and lobby against statewide policies that erode local control.

The resolutions process and General Assembly is one way that city officials can directly participate in the development of Cal Cities policy. If a resolution is approved at the General Assembly, it becomes official Cal Cities policy. Here’s how resolutions and the General Assembly work.

The petitioned
resolution is an
alternate method
to introduce policy
proposals during
the annual conference. The
petition must be signed by
voting delegates from 10% of
member cities, and submitted to
the Cal Cities President at least
24 hours before the beginning
of the General Assembly.

Petitioned Resolutions
The Cal Cities
President assigns
general resolutions

where members
review, debate, and recommend
positions for each policy proposal.

Recommendations are forwarded
to the Resolutions Committee.

Who’s who
The Resolutions Committee
includes representatives
from each Cal Cities
diversity caucus, regional
division, municipal
department, and policy
committee, as well as
individuals appointed by

Policy committees include
members from each Cal

During the General Assembly, voting delegates
debate and consider general and petitioned

Agenda Heading: NEW BUSINESS
Staff Contact: Diana Perkins, City Planner/Interim City Manager Department: City Manager
Title: Consider the Opportunity for up to two Monte Sereno Residents to Participate in the 2025-2026 Leadership Los Gatos Program Recommendation(s):

Staff recommends that the City Council consider paying the Town of Los Gatos’ cost for two Monte Sereno residents to participate in the 2025-2026 Leadership Los Gatos Program.

Background Information:

The Town of Los Gatos administers the Leadership Los Gatos program to educate, engage, and encourage participants to find leadership roles in the community. Participants are given the opportunity to view local government from the inside out, engage with community leaders and special interest groups, and challenge themselves in new ways while strengthening their leadership skills and community network. After completing the program, graduates are encouraged to use their new skills and knowledge to further their participation in civic, community, service, and non-profit organizations.

The 2025-2026 Leadership Los Gatos program will run from October 2025 to May 2026.

Participants will meet monthly on a Friday. Applications are due at the end of August and a maximum of 22 participants are selected to join the program. Participants pay a $550 tuition fee and the Town covers the additional expenses of the program.

Analysis:

The Town of Los Gatos has offered to designate up to two seats in the 2025 Leadership Los Gatos program for City of Monte Sereno residents so long as the City covers the additional program costs beyond the tuition, which is $3,200 per participant. This cost includes the speakers (a fee is not charged for speakers who are Town staff), buses for an area tour, breakfast and lunch at each meeting, and the Town’s staff time to support the program.

California Environmental Quality Act:

This matter is not a “project” under the California Environmental Quality Act (“CEQA”) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment (CEQA Guidelines section 15378(b)(5)).

Fiscal Impact:

A maximum fiscal impact of $6,400 is anticipated if the Council approves sponsoring up to two participants and two Monte Sereno residents are selected for the program.

Leadership Los Gatos provides insight into the community and how it works. The Town of Los Gatos and the Chamber of Commerce invest significant resources to this program to ensure it is successful in developing future leaders.

The program provides a comprehensive overview of the infrastructure in Los Gatos and the decision-making processes that shape Los Gatos.

Through Leadership Los Gatos, you will learn to appreciate that, when evaluating alternatives, there is often ‘no right answer’ and to see the differing and diverse perspectives of each stakeholder group.

Each monthly session has a specific focus that, in total, will deepen your understanding of how Los Gatos works. You will meet and network with the Town Council and the heads of each department, as well as local police, fire and hospital services. Importantly, the tours take you behind the scenes of Los Gatos infrastructure, such as our drinking water and recycling facilities that few people ever see.

Although people participate in Leadership Los Gatos for various reasons, its value is to increase the depth of understanding of how Los Gatos works and how different components integrate to create our community. The community realizes this value by having graduates participate in the decision making process within Los Gatos and the Silicon Valley.

You will enjoy Leadership Los Gatos and it will inspire you to get involved.

“"As a short-time resident of Los Gatos, just three years, I love the small-town feeling of our community. I wanted to feel more invested in my new "hometown" and felt Leadership Los Gatos was a perfect chance for me to learn what goes on behind-the-scenes and to see what was going on its main streets as well. We really saw the ins and outs of the town through the firehouse, recycling plant, police ride alongs - you name it - we did it! I have met so many wonderful people and learned more than I ever thought I would about this wonderful town. I am so glad they have a program like this and encourage people to attend. Leadership Los Gatos is a way to not only your broaden your horizons, but also make new friends.

STAFF REPORT
Meeting: City Council - Aug 05 2025
Agenda Heading: NEW BUSINESS
Staff Contact: Diana Perkins, City Planner/Interim City Manager Department: City Manager
Title: Discuss Potential Police Service Parcel Tax Ballot Measure Recommendation(s):

Staff recommends that the City Council discuss a potential police services parcel tax ballot measure and provide direction to staff.

Background Information:

Monte Sereno voters passed a parcel tax measure setting a $150 annual fee per parcel to support the cost of police services in the City on November 8, 1983 election. As approved, the parcel tax did not allow for an inflationary adjustment, The $150 parcel tax currently results in approximately $187,500 in revenue to the City.

Staff was unable to obtain information regarding the costs of police services in 1983, the oldest costs that were found were from Fiscal Year 1993/1994 when the cost of police service paid to the Santa Clara County Sheriff’s Department was $188,236. The cost for police services for the current Fiscal Year 2025-2026 is $1,458,319. While the exact expenses for police service in 1983 are not available, it is likely that the original parcel tax covered all the contractual police services at that time. In the current fiscal year, the parcel tax will cover about 13% of these costs.

Analysis:

A Parcel tax requires two-thirds voter approval and is a particular type of excise that is based on either a flat per-parcel rate or a rate that varies depending on use, size, and/or number of units on each parcel. A parcel tax measure is generally put before the voters to support various City services and may be levied for general purposes or restricted to a particular purpose.

Due to the increasing cost of police services, the Council may want to consider exploring a future ballot measure to increase the parcel tax paid by Monte Sereno property owners.

If Council directs staff to explore the possibility of a future ballot measure to increase this parcel tax, staff recommends that a consultant be retained who can research, survey, and recommend a path forward. This would include developing a description of the need for such a parcel tax increase, surveying Monte Sereno voters to determine if there is support for

increasing the parcel tax, and, if so, the increase parcel tax rate that would be supported by Monte Sereno voters.

No direct fiscal impact will result from this discussion and direction.
