September 10, 2025 Silicon Valley Clean Energy Board
Meeting Follow-Up
Meeting Snapshot
At the September Silicon Valley Clean Energy (SVCE) Board of Directors (Board) meeting, staff shared that SVCE had begun issuing $33M in one-time bill credits to all customers in September. The Board also approved the Fiscal Year 2025-26 Operating Budget and received a preview of the 2026 Integrated Decarbonization Roadmap.
High-Level Item Summaries
1. $33M in Bill Credits Issued to SVCE Customers
On September 2, SVCE began issuing $33M to its customers through a one-time, automatic bill credit. Residential customers will receive a credit of approximately $50, which is nearly 24% of the average monthly energy bill. Staff have been informing the community about this bill credit through direct mailers, emails, local news outlets (Mercury News - Community News “Credit is due”), and social media. To date, SVCE customers have saved over $141M since 2017 with SVCE’s electric generation discounts.
The bill credits going out in September will bring these savings to a total of $174M.
Please read the official announcement on our website and share widely!
2. Approval of Fiscal Year 2025-26 Operational Budget Update and Strategic Planning
The Board approved the SVCE Fiscal Year 2025-26 operational budget and the Fiscal Years 2025-27 strategic focus areas and strategic plan. No major changes to expenditures were proposed and customer discounts will continue as SVCE adjusts to anticipated falling energy prices over the next several years. Reserve funds, which have been conserved for several years, will be accessed to ensure that SVCE can continue to provide clean electricity while offering robust customer programs that reduce emissions.
The agency’s strategic focus areas and strategic plan will continue to emphasize energy affordability, grid stability, and customer programs that reduce greenhouse gas emissions.
3. Board Previews the 2026 Integrated Decarbonization Roadmap SVCE’s Board of Directors received an introductory presentation on the upcoming Integrated Decarbonization Roadmap (Roadmap), which will serve as a refresh of the original 2018 strategy with updated goals, a structured program evaluation framework, and targeted multi-year recommendations. The Roadmap will expand SVCE’s reporting to more directly track progress toward reaching greenhouse gas reduction targets and will help SVCE align investment decisions with future decarbonization priorities. The plan will be finalized after future Board engagement in 2026.
Item Details
1. $33M in Bill Credits Issued to SVCE Customers
SVCE has begun distributing a one-time bill credit totaling $33 million across its customer base. Residential customers will receive around $50 on their upcoming electricity bill—roughly 24% of the average monthly energy bill—while nonresidential customers will receive credits based on their historical energy use. These credits will automatically appear on PG&E bills for electricity used in August, a period typically marked by heightened energy consumption due to summer heat. Notice of the bill credits was sent to all customers in the form of a postcard, emailed to all customers with an email on file, posted on SVCE’s website, and shared through SVCE’s social media channels. A banner will also be featured at the top of SVCE’s website throughout the month of September informing visitors of the bill credit.
This initiative aligns with SVCE’s ongoing commitment to affordability and community reinvestment. It follows years of stable savings generated via the agency’s four percent annual generation discount—bringing cumulative savings since 2017 to more than $141 million, and now $174 million with this one-time credit. In 2025, customers will benefit from savings totaling nearly 10% when including this new credit.
2. Approval of Fiscal Year 2025-26 Operational Budget Update and Strategic Planning
The fiscal year 2025-26 operating budget is balanced and presents SVCE in a stable financial condition. The SVCE budget is informed by the agency’s annual exercise to evaluate its risks in the market and to meet its strategic goals.
In previous Committee and Board meetings, staff discussed the high volatility in energy market prices, which adds additional uncertainty to financial projections. Staff also discussed that the prices that the California Public Utilities Commission will set for Market Price Benchmarks will substantially impact the budget and won’t be fully known until later in the year.
Key highlights of the budget changes include:
x Withdraws $40.1 million from agency reserves set aside for challenging budget years;
x Maintains an average of four percent (4%) customer discount to comparable PG&E rates through December 2025 and assumes a reduction in the discount to one percent (1%) in January 2026;
x Continues to provide additional monthly dollar bill credit to California Alternate Rates for Energy (CARE) and Family Electric Rate Assistance (FERA) customers, which in the aggregate is equivalent to a one percent (1%) discount for all customers; and
x Proposes no changes to the current financial reserves targets and policy.
Annually, coinciding with the development of the operating budget, staff go through a process of reviewing external changes in the landscape, threats, opportunities, new directives, and priorities. Through this effort, a review of the current Board-approved Strategic Plan (including the agency’s mission) is conducted to ensure that priorities, goals, and resources are properly aligned. At its September 2024 meeting, the Board
adopted the Fiscal Year 2024-25 Strategic Plan (September 11, 2024 Board of Directors Meeting – Item 4). Given that these focus areas and goals remain relevant, it was suggested by the Executive Committee that the Strategic Planning process move to every two years as opposed to annually. The Strategic Focus Areas and Strategic Plan goals would remain the same, but the associated measures and workplans could change internally to adapt to the needs of the fiscal year.
The Strategic Focus Areas for Fiscal Years 2025-27 are as follows:
x SFA1: Expand Affordability Efforts
x SFA2: Expand Clean and Reliable Grid Actions
x SFA3: Expand Offerings to C/I Customers
x SFA4: Prepare Region for Electrification at Scale
x SFA5: Attract & Retain Employees
The 2025-27 Strategic Plan is as follows:
1. Advance policies which support SVCE’s mission to reduce dependence on fossil fuels.
2. Long-term, target for 100% clean energy annually by building a balanced portfolio with consideration for both affordability and reliability while exploring long-term pathways to clean power supply.
3. Create a long-term decarbonization plan that integrates supply and demand changes, opportunities, and challenges.
4. Acquire power supply resources in a cost-effective manner to meet legislative and regulatory obligations, Board directives, and customer specific products.
5. Manage and optimize load and power resources to meet affordability, GHG reduction, and reliability objectives.
6. Maintain healthy financial position; avoid failures in management of market risk, credit risk, liquidity risk, operational risks, and enterprise risks.
7. Support all SVCE communities to decarbonize through local investments that reduce barriers and demonstrate sensible, scalable, and equitable solutions.
8. Engage customers and community stakeholders to build trust of SVCE and advance decarbonization.
9. Implement industry best practices to enable data-driven decision making across the organization; enhance systems, standards and procedures to streamline business processes and improve operational effectiveness and reliability (aka SVCE 3.0).
10. Hire, retain, and develop high-performing talent via competitive benefits and a rewarding work culture.
3. Board Previews the 2026 Integrated Decarbonization Roadmap In 2018, SVCE published the “Decarbonization Strategy & Programs Roadmap”, a publicfacing document outlining SVCE’s goals, strategic framework, decarbonization strategy, programs roadmap, and reporting and review structure. This guiding document was created with input from the Board, Member Agency Working Group, and other stakeholders. Core to this document was the identification of greenhouse gas reduction targets and core program initiatives to help SVCE reach its own goals.
Since 2018, the landscape SVCE operates within has changed – California has accelerated its carbon neutrality target, new technology has matured and come to market, and statewide regulatory requirements for Load Serving Entities have evolved.
The Integrated Decarbonization Roadmap (Roadmap) effort will serve as an update to the original 2018 Decarbonization Strategy & Programs Roadmap by refining goals, milestones, and strategic recommendations. Additionally, the Roadmap will help build upon SVCE’s current program reporting and tracking processes to connect more directly to greenhouse gas reduction targets. By incorporating power supply goals, constraints, and opportunities into programmatic decision-making, SVCE will be better positioned to make strategic investment decisions aligned with its future decarbonization goals.
The Roadmap effort will focus on three key components:
1. Updated roadmap document. This document will include refined electrification adoption scenarios, incorporating learnings into strategic guidelines, and strengthened connections between program metrics and greenhouse gas targets.
2. Program decarbonization evaluation framework. SVCE will develop a customized set of metrics to guide investment and track program performance toward SVCE’s goals. This will also include plans to grow capacity for internal reporting and ongoing planning.
3. Prioritized recommendations. Guiding principles to help adapt and scale decarbonization efforts over the next 3-5 years

The consultant has been filling in for the vacant City Engineer position and completing related job responsibilities including reviewing and process improvements for encroachment permits, staff support for the Better Streets Commission, completing the annual pavement management project, reviewing and inspecting building permit construction activity, organizing and completing multiple reporting requirements for various county and state agencies, and managing the stormwater management program for the City.
A recruitment for a permanent full-time staff City Engineer is underway and applications are currently under review. If this position is filled as part of this recruitment, the increase in the consultant’s contract will be sufficient to continue filling the role and transitioning to a new employee.
Fiscal Impact:
No fiscal impact is anticipated with this contract amendment as the budgeted funds for the vacant Public Works Director/City Engineer position are being used to support this consultant.
Public Noticing:
The City Council’s agenda was posted at City Hall and the agenda and this report was posted on the City’s website.

STAFF REPORT
Meeting: City Council - Oct 07 2025
Agenda Heading: CONSENT CALENDAR
Staff Contact: Diana Perkins, City Manager
Department: City Manager
Title: Consideration to Authorize the City Manager to Execute First Amendment to the Professional Services Agreement with Metropolitan Planning Group (M-Group) for Planning Department Professional Services Recommendation(s):
Staff recommends that the City Council authorize the City Manager to execute the First Amendment (Attachment 2) to the Professional Services Agreement with Metropolitan Planning Group (M-Group) for Planning Department Professional Services.
Background Information:
On April 1, 2025 the City Council approved an agreement with M-Group for Associate Planner professional services three days a week for six months (Attachment 1). M-Group has been providing services to cover the day-to-day responsibilities of the City Planner position including reviewing development applications, completing building permit plan checks, responding to customer inquiries, and supporting the Site and Architectural Commission meetings (preparing staff reports, agendas, attending meetings, etc.).
This agreement was originally approved for six months in order to determine if three days a week was sufficient for these services. It has been approximately six months that the consulting planner has been working three days a week and this is a sufficient amount of time to complete the assigned tasks.
Staff recommends continuing this agreement for Planning Department Professional Services and amending the contract to remove the timeframe and maximum contract amount.
Fiscal Impact:
No fiscal impact is anticipated with this contract amendment as the budgeted funds for the vacant City Planner position are being used to support this consultant.
Public Noticing:
The City Council’s agenda was posted at City Hall and the agenda and this report was posted on the City’s website.

Prior to the execution of the Agreement, Consultant shall provide proof of insurance required. Insurance is to be placed with insurers authorized to conduct business in the state with a current A.M. Consultant shall furnish the City with original certificates and amendatory endorsements or copies of the applicable policy language effecting coverage required by this clause. All certificates and endorsements are to be received and approved by the City before work commences. 1. Commercial General Liability (CGL): Insurance Services Office Form CG 00 01 covering CGL on an “occurrence” basis, including products and completed operations, property damage, bodily injury and personal & advertising injury with limits no less than $1,000,000 per occurrence. 2. Automobile Liability: ISO Form Number CA 00 01 covering any auto (Code 1), or if Contractor has no owned autos, covering hired, (Code 8) and non-owned autos (Code 9), with limit no less than $1,000,000 per accident for bodily injury and property damage.

General liability coverage can be provided in the form of an endorsement to the Independent Contractor’s insurance (at least as broad as ISO Form CG 20 10 11 85 or both CG 20 10, CG 20 26, CG 20 33, or CG 20 38; and CG 20 37 forms if later revisions used).
Docusign Envelope ID: B13B1B2B-27EB-4E53-8FE6-20DB171D7977
3 For any claims related to this Agreement, Consultant’s insurance coverage shall be primary insurance coverage (at least as broad as ISO CG 20 01 04 13) with respect to the City, its officers, officials, employees, and volunteers. Any insurance or self-insurance maintained by the City, its officers, officials, employees, or volunteers shall be excess of the Consultant’s insurance and shall not contribute with it.
Consultant hereby grants to City a waiver of any right to subrogation which any insurer of said Consultant may acquire against the City by virtue of the payment of any loss under such insurance. Consultant agrees to obtain any endorsement that may be necessary to affect this waiver of subrogation, but this provision applies regardless of whether or not the City has received a waiver of subrogation endorsement from the insurer.
Consultant shall require the insurer to provide City with 30-day prior notice of termination or material change in coverage and ten (10) days prior notice of cancellation for non-payment.
7. Indemnity: To the fullest extent permitted by law, Consultant shall hold harmless, indemnify and defend City, its elective and appointive boards, commissions, officers, agents, servants, volunteers, and employees (the “Indemnified Parties”) from and against any and all claims, costs, damages, liability, losses, or suits (including court costs and attorney fees) for personal injury (including death), property damage and any other damages of any sort whatsoever, arising out of, or alleged to have arisen out of, the willful or negligent acts, errors, or omissions of Consultant or Consultant's contractors, subcontractors, agents, or employees in the performance of this Agreement.
For design professionals (as that term is defined by statute) acting within the scope of their professional capacity, to the fullest extent permitted by law, Consultant shall, at its own expense, indemnify, protect, defend (by counsel reasonably satisfactory to the City) and hold harmless any Indemnified Parties from and against any and all Liability, whether actual, alleged or threatened, which arise out of, pertain to, or relate to the negligence, recklessness, or willful misconduct of the Consultant, or as may be provided by statute in Civil Code § 2782.8, as may be amended from time to time.
Consultant’s duty to indemnify, protect, defend and hold harmless as set forth in this section shall include the duty to defend (by counsel reasonably satisfactory to the City) as set forth in California Civil Code § 2778. In such event, Consultant shall be entitled to receive as full payment for all services satisfactorily rendered and expenses incurred hereunder, an amount which bears the same ratio to the total fees specified in the Agreement as the services satisfactorily rendered hereunder by Consultant bear to the total services otherwise required to be performed for such total fee; provided, however, that the City shall deduct from such amount the amount of damages, if any, sustained by City by virtue of the breach of the Agreement by consultant.
In the event of termination, Consultant shall deliver as a condition to the payment of the compensation provided for above, or otherwise make available to City, all research data, reports, estimates, summaries, and other such information and materials as may have been accumulated by Consultant in performing this Agreement, whether completed or in process in accordance with Section 9 of this Agreement.
9. Documents: Notes, studies, chain, computations, electronic files, and other data and information obtained by Consultant for this project shall, upon receipt of payment for services rendered, be made available to City by Consultant at City's request and shall become the property of City. Assignments of any or all rights, duties or obligations of the Consultant under this Agreement will be permitted only with the express consent of the City. Consultant shall not subcontract any portion of the work to be performed under this Agreement without the written authorization of the City. Title: Update on the City Council Adopted Goal to Increase Civic Engagement and Provide any Direction to Staff
Recommendation(s):
Staff recommends that the City Council receive the status update on the City Council adopted goal to Increase Civic Engagement and provide any direction to staff.
Background Information:
The Monte Sereno City Council conducted the annual Goal Setting Session on March 18, 2025 and provided direction on the goals to be adopted for the Fiscal Year 2025-2026. The adopted goals include a program to:
Increase civic engagement and resident involvement in the community, including possible partnership with leadership Los Gatos.
At the August 5, 2025 City Council meeting, the Council approved the expenses for up to two Monte Sereno residents to participate in the 2025-2026 Leadership Los Gatos Program. This portion of the Civic Engagement goal was considered earlier in order to meet the application deadline for the Leadership Los Gatos Program which was the end of August.
This discussion item was rescheduled from the September 2, 2025 City Council meeting.
Analysis:
Several opportunities to increase civic engagement and to build community have been suggested including the following items:
Veterans Memorial – A Veterans memorial was planned to be included in the Community Center remodel project. However, since that project has been placed on hold, an alternative Veterans Memorial could be considered. Community Benches – A program fund benches in the front yard of properties in Monte Sereno could provide an opportunity to build community relationships by providing an opportunity for residents to meet each other while on walks or in their front yards.
Birdhouses – Encouraging residents to put up birdhouses in their yards as well as installing birdhouses on street sign polls could be an opportunity to build community. Walkability – Several areas of Monte Sereno have limited walkability and connection to other portions of the city due to the layouts of the streets, which includes many dead end streets. Looking into ways to improve walkability within the city, including connecting dead end streets could be another way to improve community connectivity.
Council may want to consider the above items as well as other opportunities to increase civic engagement and provide any direction to staff.
California Environmental Quality Act:
This is not a “project” under the California Environmental Quality Act (“CEQA”) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment (CEQA Guidelines section 15378(b)(5)).
Fiscal Impact:
No fiscal impact will occur in reviewing the status of this City Council goal.
Public Noticing:
The City of Monte Sereno's Council meeting agenda was posted on the bulletin board outside of Monte Sereno's City Hall and the agenda with this staff report can be accessed on the City of Monte Sereno's website located at www.montesereno.org.
