Title: Conduct a Public Hearing on the 2026 Weed Abatement Program and Adopt a Resolution Overruling Objections and Determining to Proceed with Weed Abatement
Recommendation(s):
Staff recommends the City Council hold a Public Hearing on the 2026 Weed Abatement Program and adopt a resolution overruling objections and determining to proceed with Weed Abatement.
Background Information:
The City has a weed abatement process set forth in the City’s Municipal Code in Chapter 8.02.
Pursuant to Section 8.02.010, “No owner, agent, lessee or other person occupying or having charge or control of any building, lot or premises within the City of Monte Sereno shall permit weeds, brush, dirt, rubbish, rank growths and other hazardous material to remain upon said premises, or public sidewalks, or streets, or alleys between said premises and the centerline of any public street or alley.” To enforce this provision of the Municipal Code, the City works with Santa Clara County to remove weeds and brush throughout the City. On January14, 2026, in coordination with the County of Santa Clara, property owners who have accumulated weeds and brush on their property were notified of the obligation to remove the weeds and brush.
On December 16, 2025, the City Council adopted a resolution declaring the existence of as nuisance caused by weeds, brush, dirt and other similar hazards existing on those properties within the City that have not complied with the written notice in accordance with Municipal Code Section 8.02.050. The resolution identified the problem properties and created a deadline to address problem conditions. Per the Municipal Code, the owners must clean up those problem conditions within 30 days, unless that period is extended by written agreement with the City Engineer/Fire Marshal.
In accordance with Municipal Code Chapter 8.02, now that the 30-day period has passed, the City Council is holding a public hearing to consider objections to why the City should not cause abatement to take place on any properties where the owners have not cleaned up their weeds, brush, dirt, and other hazards.
After the public hearing, the City Council can adopt an order to abate. In accordance with Municipal Code Section 8.02.080, City staff or County Contractor would be authorized to enter the properties after the City Council adopts an order to abate and remove the weeds and to assess the costs of abatement as a lien on the property. Liens are imposed after providing the owner with a report of costs that is confirmed by the City Council following another public hearing. The costs of such abatement can then be collected via the tax roll. This process allows the City to undertake uniform code enforcement simultaneously across all problem parcels in the City.
Fiscal Impact:
There are no unbudgeted fiscal impacts with this agenda item.
Public Noticing:
The City Council’s agenda was posted at City Hall and the agenda and this report appear on the City’s website.

IMPORTANT NOTICE TO ABATE WEEDS
January 14, 2026
Dear Property Owner:
Fire safety is crucial for protecting lives, preserving property, ensuring community well-being, and minimizing environmental impact. Removing fire hazards from your property is a proactive step to reduce the risk of injury, death, and significant damage. Effective prevention and preparedness measures not only save lives but also help safeguard our environment and reduce economic losses. Maintaining proper clearance requirements, known as Minimum Fire Safety Standards, is a shared responsibility. Since fire doesn't respect property boundaries, your local city (or County if in unincorporated areas) works with the County of Santa Clara Weed Abatement Program to ensure that all properties meet these Minimum Fire Safety Standards obligations. You are receiving this notice because our team has identified your property as being subject to the Weed Abatement Program. Please review the information carefully, and feel free to reach out for clarification or additional information.
The governing body for your property may adopt a resolution declaring that it contains fire hazards due to weeds or other debris. Following this action, the governing body will hold a public Commencement Hearing as part of a public meeting to consider an abatement order. This order will require you to remove any hazardous vegetation or combustible debris before the deadline outlined in the enclosed Weed Abatement Program Schedule. The public Commencement Hearing will take place on the date and at the location stated in the enclosed Notice to Destroy. This hearing will provide you with an opportunity to raise any objections or concerns regarding this requirement and the inclusion of your property in the Weed Abatement Program.
If you believe your property includes an environmentally sensitive habitat, please check the box on the blue Return Reply Form and provide any additional information on the Return Reply Form to assist us in determining the best approach to abating your property from fire hazards.
If, after the public Commencement Hearing, the Weed Abatement Program is approved for your property, the County is authorized by your city, and the California Health and Safety Code sections §14875-14922 to inspect your property to confirm that it has been cleared of hazards and is compliant with Minimum Fire Safety Standards (see enclosed brochure).
Inspections will begin after the abatement deadline for your jurisdiction. This notice does not relieve you of your responsibility to complete the necessary work before your jurisdiction's deadline. All properties designated to be part of the Weed Abatement Program will have a $296 annual inspection fee to cover the cost of the program. This $296 cost will be included on your property tax bill as a special assessment.
In addition to the $296 annual inspection fee, if the parcel is found non-compliant at the time of our inspection, the parcel will be assessed a processing fee of $953 per parcel, and the property will be scheduled for abatement by the Countydesignated contractor. You will not incur additional charges if the abatement work is completed before the Countydesignated contractor arrives. However, should the County-designated contractor perform the abatement work, the parcel will incur the cost associated with the contractor's work plus an additional County administrative fee of $1,383 per parcel.
For those parcels requiring a warrant, a fee of $3,006 per parcel will be assessed.
2 The County will use the lowest cost method of abatement considering the physical characteristics of your property and any other environmental or related concerns. Fees are detailed on the price list included in the Notice to Destroy. The total amount of fees incurred will be included as a special assessment on your property tax bill following confirmation of the charges by your city (or the County if the parcel is in an unincorporated area) at a public Assessment Hearing. This Assessment Hearing will be scheduled in the summer, with the exact date determined by your governing body. Typically, Assessment Hearing information is posted at the physical location of the governing body (typically at a city hall building or other government center and most also publish this information on their websites) prior to the meeting.
You can avoid all costs, other than the $296 annual inspection fee, by completing the abatement work yourself according to Minimum Fire Safety Standards (see enclosed brochure) prior to the abatement deadline for your jurisdiction and maintaining the Minimum Fire Safety Standards for the duration of fire season, which typically runs March through October. Parcels will be removed from the program after three consecutive years of voluntary compliance (work completed by parcel owner prior to the deadline and confirmed by our inspection).
In preparation for this program, please complete and return the enclosed blue Return Reply Form so we are notified of your plans for abating your property.
If you designate on your Return Reply Form that you intend to abate the weeds yourself, you need to complete the abatement before the deadline listed on the attached abatement program schedule and maintain fire-safe conditions for the duration of the fire season. Responding that you intend to provide maintenance does not release you from this responsibility to have the maintenance completed before your deadline and repeated as necessary to maintain Minimum Fire Safe Standards. The County will abate hazardous vegetation as required after the deadline for your jurisdiction at your cost.
Enclosed you will find the following information:
Return Reply Form specific to your parcel. Please complete and return it to us.
Notice to Destroy Weeds informing you of an upcoming public Commencement Hearing (that you may attend if you have any objections to the proposed removal of hazardous vegetation or debris from your parcel). Your jurisdiction may offer you the ability to participate in this meeting virtually; please confirm directly with your jurisdiction.
Weed Abatement Program Schedule for your city with current County abatement fees.
County of Santa Clara Weed Abatement Brochure.
Please be aware that any abatement performed by the County must comply with all applicable regulations. If your property falls within an area designated as possible habitat for burrowing owls or any other protected species of bird or animal, the methods used to remove vegetation may be regulated by specific laws or local ordinances.
If you are no longer the parcel owner identified by this mailing, please notify us immediately at (408) 282-3145. If you sell your parcel after the date of this letter, it is your responsibility to notify the new owner and include the obligation to pay any abatement costs in your sale agreement. Without taking this action, you will be responsible for all hazard abatement charges assessed to the parcel.
Our goals are voluntary compliance with the Minimum Fire Safety Standards and that all properties remain safe from fire. If you have any questions or need on-site advice to help you achieve compliance with the Minimum Fire Safety Standards, please call us at (408) 282-3145.

Department: City Manager
Title: Consider Community Based Organization Grant Funding for Fiscal Year 2026/2027 and Resolution 3764.1 to Revise Community Grants Policy Recommendation(s):
Staff recommends the City Council determine if Community Based Organization (CBO) Grants will be offered for FY 2026/2027, determine a budget amount, and consider Resolution 3764.2 to revise the community grants policy.
Background Information:
The City of Monte Sereno recognizes the value of Community Based Organizations (CBO) and their contribution to the city by enhancing the quality of life and providing enjoyment for residents. Many local CBOs are comprised of volunteers from Monte Sereno and surrounding communities. Examples of CBOs include, but are not limited to, service clubs, art/music/education programs, senior services, and organizations hosting local public events In 2020, the City Council adopted Resolution 3764 which included a CBO Grant policy (Attachment 1). In addition, staff created a CBO Grant application (Attachment 1). The intention of adopting policy language and the application was to establish guidelines and direction for applicants so Councilmembers could better accommodate the grant requests.
Analysis:
Policy Revisions
Based on past questions and discussions with Council Members, staff is recommending revisions to the CBO Grant policy to revise the eligibility requirements, create evaluation criteria, and create a reporting requirement. These revisions are intended to provide updated eligibility requirements for organizations and activities, provide a framework for how applications will be evaluated by the City Council, and include a reporting process for recipient organizations to report on how grant funds were used. The proposed updated criteria are as follows:
Community Based Organization Grant Eligibility Requirements
1. The organization or entity must be a local entity, serve Monte Sereno residents, or have a nexus to the Monte Sereno community or Monte Sereno General Policies (including the Housing Element).
2. The organization or entity must be a non-profit (Internal Revenue Code Section 501(c)(3) or similar).
3. The organization or entity must be majority volunteer led.
4. The organization or entity must comply with all local, state, and federal laws including, but not limited to, non- discrimination requirements.
5. Funding cannot be used for lobbying activities or political advocacy.
6. Funding shall be for a specific need and not for ongoing, operational costs, or endowment funds.
Evaluation criteria for grant requests include, but are not limited to, the following:
1. Impact on and benefit to the Monte Sereno community.
2. Community need for the program/project/event.
3. Alignment with Monte Sereno General Plan Goals (including Housing Element program requirements)
4. Uniqueness of the program/project/event
5. Qualifications and experience of the organization and its members
6. Reasonable cost
7. Clarity, completeness, and accuracy of grant application
8. Past performance and compliance with requirements if a recurring applicant Reporting Requirements:
1. Organizations approved for grant funding shall report to the City on how the grant funding was used by December 31 of the year in which the grant was provided.
Fiscal Year 2026/2027 Grant Funds
The City Council should consider if CBO Grants will be awarded for FY 2026/2027 and the amount which should be included in the budget for such grants. In FY 2025/2026, $25,000 in CBO grants were budgeted and awarded.
Any budget directed by Council at this time will be included in the FY 2026/2027 budget scheduled for the first review in May 2026. Council may vote to change the CBO grant amount when the FY 2026/2027 budget is adopted in June 2026.
If Council determines that CBO Grants should be offered, the following schedule is recommended:
Applications Posted Online – March 9, 2026
Applications Due – April 24, 2026
City Council to Consider Award of Grants – May 19, 2026 Regular City Council Meeting California Environmental Quality Act:
The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(b)(4) in that it is a fiscal activity that does not involve any commitment to any specific project which may result in a potential significant impact on the environment.
Fiscal Impact:
If the City Council decides to offer CBO grants, the City Council would determine the budget for the grants and that amount will be included in the FY 2026/2027 proposed budget.
Public Noticing:
The City of Monte Sereno's council meeting agenda was posted on the bulletin board outside of Monte Sereno City Hall and the agenda with this staff report can be accessed on The City of Monte Serena's website located at www.montesereno.org.

STAFF REPORT
Meeting: City Council - Feb 17 2026
Agenda Heading: NEW BUSINESS
Staff Contact: Gloisy Gonzalez-Langarica, City Clerk
Department: City Clerk
Title: Consider Hosting a City Picnic and Consider a Budget for the City Picnic Recommendation(s):
Staff recommends that the City Council determine whether to host a City Picnic and, if so, the budget and date for the event and direct staff to proceed with coordination.
Background Information:
For more than 15 years, the City of Monte Sereno has hosted a Citywide picnic for its residents on a Sunday afternoon in late summer/early fall at Vasona Lake County Park.
The City Picnic originated with the City’s 50th anniversary celebration and was coordinated by members of the community and Councilmembers. Staff assisted with logistics and the Councilmembers cooked with community members assisting with various details. As the event attendance grew, the Council decided to hire a professional caterer. Since then, staff has taken lead on coordinating all aspects of the picnic including catering, community outreach, equipment rental, and other various tasks. In the past, the Youth Commission assisted with hosting an ice cream sundae bar as well as assisting with other aspects of the event.
In FY 2025/2026, the City Council allocated a budget of $20,000 for the event including catering, dessert, beverages, supplies, and other miscellaneous expenses. The final cost of the 2025 picnic was $19,050.
If the City Council decides to proceed with hosting a City Picnic, staff recommends that $22,500 be budgeted in FY 2026/2027 for the 2026 picnic to account for anticipated inflationary increase in vendor costs and well as provide additional assistance to staff on the day of the picnic to set up and clean up.
The 2026 City Council Meeting Schedule that was approved at the December 16, 2025 Council meeting included a placeholder of Sunday, August 23, 2026 for the annual picnic. Staff recommends that Council confirm this date for the picnic.
Fiscal Impact:
If the City Council decides to host an event, the City Council would determine the budget for the event and that amount will be included in the FY 202/2027 proposed budget.
Public Noticing:
The City Council’s agenda was posted at City Hall and the agenda and this report appear on the City’s website.

Title: Discuss a Potential City Council Ad Hoc Committee to Analyze Existing City Hall Property
Recommendation(s):
Staff recommends that the City Council discuss a potential Ad Hoc Committee to analyze existing City Hall property and provide direction to staff.
Background Information:
Several potential alterations for the City Hall auxiliary building were considered between 2020 and 2025. During this time four alternatives for remodel/addition options were designed and put out to bid by the City. The City Council voted to not award a contract for the alterations due to concerns with the cost of each project.
After the last bidding was completed in the Fall of 2024, Council directed staff to research options for the auxiliary building as well as the main City Hall building. This information was presented to the City Council at the January 21, 2025 meeting and the staff report from the meeting is attached to this report. At that meeting, the City Council voted to table the project due to budget constraints.
Council Member Toren requested this item be added to the agenda to discuss the potential creation of an ad hoc committee to analyze the city’s existing City Hall property footprint to meet current and anticipated staff and operational needs, maximize space, explore potential revenue opportunities and partnerships, address resident needs and interests, etc.

Title: Discuss Options for Uses of the Auxiliary Building as well as Potential Alterations to City Hall
Recommendation(s):
Staff recommends that the City Council review and provide direction to staff on the future use of the auxiliary building and potential alterations to City Hall.
Background Information:
Over the past several years, the Council has considered different options for remodeling the vacant auxiliary building next to City Hall. Bids were received for four different project scopes which were all rejected by Council due to budget constraints.
At the November 19, 2024 City Council meeting, the Council directed staff to review options for different uses of the auxiliary building, including the possibility of leasing the building.
Additionally, Council directed staff to review options for potential alterations to the City Hall to provide a space that could better serve community groups and meetings.

Analysis:
Potential Uses of the Auxiliary Building
Lease the Building
At the November 19, 2024 City Council meeting several public comments were made regarding the possibility of leasing the building to a private user. Staff contacted a local real estate agent to inquire about the marketability of this building for lease. Feeback was received that the auxiliary building could accommodate a small office use such as a law office, architect/design studio, therapist/counselor’s office, or a real estate office.
Monthly rent could be expected to be between $3,500 and $5,000 depending on the condition of the building. However, commercial leases typically require that the landlord provide a ‘warm shell’ building. This would mean that the two interior floors would need to be leveled, interior sheetrock replaced, a disabled accessible bathroom provided, a disabled accessible parking and path of travel to the building entrance, heating/cooling systems provided, and a kitchenette would be highly desirable. The tenant would then construct the interior walls, floor finishes, and design the interior to fit their needs. The city would need to incur the costs to create a ‘warm shell’ building.
Additionally, the current zoning code does not include provisions for a professional office as an allowed use. Therefore, the zoning code would need to be amended to create such a zoning district and the property would need to be re-zoned.
Staff also contact the Postmaster at the Los Gatos Post Office to inquire about the possibility of a Post Office branch opening in this building. The Postmaster stated the auxiliary building and site are not large enough to move the operations from the Los Gatos location into this site.
Additionally, the Postmaster noted that the Post Office is currently downsizing and not expanding their locations.
Use as a Storage Space for Staff
The building can remain in its current condition and continue to be used as a storage space with access to the building by City staff only. The interior of the space is un-finished, the power has been shut off due to exposed wiring, and only the lower floor level is currently being used.
Potential Alterations to City Hall
During the discussion at the November 19, 2024 meeting, Council considered how City Hall could be altered to accommodate the community meeting space that was envisioned in the Community Center.
Staff met with Kohlsaat and Associates architects to review the current City Hall building and potential alterations. They provided an estimate of $15,000 to complete a feasibility study to provide conceptual layouts for how a conference room can be provided and how to make the Council Chambers more usable as a community meeting space.
Fiscal Impact:
The fiscal impact would depend on the action taken by the City Council. The cost of a feasibility study could be absorbed into the operating budget. Additional costs beyond this amount may need to be drawn from the City’s reserve funds.
Public Noticing:
The City of Monte Sereno's Council meeting agenda was posted on the bulletin board outside of Monte Sereno's City Hall and the agenda with this staff report can be accessed on the City of Monte Sereno's website located at www.montesereno.org.
