Title: Adopt a Resolution to Authorize the City Manager to Accept or Not Accept Applications for Annexation to the City of Monte Sereno.
Recommendation(s):
Staff recommends that the City Council adopt a resolution to authorize the City Manager to accept or not accept applications for annexation to the City of Monte Sereno.
Background Information:
Annexation of an unincorporated parcels to the City of Monte Sereno is governed by the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000 (Division 3, Title 5, Section 56000 et. seq. of the California Government Code). In general, properties in the unincorporated Santa Clara County may be eligible for annexation to the City of Monte Sereno if one of the property lines of the parcel(s) proposed for annexation is along the existing boundary of the City or the property is within 300 feet of the City boundary, along a public street. Individual property owners of such properties may submit an application for to the City requesting a qualifying parcel be annexed to the City.
Once an application is received by the City, a considerable amount of staff time is required to process the application and present the information to the City Council for final consideration. This includes submitting the application materials to the Santa Clara County Surveyor for their review and approval, coordinating with the Santa Clara County Assessor’s Office for the tax rate areas, providing notice to the Santa Clara County Planning Department informing them of a loss of their current jurisdictional boundary, presenting the proposed annexation to the City Council at two separate meetings (introduction and approval), and coordinating with the Santa Clara Analysis:
Annexing properties to the City of Monte Sereno expands the City boundaries and increases the number of parcels the City is responsible for providing services including, but not limited to, zoning regulations, building permitting, code enforcement, storm drainage, additional street maintenance, police services, and evacuation route planning. These service requirements may result in additional costs and additional staffing needs for the City, particularly for properties located in the hillside area or high fire hazard areas. Annexation requests that would result in a significant increase in City services or that could result in additional development in the hillside and fire hazard area, are not desirable or beneficial to the City.
In order to ensure efficient and purposeful use of staff time, staff recommends that the City Council authorize the City Manager to accept or not accept applications for annexation to avoid the need for staff time to process applications that are not beneficial to the City.
California Environmental Quality Act:
The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(b)(4) in that it is a fiscal activity that does not involve any commitment to any specific project which may result in a potential significant impact on the environment.
Fiscal Impact:
Potential savings of staff time may result if the Resolution is adopted as undesirable applications will not be required to be processed.
Public Noticing:
The City of Monte Sereno's Council meeting agenda was posted on the bulletin board outside of Monte Sereno's City Hall and the agenda with this staff report can be accessed on the City of Monte Sereno's website located at www.montesereno.org.

Title: Discuss a Potential City Council Ad Hoc Committee to Analyze Existing City Hall Property
Recommendation(s):
Staff recommends that the City Council discuss a potential Ad Hoc Committee to analyze existing City Hall property and provide direction to staff.
Background Information:
Several potential alterations for the City Hall auxiliary building were considered between 2020 and 2025. During this time four alternatives for remodel/addition options were designed and put out to bid by the City. The City Council voted to not award a contract for the alterations due to concerns with the cost of each project.
After the last bidding was completed in the Fall of 2024, Council directed staff to research options for the auxiliary building as well as the main City Hall building. This information was presented to the City Council at the January 21, 2025 meeting and the staff report from the meeting is attached to this report. At that meeting, the City Council voted to table the project due to budget constraints.
Council Member Toren requested this item be added to the agenda to discuss the potential creation of an ad hoc committee to analyze the city’s existing City Hall property footprint to meet current and anticipated staff and operational needs, maximize space, explore potential revenue opportunities and partnerships, address resident needs and interests, etc.

Recommendation(s):
Staff recommends that the City Council review and provide direction to staff on the future use of the auxiliary building and potential alterations to City Hall.
Background Information:
Over the past several years, the Council has considered different options for remodeling the vacant auxiliary building next to City Hall. Bids were received for four different project scopes which were all rejected by Council due to budget constraints.
At the November 19, 2024 City Council meeting, the Council directed staff to review options for different uses of the auxiliary building, including the possibility of leasing the building.
Additionally, Council directed staff to review options for potential alterations to the City Hall to provide a space that could better serve community groups and meetings.

Analysis:
Potential Uses of the Auxiliary Building
Lease the Building
At the November 19, 2024 City Council meeting several public comments were made regarding the possibility of leasing the building to a private user. Staff contacted a local real estate agent to inquire about the marketability of this building for lease. Feeback was received that the auxiliary building could accommodate a small office use such as a law office, architect/design studio, therapist/counselor’s office, or a real estate office.
Monthly rent could be expected to be between $3,500 and $5,000 depending on the condition of the building. However, commercial leases typically require that the landlord provide a ‘warm shell’ building. This would mean that the two interior floors would need to be leveled, interior sheetrock replaced, a disabled accessible bathroom provided, a disabled accessible parking and path of travel to the building entrance, heating/cooling systems provided, and a kitchenette would be highly desirable. The tenant would then construct the interior walls, floor finishes, and design the interior to fit their needs. The city would need to incur the costs to create a ‘warm shell’ building.
Additionally, the current zoning code does not include provisions for a professional office as an allowed use. Therefore, the zoning code would need to be amended to create such a zoning district and the property would need to be re-zoned.
Staff also contact the Postmaster at the Los Gatos Post Office to inquire about the possibility of a Post Office branch opening in this building. The Postmaster stated the auxiliary building and site are not large enough to move the operations from the Los Gatos location into this site.
Additionally, the Postmaster noted that the Post Office is currently downsizing and not expanding their locations.
Use as a Storage Space for Staff
The building can remain in its current condition and continue to be used as a storage space with access to the building by City staff only. The interior of the space is un-finished, the power has been shut off due to exposed wiring, and only the lower floor level is currently being used.
Potential Alterations to City Hall
During the discussion at the November 19, 2024 meeting, Council considered how City Hall could be altered to accommodate the community meeting space that was envisioned in the Community Center.
Staff met with Kohlsaat and Associates architects to review the current City Hall building and potential alterations. They provided an estimate of $15,000 to complete a feasibility study to provide conceptual layouts for how a conference room can be provided and how to make the Council Chambers more usable as a community meeting space.
Fiscal Impact:
The fiscal impact would depend on the action taken by the City Council. The cost of a feasibility study could be absorbed into the operating budget. Additional costs beyond this amount may need to be drawn from the City’s reserve funds.

Title: Council Goal Setting Session for Fiscal Year 2026-2027 Recommendation(s):
Staff recommends that the City Council discuss and identify goals for Fiscal Year 2026-2027.
Background Information:
The Monte Sereno City Council meets every year to establish a work plan prior to adopting its annual budget. This process is known as the Council’s Annual Goal Setting Session. Through this process, the City Council prioritizes issues for the upcoming year and determines how to allocate City resources.
In 2017, Monte Sereno adopted the “Monte Sereno City Council Role, Mission, Vision, and Value” document which has been amended a few times, most recently in 2022 (Attachment 1).
This has been used as the framework for prioritizing goals each fiscal year based on how each fits into the following Council Values:
Integrity and Professionalism
Transparency and Openness
Performance Accountability
Effective and Efficient Services
Fiscal Responsibility
Quality of Life for all Residents
In Fiscal Year 2023-2024, The Monte Sereno City Council established the following five goal categories derived from the Monte Sereno General Plan:
1. Quality Public Services
2. Community Character
3. Enhanced Mobility
4. Community Safety
5. Environmental Sustainability
After the public meeting, staff will compile the list of goals determined by the Council (both continuing items and newly added items) and they will be included in the March 17, 2026 City Council meeting for formal adoption. Staff will then include these goals into the proposed Fiscal Year 2026-2027 budget that is scheduled to be presented to the City Council in May 2026 for the first review. Throughout the upcoming fiscal year, City Council and City staff work together to complete the workplan and adapt or update the workplan to achieve established goals.
Analysis:
Status of Fiscal Year 2025-2026 Goals
The goals that were adopted for Fiscal Year 2025-2026 are included in Attachment 2 along with a status update for each goal as well as a staff recommendation on whether to continue the item to the next fiscal year.
Of the 21 total goals adopted in Fiscal Year 2025-2026, five are completed and staff recommends continuing 14 into the next fiscal year.
New Goals for Fiscal Year 2026-2027
The City is currently working with a consultant to evaluate and determine if a parcel tax ballot measure should be placed on the November 2026 ballot to support the cost of police services.
This is a significant issue for the City as the cost of police services is increasing at a higher rate than City revenues (mainly property taxes). Staff anticipates that the future costs for police services will not be sustainable given the current revenues, which will cause a draw-down of the City’s reserve funds. Additional revenues will be needed to maintain the City’s services at the current levels.
Staff recommends this item be added to the goals for next fiscal year.
Budget and Staffing Impacts on Future Goals
Many of the existing goals are on-going or multi-year efforts such as the General Plan update, Housing Element program implementation, and wildfire preparedness/prevention. Therefore, there are many current goals continuing into the next fiscal year.
Staff recommends that the Council consider that large number of goals that will continue into next year as well as the limited staffing and budget constraints when considering new goals for the next fiscal year.
California Environmental Quality Act:
This is not a “project” under the California Environmental Quality Act (“CEQA”) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment (CEQA Guidelines section 15378(b)(5)).
Fiscal Impact:
The potential fiscal impact will depend on the goals adopted for Fiscal Year 2026-2027. Once the goals are adopted, staff will incorporate the necessary resources into the proposed Fiscal Year 2026-2027 budget, which is scheduled for the first review by the Council in May 2026 at a regular City Council meeting.
Public Noticing:
The City of Monte Sereno's Council meeting agenda was posted on the bulletin board outside of Monte Sereno's City Hall and the agenda with this staff report can be accessed on the City of Monte Sereno's website located at www.montesereno.org.

IV. Maintain Community Safety
1. Improve
wildfire prevention and preparedness:
A. Establish evacuation routes, inform the community of these locations, and plan for their maintenance.
Staff is currently coordinating with the Town of Los Gatos staff to consider a combined evacuation plan based on simulation-based modeling. The Town has issued an RFP and is assessing proposals. Once their assessment is complete, the optional consulting costs for inclusion of Monte Sereno will be provided and presented to the City Council for consideration.
CONTINUEStaff anticipates a consultant proposal for an emergency evacuation simulation in the next month, which will be presented to the City Council for consideration. Staff recommends continuing this goal.
B. Increase awareness of fire danger due to poorly maintained vegetation and promote the importance ofdefensible space around structures.
Staff has made, and will continue to make, multiple social media posts, emails to interested parties, and placed information on the City’s web page about the importance of defensible space around structures.
CONTINUEStaff continues to provide public information on defensible spaces and recommends continuing this goal.
C. Work with Saratoga, Los Gatos, and elected officials to coordinate efforts to reduce fire hazard risks on Highway 9.
The City Council and community have worked extensively to raise awareness of the potential fire danger of trees, particularly in the median along Highway 9. The City Council authorized the Mayor to send a letter to the Assemblymember Pellerin regarding this topic.
