STAFF REPORT
Meeting: City Council - Jun 02 2026
Agenda Heading: PUBLIC HEARINGS
Staff Contact: Diana Perkins, City Manager
Department: City Manager
Title: Accept a Report on the Status of the City’s Vacancies, Recruitment, and Retention Efforts Pursuant to Assembly Bill 2561
Recommendation(s):

Staff recommends that the City Council hold a public hearing and accept the report regarding the status of the City's vacancies, recruitments, and retention efforts pursuant to Assembly Bill (AB) 2561.

Background Information:

Effective January 1, 2025, AB 2561 added Government Code section 3502.3 to the MeyersMilias-Brown Act – the body of law that governs collective bargaining and labor relations at the local government level. AB 2561 requires local public agencies to enhance transparency and accountability in public sector staffing. The purpose of AB 2561 is to address concerns over staffing shortages in public agencies, which can lead to increased workloads, employee burnout, lower morale, and reduced service delivery to citizens. To mitigate these impacts, the law requires agencies to:
 Report annually on vacancies, recruitment activity, and retention strategies;  Identify any policies or practices that may hinder hiring or retention;  Provide recognized bargaining groups an opportunity to present during the public hearing; and
 If any bargaining group vacancy rate reaches or exceeds 20% of authorized positions, provide additional data upon request, including applicant volume, hiring timelines, and efforts to improve compensation, benefits, and working conditions.

This law requires that public agencies hold at least one public hearing each fiscal year before the adoption of their budget to report on vacancy levels, evaluate hiring and retention efforts, and allow for participation by recognized bargaining groups.

The recognized bargaining group in the City of Monte Sereno, the Association of City Employees (ACE), has been invited to participate in this public hearing in accordance with AB 2561.

Whenever the vacancy rate reaches or exceeds 20% of the total number of authorized full-time

Page 8 of 70 ends

positions within a single bargaining group, the new law requires local government agencies to provide additional information upon request of the bargaining unit, including the total number of job vacancies within the bargaining unit; the total number of applicants for the vacant positions within the bargaining unit; the average number of days to complete the hiring process from when a position is posted; and opportunities to improve compensation and other working conditions.

Analysis:

ACE Workforce Overview
As of July 1, 2025, the City of Monte Sereno has six full-time budgeted positions and two part time budgeted positions as follows:
 Administrative Assistant/Assistant to the City Manager  Building Inspector/Code Enforcement Officer
 City Clerk
 City Engineer
 City Planner (Part-time)
 Financial and Administrative Officer
 Maintenance Worker (Part-time)
 Management Analyst Planner
Of these positions, the following 2.5 are vacant:
 Administrative Assistant/Assistant to the City Manager  Financial and Administrative Officer
 Maintenance Worker (Part-time)
The resulting vacancy rate is 35%.

Employee Separations
In 2025, one full-time employee within the ACE bargaining unit separated from the City of Monte Sereno, which was the employee in the Administrative Assistant/Assistant to the City Manager position. Due to pending changes in the organizational structure and budget concerns, recruitments for the vacant positions have not yet begun.

Employee Retention
Employee retention remains a central focus for the City. To this end, the City has implemented several initiatives designed to improve employee satisfaction, promote longevity, and enhance professional growth. These efforts include:
 Approval of new three-year labor agreements effective July 1, 2023, incorporating competitive wage increases and expanded benefits and subsequent extension through June 30, 2027;

Page 9 of 70 ends

 Continued access to a comprehensive benefits package and flexible work schedule options for designated positions;
 Longevity incentives to reward and retain experienced employees including higher pay scale steps and increased vacation earnings;
 The City is also working to expand professional development through in-person and online training programs.

Organizational Self-Assessment
As part of its workforce planning and in alignment with AB 2561, the City has recently contracted with a consulting human resources firm to assist with assessing internal practices and workforce conditions to determine the best practices for future recruitment efforts and to encourage employee retention.

California Environmental Quality Act:

This is not a “project” under the California Environmental Quality Act (“CEQA”) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment (CEQA Guidelines section 15378(b)(5)).

Fiscal Impact:

There is no fiscal impact associated with this staff report.

Public Noticing:

A notice of the public hearing was posted at three locations within the City. The City of Monte Sereno's Council meeting agenda was posted on the bulletin board outside of Monte Sereno's City Hall and the agenda with this staff report can be accessed on the City of Monte Sereno's website located at www.montesereno.org.

STAFF REPORT
Meeting: City Council - Jun 02 2026
Agenda Heading: NEW BUSINESS
Staff Contact: Gloisy Gonzalez-Langarica, City Clerk
Department: City Clerk
Title: Consider and Appoint Members to the 2026-2027 Monte Sereno Youth Commission
Recommendation(s):

Staff recommends the City Council adopt the draft resolution to set the number of Youth Commission for the 2026-2027 school year and consider applications and appoint applicants to the Youth Commission for the school year 2026-2027.

Background Information:

At the August 5, 2025 City Council meeting, the Council adopted an ordinance to amend the Municipal Code to reduce the number of Youth Commissioners as several meetings were cancelled due to the lack of a quorum. The ordinance reduced the number of Commissioners from 15 to a minimum of five. The ordinance allows the City Council to revise the number of Commissioners each year by resolution.

The draft resolution would set the number of Youth Commissioners at the Councils discretion for the 2026-2027 school year.

Applications for 2026-2027 Youth Commission:

The Youth Commission ordinance calls for appointments to Youth Commission annually. This year, the City received applications from the following 13 Monte Sereno youth:
 Jeremias Stauch*
 Aradhita Singh*
 Stella Zeidler*
 Corinne Chou*
 Louis Chen*
 Makayla Murphy
 Ray He
 Regina Hernandez-Gazal
 Victor Zhang
 Jay Gemmel
 Matteo Gemmel

Page 11 of 70 ends

 Sherlyn Jung
 Sheeva Heidari
The asterisk (*) denotes applicants who served on the 2025-2026 Youth Commission and are re-applying for another one-year term.

Currently, there are 9 people serving on the Youth Commission. During the 2025-2026 school year a total of 11 meetings were scheduled, but only 6 were held due to a lack of a quorum for the other 5 meetings
Jeremias Stauch has served in the Youth Commission for the last four years. This last year, he attended a total of 4 meetings.

Aradhita Singh has served in the Youth Commission in the last year. She attended a total of 5 meetings.

Stella Zeidler has served in the Youth Commission for the last two years. This last year, she attended a total of 4 meetings.

Corinne Chou has served in the Youth Commission in the last year. She attended a total of 6 meetings.

1. Please describe a project or initiative you would like to implement to promote community engagement in Monte Sereno.

I would like to start an annual barbecue. This could be held in the summer and be a way for our council members and various volunteers to engage with the community and cook up some food for everyone. It could be a way to bring everyone together. We can set up in the parking lot of City Hall and I am sure most people are familiar with and have barbecues so it would be relatively simple. For the food, we can all bring some and have people who are coming bring food as well. There could be music playing in the back and we can have some chairs and tables set up to make it comfortable.

2. In addition to the monthly Youth Commission meetings, Commissioners are required to attend the other community events such as the Monte Sereno City Picnic in August, Annual Children's Christmas/Holidays Parade in downtown Los Gatos in December, participate in an ice cream social the first Tuesday in May, and attend a City Council during the school year. Please confirm if you can commit to attending these types of community events if appointed to the Youth Commission. Yes No

The Harker Middle School: 2023-2026
Why do you want to be on the
selected Commission?:

I want to be on the Youth Commission because this past year showed me how much youth like me can contribute to our community, and I care deeply about how small actions can create bigger change, such as hosting events to bring people together. This is what I experienced throughout the past year, and I am committed to dedicate my time to this work to help make a change. I enjoy working with others and have got to connect with my fellow Cmmissioners this year, and I truly look forward to continuing this journey with them. School, extracurriculars, and community activities have taught me the importance of leadership and coming together, and I aspire to apply that in the Youth Commission.

Tell us about your skills,
experience, or interests that
relate to the Commission that
you feel would assist us in
considering your application:

Through volleyball, flute, and art, I have developed leadership, teamwork, creativity, and communication skills that I believe would help me contribute to the Youth Commission. Volleyball has taught me leadership skills and how to work with others toward a shared goal. I have participated in many community activities with the flute, including performing at numerous senior centers, including some near here. These experiences have deepened my love for our community, and I believe that giving back through service can make a meaningful difference. I have been learning art for around eleven years, and I am very interested in design and graphics. I can help the Youth Commission with projects related to design, especially for flyers or videos to help spread awareness. Last year, I applied my artistic skills through face painting, and that was an enjoyable experience that not only allowed me to apply my art in the community, but also provided me with the chance to connect with our community and chat with Monte Sereno's youth and my fellow Commissioners.

Please list your current
commitments:

Volleyball, but hours will be a lot more flexible than this past year due to leaving a prestigious club with rigid practice times, and I want to put Youth Commission as my highest commitment.

What strengths do you possess
that you believe will make you a
successful commissioner?:

I believe my strengths include leadership, communication, and creativity. With the many sports including swimming, golf, and volleyball I have played, I have learned that having a team is important, whether it is a team sport or not.

Building up each other and the community is a major aspect of my beliefs, and from this I have learned how to work collaboratively with others, stay committed to a team, and take responsibility. Having communication skills also helps with working as a group. From volleyball, I have learned that one has to evolve to be collaborative with their team and communicate who has what responsibility, or they will lose the game. This also throughly applies to group work and teams in general, for people have to talk it out or the group goes down in dissension. My sense of communication, from being both a social person who can click easily with people, and from sports, has adapted to being an active participator.

However, my creative adaptability is my strongest aspect. I can be quick to come up with a multitude of ideas, and I believe my creativity can help the Youth Commission create more engaging events and outreach.

What do you see as the
important issues in Monte
Sereno?:

I believe important issues in Monte Sereno include increasing youth involvement, strengthening community connections, and making sure young people’s voices are heard. We have had events coordinated by Youth Commission, but I believe that more events centered around what the Youth Commission does and also collaborating with other cities' youth commissions can help bring more people together and encourage greater engagement. We were not able to carry out with many of the planned events due to lack of a quorum, and I want to make sure to be more actively involved and help insure that the plans we coordinate are successfully carried out. The issue that Monte Sereno most commonly faces is being seen as the "small city in between Los Gatos and Saratoga". As a part of Youth Commission, I want to promote each event actively and prove those assumptions wrong.

What, if any, career interests do
you have currently?:

I am currently interested in architecture and design because I enjoy creativity, problem-solving, and finding ways to combine functionality with artistic expression. I am especially interested in how architecture can help bring communities together and create spaces that are both meaningful and practical.

My interest in art and design has also helped develop my creativity and attention

Education: Los Gatos High School and west valley college middle college program going into my senior year (graduating class of 2027)
Why do you want to be on the
selected Commission?:

I have been part of this commission for four years, and as the only incoming senior with more than three years of experience, I’ve grown up alongside this work. Being on the Youth Commission has pushed me to think critically about how to make Monte Sereno a better, more connected community. Over the years, this city has motivated me to stay engaged, take initiative, and contribute not only here but in other communities as well. Coming into my last year, I want to use the experience I’ve built to help guide newer members, strengthen the projects we’ve started, and make sure youth voices continue to shape the decisions that affect us. This commission has been a constant in my life, and I want to finish my time here by giving back with the same dedication it has inspired in me.

Tell us about your skills,
experience, or interests that
relate to the Commission that
you feel would assist us in
considering your application:

Throughout the four years on the Youth Commission, I have developed practical skills that help me contribute effectively to youth commission and many other projects. I have experience in organizing community events, gathering feedback from residents, and communicating ideas clearly in meetings. my time in Middle college has strengthened my research, writing, and analytical skills, which helps when reviewing proposals or policy related topics. As taekwondo instructor, I have gained experience teaching structured lessons, managing groups, and adapting communication styles depending on who I am working with. As a color guard captain, I have learned how to coordinate schedules, plan routines, and keep a team organized during fast moving seasons. I'm also very interested in local government, public safety, and community engagement. I enjoy finding ways to connect people with resources they may need. These skills and interests help me contribute in a focused practical way to the commission's work Please list your current
commitments:

My current commitments include taking college courses through the Middle College program at West Valley College, where I balance both high school and college‑level work. I also teach and train as a taekwondo instructor, which requires leadership, consistency, and strong communication. In addition, I serve as a color guard captain in the Los Gatos High School marching band, helping lead

my team and support performances throughout the season.

What strengths do you possess
that you believe will make you a
successful commissioner?:

Over the past four years on the youth commission, I have gained a strong understanding of how the youth perspectives can shape meaningful change all throughout Monte Sereno. My long-term involvement has helped me develop skills in project planning, communication and working collaboratively with both peers and city leaders. Outside the Commission, my roles as a taekwondo instructor and a color guard captain have strengthened the leadership qualities I bring to this work. Teaching taekwondo has taught me patience, responsibility, and how to guide people of different ages and abilities while keeping them motivated. Serving as a captain in color guard has pushed me to communicate clearly, support my team under pressure, and help create an environment where everyone feels included and capable. These experiences have shaped me into someone who can mentor newer commissioners, maintain continuity in our ongoing projects, and contribute thoughtful, community‑focused ideas. I’m especially passionate about youth engagement, accessibility, and mental health, and I want to use my skills to help the Commission continue making a positive impact.

What do you see as the
important issues in Monte
Sereno?:

I see several important issues in Monte Sereno that directly affect the wellbeing of the community as a whole. One major priority is strengthening communication and connection among residents--especially residents on the edge of the city.

Because our city is so small but still fairly spread out, it can be easy for people to feel isolated or unaware of local initiatives, so creating even more community engagement is important. Safety and emergency preparedness are also strong concerns, especially a weather patterns and times change, increasing fire risk and earthquake risk. Ensuring that all of our residents have clear information and accessible resources. Another issue is accessibility--whether that means access to city information, community events, or support services. Making sure all residents, regardless of age and/or background, can participate fully helps keep Monte Sereno inclusive and connected. After four years on the commission, I have seen how thoughtful planning and open communication can strengthen the entire community, and I want to continue contributing to that work in my last year on the youth commission.

What, if any, career interests do
you have currently?:

In my earlier applications, I consistently listed mechanical engineering as my intended major. However, after being diagnosed with epilepsy, my perspective has changed. Experiencing a neurological condition firsthand pushed me to think differently about my future. I became deeply interested in how the brain works, why certain neurological disorders develop, and how treatments can be improved. This led me toward neurobiology, where I hope to contribute to research that helps explain--and eventually treat-- the kinds of conditions that affect millions of people, including myself.

I am interested in community involvement and in understanding how local government operates and impacts the well-being of residents. Via the Saratoga High Media Arts Program, School Leadership, coaching volleyball and years of competitive volleyball, I have experience working collaboratively in high impact team settings. The Media Arts program has helped me develop skills in Design, Video Production and Media/Presentation creation that I believe could be valuable to the Monte Sereno City government. I am also motivated to listen to different perspectives and contribute thoughtfully to conversations about issues affecting the community.

In addition, I volunteer most weekends teaching volleyball to children for the Little Grass Organization. For the past 3 years I have been immersed in the Saratoga Media Arts education.

photo/video capture. I am also capable of drafting traditional essays or business cases if necessary. In addition, I am open-minded and willing to listen to different perspectives, which I think is important when working in a group that represents a diverse community. I am organized and able to manage my time effectively between school, volunteering, and other responsibilities. I believe these qualities would help me contribute thoughtfully and effectively as a Commissioner.

What do you see as the
important issues in Monte
Sereno?:

While the problem spans beyond Monte Sereno, drunk driving seems to be impacting the local community, risking lives and costing our Police Department resources. I wonder if there is also an opportunity to better communicate with the constituents of Monte Sereno including methods targeted at various age groups (Newsletter, email, social, video). Finally, I do notice trash along our roads, specifically Highway 9. This creates risk to animals and offers an opportunity to beautify our surroundings. Addressing this issue could help improve the overall cleanliness and well-being of the city, while also encouraging greater community responsibility and environmental awareness.

1. Please describe a project or initiative you would like to implement to promote community engagement in Monte Sereno.

A project I plan to implement in the name of community engagement would be a cultural festival to promote awareness and celebrate the culture of groups, whether it be through performances, their food, music, and art exhibitions. Recently at my school, we had a multicultural event where people of all ethnicities had their own stands and cuisine, and it was really vibrant. Such a cultural festival in Monte Sereno would create a sense of connection and rich culture that I believe would strengthen the city’s identity.

One initiative I would like to implement in Monte Sereno would be a campaign focused on reducing the risks of wildfires caused by littering. Since Monte Sereno is surrounded by lots of high-fire risk areas, littered trash can become a serious hazard. Constantly strolling through our city, I notice lots of littered trash around near forests and paths. This project would involve community clean-up events, workshops, and partnerships with local schools to spread awareness about fire prevention and environmental responsibility. This initiative would encourage residents to work together to keep the community safer and protect Monte Sereno’s natural environment.

Education: Los Gatos High School, Los Gatos, CA Aug. 2024–Present West Valley College, Saratoga, CA Jun. 2024–Present (concurrent enrollment) Why do you want to be on the
selected Commission?:

I want to serve on the Youth Commission because Monte Sereno is my hometown, and I want to help represent students who live here. I have grown up in this quiet and supportive community, and I would like to give back by helping with service projects, youth events, and local issues that matter to families.

Through leading Physics Club, founding Ice Buddy, tutoring younger students, I have learned that students can make a real difference when they get involved. I hope to bring practical ideas, listen to other students, and help more youth take part in the community.

Tell us about your skills,
experience, or interests that

I have experience with leadership, volunteering, and teaching younger students.

At Los Gatos High School, I help lead the Physics Club and organize STEM activities. I also founded Ice Buddy, a volunteer program and website that connects experienced skaters with younger kids who want to learn. Outside of school, I have taught math, helped with drone technology at a summer camp, and my volunteer work earned me the Presidential Volunteer Service Award Gold Medal. I am also interested in robotics, programming, AI, and drones. Since wildfire safety is important in Monte Sereno, I hope to use some of these interests to think of practical ways to help the community.

Ice hockey tranining.

What strengths do you possess
that you believe will make you a
successful commissioner?:

I am responsible, curious, and willing to take initiative. When I care about something, I usually do not wait for someone else to tell me exactly what to do. I try to learn more, ask questions, and find a way to help.

This mindset helped me create Ice Buddy, teach drone technology, help lead STEM activities, and start a drone wildfire monitoring project. I also have

Page 54 of 70 ends

experience working with younger students, teammates, parents, and volunteers, so I am comfortable communicating with different people.

As a hockey player, I have learned to stay calm, work with others, and support my teammates. I would bring the same quality and attitude to the Youth Commission.

What do you see as the
important issues in Monte
Sereno?:

One important issue in Monte Sereno is safety, especially preparing for wildfires.

Since our town is close to the Los Gatos foothills, wildfire risk is something residents need to take seriously. Good evacuation plans, clear emergency communication, and community awareness are important.

I also think youth involvement is important. Many students live in Monte Sereno, but they may not know much about local government or how they can help. The Youth Commission could help students get more involved through service projects, safety education, and community events.

Other issues I care about include traffic and pedestrian safety on residential streets, as well as keeping Monte Sereno clean and environmentally responsible.

Overall, I think Monte Sereno should stay safe, connected, and welcoming for families.

STAFF REPORT
Meeting: City Council - Jun 02 2026
Agenda Heading: NEW BUSINESS
Staff Contact: Diana Perkins, City Manager
Department: City Manager
Title: Consideration of a Letter of Opposition to SB 866 (Blakespear) Homeless Housing, Assistance, and Prevention Program: Housing Element Recommendation(s):

Staff recommends that the City Council consider whether to authorize the Mayor to send the draft letter of opposition to SB 866 (Blakespear) to the appropriate legislators.

Background Information:

On January 1, 2026, SB 866 was introduced to the California State Senate. If adopted, SB 866 would require significant additional homelessness reporting requirements to be included in the housing element.

The full text of the bill, as currently amended, is online at:
https://leginfo.legislature.ca.gov/faces/billTextClient.xhtml?bill_id=202520260SB866 Analysis:

Since 2019, the State of California has provided Homeless Housing, Assistance, and Prevention (HHAP) funding to the 58 counties within the state, 44 Continuums of Care (regional organizations that provide housing and homeless services), and the 14 largest cities (populations over 300,000. These funds can be used for permanent housing, temporary shelters, street outreach, and homeless prevention. Agencies receiving these funds report to the State on how the funds have been used.

SB 866 would require all but 14 cities in California to add extensive homelessness reporting to their housing elements. The 14 cities exempt from this legislation are the cities already receiving HHAP funds from the State and already report on the use of the funds. SB 866 targets cities without direct access to homelessness funding, placing extensive new reporting burdens on cities with the fewest resources.

The Council may consider the following in determining if the City should oppose this legislation:

Page 59 of 70 ends

 SB 866 would mandate that cities report on programs that are operated by counties, the state, and private entities, not cities. Despite a city's best intentions, it may be unable to collect this data, and under SB 866, it would have a non-compliant housing element as a result.
 The reporting required in SB 866 does not belong in a long-term housing planning document that is updated every eight years. The information would quickly become outdated and would no longer be responsive to the evolving needs of unhoused residents.
 SB 866 would create siloed data, requiring 469 cities to report this information through housing elements, while counties and larger cities do so through regional plans, raising concerns about how the state would synthesize this data into meaningful policy.  Over 300 of the 483 cities in California have populations under 50,000, representing very small numbers of unhoused individuals. Requiring these cities to report this level of data without funding for homelessness programs will not move California forward in addressing homelessness.

Cal Cities Action Alert
Oppose SB 866 (Blakespear) Planning and zoning: Housing Element Mandates: Homelessness
Action Requested: Call your state senator to request a NO vote on SB 866 (Blakespear). SB 866 is eligible to be heard on the floor and can be taken up at any time before May 29.

What the Bill Does: SB 866 would require all but 14 cities to add extensive homelessness reporting to their housing elements. SB 866 targets cities without direct access to homelessness funding, placing extensive new reporting burdens on cities with the fewest resources.

Background: Since 2019, HHAP has provided state funding to the 14 largest cities, all 58 counties, and 44 Continuums of Care. The other 469 cities in California do not get direct state support. To receive funding, HHAP recipients must submit regional plans that include system performance metrics. SB 866 would impose those same performance metrics as a new housing element requirement only for those cities that do not receive HHAP funding.

Why SB 866 is bad for cities:
• SB 866 mandates reporting on systems operated by counties, the state, and private entities, not cities. Despite a city's best intentions, it may be unable to collect this data, and under SB 866, it would have a non-compliant housing element as a result. • The reporting required in SB 866 does not belong in a long-term housing planning document that, for most cities, is updated every eight years. The information would quickly become outdated and would no longer be responsive to the evolving needs of unhoused residents.
• SB 866 would create siloed data, requiring 469 cities to report this information through housing elements, while counties and larger cities do so through regional plans, raising concerns about how the state would synthesize this data into meaningful policy. • Over 300 of the 483 cities in California have populations under 50,000, representing very small numbers of unhoused individuals. Requiring these cities to report this level of data without funding for homelessness programs will not move California forward in addressing homelessness.

The Honorable Catherine Blakespear
California State Senate
1021 O Street, Room 7720
Sacramento, CA 95814
RE: SB 866 (Blakespear) Homeless Housing, Assistance, and Prevention Program:

Housing Element
City of Monte Sereno OPPOSE
Dear Senator Blakespear,
On behalf of the City of Monte Sereno, I respectfully oppose SB 866 (Blakespear). SB 866 would impose extensive homelessness reporting requirements within the housing elements of nearly all cities in California, except the small number that receive direct funding through the state’s Homeless Housing, Assistance, and Prevention (HHAP) program. Currently, HHAP funding is provided to counties, continuums of care, and only 14 large cities, leaving the vast majority of cities without direct state support.

Despite this, SB 866 would require the majority of cities to report on detailed system performance metrics drawn from HHAP regional plans, including data on homelessness inflows and outflows, available resources, and efforts to connect individuals to services. These requirements would place significant administrative and financial burden on cities that lack both the funding, personnel, and infrastructure to collect and maintain such data.

This bill also requires cities to report on behavioral health services and funding, which are administered and funded by counties—not cities. As drafted, SB 866 shifts responsibility onto cities to plan for and report on services beyond their control, without applying the same requirements to counties. These system performance metrics are currently part of HHAP’s regional planning process for a reason: they require coordination among counties, healthcare systems, correctional institutions, and other partners. Requiring cities to independently collect this information would be impractical and duplicative.

Additionally, city housing elements are updated every eight years, while homelessness data is collected annually through existing regional processes. Embedding these reporting requirements into the housing element process would not improve homelessness outcomes in a meaningful way and would instead produce outdated information due to this misaligned timeframe.

Finally, SB 866 adds a new, unfunded state mandate to an already complex and resourceintensive housing element process—further burdening smaller cities working to maintain compliance.

Page 62 of 70 ends

For these reasons, the City of Monte Sereno respectfully opposes SB 866.

Sincerely,
Lon Allan
