Narrative Summary of Trash Load Reduction Status in FY 25-26:
All jurisdictional land areas in the City of Monte Sereno (Monte Sereno) are generating very low levels of trash (i.e., green on the baseline trash generation map). Monte Sereno first reported 100% trash load reduction to the Water Board, without the use of source control credits and creek/shoreline cleanup or direct discharge control program offsets on September 15, 2014. Monte Sereno continued to implement trash control measures to address trash generation within Monte Sereno’s jurisdictional areas in FY 25-26. Descriptions of these trash control measures are included in this section (C.10 – Trash Load Reduction) of the Monte Sereno’s FY 25-26 Annual Report. Monte Sereno will continue to implement these trash control measures to maintain 100% trash load reduction in FY 26-27. The most recent versions of Monte Sereno’s Trash Generation Map, which includes baseline trash generation, and Trash Management Areas (Areas) can be downloaded at:

1 In FY 22-23, Monte Sereno decided to remove four catch basin insert devices (public) installed voluntarily as a pilot project. A review of O&M data revealed that essentially no trash was being removed during maintenance events. Due to budget constraints for continued O&M and no trash generation in these areas, Monte Sereno decided to remove the devices.

Summary of Trash Control Measures other than Full Capture Devices implemented in all Trash Management Areas (TMAs)
Street Sweeping
The City of Monte Sereno’s (Monte Sereno) street sweeping program includes sweeping its streets five times per year, once per quarter, and one additional time in November before the start of the rainy season. Although parking enforcement signs for street sweeping are not posted in Monte Sereno, parking enforcement equivalent exists on arterial roads in the form of no available/restricted street parking. Most of Monte Sereno’s streets have no curb and are located mostly in residential areas except for a small segment at a public elementary school and nearby church. Monte Sereno evaluates its street sweeping program annually to determine if problem areas exist that may require an increase in street sweeping.
On-Land Trash Cleanups
Monte Sereno maintains its roads through contracts with private contractors. Unincorporated areas with public streets adjacent to Monte Sereno are maintained and cleaned by Santa Clara County. Minimal to no litter pickup is required as there is no commercial/retail land use, and very few areas in Monte Sereno have curbs, gutters, or sidewalks. However, Monte Sereno provides regular in-field observations for trash problems. Monte Sereno also notifies Caltrans, school, county, and adjoining cities of needed trash remediation tasks as they arise. Caltrans has expanded its program to enable collaboration at sites where multiple jurisdictions converge. They have also modified their Adopt-a-Highway program to accommodate community groups that participate in one-day cleanups.
Enhanced Storm Drain Inlet Maintenance
Monte Sereno’s storm drain system is inspected and cleaned annually.
Activities to Reduce Trash from Uncovered Loads
Since 2014, Monte Sereno’s solid waste franchise agreement has required covered loads for hauler trucks and debris boxes. Hauler vehicles are subject to inspection under the agreement and must be cleaned and maintained to prevent the spread of litter. Monte Sereno will continue to rely on the Police Department to enforce CA Vehicle Code Sections 23114 and 23115, which prohibit uncovered loads and issue monetary fines, as needed.
Anti-Littering and Illegal Dumping Enforcement
When illegal dumping or trash accumulation sites are reported or discovered, they are cleaned within three business days. Small illegal dumps are removed by staff generally within one business day (limited number of incidents to date).
Improved Trash Bin Container Management
Monte Sereno’s municipal code requires all properties to have a minimum of a once-a-week waste collection service. The solid waste franchise agreement includes stormwater language for pollution prevention. Monte Sereno utilizes its waste hauler to ensure all households have adequate trash service.

Provide summaries of permitting and enforcement activities to manage waste generated from cleaning and treating of copper architectural features, including copper roofs, during construction and post-construction.
Summary:
The City of Monte Sereno’s (Monte Sereno) Municipal Code, Chapter 8.04 Storm Water Management and Discharge Control Regulations, is linked here: Municode.com
Specifically, Section 8.04.020 - Purpose and intent states: The purpose of this Chapter is to protect and promote the health, safety, and general welfare of the citizens of the City by controlling non-stormwater discharges to the stormwater conveyance system, by eliminating discharges to the stormwater conveyance system from spills, dumping or disposal of materials other than stormwater, and by reducing pollutants in urban stormwater discharges to the maximum extent practicable. This Chapter is intended to assist in the protection and enhancement of the water quality of watercourses, water bodies, and wetlands in a manner pursuant to and consistent with the Federal Water Pollution Control Act (Clean Water Act, 33 U.S.C. Section 1251 et seq.), Porter-Cologne Water Quality Control Act (California Water Code Section 13000 et seq.) and National Pollutant Discharge Elimination System ("NPDES") Permit No. CAS000004, as such permit is amended and/or renewed. The State of California is authorized by the Environmental Protection Agency to administer the permit program.
Pre-construction:
Monte Sereno continues to use the BMP Construction Plan Sheet (Plan Sheet) that includes BMPs for Copper Architectural features. The Plan Sheet is available on the Building Department webpage. Monte Sereno requires all construction projects to include the Plan Sheet with their approved construction plan set.
During construction:
Municipal inspectors identify copper architectural features during inspections and confirm appropriate Best Management Practices (BMPs) are implemented when cleaning and treating copper during construction. Inspectors receive training about copper as a pollutant of concern from the Santa Clara Valley Urban Runoff Pollution Prevention Program’s (SCVURPPP) Training Workshops and internal municipal trainings. Inspectors resolve any discharge issues and refer applicable incidents to the West Valley Stormwater Authority (Authority) for follow-up and tracking.
Enforcement actions are followed as outlined in the C.6 or C.5 Enforcement Response Plan (ERP). In FY 25-26, no discharge reports were made to the Authority.
Post-construction:
Illicit discharge inspectors respond to reports of improper washing and wastewater from copper architectural features. Any reported discharges and enforcement actions are recorded in the Provision C.5 inspection records. Enforcement actions are followed as outlined in the C.5 Enforcement Response Plan (ERP). In FY 25-26, no such reports were made to the Authority.

Section 15 – Provision C.15 Exempted and Conditionally Exempted Discharges C.15.b.iii.(3)(e) ►Emergency Discharges of Fire Fighting Water and Foam Annually report on the following ongoing practices:
• Implementation of the BAMSC Regional Firefighting Discharges Report (September 2025) recommendations; • Ensuring proper BMPs and SOPs are included in contracts for non-municipal (contracted) staff hired by Permittees to assist with containment and cleanup, and to assist with prevention and mitigation of adverse impacts, of discharges associated with firefighting emergencies; and
• Evaluating the adequacy of large industrial sites’ BMPs and SOPs for the prevention, containment and cleanup of emergency firefighting discharges into storm drains and receiving waters within Permittees’ jurisdictions and cause those BMPs and SOPs to be improved as appropriate.
Summary:
During FY 25-26, the West Valley Stormwater Authority (Authority) and its member agencies began implementing the recommendations of the BAMSC Regional Firefighting Discharges Report in coordination with the Santa Clara County Fire Department (SCCFD), which provides fire protection services and conducts inspections for the West Valley communities.
The Authority and member agency staff participated in regional coordination efforts with SCCFD to review the Report’s findings and recommendations, evaluate existing procedures, and identify opportunities to strengthen coordination between fire personnel and municipal stormwater programs. Discussions focused primarily on incident notification and communication procedures, roles and responsibilities, and processes for responding to firefighting-related discharges that may affect the municipal storm drain system or receiving waters.
The coordination also provided an opportunity to build on existing relationships with SCCFD through its inspection activities and identify practical ways to integrate stormwater considerations into established procedures. The Authority and its member agencies will continue coordinating with SCCFD and participating in regional implementation efforts as recommendations from the Report are further developed and implemented.

C.15.b.vi.(2) ►Irrigation Water, Landscape Irrigation, and Lawn or Garden Watering
Provide implementation summaries of the required BMPs to promote measures that minimize runoff and pollutant loading from excess irrigation.
Generally, the categories are:
• Promote conservation programs
• Promote outreach for less toxic pest control and landscape management • Promote use of drought tolerant and native vegetation • Promote outreach messages to encourage appropriate watering/irrigation practices • Implement Illicit Discharge Enforcement Response Plan for ongoing, large volume landscape irrigation runoff.
Summary:
Refer to the C.3 New Development and Redevelopment, C.7. Public Information and Outreach, and C.9. Pesticide Toxicity Control sections of the SCVURPPP FY 25-26 Annual Report as needed.
Promote outreach for less toxic pest control, landscape management, and use of drought-tolerant & native plants:
Monte Sereno and the Authority promote water conservation, sustainable landscaping, less-toxic pest control, water rebates, and the use of drought-tolerant, native plants. Outreach is conducted through social media, newsletter articles, Monte Sereno’s website (www.montesereno.org), and the Authority’s website (www.cleancreeks.org). The Authority’s website features a dedicated section with resident resources on less-toxic gardening and pest control, along with a members-only website that provides municipal staff with tools to support their agency’s pest control programs.
Educational materials and resources are also shared at outreach events and online. These include SCVURPPP’s “You are the Solution to Water Pollution,” “The 10 Most Wanted Bugs,” and “Less Toxic Products – Manage Pests in Your Home and Garden,” as well as programs like South Bay Green Gardens, Santa Clara Valley Green Gardener Training, and the Watershed Watch Discount Card. Giveaways such as native plant seed packets further encourage water conservation and pesticide reduction.
Workshops, trainings, and related educational opportunities are regularly promoted through the Authority’s communication channels, connecting the community with practical guidance on green infrastructure, integrated pest management, and sustainable landscaping practices.

FY 2025-26 ANNUAL REPORT
Submittal of Annual Cost Analysis
As a part of the FY 2025-26 Annual Report, the City of Monte Sereno has prepared and submitted a fiscal analysis of the costs incurred to comply with the Municipal Regional Stormwater Permit, Order No. R2- 2022-0018 (MRP 3.0), Provision C.20 Cost Reporting. The fiscal analysis is consistent with the Cost Reporting Framework and Guidance Manual that was developed for the San Francisco Bay region by the Bay Area Municipal Stormwater (BAMS) Collaborative and includes the following:
• Cost Reporting Summary – Estimated personnel and overhead costs, external professional services costs, capital expenditures, and operation and maintenance costs by program area (program management and MRP provision) for the current reporting fiscal year and estimated expenditures for the next reporting fiscal year; and
• Source of Funds Summary - Source of funds for the current reporting fiscal year including legal restrictions on the use of the funds, and identification of funds that are shared on a regional or countywide basis.
The City of Monte Sereno has submitted the Cost Reporting Summary and Source of Funds Summary in good faith, based on the best available stormwater program cost reporting data compiled from multiple sources and departments within the City of Monte Sereno. As such, it is important to recognize the inherent limitations associated with the summaries including:
• The values provided are compiled from multiple, internal sources and different cost accounting programs, and attempt to separate out duties and time that staff spend complying with the numerous requirements in the MRP. As a result, the individual and compiled values may differ from the adopted budgets.
• Given the difficulty in accounting for the wide range of staff and expenditures associated with the implementation of the stormwater program, the values in the Cost Summary Table are rounded to the nearest $1,000.
• Given the diversity of the Bay Area permittee agencies in size, characteristics, and jurisdiction, the costs presented for various program areas may or may not be comparable among permittees.
