Account No. 100-85-860-6010.10 (Fire Department, Suppression, Machinery and Equipment) and Account No. 100-85-860-6016 (Fire Department, Suppression, Uniform Expense) for each of the vendors and the annual not-to-exceed amounts (as detailed below).
The department will purchase essential Personal Protective Equipment (PPE), Turnouts, Wildland gear, uniforms and fire-related equipment and supplies using the terms and conditions identified in the following contracts for each respective vendor:
1. Allstar Fire Equipment, Inc. (Allstar) awarded Contract No. 032620-LIO by Sourcewell. The department anticipates spending an annual amount not-toexceed $250,000.
2. Galls, LLC (Galls) awarded Contract No. 02-118 by National Cooperative Purchasing Alliance (NCPA). The department anticipates spending an annual amount not-to-exceed $175,000.
3. Municipal Emergency Services, Inc. (MES) awarded Contract No. 032620- MES by Sourcewell. The department anticipates spending an annual amount not-to-exceed $175,000.
Under Montebello Municipal Code Chapter 3.20.125, Piggybacking Purchasing Agreements, the City can establish a purchase order using the same terms and conditions set forth in the agreements previously mentioned.
If approved, the Department will ensure prior approval of funds for the specified items have been authorized during the annual budget process (beginning with FY 2022-23) and upon approval of the Department’s budget the annual blanket purchase orders will be issued at the beginning of every fiscal year through Fiscal Years 2024-25 (Allstar and Municipal Emergency Services) and 2025-26 (Galls). Utilizing these multi-year agreements allows for improved planning – knowing the amounts needed each fiscal year for the purchase of PPE, uniforms and related essential fire equipment allows for strategic operationalization of essential equipment and related purchases.
BACKGROUND
National Fire Protection Association (NFPA) 1500 Standard on Fire Department Occupational Safety and Health Programs recommends that firefighters engaged in structural firefighting be provided with and wear a protective ensemble, which consists of the following protective items: coat, trousers, hood, helmet, SCBA, gloves, and proper footwear. This personal protective equipment (PPE) is designed to protect firefighters from serious injuries or illnesses resulting from contact with fire as well as chemical, biological, radiological, nuclear, high-yield explosive (CBRNE) hazards. This is extremely important to allow for personnel to execute their jobs without suffering from burns or lung damage from smoke inhalation.
CITY COUNCIL AGENDA REPORT – MEETING OF APRIL 13, 2022.
Approve Issuance of a Blanket Purchase Order to Allstar Fire Equipment, Inc., Galls LLC, and Municipal Emergency Services, Inc. for Personal Protective Equipment, Uniform Apparel and Fire-Related Supplies and Equipment for Multi-Year Periods
Montebello Fire Department is required by law to issue two (2) sets of turnout ensembles to each firefighter in order to safely and effectively perform their job. The Department also has a Wellness and Cancer Prevention Program, ensuring that all fire suppression personnel have the appropriate safety gear, and will prevent from exposure to harmful, carcinogenic toxins, providing availability and/or back-up of a clean second set for emergency response calls. The department has always strived to prioritize the safety, health and well-being of its firefighters.
Related NFPA and Department guidelines require standard uniforms and related apparel, and regular replacement of essential firefighting and life safety equipment. These multiyear agreements with these three vendors will help ensure procurement flexibility, allowing for equipment to be purchased from multiple vendors depending on availability and pricing. The multi-year agreements improve planning, allowing for Fire and Finance to better project expenses in these critical areas over multiple, future years.
Allstar Fire Equipment, Inc.
Allstar Fire Equipment, Inc., has supplied the Montebello Fire Department for several years and has provided various fire gear, such as turnout ensembles including boots, helmets, and brush jackets. In addition, the vendor is a supplier of fire hoses, nozzles, breathing apparatus, and fire tools. Allstar is the exclusive dealer and distributor for Lion Apparel in the State of California, as well as being a local vendor and due to its proximity to Montebello, making it easy to access necessary emergency purchases.
Due to its established relationship with the City and the Fire Department, Allstar has developed departmental specifications that best suit the needs and has provided consistency to fire personnel and equipment, plus complies with local county fire standardization of equipment and tools. The Fire Department plans to utilize Allstar as the distributor for various fire-related supply purchases including: key hose, hose packs, and nozzles. Allstar Fire Equipment has continued to be the chosen vendor due to their close proximity, quick response time, and familiarity with the Fire Department’s needs.
Galls, LLC
Galls, LLC, consistently meets Fire Department uniform needs and provides a strong business relationship with the City. In order to properly outfit Fire Department staff, Galls will be utilized to purchase station uniforms, wildland pants, and station boots for current and future Fire Department personnel.
Municipal Emergency Services (MES)
Municipal Emergency Services, Inc. (MES) provides quality name brand equipment that complies with the appropriate NFPA and manufacturer’s specifications throughout the life of the products purchased. MES is another provider of turnout gear. As previously CITY COUNCIL AGENDA REPORT – MEETING OF APRIL 13, 2022.
Approve Issuance of a Blanket Purchase Order to Allstar Fire Equipment, Inc., Galls LLC, and Municipal Emergency Services, Inc. for Personal Protective Equipment, Uniform Apparel and Fire-Related Supplies and Equipment for Multi-Year Periods
mentioned, this gear is a necessary expense in order to be compliant with NFPA 1500.
This protective ensemble provides an outer shell that is highly resistant to ignition from flame contact or radiant heat and provides insulation through nonflammable insulation material. Per NFPA 1851, PPE is to be limited to a ten-year lifespan from date of manufacture. Therefore, having the ability to purchase from multiple PPE distributors (i.e., Allstar and Municipal Emergency Services) is necessary to properly outfit current and future personnel.
ANALYSIS
City staff began evaluating the best method of procurement of personal protective equipment (PPE), uniform apparel and fire equipment/supplies in a manner that is in line with the City’s Municipal Code and purchasing policies and procedures, while providing multiple-year costing to assist with future budget and operational planning.
The City currently utilizes Allstar Equipment, Galls, and MES for these essential PPE components, including hoses, nozzles and small tools, as well as uniforms and related supplies. Staff conducted an analysis and identified master contracts through Sourcewell and National Cooperative Purchasing Alliance (NCPA), which are national cooperative procurement organizations offering publicly solicited contracts to government entities nationwide. Contracts are created through a public solicitation by a Lead Public Agency.
As current members, purchasing off of these contracts provides the City the opportunity to purchase from Allstar Equipment, Galls, and MES, acquiring the same products and services currently utilized while meeting the municipal code requirements to purchase off competitive bid awards. For reference, Fire Department’s Sourcewell Member No. 186497.
Allstar Fire Equipment, Inc. was awarded a contract by Sourcewell on May 7, 2020 with an expiration date of May 7, 2024. It is a four-year term with optional extension up to one (1) additional one-year period upon request of Sourcewell and with written agreement by vendor. This contract saves the City the cost of conducting an RFP process, which would likely result in similar, or possibly higher, rates. Remarkably, the recommended contract entails prices that are at a discount range of up to 35% from MSRP price list.
Galls, LLC was awarded a contract by NCPA on May 3, 2021 with an expiration date of April 30, 2024. It is a three-year term with the option to renew for two (2) additional one (1) year periods, if mutually agreed on by Region XIV ESC and Galls, LLC.
Municipal Emergency Services, Inc. was awarded a contract by Sourcewell on May 7, 2020 with an expiration date of May 7, 2024. It is a four-year term with optional extension up to one (1) additional one-year period upon request of Sourcewell and with written agreement by vendor.
Therefore, staff research indicates that the most efficient and economical methods to acquire the mandated PPE, uniform apparel and fire-related equipment are to use the CITY COUNCIL AGENDA REPORT – MEETING OF APRIL 13, 2022.
Approve Issuance of a Blanket Purchase Order to Allstar Fire Equipment, Inc., Galls LLC, and Municipal Emergency Services, Inc. for Personal Protective Equipment, Uniform Apparel and Fire-Related Supplies and Equipment for Multi-Year Periods
existing contracts between Sourcewell and Allstar Fire Equipment (Attachment BContract No. 032620-LIO); NCPA and Galls (Attachment E-Contract No. 02-118); and Sourcewell and Municipal Emergency Services (Attachment F-Contract No. 032620- MES). This provides the opportunity to purchase off of competitive bid awards and receive the same reliable products and service, at reasonable prices, through fiscal years 2024- 25 and 2025-26.
SUMMARY
Staff is recommending the City Council approve the procurement of personal protective equipment and fire equipment/tools from Allstar Fire Equipment, Inc., Galls, LLC, and Municipal Emergency Services, Inc. by utilizing Sourcewell Contract No. 032620-LIO, NCPA Contract No. 02-118, and Sourcewell Contract No. 032620-MES. The annual purchase amount is estimated at $250,000 for Allstar Fire Equipment, $175,000 for Galls, and $175,000 for MES. These are multiple year agreements that will improve fiscal and operational planning. The contracts with Allstar Fire Equipment and MES will be from FY 2022-23 through FY 2024-25, and the Galls contract will run from FY 2022-23 through FY 2025-26. No current fiscal year budget adjustment is needed as part of this action. The FY 2022-23 budget will be developed utilizing these contract amounts.

C. ADDITIONAL INSURED ENDORSEMENT AND PRIMARY AND NON-CONTRIBUTORY INSURANCE CLAUSE. Vendor agrees to name Sourcewell and its Members, including their officers, agents, and employees, as an additional insured under the Vendor’s commercial general liability insurance policy with respect to liability arising out of activities, “operations,” or “work” performed by or on behalf of Vendor, and products and completed operations of Vendor. The policy provision(s) or endorsement(s) must further provide that coverage is primary and not excess over or contributory with any other valid, applicable, and collectible insurance or self-insurance in force for the additional insureds.
D. WAIVER OF SUBROGATION. Vendor waives and must require (by endorsement or otherwise) all its insurers to waive subrogation rights against Sourcewell and other additional insureds for losses paid under the insurance policies required by this Contract or other insurance applicable to the Vendor or its subcontractors. The waiver must apply to all deductibles and/or self-insured retentions applicable to the required or any other insurance

CITY OF MONTEBELLO
CITY COUNCIL AGENDA STAFF REPORT
TO: Honorable Mayor and City Council Members
FROM: René Bobadilla, P.E., City Manager
BY: Nicholas Razo, Director of Human Resources – Information Technology Shawn Granger, IS Manager
SUBJECT: Approve Professional Services Agreement with IBE Digital to Implement a Strategic Information Technology Infrastructure Improvement Project
DATE: April 13, 2022
RECOMMENDATIONS:
It is recommended that the City Council:
1) Authorize the City Manager to execute a five-year term agreement with IBE Digital to implement the Strategic Information Technology (IT) Infrastructure Improvement Project to include the City’s backbone network, storage and related software and hardware purchases, including procurement of installation and related services; and
2) Take such additional, related, action that may be desirable.
BACKGROUND
In the twenty-first century, a robust information technology infrastructure is critical to the success of local government agencies tasked with providing services to residents, businesses, and other community stakeholders. Locally, information technology (IT) is involved with nearly every City operation including, but not limited to: transit, public safety, public works, EMS, traffic management, capital planning, accounting, payroll, inventory management, and general record-keeping. Failing to ensure the IT infrastructure operates optimally could result in one or more services mentioned above failing and delaying service delivery.
21 CITY COUNCIL AGENDA REPORT – MEETING OF APRIL 13, 2022 Approve Professional Services Agreement with IBE Digital to Implement a Strategic Information Technology Infrastructure Improvement Project
The City of Montebello’s IT Infrastructure is currently in need of a complete overhaul due to significant neglect over multiple decades. This piece of the City’s critical infrastructure has not received any significant upgrades. In August 2020, an in-depth assessment of the City’s IT infrastructure was performed by IBE Digital which identified various cyber risks and risk exposure throughout the City. As a result, the infrastructure is operating with several hardware components that are either outdated, obsolete, or end-of-life. The City has no redundancy or adequate disaster data recovery.
During the COVID-19 pandemic it has been evident that the City was not prepared for remote working/meetings, on-line customer transactions (i.e., on-line payment, electronic permit, digital libraries), insufficient tablet inventories, inability to connect to network documents, and other telework shortcomings, to name a few. In response to COVID-19 impacts, over the past two years staff has had to procure portable technology that operate independently and access remotely via antiquated virtual private network (VPN) connections as opposed to more modern methods of remoting.
Public Safety (Police, Fire, EMS) have been extremely impacted due to aging infrastructure that has impacted dispatching, digital report submissions and radio communications. Community Development and Public Works lack the ability to incorporate a robust GIS mapping system to create multi-layer overlays that demonstrate critical infrastructure (i.e., sewer, water, storm drain, curbs, sidewalk and streets) and identify commercial and residential developments.
Public Works is utilizing a very primitive version of GIS mapping to create initial records of data that has required over 1 ½ years to create due to the inability for the current system to support any upgrades. Currently the City has over 10,000 boxes of historical documents that are in the process of undergoing indexing, storing, scanning, and processing thru the retention and destruction schedule. The City lacks sufficient digital storage capacity to upload these massive files that are required to be retained for historical and reference purposes. Other areas of the City’s operation requiring upgrades revolve around aging servers, end of life phone system, audio/video backbone, and out of date software programs. The City lacks the ability to use efficient software such as Office 365, Adobe Suite, and other products to improve operational efficiency and customer experience.
For the year that ended June 30, 2021, a Financial Audit was completed by Vasquez & Company LLP which documented deficiencies in the City of Montebello’s IT systems. This audit identified the City’s information technology as a significant risk to operations and in need of major improvements. The audit listed the lack of an IT Strategic Plan, outdated hardware/software and various security concerns which could negatively impact the City’s operational and financial situation. Due to the unsupported systems past end-of-life, the IT division is reactive instead of strategic.
CITY COUNCIL AGENDA REPORT – MEETING OF APRIL 13, 2022
Approve Professional Services Agreement with IBE Digital to Implement a Strategic Information Technology Infrastructure Improvement Project
The overall goals and objectives of this network backbone hardware and software upgrade project include, but are not limited to: replacing obsolete hardware, improving operational efficiency and effectiveness, improving cybersecurity posture and standing to meet or exceed recommended protocols for government agencies, and providing disaster recovery/connectivity redundancy (continuity of operations).
Upon completion of this project, staff expects to receive a significantly improved and enhanced IT infrastructure that requires limited management and servicing, and operates more efficiently and economically. The upgrades include:
• Core Data Center Deployment
• XiLeap Disaster Recovery and Business Continuity System • Network Security Enhancements
• Microsoft 365 Migration
• Multi-Factor Authentication
• Network Infrastructure Upgrade
• Desktop and Laptop Computer Replacements
• Managed Security Services
• VoIP Phone System Replacement
• Document Management Upgrades
These critical improvements to IT enterprise systems will result in more efficient operations of day-to-day IT activity. All City Departments, including Public Safety employees will no longer need to endure extended downtimes with daily digital tools, dedicated support to vital emergency response systems and will be well supported for onsite and remote working. Improvements to security systems will reduce potential risk to various cybersecurity threats.
CONTRACT PROCESS
On June 9, 2021 the City Council authorized the issuance of a Request for Qualifications/Proposals (RFQ# 21-1) for Information Technology Infrastructure Upgrade Services to include the City’s IT infrastructure, backbone network, storage and related software and hardware purchases, including procurement of installation and related services.
The Request for Qualifications was issued on August 4, 2021, with all proposals due by September 9, 2021. The purpose of the RFQ was to solicit proposals from vendors interested in this project. The RFQ process would allow staff to review proposals and determine the most qualified vendors. The evaluation included a scoring of qualifications:
• Understanding of the City’s Requirements
• Experience (focus on Public Sector)
CITY COUNCIL AGENDA REPORT – MEETING OF APRIL 13, 2022
Approve Professional Services Agreement with IBE Digital to Implement a Strategic Information Technology Infrastructure Improvement Project
• Project Management/Implementation Approach
• Reference Checks
A total of twelve (12) proposals were received from vendors across the nation. Staff reviewed each proposal and scored them based on the criteria above. IBE Digital (I Copy) scored the highest. Moreover, IBE Digital has been a partner with the City for over two years, conducting the original information technology assessment which brought to light the breadth and scope of issues needing to be tackled. This vendor is local, is extremely familiar with the City’s existing IT network hardware and software.
Based on the scoring evaluation, Staff is recommending an agreement with IBE Digital to manage the multi-year IT network and backbone upgrade project. The work will also include managing the procurement of necessary hardware and software, as well as providing knowledgeable staff for installation and implementation. The “Fiscal Impact” section below explains the details of procuring the hardware and software necessary to upgrade the City’s IT infrastructure.
FISCAL IMPACTS
The information technology (IT) essential upgrades will be purchased by using a variety of cooperative agreements to ensure the City of Montebello achieves a high level of efficiency and capital investment value. The government cooperative agreements include, but are not limited to: Sourcewell, National Cooperative Purchasing Alliance (NCPA), and California Multiple Award Schedules (CMAS). Cooperative purchase contracts are previously competitively bid and leverage national/state volume pricing which provides members with a streamlined contracting process, allowing the City to forgo lengthy bidding processes. The recommended purchase is in compliance with Montebello Municipal Code, Section 3.20.125.
Staff is recommending approval of a five (5) year agreement, effective April, 2022, through April, 2027, to provide the IT support for citywide network infrastructure upgrades.
Year one of the IT Infrastructure Upgrade Plan has an estimated cost of $4,776,738. This estimate includes most of the capital costs, which are one-time in nature. The following four years of the upgrades will be approximately $900,682 for the first year with inflationary (Consumer Price Index) increases in subsequent years. Much of these reoccurring license, service, and maintenance costs are offset by replacing current system costs (i.e., the City is already paying for various software licenses). A portion of these information technology upgrade costs will be charged to the Transit Fund, since the Transit Department (Montebello Bus Lines) utilizes the same citywide network and related IT software as non-Transit operations.
Given the size, scope and length of this essential project, a special Capital Improvement Fund will be created. Segregating expenses in a separate fund allows for improved CITY COUNCIL AGENDA REPORT – MEETING OF APRIL 13, 2022
Approve Professional Services Agreement with IBE Digital to Implement a Strategic Information Technology Infrastructure Improvement Project
tracking of upgrade costs and other charges related to this project. The current recommended action is to approve a multi-year agreement with IBE Digital to perform the various upgrade tasks, procure necessary hardware and software, and serve as project manager.
No budget appropriation is needed at this point for Fiscal Year 2021-22. The Fiscal Year 2022-23 budget will be developed to include sufficient funding for the multi-year IT upgrade project – an identical approach as more traditional street and road capital projects which span multiple fiscal years. Subsequent budgets will be developed to provide sufficient funding. Current software and hardware costs (i.e., software licenses, computer purchases, etc.) will continue to be budgeted in the Information Technology Division, as well as other departments as necessary while the upgrade project continues.
At the September 1, 2021 Special Study Session, staff presented an outline of potential uses of Coronavirus State and Local Fiscal Recovery Funds (CSLFRF), provided through the American Rescue Plan Act (ARPA). One of the items presented was funding this essential technology upgrade with CSLFRF revenue. Staff received direction from the City Council at that Study Session to move forward with securing a vendor to implement the network backbone infrastructure upgrade project. A portion of the City’s $16.59 million in CSLFRF revenue will be committed to this upgrade project.
The FY 2022-23 budget will be developed to include funding sufficient to pay for the necessary hardware and software upgrades. Given the scope, size and cost of this essential project, a separate Capital Improvement Fund will be created in the FY 2022- 23 budget. Staff will present a more detailed outline of projected expenses as part of the FY 2022-23 budget development and presentation.
SUMMARY
It is being requested that the City Council authorize the City Manager to execute a fiveyear term agreement upon review and approval by the City Attorney’s Office with IBE Digital to provide essential hardware and software to improve the level of IT infrastructure to improve the City’s operation.

CITY OF MONTEBELLO
CITY COUNCIL AGENDA STAFF REPORT
TO: Honorable Mayor and City Council Members
FROM: René Bobadilla, P.E., City Manager
SUBJECT: Receive and File Project Funding Request for Fiscal Year 2023 for the Montebello Sewer System Rehabilitation Project – for consideration of Federal and State appropriations
DATE: April 13, 2022
RECOMMENDATIONS:
It is recommended that the City Council receive and file:
1) Information regarding the Montebello Sewer System Rehabilitation Project request for Funding for Fiscal Year 2023 from:
a. The Office of U.S. Senator Alex Padilla - $3 million b. The Office of California State Senator, Bob Archuleta, District 32 and California State Assemblymember Cristina Garcia, District 58 - $2.1 million
2) Take such additional, related, action that may be desirable.
BACKGROUND
The Federal and State budget appropriations process has provided an opportunity for the City of Montebello to submit projects that have a community and regional benefit.
Staff submitted the City’s Montebello Sewer System Rehabilitation Project for consideration by State and Federal representatives. The United States Senate appropriations on-line funding request process deadline was April 4, 2022. The State of California request for appropriation deadline for the State Senate is April 15, 2022 and State Assembly due date is April 29. Staff has submitted all funding requests and are currently soliciting support letters.
City staff have recognized the urgency of updating the City’s sewer system as evidenced by recent incidents requiring emergency repairs. The City last year 22 CITY COUNCIL AGENDA REPORT – MEETING OF APRIL 13, 2022 Receive and File Project Funding Request for Fiscal Year 2023 for the Montebello Sewer System Rehabilitation Project – for consideration of Federal and State appropriations
celebrated our 100 years of incorporation, with our rich history comes aging infrastructure built for a small community, not the thriving and growing community that exists today. Further compounding our concerns is the projected growth largely in part, to meet the State’s Southern California Association of Governments Regional Housing Needs Allocation (RHNA) requirements. Unfortunately, we are experiencing catastrophic failures of our sewer systems that will require infrastructure investments to meet the housing, economic, and sanitation needs of our growing region.
Projects submitted to the Federal and State representatives are to provide a portion of funding to address sewer in the downtown area of Montebello, considered the oldest portion of the community. The submitted requests are to replace the deteriorated sewer system in Montebello's downtown area. This project request is of regional significance for two primary reasons: 1) Prevention of potential groundwater supply contamination; and 2) Support of housing densification. Deterioration of the sewer pipes has the potential to leak sewage into the region's groundwater supply. Groundwater is becoming an increasingly critical source of water supply for the Southern California Region as the imported water supply dwindles under a prolonged drought in the southwestern United States. The groundwater also serves as a critical storage asset for the harvesting of rainwater and re-use of reclaimed water sources.
Montebello's downtown area is identified in the City’s Housing Element and the Downtown Montebello Specific Plan area (www.planmontebello.com) for high density mixed-use residential development. These plans are intended to, among other things, respond to the 80% increase in new housing for the City of Montebello as mandated by the Southern California Association of Governments Regional Housing Needs Allocation (“RHNA”) 6th Cycle methodology covering the period beginning October 2021 through October 2029. The total net new household growth under the current RHNA methodology for the City of Montebello during the 2021-2029 planning period is 5,186 new housing units. The density anticipated for the downtown area is significant with anticipated densities ranging between 40-100 units per acre. Furthermore, depending on affordability, some projects may have the potential to invoke State Density Bonus Law allowing unlimited density. The current condition of the sewers will not support the planned housing densification and, thus, serves as a significant financial hurdle to making these new housing opportunities a reality. These new housing opportunities are critical in response to the growing housing shortage in Southern California. This area is also located less than 1.25 miles from LA Metro’s planned Greenwood Avenue Station on the L Line (Gold) Eastside Extension Light Rail Project. Direction connection to the station is planned with local transit as well as bike and pedestrian options helping to improve traffic congestion in the region by offering conveniently located mass transit options for existing and new housing.
CITY COUNCIL AGENDA REPORT – MEETING OF APRIL 13, 2022
Receive and File Project Funding Request for Fiscal Year 2023 for the Montebello Sewer System Rehabilitation Project – for consideration of Federal and State appropriations
FISCAL IMPACTS
There is no fiscal impact with this action. If this funding request is accepted by the United States House of Representatives’ Appropriations Committee and/or the State of the California Senate Budget and Fiscal Review Committee, a separate item will be presented to the City Council for consideration at a future meeting. If awarded we may be required to provide a match for federal and state funding. If matching funds are required staff will require City Council action to appropriate funds.

1600 West Beverly Boulevard • Montebello, California 90640-3932 • (323)-887-1200 City of Montebello Background
The City of Montebello is a full-service City that encompasses 8.37 square miles, bordered by the 605 freeway, 60 freeway and just a few miles away from the 710 and 5 freeways. Montebello is centrally located near the center of the Los Angeles metropolitan area and is only 15 minutes away from Downtown Los Angeles. The City’s prime location has increased the interest of residential and commercial development. Montebello is comprised of a diverse population of 61,000 residents and a multitude of corporate and small business enterprises. The City is aggressively addressing their housing and economic development needs with new developments in housing and economic opportunities. In 2021 the City celebrated 100 years of incorporation, whereas the area around Whittier Boulevard was the first to have residential and business establish thereby identified as the oldest segment of the City’s infrastructure. With its rich history of incorporation, comes decades of infrastructure built for a small community not the thriving community that currently exists and will continue to grow in part to meet the State’s RHNA numbers. Unfortunately we are experiencing catastrophic failure of our sewer infrastructure for current levels and we will need to improve to accommodate any future growth.
Budget Proposal: One-time allocation of $2,100,000 from the State General Fund to replace severely deteriorated sewer pipes in the downtown area of the City of Montebello, CA.
Provisional Language: A one-time allocation of $2,100,000 to the Government Operations Agency for the replacement of severely deteriorated sewer pipes in the downtown area of the City of Montebello, CA. Contracts entered into or amend pursuant to this provision shall be exempt from Chapter 6 (commencing with section 14825) of Part 5.5 of Division 3 of Title 2 of the Government Code, Part 2 (commencing with Section 10100) of Division 2 of the public Contract Code, and the State Administrative Manual, and shall be exempt from the review or approval of any division of the State Department of General Services.
Name of Project
Downtown Sewer Infrastructure Improvement Project
Scope of Work
The project consists of the replacement of 5,098 linear feet of cement sewer in the downtown area of the City of Montebello. The project area is along Whittier Boulevard between Montebello Boulevard and the Rio Hondo, including the allies north and south of Whittier Boulevard (See Location Map). The cement lines are nearly 100 years in age and are severely deteriorated with holes in the pipe walls that cause frequent plugging and leakage into the surrounding soil, contributing to deterioration of the region’s groundwater supply. The pipes require replacement with new vitrified clay pipe at an estimated total cost of $2.1 million.
This area is identified in the City’s Housing Element and the Downtown Montebello Specific Plan area (www.planmontebello.com) for high density mixed-use residential development.
This area is also located less than 1.25 miles from LA Metro’s planned Greenwood Avenue Station on the L Line (Gold) Eastside Extension Light Rail Project. Direction connection to the station is planned with local transit as well as bike and pedestrian options.
